    How to fill in the Answer Sheet of objective type tests in the Examination Hall

    Please follow these instructions very carefully. you may note that since the answer sheets are to

    be evaluated on machine, any violation of these instructions may result in reduction of your scorefor which you would yourself be responsible.

    Before you mark your responses on the Answer Sheet, you will have to fill in various particularsin it.

    As soon as the candidates receives the Answer Sheet, be should check that it is numbered at the

    bottom. If it is found un-numbered he should at once get it replaced by a numbered one.

    You will see from the Answer Sheet that you will have to fill in the top line, which reads thus :

    Write in Ink

    Centre Subject S. Code 9 9 Roll Number 0 8 1 2 7 6

    If you are, say, appearing for the examination in Delhi Centre for the General Studies Paper andyour Roll No. is 081276, and your test booklet series is `A you should fill in thus, using ink or

    ball point pen.

    *This is just illustrative and may not be relevant to the Examination concerned.

    Write in Ink

    Centre Delhi Subject General Studies(A) S. Code 9 9RollNumber

    You should write in ink or ball point pen the name of the centre and subject in English or Hindi.

    The test Booklet Series is indicated by Alphabets A, B, C, or D at the top right hand corner of the

    Booklet.

    Write your Roll Numbers exactly as it is in your Admission Certificate in ink in the boxesprovided for this purpose. Do not omit any zero(s) which may be there.

    The next step is to find out the appropriate subject code from the Time Table. Now encode the

    Test Booklet Series, Subject Code and the Roll Number in the circles provided for this purpose.

    Do the encoding with H.B. Pencil. The name of the Centre need not be encoded.

    Writing and encoding of Test Booklet Series is to be done after receiving the Test Booklet andconfirming the Booklet Series from the same.

    The candidates should note that no request for change of centre willnormally be granted. However, when a candidate desires a change in centrefrom the one he had indicated in his Application form for the Examination, hemust send a letter addressed to the Secretary, Union Public ServiceCommission giving full justification as to why he desires a change in centre.

    Important

    1. CANDIDATES TO ENSURE THEIR ELIGIBILITY FOR THE EXAMINATION: The Candidates applying for the examination should ensure that they fulfill alleligibility condition for admission to examination. Their admission at all the stages of theexamination will be purely provisional subject to satisfying the prescribed eligibilityconditions

    Mere issue of admission certificate to the candidate will not imply that his/hercandidature has been finally cleared by the Commission.

    Commission take up verification of eligibility conditions with reference to originaldocuments only after the candidate has qualified for interview/Personality Test.

    2 APPLICATION FORM :

    The Commission proposes to make available online application submissionfor Engineering Services Examination 2010 from 6th February to 22nd February2010 for which a separate notice is to be issued.

    Candidates who wish to apply offline must apply in the Common application formdevised by the Commission for its examinations, which can be purchased from thedesignated Head post Offices/Post Offices (specified in Appendix-III of the Notice)throughout the country against cash payment of Rs. 20/- (Rupees Twenty Only). Each suchForm can be used only once and only for one examination.

    In case of any difficulty in Application Forms from the designated HPOs/POs, thecandidates should immediately contact the concerned post Master or UPSC's "FORMSSUPPLY MONITORING CELL" over Telephone No. 011-23389366/FAX No. 011-23387310.Candidates are advised to read carefully the "Instructions for filling up the Applicationform"given in Appendix of this Notice.

    3. LAST DATE FOR RECEIPT OF APPLICATIONS :

    All offline applications must reach the "Secretary, Union Public Service Commission,Dholpur House, Shahjahan Road, New Delhi - 110069" either by hand or by Post/SpeedPost or by Courier, on or before the 2nd March, 2010.

    However, in respect of candidates residing abroad or in certain remote localitiesspecified in Para 6 of this Notice the last date for receipt of applications by Post/SpeedPost only (not by Hand or by Courier) is 9th March, 2010.

