INSIDE THIS EDITION h “All Hands On Deck” Conference(2) h VMA2020: a Moment in History (2) h Second Class of MLCP Announced (3) h Towing Vessel Safety Seminar (3) h LogistXGames (4) h Chapter Tours New WCS Freezer (7) AREFF TERMINALS PLAN TO INVEST $3M AT NIT @VAmaritime TRADE MISSION COMES TO NORFOLK NORFOLK | On June 20, 2019, as part of a trade mission along the U.S. East Coast, decision makers from a delegation of 22 maritime companies from the Port Authorities of Algeciras and Cadiz, visited Norfolk to introduce their services and discuss the best maritime solutions with American counterparts in two-way business interactions. “Having met representatives from the Port of Algeciras during a previous trade mission,” began David White, Executive Vice President of the Virginia Maritime Association (VMA), “VMA was pleased to work with them to organize this visit with industry executives from Spain to exchange information about our respective ports and to introduce them to many of our member companies.” Participants included freight forwarders and customhouse brokers, lawyers, commerce development groups, consultants, financial service providers, ship owners, agents, stevedores and terminal operators, ship repairers, and professionals in warehousing, distribution, and trucking. “The Algeciras Port Community is very grateful to the Virginia Maritime Association and The Port of Virginia for creating an exceptional business networking opportunity between both port communities,” said Javier López, Chief of the Commercial Division at the Port Authority of Algeciras. “We do hope to have the opportunity in the near future of hosting a delegation from the Virginia Maritime Association in Algeciras.” “I’m confident these new connections will uncover new opportunities. We look forward to building on the new business relationships with the Port of Algeciras,” said White. NORFOLK | Arreff Terminals Inc., a member of the Virginia Maritime Association, plans to lease a pier at Norfolk International Terminals (NIT), where they will install transloading equipment and rehabilitate a disused rail spur at the terminal. Arreff plans to invest $3 million in its NIT facility, and has asked the Commonwealth Transportation Board for a $140,000 state grant to help pay for the rail spur. They expect to unload 1,500 rail cars per year at the facility and that the investment will generate 12 jobs. “It will be an important addition to the port,” said Barbara Nelson, Vice President of Government Affairs for the Virginia Port Authority, explaining that they have been working for several years to make the project happen. Areff is a certified organic grain handler of agricultural commodities. They bag them for shipment, blend them, and transfer them from trucks or rail cars to package for oversea shipments. Maritime supply-chain representatives from both ports had the opportunity to meet and discuss common practices and future opportunities. A Moment of History1927The 1927 Virginia Ports Annual described our port as ldquoa great worldrsquos port adequately equipped with the most modern port facilities a harbor free all year lsquoround from ice of sufficient expanse to accommodate at anchorage an unlimited number of vessels with a tidal range of but two and one half feet and depth in main channel of forty feet or overrdquo

Today the Atlantic and Thimble Shoal channels are over 50-feet deep and approved to be dredged up to 59-feet and 56-feet respectively that our waters remain ice free and it is still equipped with the most modern port facilities The rivers now offer express barge services and a diversity of terminals for container and bulk products like grain coal liquid and more

NORFOLK | ldquoEverything around here one way or another runs on the waterrdquo said Jennifer Palestrant of Tidewater Community College and the Southeast Maritime and Transportation (SMART) Center as she opened a two-day conference in Norfolk focused on all things maritime

ldquoAll Hands on Deckrdquo the 2019 National Maritime Education Conference held June 10 and 11 at the Norfolk Sheraton brought together industry representatives and educators to identify the opportunities issues and challenges when it comes to strengthening Americarsquos maritime sector Participants spent two days discussing strategies such as applying military experience to credit programs developing high school maritime programs navigating to recognized industry credentials and promoting high school dual enrollment and incumbent worker training

Training the maritime workforce however is a work in progress ldquoIf wersquore going to reap the benefits of the maritime industry we have to meet the need for skilled workersrdquo US Rep Bobby Scott chair of the House Education and Labor Committee said in his address ldquoWe live in an increasingly global economy Wersquore competing for jobs with cities all over the world

