Expressions of Interest is hereby invited by Punjab State Sports Council (PSSC) from

the prospective bidders interested to participate in the competitive bidding process to select a

suitable concessionaire for partnering under Design, Build, Finance, Operate & Transfer

(DBFOT) and operate & Maintain (O&M) models in the following Sports Complexes in the

state of Punjab:-

The multipurpose sports complex in sector 63 of Mohali is an indoor facility, spreading across 7.41 acres of land. It

is owned and governed by the Department of Sports, Punjab. It houses facilities including badminton, boxing,

weightlifting, squash, table tennis, and swimming.

The project site falls in the most affluent catchment and

comes within Sports and Recreational land-use as

highlighted in the S.A.S. Nagar Master Plan in the figure.

It is a triangular-shaped site, bounded by Attawa Choa

(canal) along the east, waterworks department along

north surrounded by thick plantation, and residential

buildings along the west.

The facility is also closely located to Punjab Cricket

Association Stadium and Mohali Hockey Stadium,

located opposite to the canal, and can be accessed

through Stadium road along the east.

However, the facility is less visible along with its

surrounding and lacks directional signage.

Connectivity and approach

The facility is in close proximity to NH-5, at a distance of 2.2 km, and is well connected through internal access

roads. It is also close to ISBT Mohali and Mohali railway station. It is 12.3 km from Chandigarh Airport from where

it is connected through public buses to ISBT Mohali, available at regular intervals.

General topography

The site is in a planar region. The Attawa Choa (Canal) runs along its east side.

Layout plan and building condition

The image below shows the layout plan of the stadium, spreading across 7.41 acres of land. The facility includes

0.4 acres of the land area reserved for Olympics association towards west. At the centre is a 5,269 sqm hall with

indoor badminton courts, squash courts, boxing rings and training area.

It can be inferred that more than half of the site area is occupied by sports and related infrastructure including indoor

and outdoor courts.

i. Administration and staff facilities

The facility includes a reception area, cabins for officials, and hostel facilities.

ii. Core sports areas

Core sports areas include badminton hall, boxing arena, weight-lifting arena, and swimming pool. Details of these

facilities are highlighted in the table below.

The courts are not maintained and require ample repairs.

iii. Circulation space

There is ample circulation space in the building with well-lit corridors and staircase wells. However, these spaces

need refurbishment.

The entrance lobby cum waiting area has very few chairs for

visitors.

Utilities and support facilities for sports, such as washrooms, showers, and lockers are inadequate.

v. Unused areas

A substantial portion within the site is unused at present, offering scope for future expansion.

Infrastructure services

Basic physical infrastructure such as electricity, parking, and water supply is present at the site. These seem

adequate as per current footfall but will need an upgrade after expansion.

i. Parking

Condition of parking:

Huge parking is available on the site with properly

demarcated entrance and exit. Only an open parking

facility is available for buses, 4-wheelers, and 2-

wheelers. The floor is cemented but lacks

maintenance. The facility is well equipped with light

poles along both the edges.

The facility needs to be re-planned for future use with

an increase in the number of users.

ii. Water supply

The water is supplied from the local pump station. No rainwater harvesting is done at the site in the current situation.

iii. Sewerage and wastewater disposal

Existing sewerage and wastewater disposal system caters to the site’s requirements adequately.

iv. Electricity supply

The facility has an electricity connection from Punjab State Power Corporation Limited (PSPCL). Solar power is

used wherever possible. Floodlights and streetlights are placed at regular intervals, for use of the field in the

evening.

v. Safety and security

The facility lacks CCTV surveillance, making the building unsafe for its users.

SWOT Analysis

This section captures Strengths, Weaknesses, Opportunities, and Threats (SWOT) of the project site owing to the

primary analysis carried out by the consultant.

The multipurpose sports complex at sector 56 of Mohali is a dedicated shooting range, spreading across 2.72 acres

of land. It is owned and governed by PUDA (Punjab Urban Planning and Development Authority). It houses facilities

for 10m, 25m and 50m shooting range.

Site is located in an extension of Sector-56,

SAS Nagar. It is bounded by government

college on two sides and a vacant plot on the

remaining sides. It falls under the Institutional

Land category as per SAS Nagar Zonal

Development Plan. It is close to a seasonal

stream, Patiala ki Rao that flows from the

Shivalik range and meets the Ghaggar River.

Most of the surrounding areas are rural areas.

The facility is also closely located to Max

Super Speciality Hospital. The approach to

the site is through an 18m wide internal road

Connectivity and approach

The facility can be accessed by an 18m wide internal road connecting the Stadium road to Ropar – Chandigarh

Road. It is close to C&C Mohali Bus Junction. The site has good connectivity to and from Airport and Railway

Station using local public transport.

