What is staff mobility within Erasmus+?

The new Erasmus+ programme aims to support actions in the fields of Education, Training, Youth and Sport for the period 2014-2020. Among many other activities, it includes also funding opportunities for individual student and staff mobility within Key Action 1.

The programme offers grants for a wide range of actions and activities for academic staff and other staff of a higher education institution (HEI). It allows staff members to spend a period abroad to develop their skills and know-how and exchange good practices. It encourages organisations to work in transnational partnerships and to share innovative practices.

The Erasmus+ programme offers teaching staff and other staff of a HEI the possibility of carrying out a mobility for teaching or training purposes. A period abroad can also combine those two activities.

What does “teaching mobility” include?

The teaching period allows HEI staff members to teach at a partner HEI abroad. The subject taught can concern any area or academic discipline. The activities of staff undertaking a teaching assignment should be integrated into the curriculum of the receiving institution.

For example, the teaching period can include workshops, courses on any study level, etc.

The training period offers professional development opportunities for both teaching and non-teaching staff members (e.g. administrative staff, technical staff, etc.).

This training period can take the form of:

y Training events abroad y Job shadowing/training at a partner university y Attendance at workshops or courses y A short secondment period

The training programme could be built around:

y The transfer of knowledge and good practice y Learning from shared experience y The acquiring of new practical skills y The discovery of new ideas for teaching and learning

Conference participation is excluded.

Eligibility

Teaching period

– Who can apply: Higher education staff members (academic only, including employed doctoral candidates); the University of Luxembourg defines the selection criteria for participation of its own staff members in the mobility activities.

– Eligible activities: the mobility project must comprise a teaching activity

– Eligible participating institutions:

y Receiving institution: any Programme Country HEI 1 holding an Erasmus+ Charter or any Partner Country HEI 2 having signed a bilateral Erasmus+ agreement with the sending Programme Country in the relevant area before the mobility takes place.

y Sending organisation: - Programme Country HEI awarded with an Erasmus+ Charter, or a

Partner Country HEI having signed an inter-institutional agreement with the receiving Programme Country partner; or

- any Programme Country public or private organisation active in the labour market or in the fields of education, training and youth.

– Teaching programme: Must be agreed upon in advance by all parties. Required elements:

y The objectives and added value of the mobility y Content of the teaching programme (including number of teaching hours) y Expected results

1   Programme country : the 28 members states of the European Union as well as the former Yugoslav Republic of Macedonia, Iceland, Liechtenstein, Norway and Turkey.

2   Partner country: A priori, any country in the world under the conditions that the institution concerned has signed a bilateral agreement with the University of Luxembourg and that funding for that country is available. If you would like to know whether an institution has an agreement with the University of Luxembourg, do not hesitate to contact the International Relations Office.

– Duration of mobility: within the Erasmus+ programme, a teaching mobility can last from 2 days to 2 months, with a minimum of 8 hours of teaching per week or any shorter period, but the University of Luxembourg has limited the teaching period to 2 weeks for its own staff. Staff members coming to the University of Luxembourg are allowed to stay for a longer period, which does not exceed 2 months. For exchanges with partner countries, the duration is limited to one week.

– Venue of the activity: The mobility must be carried out in any Programme or Partner Country different from Luxembourg and different from the staff country of residence

– Other conditions: in all cases an Erasmus+ bilateral agreement must have been signed previously between the sending and the receiving institution (both with programme and partner countries).

– Please contact the International Relations Office to find out whether a bilateral Erasmus + agreement exists with the receiving institution you are interested in. Information on eligible partner countries can also be found on the webpage of the International Relations Office: http://wwwen.uni.lu/international

Training period

– Who can apply: Higher education staff members of the University (academic or not), including employed doctoral candidates.

– Eligible activities: The mobility project must comprise a training activity.

– Eligible participating organisations:

y Sending organisation: any Programme Country HEI holding an Erasmus+ Charter (no bilateral agreement required).

y Receiving organisation: - a Programme Country HEI awarded with an Erasmus Charter (no

bilateral agreement required); or - any Programme Country public or private organisation active in the

labour market or in the fields of education, training and youth.

– Work plan: The work plan approved by the receiving organisation shall be submitted to the home institution before the departure. It must consist of at least:

y Overall aims and objectives y Expected results y Agenda of the mobility period

– Duration of mobility: Within the Erasmus+ programme, a training mobility can last from 2 days to 2 months, but the University of Luxembourg has limited the training period to 2 weeks for its own staff. Staff members coming to the University of Luxembourg are allowed to stay for a longer period, which does not exceed 2 months.

– Venue of the activity: The mobility must be carried out in any Programme Country different from Luxembourg and the staff country of residence

Funding

Staff will receive an EU grant as contribution to their costs for travel and subsistence during the period abroad. The amount is calculated by the EU and participating staff should carefully respect the budget limits. Expenses that may exceed the given limits, will not be reimbursed by the University. In any case, actual expenses must be supported by original receipts or equivalent documentation. Please see table below for further details.

8000 km or more: 1100 EUR per participant.

Please note that:

– Incoming staff members from programme countries are funded by their home institution, according to its own rules. Incoming staff members from eligible partner countries are funded by the University of Luxembourg.

– Staff members must advance all the mobility costs. The grant is paid only after the return and after having completed all the formalities mentioned below.

How to apply?

1. To go abroad

Application deadline:You can apply for a staff mobility twice a year:

– For a mobility during the winter semester: apply by 1st October. – For a mobility during the summer semester: apply by the 31st January

Procedure:If you are interested in applying, please send the following documents to the International Relations Office:

– Official invitation letter from the receiving institution/organisation, – CV – Short description of the mobility project

Selection:The International Relations Office verifies (if applicable) whether a bilateral agreement between both universities exists.

Staff members are selected by the University of Luxembourg on the basis of the application documents and according to the funding available.

During the selection process, strategic priorities, balance between faculties, different departments within the University of Luxembourg, different categories of staff members and different host countries/institutions are also taken into account. If a staff member has already carried out a mobility in the previous academic year, he/she does not have priority.

After selection: – The mobility agreement will also have to be approved and signed by the receiving Institution

– Complete request for travel approval

After return:After your return you should send the following documents to the International Relations office:

– Certificate of attendance signed by the host university – The mobility agreement signed by all parties (including the host university) – A completed declaration of expenses – All original supporting documents (flight tickets, boarding passes, hotel invoices, etc.)

You will also receive an electronic report form to complete via the Erasmus+ mobility tool.

The grant will be paid once the International Relations Office has received all the documents.

2. To invite a guest

If you want to invite a guest professor or a staff member of another university to Luxembourg, the Erasmus+ grant is paid by the home university of that professor/staff member according to its own funding rules. This does not apply to teaching staff members from an eligible partner country.

However the International Relations Office can help with: y verifying if a bilateral agreement exists y checking mobility documents y having mobility agreements signed

Please ask your guest about the required documents for his/her university and note that mobility agreements have to be submitted to the International Relations Office for signature while invitation letters and certificates of attendance can be signed directly by the host.

Please inform the International Relations Office sufficiently in advance of any incoming Erasmus+ staff mobility.
