  • Councilor de Ramos: [Re-reads the proposals on the By laws of the CVM Student Council pertaining to 93 the Activities of the Council] 94 95 Body approved the Activities of the Council through a consensus vote. 96 97 Proceeded to the proposal for the Proper Decorum to become part of the By laws of the CVM Student 98 Council. 99 100 101 Proper Decorum presented by Councilor Trongco 102 If a council member is late for 2 times every month, the said council would undergo Fund raising activity. 103 If a council member has an unexcused absent for at least 40% for the whole semester, the body should 104 decide if the said council will be suspended or impeachment. (8 meetings) 105 Chairperson Hona: Grace period should be specified depending on the type of meeting. E.g for GA 106 10mins, then 30 minutes for Emergency meetings (EM) 107 108 Councilor Trongco: Fund raising activity shall be done by a member who will be on disciplinary action. 109 Initial finance for the FRA will be coming from the council. 110 111 Chairperson Hona: Suspension for the council member shall be highly discrouaged. This decision, 112 however, shall be deliberated by the body. 113 114 It was motioned that as soon as 8 unexcused absent accumulated, deliberation for the council member 115 shall be decided by the body. 116 Councilor Alberto: Voting power is voided for the probated council member. 117 Lyn: Excused absences are academic related stuff, class, exams, special project. Immediate family 118 concerns or sick. 119 Carlo: if exam is 120 Chairperson Hona: if a member is late for more than an hour, the said member is considered absent. 121 Councilor Trongco: Notice of unavailability for the general assembly should be given at least 3 hours 122 prior to the scheduled GA. Otherwise, a member will not be excused from the GA. Immediate family 123 concerns includes death, special occasion, sickness or visitation of parents. If the reason is beyond 124 excused it is considered unexcused. 125 Emergency meeting, 30 mins grace period allowable. 1/3 of the body is present (based on the 3rd 126 General Assembly). On the emergency meetings, absences are not counted for disciplinary actions. 127 Councilor Ortiz: Incentive may be given for the members who are present during Emergency Meetings. 128 129 Other proposals on the proper decorum: 130 131

    *Phone should be silent during the meetings 132 *Calls should be attended outside while the meeting is ongoing. 133 *Minimal text. No games or earphones. 134 *Any unrelated things should not be done during the general assembly including project and 135

  • Councilor Ortiz: No drinking of alcohol drinks during GA. 141 Councilor Ortiz: If leaving the GA before the dismissal, the said member should ask permission and the 142 body shall decide for the validity of the reason of leaving. 143 144 Chairperson Hona: Avoid appealing to emotion, in addition to the proper decorum. Highly discourages 145 on appealing to emotion. E.g no walk out or foul words or actions towards the member/s. In case of 146 emotional or intense meetings, any member could appeal for a break, or ask for a caucus. 147 148 Disciplinary Tribunal presented by Councilor Ortiz 149

    1. Excuse slips Every end of the month excuse absences would be deliberated. 150 a. Disciplinary actions for meetings, after 3 offenses deliberation of the body for the 151

    disciplinary action 152 b. Unexcused absences would be deliberated every month 153 c. For minor activities, one unexcused absence means one DA. DA should be deliberated by 154

    the body 155 d. For major activities, one unexcused absence means major DA 156

    Councilor Trongco: Motion, if a member has one unexcused absence for major activity, he/she shall be 157 subjected to a probationary. Being on probation results to no voting power until the next major activity 158 Councilor Alberto: Set a limited time for probation 159 Chairperson Hona: Every GA, there is usually a decision making. No voting power (for one GA). 160 Ortiz: Member/s on a probation is/are voided from commenting/sharing insights or ideas. 161 Chairperson Hona: No voting power is enough. We shall still allow even the members on probation to 162 speak out so as to give democratize our council. 163 164 Final motion on the proposal for the member/s who is/are on probation: Member under probation can 165 give opinions but has no voting power for decisions 166 167 Councilor Ortiz continued on the proposal (referring to Disciplinary Tribunal): 168

    e.     f. Issue of misbehavior in or out of the campus, disciplinary action should be given. 178 g. Incentive can be given for members who attended emergency meetings or forums with no 179

    Councilor Alberto further explained Two-Tiered Wage System that this is brought about by the Two-358 Tiered Wage System, a scheme that was first implemented under Aquino administration wherein the 359 wage of worker is divided into two the floor wage and the productivity wage. This wage system is not 360 applicable to the Philippine labor situation, since the productivity wage, which will be given by the 361 employer, could be subject to unjust situation such as low level of productivity and technology of the 362 country and subjective control of employers. 363

    We cannot generalize all the councils because each one is an autonomous unit. 399

    Let us specify which councils are part and have them sign to show that they 400

    Yes, we may be against such conditions, but don't we have any action that 402

    would seek to have a dialogue with key people from parties concerned? The 403

    situation seems to be out of hand but leaders find ways to achieve win-win 404

    situations through a well-mannered dialogue/discussion. We cannot be 405

    constantly opposed to norms and not open to exhausting diplomatic means of 406

    achieving an outcome that can be well for all parties involved. We cannot shut 407

    our minds as is if what we know is the only solution. Being student leaders 408

    means that we have to be role models to students on how we deal with such 409

    situations. 410

    As a plan was made to convene Veterinary Student Councils Assembly (VetSCA) for the next academic 453

    year, Chair Hona already designated some initial taskings for the major activity of the council. This 454

    assembly shall gather all the student council members of the Veterinary Schools in the Philippines in 455

    order to strengthen the campaigns of every Veterinary Student Council in the country. This is in line with 456

    the CVM Student Councils goal to intensify and strengthen Veterinary Science in the country as a key to 457

    national industrialization, especially on the agricultural sector, and public health. 458