Retired Navy Rear Adm Mark Buzby head of the Federal Maritime Administration (MARAD) was the conference keynote speaker Hersquos a frequent visitor to Capitol Hill to testify before Congress about how to energize the maritime industry

ldquoThey ask me lsquoAdmiral how do you fix thisrsquo rdquo he said ldquoI tell them we need more ships we need more cargo and we need more peoplerdquo

The Virginia Maritime Association (VMA) is proud to announce the second class of the Maritime Leadership Certification Program (MLCP) This class will graduate with a comprehensive

understanding of the maritime supply-chain industry a network of key industry stakeholders and critical leadership skills

TOWING VESSEL SAFETY SEMINARVIRGINIA BEACH | The Virginia Maritime Association and the US Coast Guard hosted their 18th Towing Vessel Safety Seminar (TVSS) on June 6 2019 at the Virginia Beach Fire amp EMS Training Center The seminar offered current training for safety and survival skills related to firefighting via field exercises and classroom trainingAt the end of the day four-person teams competed in the Tug Boatmanrsquos Challenge for over $2000 in prizes This yearrsquos winning team was Vane Brothers Michael Warlikowski Ian Crawford Stephen Heinz and Matthew Parrott The second-place team was Moran Norfolk and third was Vulcan Materials Company

MARAD AWARDS $860000 IN GRANTS TO EAST COAST REPAIR amp FABRICATIONWASHINGTON | Norfolk based East Coast Repair and Fabrication received $860K in grants from the US Department of Transportationrsquos Maritime Administration (MARAD) as one of 28 small US shipyards benefiting from the Small Shipyard Grant program

East Coast Repair amp Fabrication will use the funds to purchase a new Link-Belt HTT-86110 110-ton Telescopic Boom Hydraulic

Truck Crane which will enable the yard to directly pursue work on government-owned government-operated ships

Since 2008 MARAD has awarded over $226 million for a total of 216 grants The funding supports employee training upgrades and expansions to foster increased efficiency and economic growth

ASSOCIATION IN ACTION

COMMITTEE UPDATES

Working with the Maritime Incident Response Team (MIRT) the Association again provided support and helped with the administration of the Robert E Rumens 28th Annual Marine Firefighting School held May 13-17 The course is designed to familiarize land-based firefighters and maritime personnel on procedures necessary to handle various marine incidents within ports or on open waterways Approximately 100 students from fire departments across the country as well as firefighters from abroad attended the school

VMA participated in the May 14 meeting of the Freight Transportation Advisory Committee (FTAC) of the Hampton Roads Transportation Planning Organization (HRTPO) which approves and prioritizes regional transportation projects Among the agenda items was a review of the results of a survey to identify freight related projects to be recommended for inclusion in the regionrsquos Long Range Transportation Plan The FTAC also received reports on a Highway amp Rail Crossing Analysis and Bowers Hill Interchange Improvements offering recommendations as appropriate

VMA is a steady advocate consistently educating lawmakers on the needs of our port industries This included attending the May 19-20 Virginia Senate Republican Caucus Annual Retreat and a full day on Capitol Hill on May 29 The focus of the trip to Washington DC was to coordinate with the offices of the Virginia Congressional Delegation on strategies to develop broader support in Congress to obtain the Federal funds to begin matching the Statersquos funding commitment to dredge our main channels Wider Deeper Safer

As a member of the Advisory Committee for International Trade at the Virginia Economic Development Partnership (VEDP) David White participated in the May 30 meeting of a steering committee focused on the development of an International Trade Plan The steering committee is co-chaired by Secretary of Commerce amp Trade Brian Ball and Secretary of Agriculture amp Forestry Bettina Ring and it is responsible for producing a set of recommendations for Virginia to benefit from improved and increased participation in international trade

CARGO OWNERS (58) Committee met for a special luncheon at the Town Point Club where members heard the latest updates from the Port Authority regarding project completion and the Trucker Reservation System Furthermore Valerie Sutton of the Custom Brokerrsquos amp Freight Forwarders Committee gave a presentation regarding current challenges facing freight forwarders when interacting with steamship line customer service representatives Finally the CBP provided an update on new container seal requirements and container examinations

TOWING amp BARGE (514) Continuing discussions were had regarding bridge openings increased recreational boating traffic and USCG Subchapter-M requirements Additionally details were finalized regarding Industry Day and several Aids to Navigation were analyzed for navigational safety

