The VMA is pleased to share with you a ldquoDear Colleaguerdquo letter written on March 4 2020 by Old Dominion Universityrsquos President Broderick that was issued to leadership academic professionals and ODU staff to announce ODUrsquos focus on the maritime industry

ODU TO FOCUS ON MARITIME INDUSTRY

Dear Colleague

At the State of the University I announced the formation of the ldquoODU Economic Development Catalyst Task Forcerdquo aimed at leveraging our assets for Hampton Roads and Virginia regarding tech talent innovation and commercialization The 24-member Task Force comprised of business community and ODU leaders is co-chaired by Dubby Wynne (retired president and CEO Landmark chair Reinvent Hampton Roads and chair GO Virginia Foundation) and Nancy Grden (associate vice president ODU Institute for Innovation and Entrepreneurship)

I am pleased to report the Task Force has identified the maritime domain broadly-defined as the key economic focus of its work Hampton Roads has a unique and leading maritime ecosystem encompassing one of the worldrsquos deepest natural harbors the Virginia Port Authority the US Navy and commercial maritime shipbuilding and repair

In addition the Commonwealthrsquos offshore wind project major regional broadband capacity and a possible Navy sustainment pilot for shipbuilding and repair are happening in real time Along with regional leaders ODU has already identified coastal resilience and adaptation as an area of focus These many opportunities however could compete for and drain high-demand talent supply chains and resources if not viewed from a strategic perspective

In fact while tech talent has been the Commonwealthrsquos top priority with Amazon it has been said that maritime is the Commonwealthrsquos second and next major priority Given that Hampton Roads is the leading maritime ecosystem on the east coast and possibly in the US the Task Force will pursue five projects related to Navy sustainment offshore wind resilience targeted talent pipelines and an overall situation analysis

The Hampton Roads community has recognized Old Dominion as a major catalyst and leader in the maritime domain To that end one additional project of the Task Force is to develop a plan that would further nurture ODU as a leading maritime academic institution bringing together resources for research workforce training data analytics and innovation and building upon them to grow our impact regionally and nationally

These activities will leverage our decades of training for current and emerging roles in maritime through research and innovation centers such as VMASC Open Seas Offshore Wind and ICAR Finally our efforts will position ODU as an anchor institution for the regionrsquos maritime strategic direction

Dubby and Nancy will be in contact with a number of you in the near future to participate in this exciting initiative to further our regional and state leadership in economic development

partner the International Longshoremanrsquos Association the motor carriers servicing our terminals and all of the portrsquos stakeholders have been actively collaborating to ensure this port is fully-operationalrdquo said John F Reinhart CEO and executive director of the Virginia Port Authority ldquoThrough their effort and dedication we are working vessels and moving the exports and imports that are so important to the Virginia economy at this momentrdquo

The VPA stated that import volumes are down as expected since the outbreak but they have leveled-off Based on conversations with their customers the ocean carriers they expect to see some recovery of imports in early April as manufacturing in Asia regains its strength

Longshoremen

Longshoremen are considered essential to keeping vital goods moving across the docks From food items to paper goods to medical supplies International Longshoremanrsquos Association (ILA) workers are on the front line keeping our nation supplied and our economy healthy

ldquoOn behalf of the International Longshoremanrsquos Association I want to

thank the workforce for the dedicated and professional service they have provided the Port and the industry as the world deals with the Covid-19 Crisisrdquo said Tommy Little International Vice President of the ILA ldquoI would also like to thank the employers for their response regarding taking the necessary steps to provide safe working conditions for the workforce As we continue to work together to safely deliver the valuable products and goods to our industry Commonwealth and communities letrsquos keep the world in our Prayersrdquo Terminals are keeping in contact with the union and ensuring additional safety measures to keep them safe The Hampton Roads Shipping Association has set up an online hiring system allowing workers to be dispatched from their homes On location equipment is being regularly sterilized training has been put on hold office

no noticeable decrease yet in coal loadings at the Hampton Roads terminals despite some US coal suppliers deciding to idle mine production for two weeksldquoUS coal exports were already on the decline compared to 2019 before the COVID-19 virus became an issuerdquo he said ldquoOn March 18 the worldrsquos largest steelmaker ArcelorMittal declared Force Majeure and announced cuts to production so it remains to be seen how that will affect US exportsrdquo Both railroads CSX and Norfolk Southern have been making strong efforts to not delay shipments from mines to the terminals and the coal export terminals are currently operating under normal status Scott explained ldquoWe have not yet noticed any other effects on the coal supply chain and it is hard to speculate about the coming weeks at this timerdquo

Freight Forwarders and Customhouse BrokersValerie Sutton the Associate Vice President of Steer Company and the Chair of the VMArsquos Freight Forwarders and Customhouse Brokers Committee explained that the outbreak has slowed down shipments both airfreight and containerized ldquoSome of the shipments we arrange from origin are being affected Wersquore handling FCL LCL and airfreight shipments out of Italy Germany Spain and many Asian countries currently The cargo is just sitting in some casesrdquo Sutton said ldquohellipand containerized freight canrsquot move out of some parts of Asia which hinders our USA exporters who depend on that equipment to turn around The coronavirus is going to impact international shipping for some time to come but when commerce gets rolling again we need to hang on to our hatsrdquoSutton also shared that Steer Company and many of their clients are successfully working remotely although she and her coworkers come in as necessary to handle original documentation required by steamship lines and some government agencies Thankfully APHIS and CBP will accept electronically produced versions of phytosanitary certificates and PPQ Forms may be emailed during the COVID-19 Emergency

Ed OrsquoCallaghan President of Audax Transportation-Century Express and chair of VMArsquos Inland Transportation committee

expects truck drivers to have a rough road ahead He explained that Century Expressrsquos March volumes are 35 lower than February As a result their drivers who are 1099 workers paid by the trip can expect difficulty meeting monthly financial obligations for at least three months Century Express is currently considering non-interest loans to drivers

ldquoAs China returns to production inbound containers should not be seen until the last week in Aprilrdquo OrsquoCallaghan stated ldquoEurope will recover later than China so European inbound freight would not be anticipated until late May Truck driver levels will probably be extremely stretched to process the extreme volume of imports that will arrive to restock the North American inventoriesrdquo He has also noticed some other changes on the supply chain ldquoShortages of empty containers are preventing exports Refrigerated empty containers are in an extremely high demand forcing bookings to be cancelled or postponed to later vessel callingsrdquo OrsquoCallaghan said ldquoSome warehouses are imposing limited hours of operationrdquo

Terminal Operations (non-container)

