The bold stance taken by thegovernment at Geneva inWorld Trade Organization
conference held last month is
remarkable and laudable in
protecting the national interest
at first. Indias refusal to budgeand its un-acceptance and
unwillingness to dilute its food
subsidy and stocking policies
threaten to derail the
programmes on multilateral
trade as envisaged under
WTOs rules. What the west
and USA would want the world
to believe is the concept of free
trade? Free trade is cunningly
applied by the west and the
USA which act as opportunists,
indirectly pushing their
products and services by the
back door methods to be easily
marketed. They also make or
demand other smaller and
developing nations to open up
their territory for their own
selfish ends of development. If
we analyze their past historical
records, this is the reality.
Most of the nations suffer
due to their vindictive policies
since they do not allow our
goods and services to enter
their territory. Indias first and
foremost priority is to buy food
at support prices from
farmers, more than 50% of the
population stock it and supply
it to the poor at low prices. The
WTO rules stipulate that these
subsidies cannot cover 10% of
the value of food outputs since
the pricing is calculated at rates
set in by 25 years back in 1986-
1988 which artificially lower the
food subsidy. This concept is
total rubbish, gross injustice,
unwarranted and do not make
sense especially since inflation
in India has consistently on
raising trends and currency
depreciation takes place
alarmingly. India cannot agreeon such wild terms when
Europe and the USA spend
billions of dollars and pounds
persisting with huge tariff and
non-tariff barriers to protect
their farm sector which is also
heavily subsidized. There
cannot be two rules between
the countries.
India is not opposed to trade
facilitation agreement (TFA)
when food security is very
crucial and critical for India.
India is not even a big exporter
of farm goods that can distortthe world markets. When USA
and other western countries
spend billions and billions of
dollars and pounds on
subsidization, Indias support to

is only a peanut of spending
about 1.2 billion pounds. Hence
considering all the factors into
account, India took a very bold
and consistent stand that the
entire Bali package of nine plusone should be simultaneously
implemented at one go and not
piecemeal. India said that it
wants its food stocking
programme to be left out of the
agreement on agriculture that
limits farm subsidies. It also
said an agreement on all
aspects can be finalized by 31st
December this year and shall be
signed by 31st July next year.
Why India is insisting on this
point which is more vulnerable
that once trade facilitation
agreement is signed, there is no
guarantee the same urgency will
be shown to food security.
Instead India stoutly defended
its food security demand and
mooted that the base year be
on average of last 3 years to
ensure that the poorest of the
poor farmers to get minimum
support price and the poor get
food through the PDS.
A broad based coalition
would be needed to be formed
to take the food security
agenda forward. It isa pity that
India was left isolated in Geneva
with other BRIC countries not
supporting its bid for a
permanent solution on food
security simultaneously with
TFA. Only Bolivia, Venezuela
and Cuba backed India while
China remained all along silent.
Brazil and Russia fought for
TFA. India did not get enough
support from all 46 members
of the G33 grouping. Pressure
to cut food subsidies in India
has to be matched by opening
up food and farm products in
the west. In any case India is
willing to go back to the
negotiating table in September
when WTO reopens and if other
countries agree to postpone or
remove certain irking curbs on
Indias food subsidies and then
only the talks can progress.
India cannot afford to be seen
as compromising either the
intents of the 270 million people
who live below the poverty lineor its farmers.
Indias grouse and anger
came out open since the west
and USA are showing much
vigor, interest and intent in
finalizing the TFA agreement
and there is little movement in
talks on food subsidy matters
which is very crucial and critical
on Indias part. Prime Minister
NarendraModis upcoming visit
to the USA is expected to be
significant as India hopes to
take trade talks and food
security forward for the WTOmeeting in September. To meet
this bitter challenge, India has
to garner enough support from
other member countries to
back up for its genuine
demands and for this scenario
India has to work very hard.
There should be a final
agreement on all issues to be
reached by 2017. However
India cannot remain a silent
spectator to thrash out these
issues for its own good for all
round development.