    4. PENALTY FOR WRONG ANSWERS (In Objective Type Papers) :Candidates should note that there will be penalty (Negative Marking) for wrong answersmarked by a candidate in the Objective Type Question Papers.

    6. SPECIAL INSTRUCTIONS:

    Candidates are advised to read carefully the instructions/guidelines for filling up theApplication Form (Appendix II) and "Special Instructions to the candidates for"Conventional Type Tests and Objective Type Tests" (Appendix IV) (Part A and Part B)

    7. Mobile Phone Not Allowed:(a) Mobile phones, pagers or any other communication devices are not allowed insidethe premises where the examination is being conducted. Any infringement of theseinstructions shall entail disciplinary action including ban from future examinations.(b) Candidates are advised in their own interest not to bring any of the banned itemincluding mobile phones/pagers to the venue of the examination, as arrangement forsafekeeping can not be assured.

    8. Candidates are advised not to bring any valuable costly items to theExamination Halls, as safe keeping of the same cannot be assured. Commissionwill not be responsible for any loss in this regard.

    (e) a person of Indian origin who has migrated from Pakistan, Burma, SriLanka or East African countries of Kenya, Uganda, the United Republic ofTanzania, Zambia, Malawi, Zaire and Ethiopia or from Vietnam with theintention of permanently settling in India.

    Provided that a candidate belonging to categories (b), (c), (d) and (e) aboveshall be a person in whose favour a certificate of eligibility has been issuedby the Government of India.

    A candidate in whose case a certificate of eligibility is necessary, may beadmitted to the examination but the offer of appointment may be given onlyafter the necessary eligibility certificate has been issued by the Governmentof India.

    (II) Age Limits:

    (a) A candidate for this examination must have attained the age of 21 yearsand must not have attained the age of 30 years on the 1st August, 2010i.e. he must have been born not earlier than 2nd August, 1980 and notlater than 1st August, 1989.

    (b) The upper age-limit of 30 years will be relaxable upto 35 years in thecase of Government servants of the following categories, if they are

    employed in a Department/Office under the control of any of the authoritiesmentioned in column 1 below and apply for admission to the examination forall or any of the Service(s)/Posts mentioned in column 2, for which they areotherwise eligible.

    (i) A candidate who holds substantively a permanent post in the particularDepartment/Office concerned. This relaxation will not be admissible to aprobationer appointed against a permanent post in the Department/Officeduring the period of his probation.

    (ii) A candidate who has been continuously in a temporary service on a

    regular basis in the particular Department/Office for at least 3 years on the1st August, 2010.

    NOTEThe period of apprenticeship if followed by appointment against aworking posts on the Railways may be treated as Railway Service for thepurpose of age concession.

    (c) The upper age-limit prescribed above will be further relaxable

    (i) Upto a maximum of five years if a candidate belongs to a Scheduled Casteor a Scheduled Tribe;

    (iv) Upto a maximum of three years in the case of Defence Service personneldisabled in operations during hostilities with any foreign country or in adisturbed area, and released as a consequence thereof;

    (v) Upto a maximum of five years in the case of ex-servicemen including

    Commissioned Officers and ECOs/SSCOs who have rendered at least fiveyears Military Service as on 1st August, 2010 and have been released (i) oncompletion of assignment (including those whose assignment is due to becompleted within one year from 1st August, 2010) otherwise than by way ofdismissal or discharge on account of misconduct or inefficiency, or (ii) onaccount of physical disability attributable to Military Service or (iii) oninvalidment;

    (vi) Upto a maximum of five years in the case of ECOs/SSCOs who havecompleted an initial period of assignment of five years of Military Services ason 1st August, 2010 and whose assignment has been extended beyond five

    years and in whose case the Ministry of Defence issues a certificate that theycan apply for civil employment and they will be released on three monthsnotice on selection from the date of receipt of offer of appointment.

    (vii) Upto a maximum of 10 years in the case of blind, deaf-mute andOrthopaedically handicapped persons.