Considered essential marine terminals remain open for business explained Grant Narelle President of Norfolk Oil Transit and co-chair of VMArsquos Terminal Operators committee They are adapting to and following recommended guidelines like washing hands social distancing wiping down surfaces and equipment and telecommuting whenever possible New practices are also being put in place to better monitor exposure level for those boarding ships ldquoBefore boarding individuals have to sign release forms stating they are not sick or carrying a feverrdquo Narelle said ldquoGate passes are issued to visitors only after they fill out a checklist of whether the person has a cold or has recently traveled outside the countryrdquo Staying in regular communication with customers helps Norfolk Oil Transit anticipate their ever-changing needs ldquoThere seems to be a consensus that this breakdown is going to last for several months thankfully we can all look out for each other through this fantastic Associationrdquo stated Narelle ldquoI encourage you to keep sharing your creative ideas and reach out to the VMA with

suggestions comments or ideas to help us all live through this most unprecedented timerdquo

The US Coast guard is handling this very seriously following the direction of the President and the CDC while also working closely with the Virginia Department of Health Customs amp Border Protection

MARITIME SUPPLY CHAIN RESPONSE (CONT)

During this difficult time the VMA remains dedicated to the progress and service of our ports our industry and our members As wersquove done since the beginning of this unprecedented crisis the VMA will continue processing export documents and daily vessel reports provide the membership with operational information solicit the impacts and needs of the industry and represent those interests to regulators and policymakers at the local state and federal levels We are in dialogue daily it seems with such officials and it is clear they understand the essential nature of the work and services our members provide to maintain the supply chains of vital goods and how important our industry will be to the economic recovery of Virginia and the nation

It is important that our companies do our part to halt the spread of the Coronavirus by following the direction of authorities and where possible redirecting our capabilities to provide solutions and needed resources that will help those on the front lines of this fight The sooner we bring this crisis to an end the more lives we will save the more we can reduce the damage to our businesses and employees and the sooner we can refocus on economic growth

Until then letrsquos do our part while keeping those we are responsible for safe Letrsquos also be mindful of and grateful to the vessel crews ILA and other waterfront workers truck drivers warehouse workers and many others whose hands-on labor is needed each day to keep the economy and supply chain functioning

ASSOCIATION IN ACTION

COMMITTEE UPDATES

Marking VMArsquos centennial February was an important and busy month As it does each February the Association focused on monitoring the activities of the General Assembly session and advocating

positions for or against legislation that impacts Virginiarsquos port and supply chain industries The annual Port Day at the General Assembly was held Feb 13 the day of VMArsquos centennial anniversary which was recognized by the Senate and House of Delegates passing resolutions commending VMA for one hundred years of service VMArsquos Centennial Celebration and Legislative Reception in Richmond was held later that evening The VMA membership owes gratitude to the many individuals from the port community that spent the day at the state capitol in face-to-face meetings with legislators to thank them for their support discuss VMArsquos legislative priorities and educate them about their businesses

On the federal advocacy front time was spent in Washington DC meeting with Virginiarsquos Congressional delegation in pursuit of federal appropriations for dredging and participating in discussions with Senator Mark Warner when he visited the Port of Virginia on February 20

VMA remains a leader attracting the offshore wind industry to Virginia In addition to offshore wind being a focus of VMArsquos legislative agenda in February this also included participating in a coordination meeting for the two-turbine Coastal Virginia Offshore Wind demonstration project co-chairing a meeting of the Supply Chain subcommittee of the Commonwealth Offshore Wind Taskforce and meeting with Avangrid Renewables to discuss the status of their project off Kitty Hawk NC

VMArsquos February business and economic development activities included the continued contributions to the Advisory Committee on International Trade of the Virginia Economic Development Partnership participating with a trade delegation of the Virginia Israeli Advisory Board as well as participating in an investor forum held by the Greater Richmond Partnership

Other industry promotional activities included an interview of David White about VMArsquos centennial and the growth of the industry on the Hearsay with Cathy Lewis radio program on WHRV public radio as well as a presentation made to the Danville Pittsylvania County Chamber of Commerce

VMA maintains constant collaboration and coordination with the regulatory agencies the support the maritime industry February 20 the Coast Guard held the inaugural Virginia All Hazards Meeting bringing together regional committees responsible for addressing safety security and pollution control with VMA making a presentation on behalf of the Virginia Harbor Safety Committee Other activities included meeting with the US Army Corps of Engineers on James River maintenance dredging and hosting representatives from Customs amp Border Protection and the US Department of Agriculture for an update on regulations to prevent invasive species from regulated garbage and arriving on vessels

The Maritime Industrial Base Ecosystem (MIBE) is a relatively new Department of Defense funded program to strengthen the regionrsquos maritime industrial base in support of a growing US Navy fleet of ships with workforce being a primary component The VMA has been participating as a member of the Strategic Advisory Board on the initiative which seeks breakdown some of the silos and advance shared needs between the Navy shipbuilding amp ship repair waterborne freight and offshore wind In February this included participation a regional roundtable meeting of maritime business and academic interests and a meeting in Washington DC with Navy leadership

MEMBERSHIP COMMITTEE (FEB 3) The committee received updates on MLCP Chapters and VMA2020 events A breakdown of the membership renewal process and how committee can assist in the process was reviewed

CARGO OWNERS COMMITTEE (FEB 5) The committee discussed the impacts of the novel coronavirus on the supply chain including blank sailings air cargo restrictions and the possible delay in the return of Chinese manufacturers VIT provided an update on port operations In response to concerns with the new gate hours VIT stated that they are monitoring the situation Lower volumes and increased capacity have caused an increase in same-day reservations reducing stack efficiency and increasing turn times but is expected to normalize once volumes again increase BCOrsquos are having issues with damaged export containers so the committee discussed how the inspection process could be improved Lower import container volumes have impacted the availability of export containers

CHAPTER UPDATESSOUTHWEST CHAPTER- Mike Coleman VMA Board President appointed Cameron Peel (Camrett Logistics) as the SWVA Chapter Chair Ashley visited members and potential members in Southwest VA the first week of March Meeting also with Mr Peel and Ms Diane Thomas (VEDP) to identify participants and beginning planning for chapter events Determined in this region luncheon event will maximize attendance

CENTRAL CHAPTER- Chairman George Adams held a brief gathering on Feb 13th for chapter and Port Day at General Assembly participants Stephanie Agee Vice President of International Trade for VEDP presented an overview on the Virginia International Trade Plan along with incentives available through VEDP Valet and other programs

response groups and local port partners like the Virginia Maritime Association the Virginia Port Authority and NOAA Captain Kevin Carroll Sector Commander US Coast Guard Sector Virginia stressed that the USCG has always had regulations in place to screen mariners and requiring vessels to report anyone who may need medical attention In specific response to the initial outbreak of COVID-19 the USCG closely monitors incoming vessels especially those coming from the highest risk countries Vessels from those countries face a 14-day incubation period During this period if no one is sick the vessels will be allowed to arrive and offload Even during this time the crew have limited access to shore and most will be required to stay on the ship In the event of exposure on a smaller vessel the USCG says to

h Seek medical attention h Monitor the crew h Decontaminate the vessel

ldquoSafety of life is a top priority as well as maritime transportationrdquo said Captain Kevin Carroll ldquoMarine transportation is centerstagerdquo Sector Virginia requests to be notified (add a phone number from one of the MSIBrsquos) of any actual or imminent disruption to port facilities or any aspect of our Marine Transportation System due to COVID-19

