The first was thecontinued increase in thc number of regis-trations of copyright claims, which rosefrom 178,848 in fiscal 1945 to 202,144 infiscal 1946, the greatest number in thehistory of thc Copyright Oftice, and anumber M, far beyond the capacities of&= xistingstaff that Congress,respondingto the need, generously provided foradditional personnel. The second warthe establishment of the first of fourdivisions into which the eleven sectionsof the Copyright Oflice arc to 6 c com-bined, and the third was the adoption ofnew application forms and certificates forcopyright registration. ,All classes of registrations increased dur-ing the p a r , with the exception of lectures,sermons, and addrtsses, which declined

    h m 1,177 to 1,129, and English booksngistertd for ad interim copyright, whichdeclined dightly from 679 to 610, un-doubtedly because of a Residential Proc-lamation -ding temporarily the timewithin which British authors may makecopyright registrations.Thc most conspicuous increase occurredin 'the field in which registrations weredelayed because of the war - ooks

    abroad in a foreign language.Registrations of such books increased from111 in fiscal 1945 to 3,513 in fiscal 1946.Thc mxt largest increases in terns of per-centages were 104 percent in prints, 70 per-cent in works of art, and 39 percent in

    of view.of numbers rather than percent-ages, thc largest increases are 5,532 inmusical compositions, 2,618 in pamphlets,and 2,526 in periodicals. Musical com-positions continued the incrwc that hascaused them more than to double duringthe last decade and is presumably influ-enced by the increase in the inducementsfor the composition of music broughtabout by the development of the radio.The number of periodicals copyrightedis also at an all-time high, but pamphletsart rtU below thck prtwar peak.number of copyrighted books printed inthe United States increased 10 percent,from 6,962 in fiscal.1945. to 7,679 in -11946, but it is st i l l considerably below pre-war production, due undoubtedly to thecontinuing effect of the war and to con-tinuing paper shortages.W i g iscal 1946 plans for the nor-ganization of the Copyright Office tookdefinite form. The survey of the organi-zational structure of the Office which wasbegun in the w m f the preceding yearrevealed that eleven independent sectionswere too many for effective supervisionand for the development of official linesof av*horit)c. The division of the Officeinto so many small group tended also tocreate lines of promotion within each sec-tion and thus to limit opportunities forpromotion except in t erm of experience.In addition, it d u d he number whomight have an opportunity to view thework of the Office as a whole, thus in-creasing the probability of one sectionduplicating the work of another and of theimperfect coordination of the work of theOffice as a whole.

    Division' to pass upon all applications forcopyright registrations, a Cataloging Divi-sion to catalog all copyright registrations,a Reference Division to fiupply the publicwith information concerning copyrightsand copyright ~gistrations, nd a ServiceDivision to handle moneys rectivtd to-e t h e r with the receipt and dispatch ofmail and to maintain the files. Thingrouping will provide for all members oft k Copyright Office staff, except thelegal staff and the personnel in the officeof the Register, the Associate Registerand the Assistant Register. A position ofA-iatc Register was established, for thep u r w of colla$orathg with the Registeron problems relating to c h v n theCopyright Act and on copyright relationswith fonign countries. The position ofhistant Register has changed &om onedealing primarily with problems of lawto om concerned with personnel and thegeneral administrative probl- of theOffice.Tk work of reorganization began withthe Cataloging Division. In the couraof the year plans for this Division wereworked out, approved by the CivilService Commission, and put into effect.work of =organizing the otherdivisions L well under way and should becompleted before the end of the nextfiscal yeat.In addition to the need for reorganizingthe work, it was of course necessary alsotp reclassify the positions.;rhekataloging Division is the only unitthk ;eorganization of which was actuallyC'o$~let~d uripg the year. It taka theplace df the former Catalog, Index, andRecord and Certificate Sections and to aconsiderable u r t ~ the place of the Cor-~p+enc c ' Section. I t is administeredby a Chief, an Assistant Chief, and an'editor, and ie divided into' four sections:

