Withthatinmind,BCHydrorecentlyreleasedourIntegratedResourcePlanforfinalpublicandFirstNationsconsultation.ThePlanincludesBCHydro’srecommendedactionstocost-effectivelymeettheforecasted40percentincreaseindemandforelectricityinthenext20years.
Inordertoensuretheelectricityyouneedisavailablewhenyouneedit,BCHydroisundertakinganambitiouscapitalprogramtorefurbishaginginfrastructureacrossourservicearea.Weareupgradingexistinggeneratingfacilitiesandsubstationswhilealsobuilding critical new transmission infrastructure to serve growing residential demand andexpandingindustriesinthenorthwestandnortheastoftheprovince.
Ourelectricitygridisbecomingstrongerandsmarter.Technologicaladvancements,suchassmartmeters,createthefoundationforasafer,moreadaptiveandreliablesystem.The culmination of our investment efforts will allow us to serve a growing economy and deliver value to our customers.

FINAL REVIEW OF INTEGRATED RESOURCE PLAN BCHydroforecastscustomers’demandforelectricitywillgrowby40percentoverthenext20years–beforeaccountingforsavingsfromconservationandefficiencymeasures.TheIntegratedResourcePlan(IRP)isBCHydro’slong-termplantocost-effectively meet the forecast electricity needs of its customers overthenext20yearsasaresultofgrowingpopulation,broadeconomicexpansionandthedevelopmentofaliquefiednaturalgas(LNG)industry.IndevelopingtheIRP,BC Hydroconsultedwiththepublic,stakeholdersandFirstNationsin2011and2012.
TheIRPwassubmittedtotheprovincialgovernmentonAugust2,2013,asrequiredundertheBCCleanEnergyActandisnowpostedontheBCHydrowebsite.Theplanincludes17recommendations to meet our customers’ needs by continuing topromoteconservationandenergyefficiency,bydevelopingrenewableenergyresourcesforthefuture,andbyplanningfortheemergingLNGindustry.BCHydroisinvitingthepublic,stakeholdersandFirstNationstoprovidefinalwrittencommentsontheIRPbyOctober18,2013.ViewtheIRPandprovideyourcomments:bchydro.com/energy-in-bc/meeting_demand_growth/irp.html.
SITE C CLEAN ENERGY PROJECTBCHydro’sSiteCCleanEnergyProject(SiteC)isaproposedthirddamandgeneratingstationonthePeaceRiver.Itwouldprovide1,100megawattsofcapacity,andproduceabout5,100gigawatthoursofenergyeachyear—enoughenergytopowertheequivalentofabout450,000homes.
SiteCisbeingproposedtohelpmeetB.C.’slong-termelectricity needs.
Theprojectiscurrentlyundergoingacooperativefederal-provincialenvironmentalassessmentprocess,whichincludesajointreviewpanel.Aspartofthisprocess,thereareopportunitiesforparticipationbythepublic,Aboriginalgroups,local/regionalgovernments and other interested stakeholders.
Inadditiontotheconsultationopportunitiesprovidedbytheenvironmentalassessmentprocess,BCHydrocontinuestoconsultandengagewithAboriginalgroups,local/regionalgovernments,andpropertyowners.BCHydroalsocontinuestooperatecommunityconsultationofficesinFortSt.JohnandHudson’sHope.
SiteCrequiresenvironmentalcertificationandotherregulatorypermitsandapprovalsbeforeitcanproceedtoconstruction.Inaddition,theCrownhasadutytoconsultand,whereappropriate,accommodateAboriginalgroups.
ConstructionofSiteCwouldcreate10,000person-yearsofdirectemploymentduringconstruction,andapproximately33,000totaljobsthroughallstagesofdevelopmentandconstruction.