Customs and Border Protection US Customs and Border Protection continues to process cargo as there has been no identified threat as it relates to cargo shipments CBP officers use a combination of traveler history records questioning observation and self-declarations to further identify individuals requiring enhanced health screening by the Centers for Disease Control and Prevention (CDC) Currently all CBP ports of entry are following the same operational guidance as issued by Presidential Proclamations and the Department of Homeland Security If CBP observes a traveler with symptoms of COVID-19 they will refer them to the (CDC) andor DHS medical contractors for enhanced health screening CDC personnel are responsible for the enhanced health screening of travelers in all locations nationwide CBP has issued guidance to all employees that outlines the current comprehensive use of Personal Protective Equipment including guidance regarding wearing masks in the appropriate circumstances (using a risk-based approach)

ODU TO FOCUS ON MARITIME INDUSTRY

Dear Colleague

At the State of the University I announced the formation of the ldquoODU Economic Development Catalyst Task Forcerdquo aimed at leveraging our assets for Hampton Roads and Virginia regarding tech talent innovation and commercialization The 24-member Task Force comprised of business community and ODU leaders is co-chaired by Dubby Wynne (retired president and CEO Landmark chair Reinvent Hampton Roads and chair GO Virginia Foundation) and Nancy Grden (associate vice president ODU Institute for Innovation and Entrepreneurship)

I am pleased to report the Task Force has identified the maritime domain broadly-defined as the key economic focus of its work Hampton Roads has a unique and leading maritime ecosystem encompassing one of the worldrsquos deepest natural harbors the Virginia Port Authority the US Navy and commercial maritime shipbuilding and repair

In addition the Commonwealthrsquos offshore wind project major regional broadband capacity and a possible Navy sustainment pilot for shipbuilding and repair are happening in real time Along with regional leaders ODU has already identified coastal resilience and adaptation as an area of focus These many opportunities however could compete for and drain high-demand talent supply chains and resources if not viewed from a strategic perspective

In fact while tech talent has been the Commonwealthrsquos top priority with Amazon it has been said that maritime is the Commonwealthrsquos second and next major priority Given that Hampton Roads is the leading maritime ecosystem on the east coast and possibly in the US the Task Force will pursue five projects related to Navy sustainment offshore wind resilience targeted talent pipelines and an overall situation analysis

The Hampton Roads community has recognized Old Dominion as a major catalyst and leader in the maritime domain To that end one additional project of the Task Force is to develop a plan that would further nurture ODU as a leading maritime academic institution bringing together resources for research workforce training data analytics and innovation and building upon them to grow our impact regionally and nationally

These activities will leverage our decades of training for current and emerging roles in maritime through research and innovation centers such as VMASC Open Seas Offshore Wind and ICAR Finally our efforts will position ODU as an anchor institution for the regionrsquos maritime strategic direction

Dubby and Nancy will be in contact with a number of you in the near future to participate in this exciting initiative to further our regional and state leadership in economic development

partner the International Longshoremanrsquos Association the motor carriers servicing our terminals and all of the portrsquos stakeholders have been actively collaborating to ensure this port is fully-operationalrdquo said John F Reinhart CEO and executive director of the Virginia Port Authority ldquoThrough their effort and dedication we are working vessels and moving the exports and imports that are so important to the Virginia economy at this momentrdquo

The VPA stated that import volumes are down as expected since the outbreak but they have leveled-off Based on conversations with their customers the ocean carriers they expect to see some recovery of imports in early April as manufacturing in Asia regains its strength

Longshoremen

Longshoremen are considered essential to keeping vital goods moving across the docks From food items to paper goods to medical supplies International Longshoremanrsquos Association (ILA) workers are on the front line keeping our nation supplied and our economy healthy

ldquoOn behalf of the International Longshoremanrsquos Association I want to

no noticeable decrease yet in coal loadings at the Hampton Roads terminals despite some US coal suppliers deciding to idle mine production for two weeksldquoUS coal exports were already on the decline compared to 2019 before the COVID-19 virus became an issuerdquo he said ldquoOn March 18 the worldrsquos largest steelmaker ArcelorMittal declared Force Majeure and announced cuts to production so it remains to be seen how that will affect US exportsrdquo Both railroads CSX and Norfolk Southern have been making strong efforts to not delay shipments from mines to the terminals and the coal export terminals are currently operating under normal status Scott explained ldquoWe have not yet noticed any other effects on the coal supply chain and it is hard to speculate about the coming weeks at this timerdquo

Freight Forwarders and Customhouse BrokersValerie Sutton the Associate Vice President of Steer Company and the Chair of the VMArsquos Freight Forwarders and Customhouse Brokers Committee explained that the outbreak has slowed down shipments both airfreight and containerized ldquoSome of the shipments we arrange from origin are being affected Wersquore handling FCL LCL and airfreight shipments out of Italy Germany Spain and many Asian countries currently The cargo is just sitting in some casesrdquo Sutton said ldquohellipand containerized freight canrsquot move out of some parts of Asia which hinders our USA exporters who depend on that equipment to turn around The coronavirus is going to impact international shipping for some time to come but when commerce gets rolling again we need to hang on to our hatsrdquoSutton also shared that Steer Company and many of their clients are successfully working remotely although she and her coworkers come in as necessary to handle original documentation required by steamship lines and some government agencies Thankfully APHIS and CBP will accept electronically produced versions of phytosanitary certificates and PPQ Forms may be emailed during the COVID-19 Emergency

Ed OrsquoCallaghan President of Audax Transportation-Century Express and chair of VMArsquos Inland Transportation committee

expects truck drivers to have a rough road ahead He explained that Century Expressrsquos March volumes are 35 lower than February As a result their drivers who are 1099 workers paid by the trip can expect difficulty meeting monthly financial obligations for at least three months Century Express is currently considering non-interest loans to drivers

ldquoAs China returns to production inbound containers should not be seen until the last week in Aprilrdquo OrsquoCallaghan stated ldquoEurope will recover later than China so European inbound freight would not be anticipated until late May Truck driver levels will probably be extremely stretched to process the extreme volume of imports that will arrive to restock the North American inventoriesrdquo He has also noticed some other changes on the supply chain ldquoShortages of empty containers are preventing exports Refrigerated empty containers are in an extremely high demand forcing bookings to be cancelled or postponed to later vessel callingsrdquo OrsquoCallaghan said ldquoSome warehouses are imposing limited hours of operationrdquo