    Note (I)Candidates belonging to the Scheduled Castes and the ScheduledTribes and the Other Backward Classes who are also covered under anyother clauses of Para 3 (II)(c) above, viz. those coming under the category ofEx-servicemen, persons domiciled in the State of J & K, blind, deaf-mute and

    orthopaedically handicapped etc. will be eligible for grant of cumulative age-relaxation under both the categories.

    Note (II)The term ex-servicemen will apply to the persons who are definedas ex-servicemen in the Ex-servicemen (Re-employment in Civil Services andPosts) Rules, 1979, as amended from time to time.

    Note (III)The age concession under Para 3(II)(c)(v) and (vi) will not beadmissible to Ex-Servicemen and Commissioned Officers includingECOs/SSCOs, who are released on own request.

    Note (IV)Notwithstanding, the provision of age-relaxation under Para 3(II)(c)(vii) above, a physically handicapped candidate will be considered to beeligible for appointment only if he/she (after such physical examination asthe Government or appointing authority, as the case may be, may prescribe)is found to satisfy the requirement of physical and medical standards for theconcerned Services/posts to be allocated to the physically handicappedcandidates by the Government.

    N.B.The candidature of a person who is admitted to the examination underthe age concession mentioned in Para 3(II)(b) above shall be cancelled if,after submitting his application he resigns from service or his services areterminated by his department/office either before or after taking theexamination. He will, however, continue to be eligible if he is retrenched

    from the Service or post after submitting his application. A candidate whoafter submitting his application to the department is transferred to otherdepartment/office will be eligible to compete under departmental ageconcession provided his application has been forwarded by his parentdepartment.

    SAVE AS PROVIDED ABOVE THE AGE LIMITS PRESCRIBED CAN IN NOCASE BE RELAXED.

    The date of birth accepted by the Commission is that entered in theMatriculation or Secondary School Leaving Certificate or in a certificate

    recognised by an Indian University as equivalent to matriculation or in anextract from a Register of matriculates maintained by a University and thatextract must be certified by the proper authority of the University or in theHigher Secondary or an equivalent examination certificate. These certificatesare required to be submitted along with the detailed applications which willbe required to be submitted by the candidates who qualify on the result ofthe written part of the examination.

    No other document relating to age like horoscopes, affidavits, birth extractsfrom Municipal Corporation, service records and the like will be accepted.

    The expression Matriculation/Secondary Examination Certificate in this partof the instruction includes the alternative certificates mentioned above.

    NOTE 1:- CANDIDATES SHOULD NOTE THAT ONLY THE DATE OF BIRTH ASRECORDED IN THE MATRICULATION/SECONDARY EXAMINATION CERTIFICATEOR AN EQUIVALENT CERTIFICATE ON THE DATE OF SUBMISSION OFAPPLICATION WILL BE ACCEPTED BY THE COMMISSION AND NO SUBSEQUENTREQUEST FOR ITS CHANGE WILL BE CONSIDERED OR GRANTED.

    (a) obtained a degree in Engineering from a University incorporated by anAct of the Central or State Legislature in India or other EducationalInstitutions established by an Act of Parliament or declared to be deemed asUniversities under Section 3 of the University Grants Commission Act, 1956;or

    (b) passed Section A and B of the Institution Examinations of the Institutionof Engineers (India); or

    (c) obtained a degree/diploma in Engineering from such foreignUniversity/College/Institution and under such conditions as may berecognised by the Government for the purpose from time to time, or

    (d) passed Graduate Membership Examination of the Institute of Electronicsand Telecommunication Engineers (India); or

    (e) passed Associate Membership Examination Parts II and III/Sections A andB of the Aeronautical Society of India; or

    (f) passed Graduate Membership Examination of the Institution of Electronicsand Radio Engineers, London held after November, 1959.

    Provided that a candidate for the post of Indian Naval Armament Service(Electronics Engineering Posts and Engineer Group 'A' in Wireless Planningand Coordination Wing/Monitoring Organisation) may possess any of theabove qualifications or the qualification mentioned below namely:-

    M.Sc. degree or its equivalent with Wireless Communication, Electronics,Radio Physics or Radio Engineering as a special subject.