ENVIRONMENTAL AFFAIRS (515) Rear Admiral Ann Phillips (Ret) Special Assistant to the Governor for Coastal Adaptation amp Protection provided a presentation on the different coastal resiliency efforts the state is undertaking to address sea level rise Additionally Jim Lang provided a presentation on regional water quality standards and local dredging programs A workshop on regulatory reform is being planned to discuss the EPA versus Virginiarsquos existing approach to regulations

COMMERCE DEVELOPMENT (530) Continuing discussions were had on the use of data within our regional maritime environment including user types desired data points and future dissemination methods Additionally several updates were given regarding ongoing economic development initiatives such as LNG bunkering offshore wind and Port Authority developments Finally cross-collaboration with other committees was discussed in order to better communicate needs and opportunities throughout the VMArsquos membership

NOMINATING COMMITTEE (513) The committee met to begin taking a much earlier and more proactive approach to recruiting individuals with an interest in serving on the VMA Board Over the weeks and months to come committee members were asked to think about individuals that would bring strength diversity and value to the Board and help VMA achieve its goals

EDUCATION amp TRAINING (516) The Committee continues to identify opportunities to showcase industry career options reviewed ldquoInternships 101rdquo and are planning ldquoInternships 201rdquo

VMA2020 (520) Deany Dormer of Executive Events was introduced as the VMA2020 event planner Karen Rudd from Norfolk Arts Commission gathered info from the committee to prepare a call for artists to create a VMA2020 mural

A Moment of History1927The 1927 Virginia Ports Annual described our port as ldquoa great worldrsquos port adequately equipped with the most modern port facilities a harbor free all year lsquoround from ice of sufficient expanse to accommodate at anchorage an unlimited number of vessels with a tidal range of but two and one half feet and depth in main channel of forty feet or overrdquo

Today the Atlantic and Thimble Shoal channels are over 50-feet deep and approved to be dredged up to 59-feet and 56-feet respectively that our waters remain ice free and it is still equipped with the most modern port facilities The rivers now offer express barge services and a diversity of terminals for container and bulk products like grain coal liquid and more

Would settlers in 1607 have imagined the region as it is today In 1927 Our port has continuously sought growth and it makes you wonderWhat will it become in the next 100 years

NORFOLK | ldquoEverything around here one way or another runs on the waterrdquo said Jennifer Palestrant of Tidewater Community College and the Southeast Maritime and Transportation (SMART) Center as she opened a two-day conference in Norfolk focused on all things maritime

ldquoAll Hands on Deckrdquo the 2019 National Maritime Education Conference held June 10 and 11 at the Norfolk Sheraton brought together industry representatives and educators to identify the opportunities issues and challenges when it comes to strengthening Americarsquos maritime sector Participants spent two days discussing strategies such as applying military experience to credit programs developing high school maritime programs navigating to recognized industry credentials and promoting high school dual enrollment and incumbent worker training

Training the maritime workforce however is a work in progress ldquoIf wersquore going to reap the benefits of the maritime industry we have to meet the need for skilled workersrdquo US Rep Bobby Scott chair of the House Education and Labor Committee said in his address ldquoWe live in an increasingly global economy Wersquore competing for jobs with cities all over the world

Retired Navy Rear Adm Mark Buzby head of the Federal Maritime Administration (MARAD) was the conference keynote speaker Hersquos a frequent visitor to Capitol Hill to testify before Congress about how to energize the maritime industry

ldquoThey ask me lsquoAdmiral how do you fix thisrsquo rdquo he said ldquoI tell them we need more ships we need more cargo and we need more peoplerdquo

understanding of the maritime supply-chain industry a network of key industry stakeholders and critical leadership skills

TOWING VESSEL SAFETY SEMINARVIRGINIA BEACH | The Virginia Maritime Association and the US Coast Guard hosted their 18th Towing Vessel Safety Seminar (TVSS) on June 6 2019 at the Virginia Beach Fire amp EMS Training Center The seminar offered current training for safety and survival skills related to firefighting via field exercises and classroom trainingAt the end of the day four-person teams competed in the Tug Boatmanrsquos Challenge for over $2000 in prizes This yearrsquos winning team was Vane Brothers Michael Warlikowski Ian Crawford Stephen Heinz and Matthew Parrott The second-place team was Moran Norfolk and third was Vulcan Materials Company