Terminal Operations (non-container)

Considered essential marine terminals remain open for business explained Grant Narelle President of Norfolk Oil Transit and co-chair of VMArsquos Terminal Operators committee They are adapting to and following recommended guidelines like washing hands social distancing wiping down surfaces and equipment and telecommuting whenever possible New practices are also being put in place to better monitor exposure level for those boarding ships ldquoBefore boarding individuals have to sign release forms stating they are not sick or carrying a feverrdquo Narelle said ldquoGate passes are issued to visitors only after they fill out a checklist of whether the person has a cold or has recently traveled outside the countryrdquo Staying in regular communication with customers helps Norfolk Oil Transit anticipate their ever-changing needs ldquoThere seems to be a consensus that this breakdown is going to last for several months thankfully we can all look out for each other through this fantastic Associationrdquo stated Narelle ldquoI encourage you to keep sharing your creative ideas and reach out to the VMA with

During this difficult time the VMA remains dedicated to the progress and service of our ports our industry and our members As wersquove done since the beginning of this unprecedented crisis the VMA will continue processing export documents and daily vessel reports provide the membership with operational information solicit the impacts and needs of the industry and represent those interests to regulators and policymakers at the local state and federal levels We are in dialogue daily it seems with such officials and it is clear they understand the essential nature of the work and services our members provide to maintain the supply chains of vital goods and how important our industry will be to the economic recovery of Virginia and the nation

It is important that our companies do our part to halt the spread of the Coronavirus by following the direction of authorities and where possible redirecting our capabilities to provide solutions and needed resources that will help those on the front lines of this fight The sooner we bring this crisis to an end the more lives we will save the more we can reduce the damage to our businesses and employees and the sooner we can refocus on economic growth

Until then letrsquos do our part while keeping those we are responsible for safe Letrsquos also be mindful of and grateful to the vessel crews ILA and other waterfront workers truck drivers warehouse workers and many others whose hands-on labor is needed each day to keep the economy and supply chain functioning

COMMITTEE UPDATES

Marking VMArsquos centennial February was an important and busy month As it does each February the Association focused on monitoring the activities of the General Assembly session and advocating

positions for or against legislation that impacts Virginiarsquos port and supply chain industries The annual Port Day at the General Assembly was held Feb 13 the day of VMArsquos centennial anniversary which was recognized by the Senate and House of Delegates passing resolutions commending VMA for one hundred years of service VMArsquos Centennial Celebration and Legislative Reception in Richmond was held later that evening The VMA membership owes gratitude to the many individuals from the port community that spent the day at the state capitol in face-to-face meetings with legislators to thank them for their support discuss VMArsquos legislative priorities and educate them about their businesses

On the federal advocacy front time was spent in Washington DC meeting with Virginiarsquos Congressional delegation in pursuit of federal appropriations for dredging and participating in discussions with Senator Mark Warner when he visited the Port of Virginia on February 20

VMA remains a leader attracting the offshore wind industry to Virginia In addition to offshore wind being a focus of VMArsquos legislative agenda in February this also included participating in a coordination meeting for the two-turbine Coastal Virginia Offshore Wind demonstration project co-chairing a meeting of the Supply Chain subcommittee of the Commonwealth Offshore Wind Taskforce and meeting with Avangrid Renewables to discuss the status of their project off Kitty Hawk NC

VMArsquos February business and economic development activities included the continued contributions to the Advisory Committee on International Trade of the Virginia Economic Development Partnership participating with a trade delegation of the Virginia Israeli Advisory Board as well as participating in an investor forum held by the Greater Richmond Partnership

Other industry promotional activities included an interview of David White about VMArsquos centennial and the growth of the industry on the Hearsay with Cathy Lewis radio program on WHRV public radio as well as a presentation made to the Danville Pittsylvania County Chamber of Commerce

VMA maintains constant collaboration and coordination with the regulatory agencies the support the maritime industry February 20 the Coast Guard held the inaugural Virginia All Hazards Meeting bringing together regional committees responsible for addressing safety security and pollution control with VMA making a presentation on behalf of the Virginia Harbor Safety Committee Other activities included meeting with the US Army Corps of Engineers on James River maintenance dredging and hosting representatives from Customs amp Border Protection and the US Department of Agriculture for an update on regulations to prevent invasive species from regulated garbage and arriving on vessels

The Maritime Industrial Base Ecosystem (MIBE) is a relatively new Department of Defense funded program to strengthen the regionrsquos maritime industrial base in support of a growing US Navy fleet of ships with workforce being a primary component The VMA has been participating as a member of the Strategic Advisory Board on the initiative which seeks breakdown some of the silos and advance shared needs between the Navy shipbuilding amp ship repair waterborne freight and offshore wind In February this included participation a regional roundtable meeting of maritime business and academic interests and a meeting in Washington DC with Navy leadership

CHAPTER UPDATESSOUTHWEST CHAPTER- Mike Coleman VMA Board President appointed Cameron Peel (Camrett Logistics) as the SWVA Chapter Chair Ashley visited members and potential members in Southwest VA the first week of March Meeting also with Mr Peel and Ms Diane Thomas (VEDP) to identify participants and beginning planning for chapter events Determined in this region luncheon event will maximize attendance

CENTRAL CHAPTER- Chairman George Adams held a brief gathering on Feb 13th for chapter and Port Day at General Assembly participants Stephanie Agee Vice President of International Trade for VEDP presented an overview on the Virginia International Trade Plan along with incentives available through VEDP Valet and other programs

response groups and local port partners like the Virginia Maritime Association the Virginia Port Authority and NOAA Captain Kevin Carroll Sector Commander US Coast Guard Sector Virginia stressed that the USCG has always had regulations in place to screen mariners and requiring vessels to report anyone who may need medical attention In specific response to the initial outbreak of COVID-19 the USCG closely monitors incoming vessels especially those coming from the highest risk countries Vessels from those countries face a 14-day incubation period During this period if no one is sick the vessels will be allowed to arrive and offload Even during this time the crew have limited access to shore and most will be required to stay on the ship In the event of exposure on a smaller vessel the USCG says to

h Seek medical attention h Monitor the crew h Decontaminate the vessel

ldquoSafety of life is a top priority as well as maritime transportationrdquo said Captain Kevin Carroll ldquoMarine transportation is centerstagerdquo Sector Virginia requests to be notified (add a phone number from one of the MSIBrsquos) of any actual or imminent disruption to port facilities or any aspect of our Marine Transportation System due to COVID-19