    NOTE-1A candidate who has appeared at an examination the passing ofwhich would render him educationally qualified for this examination, but hasnot been informed of the result, may apply for admission to the examination.A candidate who intends to appear at such a qualifying examination mayalso apply.     eligible, but their admission would be deemed to be provisional and subjectto cancellation, if they do not produce proof of having passed the requisitequalifying examination alongwith the detailed applications which will berequired to be submitted by the candidates who qualify on the result ofwritten part of the examination.

    NOTE-2In exceptional cases, the Commission may treat a candidate, whohas not any of the qualifications prescribed in this rule, as educationallyqualified provided that he has passed examinations conducted by otherinstitutions the standard of which in the opinion of the Commission justifieshis admission to the examination.

    NOTE-3A candidate who is otherwise qualified but who has taken a degreefrom a foreign University which is not recognised by Government, may alsoapply to the Commission and may be admitted to the examination at thediscretion of the Commission.

    (iv)Physical standards

    Candidates must be physically fit according to physical standards foradmission to Engineering Services Examination, 2010 as per guidelines givenin Appendix-II of the rules for the Engineering Services Examination, 2010published in the Gazette of India Extraordinary dated 30th January, 2010.

    4. FEE:

    A candidate seeking admission to Examination must pay to the Commissiona fee of Rs. 100.00 (Rupees One hundred only) through a single CentralRecruitment Fee stamp. Central Recruitment Fee Stamp of the requisitedenomination. Central Recruitment Fee Stamp (NOT postage stamps) mustbe obtained from the post office and affixed on the application form in thespace provided therein. The stamp may be got cancelled from the issuingPost Office with the date stamp of the post office in such a manner that theimpression of the cancellation mark partially overflows on the application

    form itself but within the space provided on the form. The impression of thecancellation mark should be clear and distinct to facilitate the identificationof date and the Post Office of issue.

    Candidates residing abroad should deposit the prescribed fee in the office ofIndias High Commissioner, Ambassador or representative abroad as thecase may be for credit to account head "051-Public Service Commission-Examination Fees" and attach the receipt with the application.

    APPLICATION NOT COMPLYING WITH THIS REQUIREMENT WILL BESUMMARILY REJECTED.

    ALL FEMALES CANDIDATES AND CANDIDATES BELONGING TO SCHEDULEDCASTE/SCHEDULED TRIBE/PHYSICALLY HANDICAPPED CATEGORIES ARE

    EXEMPTED FROM PAYMENT OF FEE. NO FEE EXEMPTION IS, HOWEVER,AVAILABLE TO OBC CANDIDATES AND THEY ARE REQUIRED TO PAY THEPRESCRIBED FEE IN FULL.

    Physically handicapped persons are exempted from the payment of feeprovided they are otherwise eligible for appointment to the Services/posts tobe filled on the results of this examination on the basis of the standards ofmedical fitness for these Service/posts (including any concessionsspecifically extended to the physically handicapped). A physicallyhandicapped candidate claiming age relaxation/fee concession will berequired by the Commission to submit along with their detailed application

    form, a certified copy of the certificate from a Government hospital/MedicalBoard in support of his claim for being physically handicapped.

    NOTE: Notwithstanding the aforesaid provision for age relaxation/feeexemption, a physically handicapped candidate will be considered to beeligible for appointment only if he (after such physical examination as theGovernment or the appointing authority, as the case may be, may prescribe)is found to satisfy the requirements of physical and medical standards forthe concerned Services/Posts to be allocated to Physically Handicappedcandidates by the Government.

    Postage Stamps will in no case be accepted in lieu of Central RecruitmentFee stamp.

    CANDIDATES SHOULD NOTE THAT THE FEE SENT THROUGH BANK DRAFT,INDIAN POSTAL ORDERS, MONEY ORDER, CROSSED CHEQUE, CURRENCYNOTES OR TREASURY CHALLAN ETC. WILL NOT BE ACCEPTED BY THECOMMISSION AND SUCH APPLICATIONS WILL BE TREATED AS WITHOUT FEEAND WILL BE SUMMARILY REJECTED.

