IMPORTANT SAFETY NOTICE ABOUT THE RELIABLE OPERATION OF ECDIS
RANGE STRUCTURES
USACE NOTICE TO NAVIGATION INTERESTS
The aids to navigation depicted on charts comprise a system of fixed and floating aids to navigation with varying degrees of reliability. Prudent mariners will not rely solely on any single aid to navigation, particularly a floating aid to navigation. With respect to buoys, the buoy symbol is used to indicate the approximate position of the buoy body and the sinker which secures the buoy to the seabed. The approximate position is used because of the practical limitations in positioning and maintaining buoys and their sinkers in precise geographical locations. These limitations include, but are not limited to, inherent imprecision in position fixing methods, prevailing atmospheric and sea conditions, slope of and the material making up the seabed, the fact that buoys are moored to sinkers by varying length of chain, and the fact that the buoy body and/or sinker positions are not under continuous surveillance, but are normally checked only during periodic maintenance visits which often occur more than a year apart. Due to the forces of nature, the position of the buoy body can be expected to shift inside and outside the charted symbol. The mariner is also cautioned that buoys may be extinguished or sound signals may not function as the result of ice, running ice, or other naturalcauses, collisions, or other accidents. For the foregoing reasons, a prudent mariner must not rely completely upon the position or operation of floating aids to navigation, but will also utilize bearings from fixed objects and aids to navigation on shore. Further, a vessel attempting to pass close aboard always risks collision with a yawing buoy or with the obstruction that the buoy marks.
Following an announcement by the International Maritime Organization (IMO) concerning potential display anomalies in some ECDIS systems, theInternational Hydrographic Organization (IHO) issued an ENC Data Presentation and Performance Check in October 2011. This check is intended to assist mariners and to help determine the extent of the anomalies. IHO has received reports from mariners confirming that a number of ECDIS fail to display some significant underwater features in the "Standard" display mode. For all significant objects to be visible to the mariner, these ECDIS must be operated in "Full display" or "All display" mode until a software upgrade is made available from the manufacturer. Mariners are strongly encouraged to use the IHO ENC Data Presentation and Performance Check issued through ENC service providers and also available directly from the IHO website (www.iho.int) to check the operation of their ECDIS and to determine whether their system is affected. IHO Circular Letter 33/2012 is available on the Coast Guard’s Navigation Center website (https://www.navcen.uscg.gov) under the heading News and Notices.
The U.S. Coast Guard has become aware that Coast Guard information used to depict a rangeline on NOAA Electronic Navigational Charts (ENC)may not be of sufficient accuracy to accurately portray the rangeline on the ENC. Mariners are cautioned that the position of a rangeline as shown on an ENC may not reflect its true position.

The U.S. Coast Guard has issued Navigation and Vessel Inspection Circular (NVIC) No. 01-16 which contains guidance on the use of electronic charts and publications in lieu of paper charts, maps, and publications. This guidance applies to U.S. flagged vessels subject to U.S. domestic chart, map, and publication carriage requirements contained in Titles 33 and 46 of the Code of Federal Regulations. Available water depth is determined for a location by adding (if +) or subtracting (if -) the amount from the above to the water depth shown on National Oceanic and Atmospheric Administration (NOAA) navigational charts. Caution: Depths so determined are representative of a still watersurface elevation, disturbed by neither wind nor other causes. Depth, however, may be reduced or increased as much as several feet for shortperiods of time due to these disturbances, or when sections of channels develop shoals. Vessel masters should refer to the Local Notice to Mariners for extent of shoaling and scattered bedrock projections in all channels. Tanker operators no longer need to request deviations to use their heading control or track control systems, sometimes known as "auto-pilots", in traffic separation schemes or safety fairways. The U.S. Coast Guard will allow systems tested against certain standards to be used in all waters 1/2 nautical mile beyond the territorial sea baseline (33 CFR 2.20) except in 33 CFR 110 designated anchorages or in 33 CFR 167 precautionary areas. This new regulation does not require that persons in control of tankers use their "auto-pilots". Rather, it gives the marineranother tool to ensure safe and efficient navigation. Effective Thursday, January 31, 2019, at 100 pm Eastern Standard Time (EST) or 1800 Coordinated Universal Time (UTC), the NWS will discontinue dissemination of High Seas and Storm Warnings portion of the National Institutes of Science and Technology (NIST) time frequency broadcasts as issued by WWV and WWVH “shortwave” radio covering the Atlantic, Gulf of Mexico and the Pacific.