Layout plan and building condition

This stadium spreads across 2.72 acres of land. The facility includes a 25M, 50M shooting range and an indoor hall

for 10M shooting. The new block (under construction) will have space for organising tournaments in 10M shooting.

As shown, more than three-fourth of the site is accounting for sports and related facilities.

i. Administration and staff facilities

The admin block is simply a row of separate rooms that are unused. These require refurbishment so that they can

be utilized efficiently.

Core sports areas include badminton hall, boxing arena, weight-lifting arena, and swimming pool. Details of these

facilities are highlighted in the table below.

Number of facilities: 25 shooting targets

Building condition: The 10m shooting range is

the only space that is well maintained and is well-

equipped with facilities such as air-conditioning,

appropriate artificial lighting and sports equipment.

2. 25m Shooting Range

Dimensions: 41.5m x 29.7m

Number of facilities: 1

Average occupancy: 0

Building condition: It is an open-to-sky space

with no markings or sports equipment in place, for

practice. The floor and walls need repair.

3. 50m Shooting Range

Dimensions: 67.5m x 30.7m

Number of facilities: 1

Average occupancy: 0

Building condition: This shooting range seems

unsuitable for practice. There is thick foliage

spread across the entire facility. It requires major

damage control and restoration.

iii. Circulation space

In terms of well-defined circulation spaces, this facility lacks in having proper corridors and/or pathways. There is

no visitor’s area demarcated specifically, either.

Building condition: There is no designated

entrance lobby to the facility. The admin block

with its shaded passage serves as the entrance

as well as the waiting space.

2. Circulation

Open-to-sky pathways are connecting the

different blocks, with no pavers, which need

rebuilding.

iv. Services

Basic amenities such as washrooms and locker rooms, which are an important part of any sports facility, are absent

here.

v. Unused areas

Due to shortcomings in the proper planning of the site, there are pockets of unused spaces. These may be utilised

in providing amenities such as storage, washrooms, pantry, etc.

Infrastructure services

This section elaborates on the existing infrastructure facility such as available parking, electricity and water supply.

i. Parking

Condition of parking:

The site lacks a proper parking lot.

ii. Water supply

The stadium has its bore well. There is no provision for practicing rainwater harvesting at the site, at present. The

site’s water requirements are fulfilled by the water supply from Municipal Corporation.

iii. Sewerage and wastewater disposal

The existing sewerage and wastewater disposal system suffices as per sites current need but might need an

upgrade in case of future expansion.

iv. Electricity supply

Electricity supplied by the state electricity board is utilised in running of services at the site. There is no use of solar

power, or even a provision to install a system in the future.

v. Safety and security

The facility lacks CCTV surveillance, making the building unsafe for its users.

SWOT Analysis

This section captures Strengths, Weaknesses, Opportunities, and Threats (SWOT) of the project site owing to the

primary analysis carried out by the consultant and is highlighted below.

˃ The site location is close to educational institutions

and may attract the young crown in participating in

this sport.

˃ The new block (under construction) if utilised

properly can help in making up for the deficit in

facilities and amenities.

˃ Lack of amenities for sportspersons and visitors can

discourage people from using the infrastructure.

˃ There is very less vacant land available for future

expansion.

˃ There is no designated parking area available.

Opportunity Threat

˃ Existing 25m and 50m shooting range, if

refurbished, can be used for conducting national

level tournaments.

˃ No first-aid room for emergency and injuries.

˃ The site is susceptible to mishaps due to absence

of surveillance.

Headquarter level Stadium / Indoor Hall, S.A.S. Nagar - Multipurpose Sports Complex at Sector-78 Mohali.

The multipurpose sports complex at sector 78 of Mohali spreads across 15.76 acres of land. It is owned and

governed by GMADA, Punjab. It houses facilities including basketball, table tennis, swimming, judo, wrestling,

gymnastics, badminton, and athletics. It receives 420 footfalls daily.

The project site is located along the National Highway

(NH-5) and is well connected with other regions in the

city. It comes within the utility and services land-use

zone as highlighted in the S.A.S. Nagar Master Plan

in the figure. Land-use of the site needs to be

changed to sports and recreational prior to its up-

gradation.

It is a rectangular shaped site, surrounded by

residential and institutional plots on all sides. The

availability of commercial land-use along the edge of

the highway makes it a prime location to attract more

users.

The site has good visibility owing to its location along

the national highway.

Connectivity and approach

The facility can be accessed directly from NH-5. It is also close to ISBT Mohali and Mohali railway station. It is 11.7

km from Chandigarh Airport from where it is connected through public buses to ISBT Mohali, available at regular

intervals.