    Note (i) : Applications not accompanied by the Prescribed Fee (Unlessremission of fee is claimed) shall be summarily rejected.

    Note (ii) : Fee once paid shall not be refunded under any circumstances norcan the fee be held in reserve for any other examination or selection.

    Note (iii):- If any candidate who took the Engineering Services Examinationheld in 2009 wishes to apply for admission to this examination, he mustsubmit his application so as to reach the Commissions Office by theprescribed date without waiting for the results or an offer of appointment.

    5. HOW TO APPLY:

    (a) The Commission proposes to make available online application submission forEngineering Services Examination 2010 from 6th February to 22nd February 2010for which a separate notice is to be issued.

    (b) The UPSC have developed an application form common for all theirexamination which will be processed on computerised machines. Thisapplication form along with an Information Brochure containing generalinstructions for filling up the form, an acknowledgement card and anenvelope for sending the application is obtainable from the designated HeadPost Offices/Post Offices throughout the country as listed in Appendix-III ofNotice against cash payment of Rs. 20/- (Rupees twenty only). Form should

    be purchased from the designated Post Offices only and not from any otheragency. This form can be used only once and for only one examination.Candidates who wish to apply offline must use the form supplied with theInformation Brochure only and they should in no case usephotocopy/reproduction/unauthorisedly printed copy of the Form. Since thisform is electronically scannable, due care should be taken to fill up theapplication form correctly. While filling up the application form, please rearto detailed instructions given in Appendix-II of this Notice. The candidateshould also fill up in the relevant places of the Acknowledgement Card, theirApplication Form Number (8-digit) and the name of the Examination. Theapplicants are required to affix the postage stamp of Rs. 6/- on the

    Acknowledgement Cards and send the same alongwith application form toUPSC. If an applicant fails to affix the postage stamp of requisite amount hisacknowledgement card will not be despatched and Commission will not beresponsible for non-receipt of acknowledgement card by the applicant. Theduly filled in application form and the acknowledgement card should then bemailed in the special envelope supplied with the Information Brochure. Thecandidate should also write the name of Examination viz. "EngineeringServices Examination, 2010" on the envelope before despatching it to"Secretary, Union Public Service Commission, Dholpur House, New Delhi-110069".

    (c) All candidates, whether already in Government Service, or in Governmentowned industrial undertakings or other similar organisations or in privateemployment, should submit their applications direct to the Commission. Ifany candidate forwards his application through his employer and it reachesthe Union Public Service Commission late, the application, even if submittedto the employer before the closing date, will not be considered.

    Persons, already in Government service whether in a permanent ortemporary capacity or as work-charged employees other than casual or dailyrated employees or those serving under public enterprises are, however,required to submit an undertaking that they have informed in writing theirHead of Office/Department that they have applied for the Examination.

    Candidates should note that in case communication is received from theiremployer by the Commission withholding permission to the candidatesapplying for/appearing at the Examination, their application will be liable tobe rejected/candidature will be liable to be cancelled.

    Note 1: WHILE FILLING IN HIS APPLICATION FORM, THE CANDIDATE SHOULDCAREFULLY DECIDE ABOUT HIS CHOICE FOR THE CENTRE AND ENGINEERINGDISCIPLINE FOR THE EXAMINATION. MORE THAN ONE APPLICATION FROM ACANDIDATE GIVING DIFFERENT CENTRES AND OR ENGINEERING DISCIPLINEWILL NOT BE ACCEPTED IN ANY CASE.     Note 2. SINCE THESE APPLICATION FORMS ARE TO BE PROCESSED IN ACOMPUTERISED SYSTEM, DUE CARE SHOULD BE TAKEN BY THE CANDIDATESTO FILL UP THEIR APPLICATION FORM CORRECTLY. NECESSARY

    INSTRUCTIONS FOR FILLING UP THE FORM MAY BE SEEN AT APPENDIX II. NOCOLUMN OF THE APPLICATION SHOULD BE LEFT BLANK. INCOMPLETE ORDEFECTIVE APPLICATIONS SHALL BE SUMMARILY REJECTED. NOREPRESENTATION OR CORRESPONDENCE REGARDING SUCH REJECTIONSHALL BE ENTERTAINED UNDER ANY CIRCUMSTANCES.

