The World Esperanto Congress in Vilnius attracted 2 344 participantsfrom every corner of the globe, with 43 from the UK. It was particularly
pleasing to see people from many countries that are often notrepresented, like Kazakhstan and Vietnam. As extensive reports have
already appeared in La Brita Esperantisto and Esperanto, here are justa few comments on a week packed with events of interest for everyone.

Points from the July meeting
From 8 to 10 July EAB’sAdministrative Committee
met in Barlaston for its commit-tee meeting and annual discus-sion weekend. All trustees werepresent. Jill Ward, principal ofWedgwood Memorial College(WMC); Jim Voiels, EAB PROfficer; Terry Page, Congress Co-ordinator; and Angela Tellier,Education Co-ordinator, werealso invited for parts of themeetings.
There follows a précis.
Cuts in adult educationJill Ward reported that there is aGovernment proposal to ceasefunding adult education unless itis specifically work-related, withnothing for open courses. Thiswould be a major change todecades of help for this branch ofeducation. The Committeeexpressed their wish to supportthe campaigns of the NationalInstitute for Adult and Continu-ing Education (NIACE) and theWorkers’ Educational Association(WEA) to retain present levels offunding, lack of which couldcause the closure of many adulteducation colleges, even WMC.
Jill also proposed looking intoa way of saving EAB money onrates. This is being explored withStoke City Council.
The council has abandonedthe project to build a new locallibrary near the EAB office, butthe proposed college computersuite is going ahead. EAB will beinvolved where appropriate.

Campaign for adult educationA campaign has been launched by the National Institute for Adult and
Continuing Education (NIACE) against recent cuts in funding for adult
education – £55 million this year, with NIACE stating that ‘the situation will
be far, far worse in 2006–07’.
The cuts are impacting unevenly across the country but every community
is affected in some way or other. For example, in Essex, the local authority
faces of cut of 14%; City College Norwich will have £500,000 less to
support adult classes; Milton Keynes Council funding for adult learning has
been reduced by more than 18%; Darlington College has lost more than
£600,000 for adult work.
These economic pressures on educational institutions do impact on our
aims and work. For example, the ‘Esperanto-tago’ at Wedgwood Memorial
College, which has run successfully for over ten years with an average of 17
participants, this year enrolled only one person. Why the dramatic drop? The
reason is obvious – the fee for the day doubled this year. So, please support the
campaign if you can.

Adult education rarely hits the limelight but the service commands
widespread respect and cross-party support. Few MPs will support these cuts
and closures. The most effective way to protect and promote adult learning is
to write to your MP expressing concern that the Government’s commitment to
‘lifelong learning’ is being seriously compromised by these cuts.

PublicityEAB will again have a stand at
the London Language Show atOlympia from 4 to 7 November.Helen reported that posters invarious formats will be displayedon the internet as pdf documentsfor anyone to download.
Jim reported on progress incompiling the EAB Handbook. Itwas decided that it should be sentto Full Members only; an internetversion is to be created.
Research into the possibilitiesof publicity during the 100thWorld Scout Jamboree in Essexin August 2007 is continuing. Itis hoped that Junularo Esperan-tista Brita (JEB) will help.
EducationAngela reported on work com-pleted and presented her five-
year project which aims tointroduce Esperanto into elemen-tary schools. After this there wasa discussion on Language Devel-opment in Schools. The projectgroup includes Angela, Helen,and David Kelso. The wholereceived general approval andcongratulations from trustees.
The Committee also decidedthat EAB will contribute for upto eleven teachers to attend aspecial seminar at the SummerFestival in Barlaston. It is clearlyimportant that we always have aready number of suitably trainedteachers.
David Kelso underlined theneed to develop our educationpolicies, and it is intended to setup a funded working group tothis purpose.
British congressesTerry reported on considerabledifficulties in arranging a con-gress venue for the British Espe-ranto Congress in 2006. Since themeeting, however, a venue hasbeen found at the Green GablesHotel, Scarborough, from28 April to 1 May.
It is still hoped to have the2007 congress in Letchworth.
New youth subscription rateIt was decided to introduce aYouth Subscription rate, which isequal to the Supporter rate.
British Esperanto theatreEAB will financially support PaulGubbins’ theatre group ‘LaVerda Ranaro’ with £500 totake a production to the WorldEsperanto Congress in Florencenext year.