Site is a rectangular plot with direct road access along 3 edges. It lies in a planar region with dense vegetation on

one side of the site.

The site spreads along 63,723.4 sqm area in sector 78, Mohali. As per S.A.S. Nagar Master Plan report- Vision

2031, permissible ground coverage is 40 %, while only 11.6% is utilized in the current scenario.

Layout plan and building condition

Figure 28 shows the layout plan of the stadium. Main building spread across an area of 7,398 sqm houses facilities

for basketball, table tennis, swimming, judo, wrestling, gymnastics, badminton, and athletics. Mezzanine floor,

having an area of 1,679 sqm houses table tennis and gymnastics.

As illustrated, most of the site is being used for sports-related activities. However, in the sections to follow, it is

observed that this area is not utilized to its full potential and instead needs to be redesigned to function efficiently.

i. Administration and staff facilities

Administration and staff facilities are built over 259.7 sqm area. There is ample waiting space for visitors. Officials

and coaches have individual offices.

ii. Core sports areas

Core sports areas include badminton hall, boxing arena, weight-lifting arena, and swimming pool. Details of these

facilities are highlighted in the table below.

Building condition: Facility houses 3 courts

with wooden flooring which needs to be

repaired. It also lacks adequate equipment.

Walls have large windows providing ample

daylight. However civil structure is in poor

condition and needs to be refurbished.

Condition of parking:

Huge parking is available in the site with properly

demarcated entrance and exit. Only open parking

facility is available for buses, 4-wheelers and 2-

wheelers. The floor is cemented but lacks

maintenance. The facility is well equipped with light

poles along both the edges.

The facility needs to be re-planned for future use with

an increase in the number of users.

ii. Water supply

The stadium has its tube well. The site also has accessibility to water connection from the municipal corporation

supply line. No rainwater harvesting is done at site in the current situation.

iii. Sewerage and wastewater disposal

Existing sewerage and wastewater disposal system caters to the site’s requirements adequately.

iv. Electricity supply

The facility has an electricity connection from Punjab State Power Corporation Limited (PSPCL). Solar power is

used wherever possible. Floodlights and streetlights are placed at regular intervals, for use of the field in the

evening.

v. Safety and security

Facility lacks CCTV surveillance, making the building unsafe for its users.

residential area. It has rectangular proportions. The

surrounding areas are mainly agricultural lands. The

Patiala Bypass road runs along the front side of the

site. The land use as per the Fatehgarh Sahib Zonal

Development Plan falls under the residential zone.

Connectivity and approach

The facility can be accessed directly from Patiala Bypass Road. It is very close to NH-44 and hence private vehicles

and local buses can help you reach the site conveniently. The nearest bus stop is at a walking distance from here.

For visitors from outside Fatehgarh Sahib District, the nearest railway station is Sirhind Junction.

volleyball, and swimming. It is spread over an area of 10.74 acres of land along the Sutlej Riverfront. The land is

owned and governed by the Department of Agriculture and Irrigation.

Connectivity and approach

The facility can be accessed directly via NH103A. The Roopnagar Bus Depot is at a walking distance which makes

it easier to reach the site via public transport from any part of the district and/or state. The Roopnagar Railway

station is merely 900m away, people from anywhere the country can reach here without hassle.

activities.

An office for the staff is built with separate cabins and washrooms for their use. The office has proper light and

ventilation and does not need much up-gradation.

There is an open parking lot. The amount of available

parking is sufficient as per current footfall but may not be

able to cater to more crowd in case of future expansion. The

flooring needs repairs. There is no separate parking lot for

the swimming pool facility.

ii. Water supply

There is no provision for practicing rainwater harvesting at site, at present. The site’s water requirements are fulfilled

by the water supply from Municipal Corporation.

iii. Sewerage and wastewater disposal

E The sewerage and wastewater disposal system of the site fails during rainfall and causes waterlogging. This

damages the facility; hence it is advisable to take remedial actions for this problem.

iv. Electricity supply

Electricity supplied by the state electricity board is utilised in running of services at site. There is no use of solar

power. The streetlights and floodlights do not suffice for the large area.

v. Safety and security

The facility lacks CCTV surveillance, making the building unsafe for its users.

Block Level Sports Complex, Roopnagar – Shri Dashmesh Martial Arts & Sports Academy, Sri Anandpur Sahib

Shri Dashmesh Martial Arts and Sports Academy at Anandpur Sahib is spread across 31.75 acres of land. The land

is owned by Punjab State Sports Council. There is an infrastructure for Football, Athletics, Judo/Taekwondo,

Boxing, Wrestling, Badminton, and Archery. It was constructed before the National Games held in the year 2001.