CAPITAL PROJECTS John Hart Generating Station Replacement Project
TheJohnHartGeneratingStationhasbeenoperatingsince1947andisoneoftheoldestgeneratingfacilitiesinBCHydro’shydroelectricsystemandoneofthemostimportantassetsonVancouverIsland.TheprojectistoconstructareplacementwaterintakeattheJohnHartSpillwayDam,replacethethree1.8-kilometrelongpipelineswitha2.1-kilometrelongtunnel,constructareplacementgeneratingstationbesidetheexistingstation,andanewwaterbypassfacility.Theexistingstationwillcontinuetooperateduringtheconstructionphase,andthentransferoperationsduringthecommissioningperiodtothenewfacility.
The$940millioninvestmentwillprovideanumberofimportantbenefitsfortheresidentsofVancouverIsland:
• improvedseismicsafetytothecommunityanditsresidents;• acontinuedcleanandreliablesupplyofelectricityfor
customers;and• maintainBCHydro’scommitmenttotheenvironment.
Theprojectwillalsofostereconomicdevelopmentwithapreliminaryestimateofabout400peoplerequiredoverthefiveyearsofconstructionthatwillbeginthisfall.BCHydrowillannouncethepreferredcontractorthatwillconstructthenewfacilitiesattheend of this summer. BCHydrohasstartedearlysitepreparationworkbymakingmodificationstothetrails,roadsandparkinglotsatJohnHart,inadvanceofthemajorconstructionworkplannedtobeginlaterthisyear.
MYHYDRO AND SMART METERING PROGRAM UPDATETheelectricitysystemthatpowersourprovincehasnotchangedsignificantlysinceitwasbuilt50yearsago.Ourcustomersareusing more technology in their homes and businesses than ever before.SmartmetersareanecessaryupgradetoensureBCHydrocan continue to deliver electricity safely and reliably to homes and businessacrosstheprovince.
Smartmeterswillhelptopowerourfutureby:
• gettingthelightsbackonfasterandsaferduringpoweroutages;
• helpingBCHydrooperatemoreefficientlyandbyreducingwastedelectricity,helpingtokeeprateslow;and,
• providingcustomerswithnewtoolstosaveenergyandmoney.
SinceJuly2011,BCHydrohasexchangedover1.8millionmeters-96percent.ThemeterinstallationphaseoftheprogramwillbecompletebyDecember31,2013;howevercustomersarealreadyseeingthebenefitsofamodernizedgrid.Forexample,1.6millioncustomers are now able to view their energy use information throughtheirMyHydroonlineaccount.
MyHydroisBCHydro’snewonlinecustomerself-serveplatformwhichlaunchedinJanuary2013.Enabledbysmartmeters,itisaone-stopshopforcustomerstoconvenientlyinteractwithBCHydro.
WithaMyHydroprofile,acustomercan:
• trackelectricityconsumption;• viewbillsandmanagepayments;• start,stopormovetheirservice;and,• accessotherserviceslikeTeamPowerSmartandalerts.
Customers who have a smart meter will also see additional benefitsasthemoderngridiscompleted.Forexample,whenthecommunicationsnetworkiscompletecustomerswillbenefitfromautomaticoutagedetectionandfasterrestorationtimes.Nextyearcustomerswillalsohavetheoptionofadoptingdevicesandsoftwaresolutionstoaccessnearreal-timeenergyuseinformationdirectlyfrom their smart meter.
InJuly2013,theProvincialGovernmentannouncedtheMeterChoicesProgram.Residentialcustomerswhodonotyethaveasmart meter at their home can choose between:
• astandardsmartmeteratnocost;• aradio-offmeter,foraone-timesetupfeeandmonthly
operatingfee;and,• keepinganoldmeterforamonthlyfee.
Customerswhochooseanon-communicatingmeterwillcoverthecostofprovidingandservicingtheseoptions.Thiswillensurethatthemajorityofcustomerswhohaveacceptedthenewmeterswillnotbecoveringthecostoftheotheroptions.AllcostswillbereviewedbytheBCUtilitiesCommission.

Long Beach Area Reinforcement Project
ThetwosubstationsthatprovideservicetotheTofinoandUclueletareawereconstructedabout50yearsagoandarenowreachingcapacity.GreatCentralLakeSubstationandtheLongBeachSubstationarebeingupgradedwithnewtransformersthatwillprovidetwicethecapacityandwillservetheWestCoastareaforanother30to50years.Theproject,whichisscheduledtobeinservicebysummer2015,willcreateabout50jobsandisestimatedtocost$52million.
Buckley Bay Substation Project
Thenew$28millionBuckleyBaySubstation,scheduledtobeinservicebysummer2014,willmeetthegrowingdemandforpowerandimprovereliabilityintheComoxValleyarea.Overtime,customerssouthofCourtenaytoBuckleyBayandbeyond,includingDenman/HornbyIslands,willseethebenefitsofamore versatile and robust electricity grid for the Valley.