ASSOCIATION IN ACTION

COMMITTEE UPDATES

Working with the Maritime Incident Response Team (MIRT) the Association again provided support and helped with the administration of the Robert E Rumens 28th Annual Marine Firefighting School held May 13-17 The course is designed to familiarize land-based firefighters and maritime personnel on procedures necessary to handle various marine incidents within ports or on open waterways Approximately 100 students from fire departments across the country as well as firefighters from abroad attended the school

VMA participated in the May 14 meeting of the Freight Transportation Advisory Committee (FTAC) of the Hampton Roads Transportation Planning Organization (HRTPO) which approves and prioritizes regional transportation projects Among the agenda items was a review of the results of a survey to identify freight related projects to be recommended for inclusion in the regionrsquos Long Range Transportation Plan The FTAC also received reports on a Highway amp Rail Crossing Analysis and Bowers Hill Interchange Improvements offering recommendations as appropriate

VMA is a steady advocate consistently educating lawmakers on the needs of our port industries This included attending the May 19-20 Virginia Senate Republican Caucus Annual Retreat and a full day on Capitol Hill on May 29 The focus of the trip to Washington DC was to coordinate with the offices of the Virginia Congressional Delegation on strategies to develop broader support in Congress to obtain the Federal funds to begin matching the Statersquos funding commitment to dredge our main channels Wider Deeper Safer

As a member of the Advisory Committee for International Trade at the Virginia Economic Development Partnership (VEDP) David White participated in the May 30 meeting of a steering committee focused on the development of an International Trade Plan The steering committee is co-chaired by Secretary of Commerce amp Trade Brian Ball and Secretary of Agriculture amp Forestry Bettina Ring and it is responsible for producing a set of recommendations for Virginia to benefit from improved and increased participation in international trade

CARGO OWNERS (58) Committee met for a special luncheon at the Town Point Club where members heard the latest updates from the Port Authority regarding project completion and the Trucker Reservation System Furthermore Valerie Sutton of the Custom Brokerrsquos amp Freight Forwarders Committee gave a presentation regarding current challenges facing freight forwarders when interacting with steamship line customer service representatives Finally the CBP provided an update on new container seal requirements and container examinations

TOWING amp BARGE (514) Continuing discussions were had regarding bridge openings increased recreational boating traffic and USCG Subchapter-M requirements Additionally details were finalized regarding Industry Day and several Aids to Navigation were analyzed for navigational safety

ENVIRONMENTAL AFFAIRS (515) Rear Admiral Ann Phillips (Ret) Special Assistant to the Governor for Coastal Adaptation amp Protection provided a presentation on the different coastal resiliency efforts the state is undertaking to address sea level rise Additionally Jim Lang provided a presentation on regional water quality standards and local dredging programs A workshop on regulatory reform is being planned to discuss the EPA versus Virginiarsquos existing approach to regulations

COMMERCE DEVELOPMENT (530) Continuing discussions were had on the use of data within our regional maritime environment including user types desired data points and future dissemination methods Additionally several updates were given regarding ongoing economic development initiatives such as LNG bunkering offshore wind and Port Authority developments Finally cross-collaboration with other committees was discussed in order to better communicate needs and opportunities throughout the VMArsquos membership

NOMINATING COMMITTEE (513) The committee met to begin taking a much earlier and more proactive approach to recruiting individuals with an interest in serving on the VMA Board Over the weeks and months to come committee members were asked to think about individuals that would bring strength diversity and value to the Board and help VMA achieve its goals

EDUCATION amp TRAINING (516) The Committee continues to identify opportunities to showcase industry career options reviewed ldquoInternships 101rdquo and are planning ldquoInternships 201rdquo

VMA2020 (520) Deany Dormer of Executive Events was introduced as the VMA2020 event planner Karen Rudd from Norfolk Arts Commission gathered info from the committee to prepare a call for artists to create a VMA2020 mural