This service is being terminated because weather information in the current broadcast format does not support frequent enough updates for changes in marine weather and cannot provide enough detail in the allotted window required by mariners to avoid hazardous weather. Additionally, alternative technologies and numerous media outlets that provide weather information in various formats have overtaken the need for providing weather information through the NIST frequency signals.
Other sources of marine weather and high seas alerts and detailed forecasts are available over satellite, telephone, the Internet, Marine Fax, Radio Fax and VHF radio. Currently the NWS, U.S. Coast Guard (USCG), and the U.S. Navy (USN) provide multiple dissemination methods for storm positioning, high sea areas, observations, forecasts, outlooks and warnings for both coastal and oceanic marine zones near the United States using Navigational Telex (NAVTEX), Global Maritime Distress and Safety System (GMDSS) and High Seas SImplex Teletype Over Radio (HFSITOR) in compliance with World Meteorological Organization (WMO) policies and the International Safety of Life at Sea (SOLAS) Convention.

East Charity Shoal Traffic Lighted Buoy (LLNR 1765) This aid will be permanently discontinued beginning in December 2018.
There is a steel I-beam protruding out of the water in approximate position 42-51.985N 078-52.170W. The steel I-beam is marked with a temporary white buoy FL W 4s.
The Coast Guard has received a report from the U.S. Army Corps of Engineers of an underwater obstruction at still ranges between 22' and 28' LWD at approximate position 41 29 42.84 N, 081 42 09.74 W
A boom has been place around a tug in the Island Habor Marina. All mariners are requested to proceed with caution while transiting the area.
Green Bay Harbor Entrance Channel Range Rear Light (LLNR 22185) The daymark is missing on this aid and requires structural repairs to the physical aid in order to re-install the daymark. Construction should be completed during 2018.
Peshtigo Reef Light (LLNR 21990) Shoaling has been reported extending from Peshtigo Reef Lighthouse easterly approximately 150 yards. Depths recorded were approximately 2-3 feet.
Racine Reef Light (LLNR 20480) the light tower and supporting foundation has become unstable. Mariners should stay more than 300 feet from the structure.Racine Reef Lighted Buoy 18 (LLNR 20483) has been established in position 42-43-40.338N / 087-44-01.614W to mark the damaged light

structure. The buoy is red in color and has a light characteristic of Fl R 2.5s with a range of 5 statute miles. The buoy will be removed and winter marked with an unlighted nun buoy from December 1 to April 21.
An obstruction is protruding approximately 15 feet into the channel from the Morton Salt Dock at river mile 331.5 on the Calumet River. Marinersare advised to use caution and avoid transiting near the left descending wall.
There is a submerged object 5.5 ft below the water line marked with 2 floatable buoys, near MM286.8 on the Des Plaines River. The object is protruding 45ft into the navigable channel from the Left Descending Bank on the Bridge's south pillar.
There is a report of Shoaling near the Michigan City Lighthouse located in the outer basin of Michigan City Harbor. The current depth has been measured at 8ft and with the upcoming winter it is projected to deteriorate even more. Vessels are encouraged to transit the area with caution and report any issues to Sector Lake Michigan Command Center at 414-747-7182. An Army Corps of Engineers survey is not scheduled to be conducted until April of 2019.

West Neebish Channel (Downbound) Light "26" (LLNR 13625) The light tower has been removed from the damaged structure to prevent it fromcollapsing into the channel. A temporary light and daymark have been established in its place. The light characteristic has been changed from F R to Q R. The range of the light will remain at 4 statute miles. The height of the light has been reduced from 34' to approximately 7'.
Ontonagon Harbor East Breakwater Light (LLNR 15220) The damaged structure previously reported knocked down by ice has washed off of the breakwater and the position is unknown. The light and daymark are missing.