Customs and Border Protection US Customs and Border Protection continues to process cargo as there has been no identified threat as it relates to cargo shipments CBP officers use a combination of traveler history records questioning observation and self-declarations to further identify individuals requiring enhanced health screening by the Centers for Disease Control and Prevention (CDC) Currently all CBP ports of entry are following the same operational guidance as issued by Presidential Proclamations and the Department of Homeland Security If CBP observes a traveler with symptoms of COVID-19 they will refer them to the (CDC) andor DHS medical contractors for enhanced health screening CDC personnel are responsible for the enhanced health screening of travelers in all locations nationwide CBP has issued guidance to all employees that outlines the current comprehensive use of Personal Protective Equipment including guidance regarding wearing masks in the appropriate circumstances (using a risk-based approach)

no noticeable decrease yet in coal loadings at the Hampton Roads terminals despite some US coal suppliers deciding to idle mine production for two weeksldquoUS coal exports were already on the decline compared to 2019 before the COVID-19 virus became an issuerdquo he said ldquoOn March 18 the worldrsquos largest steelmaker ArcelorMittal declared Force Majeure and announced cuts to production so it remains to be seen how that will affect US exportsrdquo Both railroads CSX and Norfolk Southern have been making strong efforts to not delay shipments from mines to the terminals and the coal export terminals are currently operating under normal status Scott explained ldquoWe have not yet noticed any other effects on the coal supply chain and it is hard to speculate about the coming weeks at this timerdquo

Ed OrsquoCallaghan President of Audax Transportation-Century Express and chair of VMArsquos Inland Transportation committee

expects truck drivers to have a rough road ahead He explained that Century Expressrsquos March volumes are 35 lower than February As a result their drivers who are 1099 workers paid by the trip can expect difficulty meeting monthly financial obligations for at least three months Century Express is currently considering non-interest loans to drivers

ldquoAs China returns to production inbound containers should not be seen until the last week in Aprilrdquo OrsquoCallaghan stated ldquoEurope will recover later than China so European inbound freight would not be anticipated until late May Truck driver levels will probably be extremely stretched to process the extreme volume of imports that will arrive to restock the North American inventoriesrdquo He has also noticed some other changes on the supply chain ldquoShortages of empty containers are preventing exports Refrigerated empty containers are in an extremely high demand forcing bookings to be cancelled or postponed to later vessel callingsrdquo OrsquoCallaghan said ldquoSome warehouses are imposing limited hours of operationrdquo

Considered essential marine terminals remain open for business explained Grant Narelle President of Norfolk Oil Transit and co-chair of VMArsquos Terminal Operators committee They are adapting to and following recommended guidelines like washing hands social distancing wiping down surfaces and equipment and telecommuting whenever possible New practices are also being put in place to better monitor exposure level for those boarding ships ldquoBefore boarding individuals have to sign release forms stating they are not sick or carrying a feverrdquo Narelle said ldquoGate passes are issued to visitors only after they fill out a checklist of whether the person has a cold or has recently traveled outside the countryrdquo Staying in regular communication with customers helps Norfolk Oil Transit anticipate their ever-changing needs ldquoThere seems to be a consensus that this breakdown is going to last for several months thankfully we can all look out for each other through this fantastic Associationrdquo stated Narelle ldquoI encourage you to keep sharing your creative ideas and reach out to the VMA with

During this difficult time the VMA remains dedicated to the progress and service of our ports our industry and our members As wersquove done since the beginning of this unprecedented crisis the VMA will continue processing export documents and daily vessel reports provide the membership with operational information solicit the impacts and needs of the industry and represent those interests to regulators and policymakers at the local state and federal levels We are in dialogue daily it seems with such officials and it is clear they understand the essential nature of the work and services our members provide to maintain the supply chains of vital goods and how important our industry will be to the economic recovery of Virginia and the nation

It is important that our companies do our part to halt the spread of the Coronavirus by following the direction of authorities and where possible redirecting our capabilities to provide solutions and needed resources that will help those on the front lines of this fight The sooner we bring this crisis to an end the more lives we will save the more we can reduce the damage to our businesses and employees and the sooner we can refocus on economic growth

COMMITTEE UPDATES

Marking VMArsquos centennial February was an important and busy month As it does each February the Association focused on monitoring the activities of the General Assembly session and advocating

positions for or against legislation that impacts Virginiarsquos port and supply chain industries The annual Port Day at the General Assembly was held Feb 13 the day of VMArsquos centennial anniversary which was recognized by the Senate and House of Delegates passing resolutions commending VMA for one hundred years of service VMArsquos Centennial Celebration and Legislative Reception in Richmond was held later that evening The VMA membership owes gratitude to the many individuals from the port community that spent the day at the state capitol in face-to-face meetings with legislators to thank them for their support discuss VMArsquos legislative priorities and educate them about their businesses

On the federal advocacy front time was spent in Washington DC meeting with Virginiarsquos Congressional delegation in pursuit of federal appropriations for dredging and participating in discussions with Senator Mark Warner when he visited the Port of Virginia on February 20

VMA remains a leader attracting the offshore wind industry to Virginia In addition to offshore wind being a focus of VMArsquos legislative agenda in February this also included participating in a coordination meeting for the two-turbine Coastal Virginia Offshore Wind demonstration project co-chairing a meeting of the Supply Chain subcommittee of the Commonwealth Offshore Wind Taskforce and meeting with Avangrid Renewables to discuss the status of their project off Kitty Hawk NC

VMArsquos February business and economic development activities included the continued contributions to the Advisory Committee on International Trade of the Virginia Economic Development Partnership participating with a trade delegation of the Virginia Israeli Advisory Board as well as participating in an investor forum held by the Greater Richmond Partnership

Other industry promotional activities included an interview of David White about VMArsquos centennial and the growth of the industry on the Hearsay with Cathy Lewis radio program on WHRV public radio as well as a presentation made to the Danville Pittsylvania County Chamber of Commerce

VMA maintains constant collaboration and coordination with the regulatory agencies the support the maritime industry February 20 the Coast Guard held the inaugural Virginia All Hazards Meeting bringing together regional committees responsible for addressing safety security and pollution control with VMA making a presentation on behalf of the Virginia Harbor Safety Committee Other activities included meeting with the US Army Corps of Engineers on James River maintenance dredging and hosting representatives from Customs amp Border Protection and the US Department of Agriculture for an update on regulations to prevent invasive species from regulated garbage and arriving on vessels

The Maritime Industrial Base Ecosystem (MIBE) is a relatively new Department of Defense funded program to strengthen the regionrsquos maritime industrial base in support of a growing US Navy fleet of ships with workforce being a primary component The VMA has been participating as a member of the Strategic Advisory Board on the initiative which seeks breakdown some of the silos and advance shared needs between the Navy shipbuilding amp ship repair waterborne freight and offshore wind In February this included participation a regional roundtable meeting of maritime business and academic interests and a meeting in Washington DC with Navy leadership

