Individual Members
Achieve not less than 35 hours of CPD learning in
every calendar year or not less than 70 hours
within two consecutive years, 10 hours of which
shall be relevant to safety issues

Approved by Labour Department that Fellow Members, Manager Members
and Operative Members of HKIUS could be issued with a relevant certificate
for the construction industry under section 6BA(4) of the Factories and
Industrial Undertakings Ordinace (“the Ordinace”) as the Commissioner for
Labour Department is satisfied that the safety training (“the training”)
required for qualifying for such membership is of a standard not less than the
relevant safety training course required under section 6BA of the Ordinace.

第二部份. 操作程序
1. Operation shall be carried out by OMHKIUS(at least 3 years experience) or
AMHKIUS (at least 2 years experience). The whole operation shall be
supervised by OMHKIUS. 操作員應為管綫專業監理員(最少三年經驗)或助理管綫專業監理員(最少兩年經驗) 。整個探測過程必須由管綫專業監理員監督。
2. For power lines, tune to Power Mode to do sweeping for live cables.
調至無源探測模式的Power Mode以檢測有源電纜。
3. Further sweep the rest of the area.
進一步掃查其餘的地方。
4. When there is a signal found, mark the point by spray paint or other means.
當探測到訊號,用噴漆或其他方法作標記。
5. Tune the Receiver to Radio Mode and Sweep for Radio Signal reflected from
Radio Frequency
將接受器調至無源探測模式的Radio Mode,掃查由無線電頻率反射的無線電訊號。

6. Once completed, place the transmitter onto one of the marked
unknown points and turn on the transmitter and select an
appropriate frequency.

7. For Gas/Water Pipes or other pipes with connection point, connect
the signal lead to an accessible point safely by connection method
and turn on the transmitter.

8. Tune the receiver to the same frequency and start to search for the
signal.

location where signal is steady.

WORK PROCEDURES 10. Search the area to check if the signal has coupled to any nearby lines
within the arm radius, or radius of 3-5 meters if necessary.

11. Measure the current on the target line and on any other lines located
within the arm radius (or 3-5 meters radius). Check that the mA
current value is higher on the target line than on any other nearby

12. Check current value on the target line and on other nearby lines.

13. QA/QC check on site by verifying some of the located alignment and
check with existing records again. Determine which information is
correct on site if there are difference with the records.

Although it is not mandatory, it is highly recommended that CP should present at site to provide precautionary advices and monitor the digging process

The roles of a competent Person (合資格人士) The requirements set in the regulation(cap406H) for a
Competent Person is described as follow: • A competent person who undertakes an
investigation to ascertain the existence, alignment and depth of an underground electricity cable-
(a) shall not delegate the function and duty of the investigation to another person;

The roles of a competent Person
(b) may carry out the investigation with the assistance of any other persons, but such persons shall be directly supervised by that competent person at the proposed works site in the course of the investigation;
(c) shall carry out the investigation in a manner that does not cause damage to, or impair the operation of, the underground electricity cable (地下電纜); and

(d) shall provide the person requesting the investigation with a written report of his findings as to that matter.
Other than the above listed, in general terms, a competent person shall also:
Familiar with the requirements under the regulation. Familiar with the Code of Practice (實務守則). Prepare for suitable material before work
commence.

Work in safe manner and with PPE (個人防護裝備)at all times.
Protect others by giving appropriate notices and providing precaution measures on the working site such as barriers, lighting and guarding and warning signs.

Minimize the disruption (混亂) to the public by providing best possible result to the client and to alert the client to use hand tools for trial pits.
Provide clear and appropriate records and information to client for their future reference.
Issue permit to dig certificate only when he is comfortable that the necessary information has been located in the site.

Keep and maintain a copy of all the results acquired from survey and to be inspected by the relevant authorities when required &
Others may be required under other related regulations.
Note: Under the regulation, the competent person is competent for locating underground cables only. You should seek for help from other types of competent person (eg. Registered Safety Officer & Licensed Electrician) for advice on different issues.