SECTION VII - GENERALThis section contains information of general concern to the Mariners. Mariners are advised to use caution while transiting these areas.
NOAA recommends that mariners take advantage of the most recent chart updates by using the NOAA Electronic Navigational Chart (ENC) for navigation in U.S. waters. ENCs provide the most up to date information, whereas paper and raster nautical chart updates may be up to one month behind the corresponding ENC coverage. Over the next few years, mariners will see continued improvement in the extent and detail of ENCcoverage, while there will be a reduction in RNC and paper chart coverage and service. ENCs will include routine changes between editions that are not published through notices to mariners. One significant change to the RNC and paper charts will be the removal of controlling (minimum) depth information from many maintained channels. Controlling channel depths will still be provided on ENCs. Comments or concerns can be addressed through ASSIST, NOAA’s Nautical Inquiry and Comment System. https://www.nauticalcharts.noaa.gov/customer-service/assist/
The Coast Guard is conducting a Waterways Analysis and Management System Study on the following waterways during 2018. The study focuses on the area's aid to navigation system, waterborne commerce, marine casualty information, emergency response plans, routine and emergency communication capabilities, and future development projects. Any company or individual wishing to comment on the waterway reviews listed belowis encouraged to contact the Coast Guard unit listed or email comments to [email protected]. Any comments emailed will be forwarded to the appropriate unit for use in the WAMS project. A survey is attached to the Local Notice to Mariner and can be used to comment on these reviews or on any waterways located in the Great Lakes.

Marine events such as races, parades, regattas, and fireworks displays are frequently held in the Great Lakes region. Advance information on specific events is contained in enclosure (2) of this publication. The public is reminded to listen to the local broadcast notice to mariners for the most up-to-date information on a marine event. Mariners are advised that some events may require temporary aids to navigation that are not displayed on a chart or in the Light List, and that they should exercise additional caution while operating in the vicinity of a scheduled marine event.

From November 15, 2018 through April 1, 2019, scaffolding will be installed under the Bennetts Corners Bridge (E186) at Holly, NY over the Erie Canal that extends approximately 4 feet below low steel of the bridge.
From November 1, 2018 through March 6, 2019 between the hours of 0700 and 1700 daily, a 65 foot by 25 foot barge will be working under the E175 Martha Street Bridge at Mile 273.2 over the Erie Canal at Spencerport, NY. The barge will move as needed for vessels.
From July 10, 2016 through May 18, 2019 scaffolding that extends approximately 6 feet below low steel will be installed under the Peace Bridge atMile 1.5 over the Black Rock Canal. Amber lights will mark the bottom and four corners of the scaffolding hanging below low steel. Scaffolding under the bridge over the Niagara River will remain above low steel.
The Coast Guard has received a report that the Ohio Street Bridge at Mile 2.10 over the Buffalo River is operating at reduced speed due to an electrical issue. Mariners should allow an extra 20 minutes for bridge openings for the rest of the boating season.