CENTRAL CHAPTER- Chairman George Adams held a brief gathering on Feb 13th for chapter and Port Day at General Assembly participants Stephanie Agee Vice President of International Trade for VEDP presented an overview on the Virginia International Trade Plan along with incentives available through VEDP Valet and other programs

response groups and local port partners like the Virginia Maritime Association the Virginia Port Authority and NOAA Captain Kevin Carroll Sector Commander US Coast Guard Sector Virginia stressed that the USCG has always had regulations in place to screen mariners and requiring vessels to report anyone who may need medical attention In specific response to the initial outbreak of COVID-19 the USCG closely monitors incoming vessels especially those coming from the highest risk countries Vessels from those countries face a 14-day incubation period During this period if no one is sick the vessels will be allowed to arrive and offload Even during this time the crew have limited access to shore and most will be required to stay on the ship In the event of exposure on a smaller vessel the USCG says to

Customs and Border Protection US Customs and Border Protection continues to process cargo as there has been no identified threat as it relates to cargo shipments CBP officers use a combination of traveler history records questioning observation and self-declarations to further identify individuals requiring enhanced health screening by the Centers for Disease Control and Prevention (CDC) Currently all CBP ports of entry are following the same operational guidance as issued by Presidential Proclamations and the Department of Homeland Security If CBP observes a traveler with symptoms of COVID-19 they will refer them to the (CDC) andor DHS medical contractors for enhanced health screening CDC personnel are responsible for the enhanced health screening of travelers in all locations nationwide CBP has issued guidance to all employees that outlines the current comprehensive use of Personal Protective Equipment including guidance regarding wearing masks in the appropriate circumstances (using a risk-based approach)

no noticeable decrease yet in coal loadings at the Hampton Roads terminals despite some US coal suppliers deciding to idle mine production for two weeksldquoUS coal exports were already on the decline compared to 2019 before the COVID-19 virus became an issuerdquo he said ldquoOn March 18 the worldrsquos largest steelmaker ArcelorMittal declared Force Majeure and announced cuts to production so it remains to be seen how that will affect US exportsrdquo Both railroads CSX and Norfolk Southern have been making strong efforts to not delay shipments from mines to the terminals and the coal export terminals are currently operating under normal status Scott explained ldquoWe have not yet noticed any other effects on the coal supply chain and it is hard to speculate about the coming weeks at this timerdquo

Freight Forwarders and Customhouse BrokersValerie Sutton the Associate Vice President of Steer Company and the Chair of the VMArsquos Freight Forwarders and Customhouse Brokers Committee explained that the outbreak has slowed down shipments both airfreight and containerized ldquoSome of the shipments we arrange from origin are being affected Wersquore handling FCL LCL and airfreight shipments out of Italy Germany Spain and many Asian countries currently The cargo is just sitting in some casesrdquo Sutton said ldquohellipand containerized freight canrsquot move out of some parts of Asia which hinders our USA exporters who depend on that equipment to turn around The coronavirus is going to impact international shipping for some time to come but when commerce gets rolling again we need to hang on to our hatsrdquoSutton also shared that Steer Company and many of their clients are successfully working remotely although she and her coworkers come in as necessary to handle original documentation required by steamship lines and some government agencies Thankfully APHIS and CBP will accept electronically produced versions of phytosanitary certificates and PPQ Forms may be emailed during the COVID-19 Emergency

Ed OrsquoCallaghan President of Audax Transportation-Century Express and chair of VMArsquos Inland Transportation committee

expects truck drivers to have a rough road ahead He explained that Century Expressrsquos March volumes are 35 lower than February As a result their drivers who are 1099 workers paid by the trip can expect difficulty meeting monthly financial obligations for at least three months Century Express is currently considering non-interest loans to drivers

ldquoAs China returns to production inbound containers should not be seen until the last week in Aprilrdquo OrsquoCallaghan stated ldquoEurope will recover later than China so European inbound freight would not be anticipated until late May Truck driver levels will probably be extremely stretched to process the extreme volume of imports that will arrive to restock the North American inventoriesrdquo He has also noticed some other changes on the supply chain ldquoShortages of empty containers are preventing exports Refrigerated empty containers are in an extremely high demand forcing bookings to be cancelled or postponed to later vessel callingsrdquo OrsquoCallaghan said ldquoSome warehouses are imposing limited hours of operationrdquo

Considered essential marine terminals remain open for business explained Grant Narelle President of Norfolk Oil Transit and co-chair of VMArsquos Terminal Operators committee They are adapting to and following recommended guidelines like washing hands social distancing wiping down surfaces and equipment and telecommuting whenever possible New practices are also being put in place to better monitor exposure level for those boarding ships ldquoBefore boarding individuals have to sign release forms stating they are not sick or carrying a feverrdquo Narelle said ldquoGate passes are issued to visitors only after they fill out a checklist of whether the person has a cold or has recently traveled outside the countryrdquo Staying in regular communication with customers helps Norfolk Oil Transit anticipate their ever-changing needs ldquoThere seems to be a consensus that this breakdown is going to last for several months thankfully we can all look out for each other through this fantastic Associationrdquo stated Narelle ldquoI encourage you to keep sharing your creative ideas and reach out to the VMA with

During this difficult time the VMA remains dedicated to the progress and service of our ports our industry and our members As wersquove done since the beginning of this unprecedented crisis the VMA will continue processing export documents and daily vessel reports provide the membership with operational information solicit the impacts and needs of the industry and represent those interests to regulators and policymakers at the local state and federal levels We are in dialogue daily it seems with such officials and it is clear they understand the essential nature of the work and services our members provide to maintain the supply chains of vital goods and how important our industry will be to the economic recovery of Virginia and the nation

It is important that our companies do our part to halt the spread of the Coronavirus by following the direction of authorities and where possible redirecting our capabilities to provide solutions and needed resources that will help those on the front lines of this fight The sooner we bring this crisis to an end the more lives we will save the more we can reduce the damage to our businesses and employees and the sooner we can refocus on economic growth

Until then letrsquos do our part while keeping those we are responsible for safe Letrsquos also be mindful of and grateful to the vessel crews ILA and other waterfront workers truck drivers warehouse workers and many others whose hands-on labor is needed each day to keep the economy and supply chain functioning