ASSOCIATION IN ACTION

COMMITTEE UPDATES

Working with the Maritime Incident Response Team (MIRT) the Association again provided support and helped with the administration of the Robert E Rumens 28th Annual Marine Firefighting School held May 13-17 The course is designed to familiarize land-based firefighters and maritime personnel on procedures necessary to handle various marine incidents within ports or on open waterways Approximately 100 students from fire departments across the country as well as firefighters from abroad attended the school

VMA participated in the May 14 meeting of the Freight Transportation Advisory Committee (FTAC) of the Hampton Roads Transportation Planning Organization (HRTPO) which approves and prioritizes regional transportation projects Among the agenda items was a review of the results of a survey to identify freight related projects to be recommended for inclusion in the regionrsquos Long Range Transportation Plan The FTAC also received reports on a Highway amp Rail Crossing Analysis and Bowers Hill Interchange Improvements offering recommendations as appropriate

VMA is a steady advocate consistently educating lawmakers on the needs of our port industries This included attending the May 19-20 Virginia Senate Republican Caucus Annual Retreat and a full day on Capitol Hill on May 29 The focus of the trip to Washington DC was to coordinate with the offices of the Virginia Congressional Delegation on strategies to develop broader support in Congress to obtain the Federal funds to begin matching the Statersquos funding commitment to dredge our main channels Wider Deeper Safer

As a member of the Advisory Committee for International Trade at the Virginia Economic Development Partnership (VEDP) David White participated in the May 30 meeting of a steering committee focused on the development of an International Trade Plan The steering committee is co-chaired by Secretary of Commerce amp Trade Brian Ball and Secretary of Agriculture amp Forestry Bettina Ring and it is responsible for producing a set of recommendations for Virginia to benefit from improved and increased participation in international trade

CARGO OWNERS (58) Committee met for a special luncheon at the Town Point Club where members heard the latest updates from the Port Authority regarding project completion and the Trucker Reservation System Furthermore Valerie Sutton of the Custom Brokerrsquos amp Freight Forwarders Committee gave a presentation regarding current challenges facing freight forwarders when interacting with steamship line customer service representatives Finally the CBP provided an update on new container seal requirements and container examinations

TOWING amp BARGE (514) Continuing discussions were had regarding bridge openings increased recreational boating traffic and USCG Subchapter-M requirements Additionally details were finalized regarding Industry Day and several Aids to Navigation were analyzed for navigational safety

ENVIRONMENTAL AFFAIRS (515) Rear Admiral Ann Phillips (Ret) Special Assistant to the Governor for Coastal Adaptation amp Protection provided a presentation on the different coastal resiliency efforts the state is undertaking to address sea level rise Additionally Jim Lang provided a presentation on regional water quality standards and local dredging programs A workshop on regulatory reform is being planned to discuss the EPA versus Virginiarsquos existing approach to regulations

COMMERCE DEVELOPMENT (530) Continuing discussions were had on the use of data within our regional maritime environment including user types desired data points and future dissemination methods Additionally several updates were given regarding ongoing economic development initiatives such as LNG bunkering offshore wind and Port Authority developments Finally cross-collaboration with other committees was discussed in order to better communicate needs and opportunities throughout the VMArsquos membership

NOMINATING COMMITTEE (513) The committee met to begin taking a much earlier and more proactive approach to recruiting individuals with an interest in serving on the VMA Board Over the weeks and months to come committee members were asked to think about individuals that would bring strength diversity and value to the Board and help VMA achieve its goals

EDUCATION amp TRAINING (516) The Committee continues to identify opportunities to showcase industry career options reviewed ldquoInternships 101rdquo and are planning ldquoInternships 201rdquo

VMA2020 (520) Deany Dormer of Executive Events was introduced as the VMA2020 event planner Karen Rudd from Norfolk Arts Commission gathered info from the committee to prepare a call for artists to create a VMA2020 mural

MARAD AWARDS $860000 IN GRANTS TO EAST COAST REPAIR amp FABRICATIONWASHINGTON | Norfolk based East Coast Repair and Fabrication received $860K in grants from the US Department of Transportationrsquos Maritime Administration (MARAD) as one of 28 small US shipyards benefiting from the Small Shipyard Grant program

East Coast Repair amp Fabrication will use the funds to purchase a new Link-Belt HTT-86110 110-ton Telescopic Boom Hydraulic