From December 15, 2018 through March 31, 2019 the Fifth Street Bridge at Mile 0.15 over the Ashtabula River will require a 12-hour advance notice for openings. To provide advance notice mariners should call: 440-576-2816 or 440-813-8229 or 440-536-2941 or 440-645-9041.
From September 1 through December 31, 2018 between the hours of 0700 and 1900, Monday through Friday, a 40 foot by 20 foot barge will be working under the Erie Avenue Bridge at Mile 0.6 over the Black River. The bridge will operate one leaf on signal and both leaves will open and thebarge will move if a 2-hour advance notice is provided directly to the drawtender on VHF-FM Marine Radio Channel 16 or by calling: 440-244-2137.
From November 8 through December 31, 2018 two 2 feet by 40 feet scaffolding units will be installed under the Erie Avenue Bridge at Mile 0.6 over the Black River that hangs approximately 4 feet below low steel. Each unit will have steady burning amber/yellow lights mounted on the bottom four corners.
From January 2 through March 31, 2019 the Erie Avenue Bridge at Mile 0.6 over the Black River will be secured to masted navigation and scaffolding that hangs approximately 4 feet below low steel will be installed under the bridge. Vessels that can safely pass under the bridge without an opening may do so at any time.
From 2200 on December 24, 2018 to 0600 on March 11, 2019 all city of Cleveland operated bridges over the Cuyahoga River will require a 12-houradvance notice for openings. Mariners should provide advance notice directly to the Carter Road Bridgetender on VHF-FM Marine Channel 16 or by calling 216-664-4767 or by email: [email protected]
From September 17 through February 28, 2019 the CSX Railroad Bridge at Mile 11.38 over the Maumee River, formally known as the Upper ToledoTerminal Railroad Bridge, will be removed in its entirety. A causeway will be built under one half of the bridge and lighted with flashing yellow lights, except at the end of the causeway that will be marked by two red lights in a vertical line. A 25 foot wide channel will be maintained for vessels to pass through the area.
From January 1 through March 31, 2019 the Veterans Memorial Bridge at Mile 5.60 over the Saginaw River will be secured to masted navigation. Scaffolding that hangs approximately 10 feet below low steel will be installed under the bridge. Vessels able to pass under the bridge without an opening may do so at any time.
From January 1, 2019 through March 31, 2019 scaffolding that hangs approximately 10 feet will be installed under the Allouez and Ashwaubenon Bridge at Mile 5.02 over the Fox River
The Coast Guard has received a report that the dolphins near the location of the former Polk Street Bridge at Mile 2.16 over the South Branch of the Chicago River and the former Erie Street Bridge at Mile 2.21 over the North Branch of the Chicago River are a hazard to navigation.
The AMTRAK Railroad Bridge at Mile 3.77 (CORPS MILE 323.5) over the South Branch of the Chicago River requires a 30-minute advance notice foropenings between the hours of 2200 and 0600 daily. Mariners should provide advance notice directly to the drawtender on VHF-FM Marine Channel 16 or by calling: 312-655-2242 or 312-655-2241.
The Coast Guard has received a report that the Chicago Avenue Bridge at Mile 2.40 (CORPS MILE 326.3) over the North Branch of the Chicago River will require a 48-hour advance notice for openings. Mariners should call the Chicago bridge desk directly for openings.
The Coast Guard has received a report of an underwater obstruction near the position of the former Canal Street Bridge at Mile 1.88 over the Indiana Harbor Canal.

From December 15 to February 28, 2019 the CSX Railroad Bridge at Mile 0.67 over the St. Joseph River will require a 12-hour advance notice. Mariners should call: 616-246-5600 or 419-577-2406 to provide advance notice.
From June 1 through December 22, 2108, two 40 by 10 foot barges will be working under the US-31 Bridge at Mile 8.75 over the Muskegon River and a cofferdam marked with red lights will be installed around the north pier. A 20 foot navigation channel will be available for vessels to pass under the bridge.
The Canadian National Rail Road Bridge at mile 3.31 over the Fox River will be secured to masted navigation due to emergency repairs. The bridgewill be able to open with 12 hours advanced notice. The Coast Guard has received a report that the Wisconsin Avenue (Veterans Memorial) Bridge at Mile 23.78 over the Fox River at Kaukauna Wisconsin is stuck in the closed position. Vessels able to pass under the bridge without an opening may do so at any time.
From January 14 through March 15, 2019 the U.S. Route 31 Bridge at Mile 2.89 over the Grand River will be secured to masted navigation. Vessels able to pass under the bridge without an opening may do so at any time.
From October 19, 2018 through April 1, 2019 Indianapolis Boulevard Bridge at Mile 2.59 over the Indiana Harbor Canal will require a 12-hour advance notice for openings. Mariners should provide advance notice by calling: 219-851-1141 or 219-851-3944 or 219-851-3110 or 219-379-7292 or 219-344-0871.
From January 15 through March 31, 2019 the U.S. Route 31 Bridge at Mile 2.89 over the Grand River will be secured to masted navigation. Vessels able to pass under the bridge without an opening may do so at any time. From March 16 through May 13, 2019 the bridge will operate onlyone leaf, the other leaf will remain secured to masted navigation.
From November 28, 2018 through January 18, 2019, between the hours of 0700 and 1530 Monday through Friday, a 120 by 35 foot barge will be working under the State Street Bridge at Mile 1.05 (CORPS MILE 326.1) over the Main Branch of the Chicago River. The barge will move is a 30-minute advance notice is provided by calling: 312-747-2470. The barge will monitor VHF-FM Marine Radio Channel 16.
From September 14, 2018 through March 14, 2019, between the hours of 0600 to 1800 7-days a week, a 120 foot by 55 foot barge will be working to construct the Addison Under Bridge at Mile 7.55 over the North Branch of the Chicago River. The barge will monitor VHF-FM Marine Channel 16 and will move to allow vessel to pass if a 1-hour advance notice is provided.
From October 10 through December 31, 2018, between the hours of 0400 and 1700, Monday through Saturday contractors will be installing the Ogden Slip Pedestrian Bridge over the Ogden Slip. A turbidity curtain will be temporarily stretched across the slip while structural members are hoisted into position. Mariners are required to provide a 1-hour advance notice of arrival before passing through the construction zone. The contractor will monitor VHF-FM Marine Channel 16 and provide a safety boat to assist vessels through the area.
From November 1 through February 28, 2019 between the hours of 0700 and 1900, Monday through Friday, two 40 foot by 30 foot barges will beinstalling the Chicago Avenue Temporary Bridge at Mile 2.40 (CORPS MILE 326.3) over the North Branch of the Chicago River. From November 19, 2018 through April 13, 2019 the bridges in Milwaukee Harbor will require a 12-hour advance notice for openings. Mariners should provide advance notice by calling: for City of Milwaukee operated bridges: (414) 286-2575 and for Canadian Pacific operated bridges: 414-389-3772 or 414-278-1385. Mariners may also us VHF-FM Marine Channel 16 to request openings.
The Coast Guard is modifying the operating schedule that governs the Duluth Aerial Lift Bridge, This rule is effective November 28, 2018.
“The draw of the Duluth Ship Canal Aerial bridge, mile 0.25 at Duluth, shall open on signal; except that, from March 16 through December 31, between the hours of 7 a.m. and 9 p.m., seven days a week, the drawbridge shall open on the hour and half-hour for vessels under 300 gross tons, if needed; and the bridge will open on signal for all vessels from 9 p.m. to 7 a.m., seven days a week, and at all times for Federal, state, andlocal government vessels, vessels in distress, commercial vessels engaged in rescue or emergency salvage operations, commercial-assist towing vessels engaged in towing or port operations, vessels engaged in pilot duties, vessels seeking shelter from severe weather, and all commercial vessels 300 gross tons or greater. From January 1 through March 15, the draw shall open on signal if at least 12 hour notice is given. The opening signal is one prolonged blast, one short blast, one prolonged blast, one short blast. If the drawbridge is disabled, the bridge authorities shall give incoming and outgoing vessels timely and dependable notice, by tug service if necessary, so that the vessels do not attempt to enter the canal.”