As illustrated, the zones that are involved in sports-related activities account for more than half of the occupied

area.

i. Administration and staff facilities

The admin offices are part of the main building which has indoor halls for judo/taekwondo, boxing, wrestling. The

civil structure has worn out with time and needs renovation. There are staff-quarters, servant quarters and coach

quarters within the site’s extents. These too require up-gradation.

Core sports areas include badminton hall, boxing arena, football field, taekwondo/judo/wrestling hall, shooting

range, athletics track, and archery range. Details of badminton hall, boxing arena, football field, judo/wrestling hall

are highlighted in the table below.

The site having a vast area is not being used to its full potential. The existing sports areas for archery and shooting

are as good as vacant due to neglect in maintenance. The guest houses, hostels and staff quarters are unusable

due to their damaged structure.

This section elaborates on the existing infrastructure facility such as available parking, electricity and water supply.

i. Parking

Condition of parking:

Each building has its own parking space for its visitors.

However, these do not have paved flooring and require

maintenance.

The facility needs to be re-planned for future use with an

increase in the number of users.

ii. Water supply

Stadium has its own water tank and supply system to run services and functions at site. There is no rainwater

harvesting practiced at site.

iii. Sewerage and wastewater disposal

The existing sewerage and wastewater disposal system is adequate even in case there is any future expansion

planned.

iv. Electricity supply

The stadium runs on electricity supplied by the state board. It even has its own DG unit for backup in case of power

cuts. There is no use of solar power at present.

v. Safety and security

The stadium has CCTV surveillance systems in some building blocks.

Multipurpose Open Stadium is a part of the Govt. Industrial Training Institute, Nawanshahr. The facility spreads

across an area of 7.79 acres of land. The land on which it is built is privately owned. It has an athletics track and a

football field.

the site premises, the open stadium shares its

boundary with the ITI hostel.

Connectivity and approach

The multipurpose open stadium is adjacent to NH-344A; therefore, it has good connectivity with other districts. The

closest bus stand and railway station are within a 4km radius of the site. However, the nearest airport is the Ludhiana

Airport which takes about an hour to reach, being almost 50km far.

Layout plan and building condition

The open stadium that spreads over 7.79 acres of land has a football field and an athletics track. The stadium has

its own parking lot. An admin block for the staff responsible for the administration of the stadium is situated in the

stadium itself. Function wise area allocation of site is mentioned in the table below.

It can be inferred from the above figure that almost half of the site is unused. Despite this, since the land belongs

to the college, scope for expansion is minimal.

The admin block for the stadium is along the running track, under the spectator seating area. However, the

administration is largely taken care of by the college authorities.

Stadium has its own bore well. There is no provision for practicing rainwater harvesting at site, at present.

Electricity supplied by the state electricity board is utilised in running of services at the site. There is some use of

solar power, for street lighting.

Volleyball, Lawn tennis and athletics’ track for training. It receives 30-35 footfalls daily.

transit including railway network and buses makes

from Ludhiana Airport from where it is connected through public transport to the Inter-State Bus Stand.

exit points. Only open parking facility is available for

buses, 4-wheelers and 2-wheelers. Floor is cemented

but lacks maintenance. There is no lighting provision

for the parking space.

Site has access to water facility through municipal corporation supply line. No rainwater harvesting is done at site

in the current situation.

iii. Sewerage and wastewater disposal

Existing sewerage and wastewater disposal system caters to the site’s requirements adequately.

iv. Electricity supply

Facility has electricity connection from Punjab State Power Corporation Limited (PSPCL).

v. Safety and security

Facility lacks CCTV surveillance, making the building unsafe for its users.

Shaheed Bhagat Singh Multipurpose Stadium at Ferozepur

Multipurpose sports complex at Mall Road of Ferozepur spreads across 11.49 acres of land. It is owned and

governed by Government of Patiala, Punjab. It houses facilities including basketball, table tennis, badminton,

Boxing, and athletics.

the figure.

It is surrounded by residential plots along east and

Connectivity and approach

The facility is well connected to Ferozepur cantonment railway station and local bus stand. Airport facility is quite

far from the site, the nearest one being 98km from here.

Site spreads along 46,498.38 sqm area in Rab Nagar along National Highway. As per Punjab Urban Development

Authority Ferozepur master Plan report- Vision 2031, permissible Ground Coverage is 40 %, while only 5.5% is

utilized in the current scenario.

It can be inferred from above that almost one-half of the area of the site is being used for sports, and nearly 30%

of area is unused.

i. Administration and staff facilities

Administration and staff facilities are built over 156.74 sqm area. There is ample waiting space for visitors. Officials

and coaches have individual offices.
