Introductory note
This introductory note does not form part of the Variation Notice The following Notice is issued under Regulation 17 of the Pollution Prevention and Control(Industrial Emissions) Regulations (Northern Ireland) 2013 (“the PPC (IE) Regulations”) to vary the conditions of a Permit issued under those Regulations to operate an installation carrying out one or more of the activities listed in Part 1 to Schedule 1 of those Regulations. The Notice comprises a Schedule containing conditions to be deleted and conditions to be added. The Notice is subject to the express conditions set out in the Schedule. It should be noted that aspects of the operation of the installation not regulated by those conditions are subject to the condition implied by Regulation 12(9) of the PPC(IE) Regulations, that the Operator shall use the best available techniques for preventing, or where that is not practicable, reducing emissions from the installation. Techniques include both the technology used and the way in which the installation is designed, built, maintained, operated and decommissioned. The enforcing authority for Part A installations in Northern Ireland is the Chief Industrial Pollution Inspector. Under Regulation 8(4), any function of the Chief Inspector may be delegated to any other Inspector appointed by the Department of Agriculture, Environment and Rural Affairs and references to the Chief Inspector should be interpreted accordingly.
Brief description of the changes introduced by this notice. The changes brought about by this permit variation are due to modifications made in December 2019 to the Saacke burner in the Aerofall mill to only light fuel oil. The Aerofall mill is where the limestone and shale are then ground to a fine powder. To aid the grinding process the material is dried using waste heat from the clinker cooler. This heat can be supplemented as necessary by an oil-fired burner (Saacke Burner), which uses either gas oil or recovered oil as a fuel. The operator has requested a variation to only burn Light Fuel Oil and not the Recovered Oil as allowed for in the previous variations. This removes the need for waste Incineration continuous and discontinuous monitoring requirements in the Aerofall mill emission point A17. The monitoring requirements for emission point A17 have been removed from Table 2.2.1.2.

All release limits for release point A8 (main stack) apply except during start-up and shut-down where start-up is defined as – the period
from when raw meal is introduced into the kiln to the time the feed rate has reached an average of 60 tonnes per hour over one hour or 10
hours have elapsed from commencing the feed of raw meal, whichever occurs first (to allow sufficient heat transfer within the Lepol system
after start-up the limit value for NOX however does not apply until a further 48 hours has elapsed after this period). During this interim
period, prior to bringing the SNCR plant on stream, it is understood that the company will make every effort to reduce NOX emissions as