Project SpringboardReaders may have heard that our Government, in its inscrutablewisdom, has decided that foreign languages should no longer becompulsory in secondary schools. At the same time (so as tomaximise the confusion, perhaps?) they have decreed that by 2010all pupils at Key Stage 2 (ages 7–11) will be ‘entitled’ to tuition inat least one foreign language (including ‘community’ languagessuch as Urdu and Mandarin). They may have overlooked the factthat few primary schools actually have teachers qualified to teachforeign languages. The schools themselves, however, are all tooaware of the problem, which is causing considerable head-scratch-ing among headteachers and advisers.
Now, if primary schools ‘must’ teach at least one foreignlanguage, and non-specialist teachers have to get up to speed in alanguage as quickly as possible, what better ‘stepping-stone’ toforeign languages than Esperanto? – simple, phonetic, regular, andeasy to get your tongue round. With that in mind, Angela Tellier,our Education Co-ordinator, went to EAB’s Administrative Com-mittee in July with a proposal for ‘Project Springboard’: a packagefor primary schools, including teaching materials (based on Urso-Kurso and Elizabeth Stanley’s pilot work in Gloucestershire),teachers’ notes, visual aids, CD, mini-dictionary, Mil UnuajVortoj, in-service training for teachers and local (volunteer)support, which would allow primary schools to ‘introduce’ pupilsto foreign languages through the relatively painless medium ofEsperanto. The Committee were convinced and earmarked fundsfor the project. During the ‘Somera Festivalo’ Angela (with breath-less support from Paul Gubbins and David Kelso) organised aone-day seminar for experienced and qualified Esperantist teachersto flesh out the idea and devise a development plan. Everyone washugely enthused and agreed to work with Angela to have the packready in time for the Language Show in early November. Sincethen Angela has been making life very uncomfortable for her lessenergetic fellow team-members but preparations are movingforward swiftly and pretty well on schedule.
During September we shall be writing to all LEAs in England(Scotland and Wales have slightly different arrangements) and topotential pilot schools, outlining the project, inviting expressionsof interest, offering demonstrations and further information, andenclosing invitations to the seminar which we shall be providingwithin the Language Show programme.

Course-you-can– new 2-levelprogrammeA few places are still available onthe beginners’ Course-you-canprogramme (21–23 October) atWedgwood Memorial College,Barlaston. This year Ionel Onet ,who runs the book service inRotterdam for Universala Espe-ranto-Asocio, and Angela Tellier,author of the successful Urso-Kurso and responsible for Espe-ranto education in Britain, areoffering a two-level programmefor absolute beginners and forpost-beginners.
Both Angela and Ionel areexpert Esperantists and experi-enced teachers. Ionel is nostranger to Barlaston, havingbeen a popular guest lecturer atthe 2004 summer festival. Forthis reason we are happy towelcome him back to Barlastonfor Course-you-can.
The weekend, now in its thirdyear, has proved a usefullaunchpad for learners takingtheir first steps in Esperanto.Several of the participants havegone on to study on higher levelcourses, such as the Augustsummer festival, or to take one ofthe examinations offered byEsperanto-Asocio de Britio.

Ni Festivalu!– an opportunityalso for local groups
The Ni Festivalu! weekend isdesigned for Esperanto-speakersto do their own thing. It is opento groups and federations, forexample to arrange their ownprogrammes but to eat commu-nally (and to relax afterwards inthe pub) with members of othergroup, whose programme thisyear starts with readings of early
Esperanto plays and includesmonologue writing, practicalsessions and a lecture on anaspect of Esperanto drama.
It should be noted that thetheatre strand of Ni Festivalu! is
not for beginners. Those who arelearning the language and wish topractise it should either arrangewith their local club to organise aseparate programme during theweekend or come on one of the

other Esperanto courses run atthe college (for instance the‘Course-You-Can’ event whichtakes place in October). Alterna-tively, if you are a beginner, youmight care to attend the ‘festival’weekend simply to listen to thelanguage and familiarise yourselfwith its sounds.