Truck Crane which will enable the yard to directly pursue work on government-owned government-operated ships

Since 2008 MARAD has awarded over $226 million for a total of 216 grants The funding supports employee training upgrades and expansions to foster increased efficiency and economic growth

Challenges include the Pallet Puzzle Sprint (above) which involves packing boxes and stacking them on a pallet

ASSOCIATION IN ACTION

COMMITTEE UPDATES

Working with the Maritime Incident Response Team (MIRT) the Association again provided support and helped with the administration of the Robert E Rumens 28th Annual Marine Firefighting School held May 13-17 The course is designed to familiarize land-based firefighters and maritime personnel on procedures necessary to handle various marine incidents within ports or on open waterways Approximately 100 students from fire departments across the country as well as firefighters from abroad attended the school

VMA participated in the May 14 meeting of the Freight Transportation Advisory Committee (FTAC) of the Hampton Roads Transportation Planning Organization (HRTPO) which approves and prioritizes regional transportation projects Among the agenda items was a review of the results of a survey to identify freight related projects to be recommended for inclusion in the regionrsquos Long Range Transportation Plan The FTAC also received reports on a Highway amp Rail Crossing Analysis and Bowers Hill Interchange Improvements offering recommendations as appropriate

VMA is a steady advocate consistently educating lawmakers on the needs of our port industries This included attending the May 19-20 Virginia Senate Republican Caucus Annual Retreat and a full day on Capitol Hill on May 29 The focus of the trip to Washington DC was to coordinate with the offices of the Virginia Congressional Delegation on strategies to develop broader support in Congress to obtain the Federal funds to begin matching the Statersquos funding commitment to dredge our main channels Wider Deeper Safer

As a member of the Advisory Committee for International Trade at the Virginia Economic Development Partnership (VEDP) David White participated in the May 30 meeting of a steering committee focused on the development of an International Trade Plan The steering committee is co-chaired by Secretary of Commerce amp Trade Brian Ball and Secretary of Agriculture amp Forestry Bettina Ring and it is responsible for producing a set of recommendations for Virginia to benefit from improved and increased participation in international trade

CARGO OWNERS (58) Committee met for a special luncheon at the Town Point Club where members heard the latest updates from the Port Authority regarding project completion and the Trucker Reservation System Furthermore Valerie Sutton of the Custom Brokerrsquos amp Freight Forwarders Committee gave a presentation regarding current challenges facing freight forwarders when interacting with steamship line customer service representatives Finally the CBP provided an update on new container seal requirements and container examinations

TOWING amp BARGE (514) Continuing discussions were had regarding bridge openings increased recreational boating traffic and USCG Subchapter-M requirements Additionally details were finalized regarding Industry Day and several Aids to Navigation were analyzed for navigational safety

ENVIRONMENTAL AFFAIRS (515) Rear Admiral Ann Phillips (Ret) Special Assistant to the Governor for Coastal Adaptation amp Protection provided a presentation on the different coastal resiliency efforts the state is undertaking to address sea level rise Additionally Jim Lang provided a presentation on regional water quality standards and local dredging programs A workshop on regulatory reform is being planned to discuss the EPA versus Virginiarsquos existing approach to regulations

COMMERCE DEVELOPMENT (530) Continuing discussions were had on the use of data within our regional maritime environment including user types desired data points and future dissemination methods Additionally several updates were given regarding ongoing economic development initiatives such as LNG bunkering offshore wind and Port Authority developments Finally cross-collaboration with other committees was discussed in order to better communicate needs and opportunities throughout the VMArsquos membership

NOMINATING COMMITTEE (513) The committee met to begin taking a much earlier and more proactive approach to recruiting individuals with an interest in serving on the VMA Board Over the weeks and months to come committee members were asked to think about individuals that would bring strength diversity and value to the Board and help VMA achieve its goals

EDUCATION amp TRAINING (516) The Committee continues to identify opportunities to showcase industry career options reviewed ldquoInternships 101rdquo and are planning ldquoInternships 201rdquo

VMA2020 (520) Deany Dormer of Executive Events was introduced as the VMA2020 event planner Karen Rudd from Norfolk Arts Commission gathered info from the committee to prepare a call for artists to create a VMA2020 mural