COMMITTEE UPDATES

Marking VMArsquos centennial February was an important and busy month As it does each February the Association focused on monitoring the activities of the General Assembly session and advocating

positions for or against legislation that impacts Virginiarsquos port and supply chain industries The annual Port Day at the General Assembly was held Feb 13 the day of VMArsquos centennial anniversary which was recognized by the Senate and House of Delegates passing resolutions commending VMA for one hundred years of service VMArsquos Centennial Celebration and Legislative Reception in Richmond was held later that evening The VMA membership owes gratitude to the many individuals from the port community that spent the day at the state capitol in face-to-face meetings with legislators to thank them for their support discuss VMArsquos legislative priorities and educate them about their businesses

On the federal advocacy front time was spent in Washington DC meeting with Virginiarsquos Congressional delegation in pursuit of federal appropriations for dredging and participating in discussions with Senator Mark Warner when he visited the Port of Virginia on February 20

VMA remains a leader attracting the offshore wind industry to Virginia In addition to offshore wind being a focus of VMArsquos legislative agenda in February this also included participating in a coordination meeting for the two-turbine Coastal Virginia Offshore Wind demonstration project co-chairing a meeting of the Supply Chain subcommittee of the Commonwealth Offshore Wind Taskforce and meeting with Avangrid Renewables to discuss the status of their project off Kitty Hawk NC

VMArsquos February business and economic development activities included the continued contributions to the Advisory Committee on International Trade of the Virginia Economic Development Partnership participating with a trade delegation of the Virginia Israeli Advisory Board as well as participating in an investor forum held by the Greater Richmond Partnership

Other industry promotional activities included an interview of David White about VMArsquos centennial and the growth of the industry on the Hearsay with Cathy Lewis radio program on WHRV public radio as well as a presentation made to the Danville Pittsylvania County Chamber of Commerce

VMA maintains constant collaboration and coordination with the regulatory agencies the support the maritime industry February 20 the Coast Guard held the inaugural Virginia All Hazards Meeting bringing together regional committees responsible for addressing safety security and pollution control with VMA making a presentation on behalf of the Virginia Harbor Safety Committee Other activities included meeting with the US Army Corps of Engineers on James River maintenance dredging and hosting representatives from Customs amp Border Protection and the US Department of Agriculture for an update on regulations to prevent invasive species from regulated garbage and arriving on vessels

The Maritime Industrial Base Ecosystem (MIBE) is a relatively new Department of Defense funded program to strengthen the regionrsquos maritime industrial base in support of a growing US Navy fleet of ships with workforce being a primary component The VMA has been participating as a member of the Strategic Advisory Board on the initiative which seeks breakdown some of the silos and advance shared needs between the Navy shipbuilding amp ship repair waterborne freight and offshore wind In February this included participation a regional roundtable meeting of maritime business and academic interests and a meeting in Washington DC with Navy leadership

MEMBERSHIP COMMITTEE (FEB 3) The committee received updates on MLCP Chapters and VMA2020 events A breakdown of the membership renewal process and how committee can assist in the process was reviewed

CARGO OWNERS COMMITTEE (FEB 5) The committee discussed the impacts of the novel coronavirus on the supply chain including blank sailings air cargo restrictions and the possible delay in the return of Chinese manufacturers VIT provided an update on port operations In response to concerns with the new gate hours VIT stated that they are monitoring the situation Lower volumes and increased capacity have caused an increase in same-day reservations reducing stack efficiency and increasing turn times but is expected to normalize once volumes again increase BCOrsquos are having issues with damaged export containers so the committee discussed how the inspection process could be improved Lower import container volumes have impacted the availability of export containers

TOWING amp BARGE (FEB 12) The committee addressed honoring agreements to avoid bridge openings when possible during periods of peak vehicular traffic Other topics included updates on Centerville Bridge and Hopewell Bridge repairs an AWO Atlantic meeting report and the Offshore Wind project

ENVIRONMENTAL AFFAIRS (FEB 19) A detailed update was given on committee-relevant legislation related to the 2020 General Assembly Session Other discussions included LNG bunkering 408 permits and the current status of the costassumptions study of the Elizabeth River dredging projects as they relate to contamination The VPA (non-federal sponsor) and the USACE are open to exploring further options - pending resource availability The objective is to improve the BCR thus improving the projectrsquos position for federal funding Finally the committee addressed Committee leadership roles members agenda topics and a potential coastal flooding amp sea level rise symposium

COMMITTEE UPDATES

Marking VMArsquos centennial February was an important and busy month As it does each February the Association focused on monitoring the activities of the General Assembly session and advocating

positions for or against legislation that impacts Virginiarsquos port and supply chain industries The annual Port Day at the General Assembly was held Feb 13 the day of VMArsquos centennial anniversary which was recognized by the Senate and House of Delegates passing resolutions commending VMA for one hundred years of service VMArsquos Centennial Celebration and Legislative Reception in Richmond was held later that evening The VMA membership owes gratitude to the many individuals from the port community that spent the day at the state capitol in face-to-face meetings with legislators to thank them for their support discuss VMArsquos legislative priorities and educate them about their businesses

On the federal advocacy front time was spent in Washington DC meeting with Virginiarsquos Congressional delegation in pursuit of federal appropriations for dredging and participating in discussions with Senator Mark Warner when he visited the Port of Virginia on February 20

VMA remains a leader attracting the offshore wind industry to Virginia In addition to offshore wind being a focus of VMArsquos legislative agenda in February this also included participating in a coordination meeting for the two-turbine Coastal Virginia Offshore Wind demonstration project co-chairing a meeting of the Supply Chain subcommittee of the Commonwealth Offshore Wind Taskforce and meeting with Avangrid Renewables to discuss the status of their project off Kitty Hawk NC

VMArsquos February business and economic development activities included the continued contributions to the Advisory Committee on International Trade of the Virginia Economic Development Partnership participating with a trade delegation of the Virginia Israeli Advisory Board as well as participating in an investor forum held by the Greater Richmond Partnership

Other industry promotional activities included an interview of David White about VMArsquos centennial and the growth of the industry on the Hearsay with Cathy Lewis radio program on WHRV public radio as well as a presentation made to the Danville Pittsylvania County Chamber of Commerce

VMA maintains constant collaboration and coordination with the regulatory agencies the support the maritime industry February 20 the Coast Guard held the inaugural Virginia All Hazards Meeting bringing together regional committees responsible for addressing safety security and pollution control with VMA making a presentation on behalf of the Virginia Harbor Safety Committee Other activities included meeting with the US Army Corps of Engineers on James River maintenance dredging and hosting representatives from Customs amp Border Protection and the US Department of Agriculture for an update on regulations to prevent invasive species from regulated garbage and arriving on vessels

