Commander’s Report Here are the highlights for 2016-2017: USPS continues to review data regarding the

current demographics of the organization. Multiple questionnaires have been completed regarding the apparent wellness of both the local and district organization.

Co-op charting was put on hold by USPS until further notice. Geodetic marker location research is still accepted. Mansfield’s Trophy for Co-op Charting is viable for geodetic markers and will be given to a deserving squadron in D/7 during Fall Conference.

D/7 hosted the successful Fall Governing Board Meeting in Pittsburgh.

D/7 has established a committee to change the process for district meetings which will involved all member squadrons and not require only one squadron to shoulder the responsibility of hosting the Fall or Spring Conference. Spring 2017 Conference will initiate some of the changes, including a registration fee that covers the Ice Breaker.

Mansfield Power Squadron received the Marzzarella Advanced Piloting Trophy from D/7 because we had the highest percentage of members successfully completing the AP course.

D/7 Outstanding Publication Award was received for The Yachtsman.

MPS was also represented at the USS Cod Ceremony on Memorial Day by P/D/C Mike Siwek.

Generous donations from members and businesses helped to offset (Continued on page 2)

the lack of funds raised at the Clambake which had to be cancelled due to dismal presale of tickets and lack of personnel to assist.

2017 will be the last full year that MPS will be able to pay for our classroom space at the Red Cross Building from the money in our Classroom Fund. New fundraising ideas will need to be initiated.

As they continued to show their commitment to the Mansfield community at large, Eagle Crusher Company of Galion continued to save MPS money by offering free printing of meeting agendas, handouts, and D/7 Conference information throughout the last three years.

P/C Terry Sapyta, P has reported that the License Plate Program that came to fruition last year has had limited response from members with only two plates being sold in Richland County in the last nine months of 2016.

Local dues were increased for the first time since 1984 by $9.80; national dues were also increased by $2.00 for individuals and $3.00 for family units.

MPS will have a window display for Safe Boating in the Red Cross Window for 20-31 March 2017 and will also be represented by members at the Health and Safety Expo at Richland County Fairgrounds on 18 March. We were also represented last June at the Safe Boating and Fishing Festival at Pleasant Hill with an information booth; Vessel Safety Checks were completed at the marina by Mike Siwek, SN.

Squadron Education Officer Shirley Fort, SN oversaw ABC, Seamanship, Piloting, and Advanced Piloting classes as well as the start of Junior Navigation. Thanks to the instructional support of Senior Navigators Chan Stevens, Garry Schroeder, Dennis Figley, Mike Siwek, and Wayne Hammond. Class records support was provided by Jim Lutz, AP and Andi Lutz, AP for all ABC classes.

Executive Officer Jay Wells, AP provided the liaison between District/National and MPS events.

Administrative Officer Dan Fortman, AP initiated alternative social events such as Movie/Dinner Night, Fast and Furious Game Night, Fall Equinox Potluck and Veterans’ Dessert Banquet. The Lexington Depot was our meeting place for the Christmas Party.

Secretary Dennis Figley, SN provided the minutes of each meeting and numerous sympathy cards to members; Past Secretary Tom Etzwiler,SN also filled in when necessary. Bimonthly publication of The Y achtsman took place with the help of

Irene Rodriguez, SN while Tom Etzwiler, SN retained responsibility for sending the newsletter to anyone that preferred to receive it via the postal service.

First year Treasurer, Georgi Mathews,P has executed her responsibilities quickly and efficiently with guidance from past treasurer, Bob Pompei, P. She also offered support for the potential writing of an Ohio Department of Natural Resources Grant for boating education.

A special thanks to those that I have called upon often to clarify questions- P/D/C Russ Niebel, SN; P/R/C Tom Etzwiler, SN and SEO Shirley Fort, SN.

This “volunteer” organization continues to exist because of those members that are willing to help others learn about and demonstrate safe boating skills. Through this shared interest, we form The Mansfield Power Squadron. Thank you for your support this year. Respectfully submitted,

Activities to Look Forward To

Education Awards Spring Cookout Thursday, May 11, 2017 at 1800 Charles Mill Reservoir Marina

It’s time to celebrate! The recent ABC (America’s Boating Class) students as well as our Seamanship, Piloting, Advanced Piloting and Junior Navigation students have completed their training , passed their exam and are ready to begin their involvement with Mansfield Power Squadron. Let’s welcome them when we meet at the Marina at Charles Mill Reservoir at 6:00 pm on Thursday, May 11. Hot dogs, sausages, dessert, and lemonade will be provided. Please bring a covered dish to share, your table service, and the answer to this question: “If I could take my boat anywhere, I would travel to…….” Please RSVP to Dan Fortman, 419.347.6260 by Tuesday, May 9.