New Campbell River District Office Building
ForanumberofyearsBCHydrohaslookedatoptionsforour40-yearoldEvergreenRoadofficebuildinginCampbellRiver.Weeventuallyarrivedatthebestlong-termsolutionbymovingto a new location at the Quinsam Crossing site. The site is ideal forofficeandlightindustrialland-useactivitiesandprovideseasyaccesstothehighwayforcrewsrespondingtooutagesandemergencies.Thenew28,000squarefootbuildingwillfeaturesustainablebuildingdesignthatreducesenergyandwateruse,improvestheindoorenvironmentandreducesoperatingcosts
SitepreparationfortheBuckleySubstation
overthelong-term.The$23millionprojectwillsustainabout60jobsduringthe16-monthconstructionperiodthatstartedinsummer2013.BCHydroemployees,responsibleforbuildingandmaintainingthelinesthatgetpowertoyourhomesandbusinesses,willmovetothenewofficein2015.
Heber River Diversion Decommissioning Project
In2012,BCHydroremovedthe10-metrehighdamstructure,3.6-kilometrewoodstavepipeline,andthepipelineoutletstructurefromtheHeberRiverlocatednearGoldRiver.Theprojectcostabout$13millionandgeneratedlocaljobs,withathirdcomingfromFirstNations.The54-yearoldHeberfacilitywasbuilttodivertwaterfromtheHeberRiverintotheCampbellRiverSystemforhydroelectricpowergeneration.Ithasnotoperatedsince2006andwasinpoorcondition.Thefollowingsignificantenvironmentalandsocialbenefitswererealised:
• waterisnolongerdivertedfromthenaturalcourseoftheHeberRiver;
• upstreamfishpassageatthedamwasrestoredandopenedupfishhabitat;
• aboutonekmofthepipelineandthepipelineoutletworksandanon-conformingusewithintheStrathconaProvincial Park wasremoved;
• contaminatedsoil,fromhistoricaltreatments,underthewoodstavepipelineswasremovedandtreated;
• wildlifemigrationbenefitedfromtheremovalofthepipeline;and
• BCHydro’soverallfootprintintheareaisnowsmaller.

RELIABILITY PERFORMANCEBCHydrorecognizeshowimportantthereliablesupplyofelectricityistoourcustomers.Wewillcontinuetoimprove,reinforceandmaintain the electrical system.
In2013,theBCHydroaverageinterruptiondurationpercustomerwas2.34hourscomparedto2012,whichwas2.65hours.Theaveragenumberofinterruptionspercustomerin2013was1.6comparedto2012,whichwas1.92.
Thesestatisticsalsoincludeinterruptionsduetoplannedoutages.ConsiderablemaintenanceandreliabilityimprovementworkisbeingdonewithintheVancouverIsland-SunshineCoastregionandforsafetyreasonsthisworkoftenrequiresaplannedoutage.
Plannedoutagescandramaticallyaffectthedurationandnumberofpowerinterruptionsexperiencedbycustomers.Weathereventscanalsosignificantlyaffectreliabilityperformance.
TheinformationbelowprovidessomecomparisonsforFiscal2012andFiscal2013.
VEGETATION MANAGEMENTBCHydro’sdistributionsystemisacomplexandhighlyefficientsystemwithmorethan56,000kilometresofoverheaddistributionpowerlinesthroughouttheprovince.BCHydro’sVegetationManagementprogramisresponsibleforpruningandremovingtreesandvegetationinareaswherethedistributionpowerlinesmaybeimpacted.Theprogrammanagesa$29millionannualbudgetthatincludesmaintenanceplansandhelpstoprovidesafereliablepowertoourcustomers.Evenwithaproactivemanagementprogram,treesaccountforapproximately20to25percentofallpowerinterruptions.Vegetationworkiscarriedoutonafour-yearmaintenancecycle.

BEAUTIFICATION PROGRAMBCHydrobudgetsonemilliondollarsannuallyformunicipalbeautificationprojects.Municipalitieswishingtoplaceexistingoverheaddistributionlinesundergroundtoaddressenvironmentalconcerns,improvevisualaestheticsoraccommodatecommunityredevelopmentprojectsareinvitedtoapplyforfunding.LetterswithinformationabouttheprogramweremailedtomunicipalitiesinAugustandSeptember2013.ApplicationswillbereceiveduntilOctober1,2013.

BC HYDRO COMMUNITY RELATIONSOverthepastyear,therehavebeensomechangesinCommunityRelationsonVancouverIsland-SunshineCoast.Theareaweservehasgrown and the “we” who serve this new area has changed.
TobetteralignwiththeboundariesoftheAssociationofVancouverIslandandCoastalCommunities(AVICC),thecommunitiesofPowellRiver,SecheltandtheSunshineCoastarenowpartoftheVancouverIslandCommunityRelationsregion.Wearepleasedtowelcomethesecommunitiesto“ourregion”andlookforwardtoworkingwithcommunityofficialsandmediatoaddresstheirissuesandkeeptheminformedaboutBCHydroprojectsandinitiatives.
KarlaLouwersisnowapermanentmemberofthecommunityrelationsteam.StephenWatsonhasmovedfromCommunityRelationstoworkfulltimeontheseismicupgradeprojectattheJohnHartGeneratingfacilityinCampbellRiver.