• 4th Nitobe Seminar, VilniusImmediately following the World Esperanto Congress in Vilnius,there began the 4th Nitobe Seminar within the Lithuanian Parlia-ment building. It was attended by some 70 well-known linguists,scientists and politicians who had been invited by CED (Centro deEsploro kaj Dokumentado pri la Monda Lingvo-Problemo) to discussthe linguistic, social and cultural aspects of the expansion of theEuropean Union. Esperanto via the internet. Unfortunately, this ‘news agency’ has
not been operating for some time due to the lack of someone who
can take it on. Would you be interested?
Essentially, it should inform pertinent media contacts, politi-
cians, etc. of key news and events just a few times a year – as and
when the occasion arises – so the task is not onerous.
The chief task is to select and compile brief news items in a
format that might attain immediate publication. One should not
expect to be published often. Such a service shows the media
Esperanto is alive and well, which may prompt publication of
other material or the interest of an individual journalist looking
for a story. Part of the job is also to maintain the list of relevant
addresses. Help and advice will be on hand.

‘Create your own demand’
Dear editor,I am worried about the state
of the British Esperanto move-ment. I suppose that I had neverfaced the fact of our lack ofprogress until a few years agowhen David Kelso invited us torealize that we were a very smallorganization. I then realized thatit was likely that we had oneactive Esperantist for every100,000 of the population of theUK. I am not blind to the factthat we have a number of dedi-cated hard-working people (I amin touch with a number of them)who will keep the movementalive come hell or high water;people who are conscious of thevalue of Esperanto as an interna-tional means of communicationand who are mindful of our greatliterary heritage, and indeedcontribute to it. Nor do I forgetthat Esperanto flourishes in someparts of the country: The LondonClub, the North West Federation,the Scottish movement and otherorganisations come to mind. Butthese places are like jewels in alargely barren landscape.
May I illustrate my frustrationby citing the case of the NorthStaffs. Esperanto Club. HoraceBarks founded this in the fiftiesand struggled manfully to holdmonthly meetings with half-a-
dozen people. On his death Ireplaced him in the early eighties,wrote letters to local newspapers,always ending with the words‘You may obtain a copy of lessonone of a free correspondencecourse by ringing 01538 304240’.We gradually built a club whichhad a membership of fifteen; allexcept two or three old stagershad completed the correspond-ence course. We were strongenough by the end of the eightiesto organize the British Congress(very successful; the last Congresswhich attracted 200 partipants).
Thereafter the club declined:members lost interest, some leftthe district and some died. I toofound the weekly 40-mile roundtrip to the Potteries exacting; theclub perished, and we were ableto help other individuals andorganizations with the £1,000balance we finished with (‘profit’from organizing the congress).
I have always believed theCorrespondence Course to be aboon. I used to belong to the veryactive ‘Press Panel’ and wroteletters, at the instigation of theorganizer, to many parts of thecountry (again always invitingpeople to ask for a copy of lessonone). Thus I received hundreds ofrequests. Some might say that theeffort was wasteful, but I alwayslooked upon ‘Lesson One’ as anadvertisement of our existenceand never expected a huge

response. Putting a pile of say100 lessons in the libraries atLongton, Stoke, Burslem, andparticularly at the CentralLibrary in Hanley, I wouldreceive less than 10 responses. Ofthese few who returned a com-pleted lesson one, yet fewerreturned lesson two, or evenreached lesson three, but I wasdelighted if one in a 100 com-pleted the whole course. It wasthese who built up the club.
I still tutor the correspondencecourse and am advised from timeto time by Viv in the office of anew student. My suggestion isthat all active Esperantistsvolunteer to teach by means ofthe correspondence course. Viv ofcourse will not have sufficientrequests for lesson one to engagemembers, even if only 25% ofyou volunteer. But you mustcreate your own demand. Write ashort letter to your local paper,always telling people that youcan supply them with lesson one.Don’t be discouraged by thefailure of people to keep going. Alot find Esperanto to be not aseasy as they had been led tobelieve. This is mainly becauseone receives so many requestsfrom people who are alreadyretired; the majority of mystudents have been folk who leftschool at the earliest possiblemoment and thereafter neverstudied anything; a lot of themhave gone through the schoolsystem without even learningabout parts of speech or thatverbs have tenses! One findsoneself teaching people theirmother tongue in order for themto understand what to us, asEsperantists, seems so clearly setout in the lessons. But you aregoing to have some successes andto my mind this is the only waywe are going to increase thenumber of Esperantists in Britain.
