Next Steps from Congress on COVID

• Biden, Moderate Republicans, and Democratic Leaders Taking Different Approaches

o President Biden proposed $1.9 trillion relief bill ahead of inauguration

o Biden met with 10 Senate Republicans who offered $618 billion COVID proposal

- $40b for PPP; $10b for EIDL

- $300 per week Unemployment Insurance through June 30; Senate Democrats want through September 30

- Biden wants $1,400 checks to certain individuals, Senate GOP Ten want $1,000

- Does not include state and local funding even though under Trump GOP offered $160 billion

• Most Congressional Democrats do not want to waste time with GOP who won’t vote yes

o Few believe enough GOP Senators to reach sixty votes will support a compromise also backed by Sen.

Bernie Sanders and the left

o If compromise to get ten votes GOP, likely lose 1-3 Senate Democrats then still short of the needed sixty

o Senate Democratic leadership needs to show moderate Democrats they tried to work with GOP

o Democrats want a bill finished regardless of process by March 14th when Unemployment expires

Democrats’ Two Pathways: Deal vs. Reconciliation

• If no deal seems possible in coming week or two, likely focus only on reconciliation

• Democrats beginning the process of Budget Reconciliation for a $1.9 trillion COVID bill

• Only need 50 Senate votes; could move bill without any GOP votes

• GOP used reconciliation in 2017 to pass tax cut law; by Democrats for Affordable Care Act

• Labor law reforms

• $15/hr minimum wage

• Nationwide mask-wearing mandate

• Nationwide ban on indoor dining or

other Covid-19 spreading activities

• Comprehensive immigration reform

• Campaign finance reform

• Revival of the Voting Rights Act

• Statehood for D.C. and Puerto Rico

What Could Democrats Include?

• Tax increases to pay for expenses

• Raise C-corporate rate (~25%)

• Top pass-through rate increase expected

• Limit deductions for high earners

• Estate Tax a target to pay for stimulus

• Renewable energy, carbon tax

• Some infrastructure

• Health care reform

• Other budgetary priorities

Senate Byrd Rule will limit what Democrats can do, must have direct budgetary impact,

cannot be incidental and policy change cannot be primary purpose