From July 3 through December 31, 2018 eight 80’ x 80’ barges will be used in the river and a 120’ x 60’ causeway extending from the U.S. Shoreline will be built to accommodate building of the new International Bridge across the Rainy River between Baudette, Minnesota, and Rainy River, Ontario, Canada at Mile 14.1 over the Rainy River. A 20’ wide channel will be maintained for vessels to transit the construction area.

U.S. Coast Guard to Test Automatic Identification System (AIS) Aids to Navigation (ATON) In the near future, the U.S. Coast Guard and other authorized agencies and organizations (i.e., U.S. Army Corps of Engineers, Marine Exchange of Alaska) will begin transmitting AIS ATON messages and marine safety information via AIS for testing and evaluation. The exact content, location, and times of these broadcasts will be announced in future Local Notices to Mariners. AIS is an internationally adopted radio communication protocol that enables the autonomous and continuous exchange of navigation safety related messages amongst vessels, lifeboats, aircraft, shore stations, and aids to navigation (AIS ATON). AIS ATON stations broadcast their presence, identity (9-digit Marine Mobile Service Identity (MMSI) number), position, and status at least every three minutes or as needed. These broadcasts can originate from an AIS station located on an existing physical aid to navigation (Real AIS ATON) or from another location (i.e., AIS Base Station). An AIS Base Station signal broadcasted to coincide with an existing physical aid to navigation is known as a Synthetic AIS ATON. An electronically charted, but non-existent as a physical aid to navigation, is identified as a Virtual AIS ATON. The latter two can be used to depict an existing aid to navigation that is off station or not watching properly or to convey an aid to navigation that has yet to be charted. All three variants can be received by any existing AIS mobile device, but they would require an external system for their portrayal (i.e., AIS message 21 capable ECDIS, ECS, radar, PC). How they are portrayed currently varies by manufacturer, but the future intention is for the portrayal to be in accordance with forthcoming International Standards (i.e., IEC 62288 (Ed. 2), IHO S-4 (Ed. 4.4.0)).