    CANDIDATES ARE NOT REQUIRED TO SUBMIT ALONG WITH THEIRAPPLICATIONS ANY CERTIFICATES IN SUPPORT OF THEIR CLAIMS REGARDINGAGE, EDUCATIONAL QUALIFICATIONS, SCHEDULED CASTES/SCHEDULEDTRIBES/OTHER BACKWARD CLASSES AND PHYSICALLY HANDICAPPED ETC.

    The candidates applying for the Examination should ensure that they fulfillall the eligibility conditions for admission to the Examination. Their admissionat all the stages of examination for which they are admitted by theCommission viz. Written Examination and Interview Test will be purelyprovisional, subject to their satisfying the prescribed eligibility conditions. Ifon verification at any time before or after the Written examination orInterview Test, it is found that they do not fulfill any of the eligibility

    conditions, their candidature for the Examination will be cancelled by theCommission.

    Candidates are requested to keep ready the attested copies of the followingdocuments for submission to the Commission soon after the declaration of

    the results of the written Examination which is likely to be declared in themonth ofDecember, 2010.

    1. Certificate of Age.

    2. Certificate of Educational Qualification.

    3. Certificate in support of claim to belong to Scheduled Caste, ScheduledTribe and Other Backward Classes, where applicable.

    4. Certificate in support of claim for age/fee concession, where applicable.

    Immediately after the declaration of the written results successful candidateswill be sent a form by the Commission requiring additional information to befurnished. Attested copies of the above mentioned certificates will have to besent to the Commission at that time. The originals will have to b produced atthe time of interview. If any of their claims is found to be incorrect, they mayrender themselves liable to disciplinary action by the Commission in terms ofRule 11 of the Rules for Engineering Services Examination, 2010notified in the Gazette of India extraordinary dated 30th January,2010 and also reproduced below:-

    A candidate who is or has been declared by the Commission to be guilty of:

    (i) obtaining support for his candidature by any means; or

    (ii) impersonating; or

    (iii) procuring impersonation by any person; or

    (iv) submitting fabricated documents or documents which have beentampered with; or

    (v) making statements which are incorrect or false or suppressing materialinformation; or

    (vi) resorting to any other irregular or improper means in connection with hiscandidature for the examination; or

    (vii) using unfair means during the examination; or

    (viii) writing irrelevant matter including obscene language or pornographicmatter in the script(s); or

    (ix) misbehaving in any other manner in the examination hall; or

    (x) harassing or doing bodily harm to the staff employed by the Commissionfor the conduct of their examinations; or

    (xi) being in possession of or using any cellular/mobile phone/pager or anyother electronic equipment or device or any other equipment capable ofbeing used as a communication device during the examination.

    (xii) violating any of the instructions issued to candidates along with theiradmission certificate permitting them to take the examination; or

    (xiii) attempting to commit or as the case may be abetting the commission of

    all or any of the acts specified in the foregoing clauses, may in addition torendering himself liable to criminal prosecution, be liable

    (a) to be disqualified by the Commission from the examination for which is acandidate; and/or

    (b) to be debarred either permanently or for a specified period

    (i) by the Commission from any examination or selection held by them;

    (ii) by the Central Government from any employment under them; and

    (c) if he is already in service under Government to disciplinary action underthe appropriate rules.

    Provided that no penalty under this rule shall be imposed except after

    (i) giving the candidate an opportunity of making such representation inwriting as he may wish to make in that behalf, and

    (ii) taking the representation if any submitted by the candidate, within theperiod allowed to him into consideration.

    (i) The completed offline application form must reach the Secretary, UnionPublic Service Commission, Dholpur House, New Delhi-110069 on or before

    2nd March, 2010.

