Van Nuys Airport Rules & Van Nuys Airport Rules & Regulations RequirementRegulations Requirement• The VNY Rules and Regulations requires that each
applicant who, by the scope of their operation/employment, requires access to the movement areas (runways and taxiways), including aircraft mechanics that will be taxiing aircraft on the movement areas, or individuals who will be operating an “Aircraft Refueling Service Vehicle” (Fuel Truck), must attend the “Airport Surface Movement Program” class instructed by Airfield Operations staff and pass a written examination prior to receiving a motor vehicle operator’s permit with movement area or refueling privileges.

Vehicle EscortsVehicle Escorts
• Non permitted vehicles requiring access beyond a leasehold MUST be escorted by Airport Operations or Airport Police.
• Approval for tenants to conduct such escorts MUST be approved through Airport Operations.
• Not more than two (2) vehicles may be escorted at one time.

Aircraft Fueling Aircraft Fueling OperationsOperations• The fueling vehicle / equipment MUST be properly bonded to the
aircraft during the ENTIRE fueling operation.
• The fueling vehicle / equipment may not be left unattended AT ANY TIME while connected to an aircraft.
• The fueling control valve “Deadman” must be held by hand during the ENTIRE fueling operation. Blocking the deadman in any manner is strictly prohibited.
• “Hot” refueling (refueling an aircraft while the aircraft’s engine(s) are running) is prohibited AT ANY TIME.
• The wheels of the fueling vehicle / equipment MUST be chocked at all times when the vehicle is parked and / or during fueling operations.

Fuel SpillsFuel Spills
• ALL fuel spills must be reported to Airport Operations, (818) 442-6506, regardless of type or amount.
• Fuel spills greater than ten (10) gallons of Jet-A and ALL spills of AVGAS or automobile gasoline, regardless of amount shall also be reported to L.A.F.D. (818) 756-8635.
