Promotion of international mobility of engineers requiring mutual recognition of accredited education programs of other signatories
Applies to accredited undergraduateeducation programs aimed at producing graduates toenter work as professional engineers
Recognition means that a graduate in another
signatory’s economy is deemed to have meetthe academic requirements for the practice of engineering at the professional level.

An agreement signed between “bodies” responsible foraccrediting professional engineering degree programsin each of the signatory countries or “economies”.
Signatories mutually recognize the substantial
equivalency of programs accredited by these “bodies”based on:
Accreditation criteria, policies, processes, and procedures that are substantially equivalent, undertaken on
Engineering academic programs that are substantially equivalent in satisfying the academic requirements for thepractice of engineering at the professional level, and
That such required graduate attributes and outcomestandards are substantially equivalent to the Accord exemplar.

The Accreditation of engineering academic program is a key
foundation for the practice of engineering at theprofessional level in each of the countries or territoriescovered by the Accord. The signatories therefore agree that:
The criteria, policies and procedures used by the signatories inaccrediting engineering academic programs are comparable;
The accreditation decisions rendered by one signatory is acceptable tothe other signatories;
The graduate engineer from the accredited engineering program isdeemed to have meet the educational requirements to enter practice of engineering;
To identify, and to encourage the implementation of best practice forthe academic preparation of engineers intending to practice at theprofessional level, e.g., from inputs-based to outcomes-based.
To continue mutual monitoring and information exchange by whatevermeans are considered most appropriate, including accreditation visits,observation of meetings and proceedings for accreditation by
board/commissions, etc.

An international QA system for benchmarking thestandard of engineering graduates
For engineer mobility (mutual recognition arrangements already coming into place)
Promotion of international education
International adoption (by parties outside of WA members) as theeducational standard for professional engineers such as by the APEC,
WFEO, FEIAP, ASEAN ENGR, ASEAN CHARTERED ENGR , etc.
Guide to institutionalizing QA for Higher Educational Institutions
(HEIs) to maintain & continually improve educational standards(continuous quality improvement)
Could be adopted by government educational authorities for theirqualification purposes
For HEIs - a means to attract more students, local and foreign.

PROVISIONAL STATUS:Have demonstrated that the accreditation/recognition systemappears to be conceptually similar to those of the other signatoriesHas potential to be a (full) signatory Programs substantial equivalency recognized only upon admissionas new member.
FULL SIGNATORY STATUS An organization entitled to fully participate in the Accord, enjoyingthe same rights and obligations as the other signatories.
Accreditation system , engineering programs and outcomes arecontinually demonstrated to be substantially equivalent.Must be independent of the academic institutions delivering theprogramsRepresentative of the engineering profession in the jurisdictionStatutory powers or recognized professional authority within the
jurisdiction

Achieve recognition of the substantial equivalency of accredited engineering programs to WA requirements based on:
Accreditation criteria, policies and procedures that aresubstantially equivalent, undertaken on
Engineering academic programs that are substantially equivalent in satisfying the academic requirements(graduate outcomes) for the practice of engineering at theprofessional level, and
That such required graduate attributes and outcomestandards are substantially equivalent to the Accord exemplar.
Promote closer interaction among HEIs andstakeholders and thereby foster continuousquality improvement in engineering education.

Accreditation System (Criteria, Policies, Processes andProcedures)
Capability to assess and evaluate the effectiveness of the engineering program todeliver graduate engineers possessing the graduate attributes and lifelong learningon a sustainable basis.
Exemplars of Graduate Profiles for Certain Types of
QualificationsRequired attributes are substantially equivalent to the Accord Exemplar and meet therequirements of stakeholders
Good Practice in Engineering Education
Design and implementation of engineering programs that provide learningexperiences which could continually ensure the achievement of program outcomesand educational objectives
Recent trends among signatories – shift from “inputs-based” to “outcomes-based”education and accreditation
Encourage best practice and innovations
Continuous Quality Improvement

To pursue WA, we must ensure that the following are inplace:
1. A working Accreditation System that is substantially equivalent tothose of Washington Accord signatories
2. The required graduate attributes which are established anddocumented and made evident to the educational provider
concerned and that which attributes are substantially equivalent tothe Accord exemplar
3. Accreditation organization (boards, commissions, evaluators, etc.)that implements the Accreditation and Certification System in a andindependent and sustainable manner.
4. Higher educational institutions and programs who would volunteerto undergo the process of accreditation under the system
5. An education program and learning environment that providemechanisms to monitor, evaluate and continually improve theattainment of the program outcomes and educational programobjectives.