    (ii) In respect ofoffline applications received only by post (by post/speed

    post) from the candidates residing in Assam, Meghalaya, Arunachal Pradesh,Mizoram, Manipur, Nagaland, Tripura, Sikkim, Jammu & Kashmir, Lahaul andSpiti District and Pangi sub-division of Chamba District of Himachal Pradesh,Andaman and Nicobar Islands or Lashadweep or aboard, the last date of

    receipt of applications is 9th March, 2010. The benefit of extended time,will be available only in respect of applications received by post/Speed postfrom the above mentioned areas/regions. In the case of applications receivedby hand or through courier service, benefit of extended time will not beavailable regardless of the place of residence of the applicant.

    Candidates who are claiming the benefit of extended time should clearly

    indicate in Column 13 (II) of the application form, the area code of theparticular area or region (e.g. Assam, Meghalaya, J&K etc.) where they areresiding. In case they fail to do so, the benefit of extended time will not beallowed to them.

    NOTE (I): Candidates should clearly note that the Commission will in no casebe responsible for non-receipt of their application or any delay in receiptthereof on any account whatsoever. No application received after theprescribed last date will be entertained under any circumstances and all thelate applications will be summarily rejected. They should, therefore, ensurethat their applications reach the Commissions Office on or before the

    prescribed last date.

    NOTE (II): Candidates can also deliver their applications personally at theCommissions counter against proper acknowledgement. The Commissionwill not be responsible for the applications delivered to any other functionaryof the Commission.

    NOTE (III): Applications received through Couriers or Courier Services of anytype shall be treated as having been received "By hand" at the CommissionsCounter.

    be despatched to him by the Commissions office duly stamped in token ofreceipt of his Application. If a candidate does not receive theAcknowledgement Card within 30 days, he should at once contact theCommission by quoting his Application Form No. (8-digit) and name & year ofexamination. Candidates delivering the application form in person at the

    Commissions Counter will be issued Acknowledgement Card at the Counteritself. The mere fact that a candidates application has been acknowledgedby the Commission does not mean that his candidature for the examinationhas been accepted by the Commission. Candidates will be informed at theearliest possible about their admission to the examination or rejection oftheir application.

    8. Correspondence with Commission :

    To NoticeThe Commission will not enter into any correspondence with the candidatesabout their candidature except in the following cases :

    (i) Every candidate for this examination will be informed at the earliestpossible date about the status of his application. Admission certificates,indicating the Roll Nos. will be issued to the candidates who are admitted tothe examination. The admission certificate will bear the photograph of thecandidate. If a candidate does not receive his admission certificate or anyother communication regarding his candidature for the examination one

    month before the commencement of the examination, he should at oncecontact the Commission. On receipt of such a communication, Admissioncertificate or a duplicate copy thereto will be issued to the admittedcandidate. Information in this regard can also be obtained from theFacilitation Counter located in the Commissions Office either in person orover phone Nos. 011-23381125/23385271/23098543. In case nocommunication is received in the Commissions office from thecandidate regarding non-receipt of his admission certificate at least3 weeks before the examination, he himself will be solelyresponsible for non-receipt of his admission certificate. It may benoted that the Admission Certificate will be issued at the address as photo-

    copied from the application form filled in by the candidate. The candidateshould, therefore, ensure that the address given by him in the applicationform is correct and complete with pin code.

    No candidate will ordinarily be allowed to take the examination unless heholds a certificate of admission for the examination. On receipt of AdmissionCertificate, check it carefully and bring discrepancies/errors, if any, to thenotice of UPSC immediately.

    The candidates should note that their admission to the examination will bepurely provisional based on the information given by them in the applicationform. This will be subject to verification of all the eligibility conditions by theUPSC.