Huron Boat Basin Rendezvous 2-4 June, Huron Boat Basin

We’re not wasting a minute of time getting out and enjoying a gathering with fellow MPS boaters at this boat friendly basin on the west coast of Lake Erie. Dock Reservations will need to be made through Dan

Fortman by May 19 because this marina books quickly. After this date, docks that are being held for MPS will be released to the general public. Friday night we will enjoy Happy Hour at the dock when it’s “five o’clock somewhere” or at least 1700 in Huron! Then dinner will be whatever you’ve brought from home to share. Grills will be available for those that would like to enjoy a nicely charred steak or a juicy burger of their own making. Saturday morning we will have a sausage/pancake brunch beginning at 10:00 with coffee ready long before that on the dock. If you aren’t able to come by boat, come by car and spend the day at the citywide garage sale that is scheduled for 3 June or take advantage of the unique shops that are within walking distance to the marina. We will make plans for the local restaurant on the water for dinner on Saturday and the day will include music at the outdoor amphitheater. You will receive a reminder postcard with specific information in May.

Pleasant Hill Fishing Festival Saturday, June 10 from 0900-1500

Pleasant Hill Marina

Mansfield Power Squadron, in cooperation with the Ohio Department of Natural Resources and the Safe Boating Council will be on hand to assist boaters and their families as they learn more about the opportunities available to them at Pleasant Hill or the surrounding lakes and rivers in the area on Saturday, June 10. The day begins at 0900. Vessel Safety Checks will be available at the Marina if your boat is ready and seaworthy. These checks are free to all boaters. Please refer to the Safety Article included in this Yachtsman (page 7) that was written by one of our VSC (vessel safety check) administrators, P/Stf/C Garry Schroeder, SN. It outlines the areas that are reviewed during a VSC. Should your vessel not pass inspection on the first review, there is no penalty. Make the necessary adjustments and a second inspection could provide you with your VSC sticker that is Coast Guard approved.

New Boating Season

After three and a half warm, sunny, wonderful months in Florida we are again home. Our 16’ pontoon boat is stored for the summer. We continue to be amazed at the effect of the winds and tides on the water level of the Caloosahatchee River at I-75 where our Winter residence is.

After doing some repairs on the pontoon boat we were ready to launch, but the water level was too low, so we had to wait a few days. Then a week or so later we were up at midnight, after high tide at 11:39, checking to make sure the water didn’t go over the seawall where we were docked leaving the boat on top of it. All was well, and we had a enjoyable time cruising and fishing on the Caloosahatchee and Orange Rivers.

Looking ahead to the summer months, you will find included information about the District 7 Rendezvous scheduled for 4,5,6, August 2017, at Middle Bass Island State Park. The theme is “Celebrate Mardi Gras“. As you read the information you will see that they have a fun time planned. You will also find included a registration form for you to send in. Hope to see many of you there!

As you get ready to launch into a new boating season be safe and have an enjoyable summer.

MPS Annual Meeting 11 March 2017

Administrative Report

The Mansfield Power Squadron has completed another successful year. Our activities were varied and both educational and fun. The objective of this department was to promote activities that were accessible to the bulk of our members and to include participation with interesting and varied activities. We were pleased with the involvement of our members with the events that were offered. In date order, here is a summary of the events of last year: March 19th was the MPS annual meeting at the Oak

Park Tavern. April 30th was our annual Change of Watch at the

Cabin in Mifflin. May 12th was the Education Awards Cook out at

Charles Mill Lake. This was a picnic that was well attended as we watched the sky as threatening skies brought storms later that evening.

June 11th was the Annual Fishing Fest at Pleasant Hill Reservoir. Richard Clark,

SN, and Dennis Figley, SN worked the booth with me while Mike Siwek, SN performed

Vessel Safety Checks at the boat launch area. June 24-26 was the Put-In-Bay Rendezvous with the

Berea Sail & Power Squadron at Miller Marina. August 5-7 was the rendezvous at Anchors Away

Marina in Marblehead. The Saturday evening dinner was well attended and the

afternoon activity was a tour of the Aviation Museum in Port Clinton. Past

Commander Bob Campbell did a great job as he shared his memories and knowledge on the

tour. August 20th was a Cooperative Charting Picnic with

The Akron Sail & Power Squadron at Battery Park in Sandusky. September 22nd was the Fall Equinox Potluck at

Brookside Park in Ashland December 4th was our annual N Christmas Party.