    the Book Section, the Music Section, theGumula'tiveSection,and 'the isc cell ant ourSection. The Miellaneoua Section con-sists of three units, Unit A dealing withmotion pictures, dramas, and Icctqs;Unit B, with a d v e r h e n t e and contribu-tions to periodicals; Unit C, with. art,maps, and printrr.The work of setting up the Divisiolbhasnecessarily proceeded slowly, The h thalf of the year was nearly over before thefunctions of each position w a r workedout and allocations fused by the CivilService Commission. The second half ofthe fiscal year was taken up with selectingthe staff and improving p d w t ~ . heCataloging Division rrprcscnts not onlya change in organization, but also incataloging procedurea. The CopyrightOffice has alwaysbeen required by m t i m56 of the Copyright Act to catdog and toprint catalogs of copyright entried.It was decided that the Cataloging Divi-sion would catalog in accordance with tbtpractices of the ProcessingDepartment, inorder that entries made by it might bedwithout d o n . This decision madenecessary the training of the cataEogingstaff ofthe CopyrightOffi& in the ap pl i -tion of new cataloging rula and pro-cedures. A start in this directionwas takenby instituting a twelve-week instwicetraining courst conducted by VirgSniaCunningham, Esther Eytcheson and Hen-rietta Howell, all of* ibrary'sking Department, and DorothyArbaugh, ofthe Office of the Quartermaster General,War Departmcnt. Since the completiondthe course, in-service trajniag in modifiedform has been continued by the heads ofthe various sections and units.Plana for the Cataloging Division callnot only for the elimination of duplicationin cataloging throughout the Library, butfor an improved Catalog qf C-htEntrais. In addition, it is planned tomtore the helpful induces which the exi-gencies of war made it necessary toabandon. The desirability of making someparts of the Catalog qf Copyright Entries use-ful to libraries, scholars, and other personsinterested in the contents of depositedpublications has been discussed a numberof imes. For example, many music lovershave urged the production of a catalog ofpublished American music that will do forAmerican music what the great Hof-mister catalogs have done for Germanmusic. This we expect to accomplish.After consultation with the AmericanBook Publishers' Council, the Music Pub-lishers' Protective Association, and manypublishus in New York and elsewhere, theCopyright Office has adopted new andradically simplified "applicationcertifi-cate" forms. These have w t yet beendevised for all classes of applications, butForm A has been hued for books pub-lished in the United States (replacing A,A-1, A-2, and A d) , Form A-Foreign forbooks published .outsi& of the UnitedStates (r~placingA-3 and A+), Form Bfor newspapers and other periodicals pub-lished in the United States (replacing B-1and B-2), Form E for mmuscript musicand music wherever published (replacingE, E-1, J3-2, J3-3 and EForcign) andForm R for renewals (replacing the oldform R).The new application secures three im-portant pieces of information not calledh r by the old: (1) the author's pseudonym,(2) the ycar of the author's birth, and (3) ifhe is not living, the ycar of his death.Thcse data are requested for catalogingP'upOSes.Thc four sections of the Cataloging Di-vision-the Book, Music, Cumulative,and Miscellaneous Sections-arc headed

    mpectively by Dorothy Arbaugh, VirginiaCunningham, Margaret B. Martin, andJoseph W. Rogers.

    Of the even other administrative posi-tions in the Cataloging Division five havebeen filled by promotions within t k Copy-right Office and two by additions to thestaff. Raymond V. Robinson, for manyyears t k head of the Catalog Section, hasbecome editor. Howard M. Myers, for-merly Acting -Chief of the Index Section,has been made assistant head of the Mis-cellaneous Section, Josephine B. Rogers,'formerly special assistant to the Chief ofthe Catalog Section, is now assistant headof the Music Section, and Marian B.Myers, formerly Assistant Chief of theMails, Files, and Search Section, is arrsist-ant headof the Cumulative Section. HughB. Nesbitt, Jr., formerly Chief of theRecord and Certificate Section, has takencharge of the Art Unit in the Miscella-neous Section. Katharine W. Clugston,who heads the Motion Picture and DramaUnit used to be head of the AccessionSearching Section of the AcquisitionsDepartment in the Library of Congress.The head of the Advertisements and Con-tributions Unit has not yet been appointed.

    Increased interest in protecting literaryproperty has occasioned renewed con-sideration of the desirability of the UnitedStates negotiating copyright treaties withforeign countries. The Copyright Oficehas assisted the Department of State in theconsideration of a number of proposals,and it is hoped that within a few years wemay have treaties with other nationswhich will increase the protection whichthe works of American authors receiveabroad.

    Early this year the Pan American Unioninvited the twenty-one American Repub-lics to send delegates to.an Inter-AmericanConference of Experts onaCopyright o beheld in the P an American Union in June.All the republics accepted and sent dele-