The Maritime Industrial Base Ecosystem (MIBE) is a relatively new Department of Defense funded program to strengthen the regionrsquos maritime industrial base in support of a growing US Navy fleet of ships with workforce being a primary component The VMA has been participating as a member of the Strategic Advisory Board on the initiative which seeks breakdown some of the silos and advance shared needs between the Navy shipbuilding amp ship repair waterborne freight and offshore wind In February this included participation a regional roundtable meeting of maritime business and academic interests and a meeting in Washington DC with Navy leadership

MEMBERSHIP COMMITTEE (FEB 3) The committee received updates on MLCP Chapters and VMA2020 events A breakdown of the membership renewal process and how committee can assist in the process was reviewed

CARGO OWNERS COMMITTEE (FEB 5) The committee discussed the impacts of the novel coronavirus on the supply chain including blank sailings air cargo restrictions and the possible delay in the return of Chinese manufacturers VIT provided an update on port operations In response to concerns with the new gate hours VIT stated that they are monitoring the situation Lower volumes and increased capacity have caused an increase in same-day reservations reducing stack efficiency and increasing turn times but is expected to normalize once volumes again increase BCOrsquos are having issues with damaged export containers so the committee discussed how the inspection process could be improved Lower import container volumes have impacted the availability of export containers

TOWING amp BARGE (FEB 12) The committee addressed honoring agreements to avoid bridge openings when possible during periods of peak vehicular traffic Other topics included updates on Centerville Bridge and Hopewell Bridge repairs an AWO Atlantic meeting report and the Offshore Wind project

ENVIRONMENTAL AFFAIRS (FEB 19) A detailed update was given on committee-relevant legislation related to the 2020 General Assembly Session Other discussions included LNG bunkering 408 permits and the current status of the costassumptions study of the Elizabeth River dredging projects as they relate to contamination The VPA (non-federal sponsor) and the USACE are open to exploring further options - pending resource availability The objective is to improve the BCR thus improving the projectrsquos position for federal funding Finally the committee addressed Committee leadership roles members agenda topics and a potential coastal flooding amp sea level rise symposium

CHAPTER UPDATESSOUTHWEST CHAPTER- Mike Coleman VMA Board President appointed Cameron Peel (Camrett Logistics) as the SWVA Chapter Chair Ashley visited members and potential members in Southwest VA the first week of March Meeting also with Mr Peel and Ms Diane Thomas (VEDP) to identify participants and beginning planning for chapter events Determined in this region luncheon event will maximize attendance

CENTRAL CHAPTER- Chairman George Adams held a brief gathering on Feb 13th for chapter and Port Day at General Assembly participants Stephanie Agee Vice President of International Trade for VEDP presented an overview on the Virginia International Trade Plan along with incentives available through VEDP Valet and other programs

response groups and local port partners like the Virginia Maritime Association the Virginia Port Authority and NOAA Captain Kevin Carroll Sector Commander US Coast Guard Sector Virginia stressed that the USCG has always had regulations in place to screen mariners and requiring vessels to report anyone who may need medical attention In specific response to the initial outbreak of COVID-19 the USCG closely monitors incoming vessels especially those coming from the highest risk countries Vessels from those countries face a 14-day incubation period During this period if no one is sick the vessels will be allowed to arrive and offload Even during this time the crew have limited access to shore and most will be required to stay on the ship In the event of exposure on a smaller vessel the USCG says to

h Seek medical attention h Monitor the crew h Decontaminate the vessel

ldquoSafety of life is a top priority as well as maritime transportationrdquo said Captain Kevin Carroll ldquoMarine transportation is centerstagerdquo Sector Virginia requests to be notified (add a phone number from one of the MSIBrsquos) of any actual or imminent disruption to port facilities or any aspect of our Marine Transportation System due to COVID-19

Customs and Border Protection US Customs and Border Protection continues to process cargo as there has been no identified threat as it relates to cargo shipments CBP officers use a combination of traveler history records questioning observation and self-declarations to further identify individuals requiring enhanced health screening by the Centers for Disease Control and Prevention (CDC) Currently all CBP ports of entry are following the same operational guidance as issued by Presidential Proclamations and the Department of Homeland Security If CBP observes a traveler with symptoms of COVID-19 they will refer them to the (CDC) andor DHS medical contractors for enhanced health screening CDC personnel are responsible for the enhanced health screening of travelers in all locations nationwide CBP has issued guidance to all employees that outlines the current comprehensive use of Personal Protective Equipment including guidance regarding wearing masks in the appropriate circumstances (using a risk-based approach)

CHAPTER UPDATESSOUTHWEST CHAPTER- Mike Coleman VMA Board President appointed Cameron Peel (Camrett Logistics) as the SWVA Chapter Chair Ashley visited members and potential members in Southwest VA the first week of March Meeting also with Mr Peel and Ms Diane Thomas (VEDP) to identify participants and beginning planning for chapter events Determined in this region luncheon event will maximize attendance

CENTRAL CHAPTER- Chairman George Adams held a brief gathering on Feb 13th for chapter and Port Day at General Assembly participants Stephanie Agee Vice President of International Trade for VEDP presented an overview on the Virginia International Trade Plan along with incentives available through VEDP Valet and other programs

response groups and local port partners like the Virginia Maritime Association the Virginia Port Authority and NOAA Captain Kevin Carroll Sector Commander US Coast Guard Sector Virginia stressed that the USCG has always had regulations in place to screen mariners and requiring vessels to report anyone who may need medical attention In specific response to the initial outbreak of COVID-19 the USCG closely monitors incoming vessels especially those coming from the highest risk countries Vessels from those countries face a 14-day incubation period During this period if no one is sick the vessels will be allowed to arrive and offload Even during this time the crew have limited access to shore and most will be required to stay on the ship In the event of exposure on a smaller vessel the USCG says to

h Seek medical attention h Monitor the crew h Decontaminate the vessel

ldquoSafety of life is a top priority as well as maritime transportationrdquo said Captain Kevin Carroll ldquoMarine transportation is centerstagerdquo Sector Virginia requests to be notified (add a phone number from one of the MSIBrsquos) of any actual or imminent disruption to port facilities or any aspect of our Marine Transportation System due to COVID-19

Customs and Border Protection US Customs and Border Protection continues to process cargo as there has been no identified threat as it relates to cargo shipments CBP officers use a combination of traveler history records questioning observation and self-declarations to further identify individuals requiring enhanced health screening by the Centers for Disease Control and Prevention (CDC) Currently all CBP ports of entry are following the same operational guidance as issued by Presidential Proclamations and the Department of Homeland Security If CBP observes a traveler with symptoms of COVID-19 they will refer them to the (CDC) andor DHS medical contractors for enhanced health screening CDC personnel are responsible for the enhanced health screening of travelers in all locations nationwide CBP has issued guidance to all employees that outlines the current comprehensive use of Personal Protective Equipment including guidance regarding wearing masks in the appropriate circumstances (using a risk-based approach)