    (ii) The mere fact that a certificate of admission to the Examination has beenissued to a candidate will not imply that his candidature has been finallycleared by the Commission, or that the entries made by the candidate in hisapplication for the Examination have been accepted by the Commission astrue and correct. Candidates may note that the Commission takes up theverification of eligibility conditions of a candidate, with reference to originaldocuments, only after the candidate has qualified for interview forpersonality test on the result of the written part of the examination. Unlesscandidature is formally confirmed by the Commission, it continues to theprovisional.

    The decision of the Commission as to the acceptance of the application of acandidate and his eligibility or other wise for admission to the Examinationshall be final. Candidates should note that the name in the AdmissionCertificate, in some cases may be abbreviated due to technical reasons.

    (iii) In the event of a candidate receiving more than one admission certificatefrom the Commission, he should use only one of these admission certificatesfor appearing in the examination and return the other(s) to the CommissionsOffice.

    (iv) A candidate must see that communication sent to him at the address

    stated in his application are redirected, if necessary Change in addressshould be communicated to the Commission at the earliest opportunity.Although the Commission make every effort to take account of suchchanges, they cannot accept any responsibility in the matter.

    (v) If a candidate receives an admission certificate in respect of some othercandidate on account of handling error, the same should be immediatelyreturned to the Commission with a request to issue the correct AC.Candidates may note that they will not be allowed to take the examinationon the strength of an admission certificate issued in respect of anothercandidate.

    IMPORTANT: ALL COMMUNICATIONS TO THE COMMISSION SHOULDINVARIABLY CONTAIN THE FOLLOWING PARTICULARS:

    1. NAME AND YEAR OF THE EXAMINATION.

    2. APPLICATION FORM NO. (8 digits).

    through a Common Application Form for the Examinations conducted by theCommission, the candidates for Engineering Services Examination, 2010 can alsoapply Online using the link http://www.upsconline.nic.in/ Salient features of thesystem of On Line Application Form are given hereunder :

    Detailed instructions for filling up online applications are available on the

    above mentioned website.

    Candidates will be required to complete the On-line application form

    containing two stages viz. Part-I and Part-II as per the instructions

    available in the above mentioned site through drop down menus.

    The candidates applying Online are required to pay a reduced fee of Rs.

    50/- [excepting Female ,SC, ST & PH candidates who are exempted from

    payment of fee] either by remitting the money in any branch of SBI by cash,or by using net banking facility of SBI or by using any Visa/Master Credit/

    Debit Card.

    Before starting filling up of on-line application, a candidate must have

    his/her photograph and signature duly scanned in the .png format in such a

    manner that each file size should not exceed 40KB each.

    The Online applications for Engineering Services Examination, 2010 (Part

    1 and 2 ) can be filled from 6 th February, 2010 to 22nd February, 2010 till

    11.59 p.m. after which link will be disabled.

    Government strives to have a workforce which reflects gender balance and

    women candidates are encouraged to apply.

    2. Candidates are advised not to bring any

    valuables/costly items to the Examination Halls, as safekeeping of the same cannot be assured. Commissionwill not be responsible for any loss in this regard.

    3. Candidates can send their applications by Post/SpeedPost/Courier or submit their applications by Hand at thedesignated counter(s) in the Commissions office.

    4. Applications received through Couriers or CourierServices of any type shall be treated as having beenreceived By Hand at the Commissions Counter.

    5. The candidates should note that as far as applicationsby hand are concerned, only one application will beaccepted at a time at the designated counter(s), andnot in bulk, on working days between 10.00 a.m. and5.00 p.m. only.

    1. The EXAMINATION shall be conducted according to the following plan:-

    Part IThe written examination will comprise two sectionsSection Iconsisting only of objective types of questions and Section II of conventionalpapers. Both Sections will cover the entire syllabus of the relevantengineering disciplines viz. Civil Engineering, Mechanical Engineering,Electrical Engineering and Electronics & Telecommunication Engineering. Thestandard and syllabi prescribed for these papers are given in Schedule to theAppendix. The details of the written examination i.e. subject, duration andmaximum marks allotted to each subject are given in para 2 below.

    Part IIPersonality test carrying a maximum of 200 marks of such of thecandidates who qualify on the basis of the written examination.