This year it was held at the Senior Center in Lexington and was hosted by Garry

Schroeder, SN and his wife Susan. January 28th was the “Fast and Furious” game night

Executive Report Mansfield Power squadron was represented at both the spring and fall D7 conferences. I personally was not able to attend either of the conferences due to previous commitments. My wife and I did attend the Friday night dinner of the D7 rendezvous, and had a very good meal and fellowship with the group. Several of our members also attended this rendezvous. I also attended as many exec meetings as possible when I was in town and not working. Respectfully submitted Jay Wells, AP

Eager Students

ABC, AP, and JN have finished the course work and are waiting examination results. Normally, this would mean the end to book learning and the start of "summer vacation." This year is different! MPS is having SUMMER SCHOOL. Jim Jackson has agreed to teach SAIL in response to members' request. It will be a low-key, non-stress combination of tutoring, casual meetings, and land and water excursions. Times and places to be scheduled at mutual convenience. If you've ever wondered what makes those gas-friendly vessels go, now is your chance to find out. Call Shirley or Jim to come on board. If sailing doesn't interest you, how about Engine Maintenance? John Fort should have a bit of time this summer between the end and beginning of his teaching duties in Madison's Auto Tech Program to help you learn the basics of oil changes, spark plugs and batteries, impellers, and all the rest of that mysterious assembly of metal in your bilge or on your transom. If you want to learn, we want to teach. Announcing Mansfield's newest members, graduates of the ABC (America's Boating Course) at Madison High School: Tracy and Lori Rupert of Mansfield Deborah and son, Preston, Rumery of Ashland , of Ashland Tracy, Lori, Deb, and Preston will be our guests at the May Education Picnic. Come, introduce yourselves, and make them feel welcome.

Treasurer’s Report

Due to extenuating circumstances, the official audit

of the treasurer’s books will take place in the weeks

following instead of preceding the annual meeting.

Total income for the fiscal year 4/1/2016 to date is

$3866.79

Total expenses for the fiscal year 4/1/2016 to date is

$3736.17

Income exceeded regular expenses by $130.62.

The Classroom Fund was paid the first of May for

2016 and was paid for 2017 last month. This

effectively took $3000.00 out of the classroom fund

in the same fiscal year to catch up our rent.

Currently, we have $1063.84 remaining in our

classroom fund.

The total in the checking account as of 3/6/2017 is

$15,621.94.

Secretary’s Report

Dear Membership, As I write this from sunny, breezy southwest Florida while I enjoy my annual spring break I must tell you that I miss attending the MPS Annual Meeting. I have attended for many years. I have enjoyed my year serving as your Squadron Secretary. I have attended most meetings to record the minutes as accurately and concise as is possible. When I have been taken away from my duties because of family commitments and such, the capable hands of Tom Etzwiler have fulfilled my duties. I thank him greatly for his assistance and guidance throughout this past year. I have enjoyed the leadership of Commander Lynn and the rest of the MPS Bridge. All have been a pleasure to work with being both co-operative and kind to one another. I plan to see you all at the Change of Watch in April. I have agreed to serve as Squadron Secretary for one more year. I trust it will be as smooth a year as this one past. May all your voyages be safe and smooth ones. Sincerely, Dennis J.Figley, SN

at the Fortman’s house in Shelby It was a positive year for our Squadron and I was privileged to help where I could. Respectfully submitted, P/C Daniel Fortman, AP

Vessel Safety Check Time

Spring is here and now is the time to get your boat ready for your annual Vessel Safety Check, a practice that you should plan for and receive each year. I am writing this article to give you a heads up on what is required to receive a decal and how easy it is!! After reading these articles you will have a better idea of what is required and be better prepared prior to the vessel examiner arriving, and pass the exam with no problems.

Vessel Safety Check Decal Requirements:

Display of Numbers (OH numbers to meet state requirements)

Registration / Documentation. Personal Flotation Devices (PFDs) Fire Extinguishers Required (Number depends

on the length of your boat.) Ventilation Backfire Flame Arrestor Sound Producing Device Navigation Lights Visual Distress Signals (Day & Night) Marine Sanitation Device MARPOL Trash (Required on Boats over 26’) Pollution Placard (Required on Boats over 26’) Navigation Rules (Required Boats 39.4 feet and

over) State and/or Local Requirements Overall Boat Condition: (as applies.) Deck free of hazards and clean bilge Electrical and Fuel Systems Galley and heating systems

Recommended and Discussion items:

(While encouraged, items not VSC Requirements)

Marine Radio De Watering Device & Backup Mounted Fire Extinguishers Anchor & lines for Area First Aid Kit and PIW kit Inland Visual Distress Signals Capacity/Certificate of Compliance

Discussion Items: (as applies)

Accident Reporting – Owners Responsibility Offshore Operations Nautical Charts/Navigational Aids. Survival Tips/First Aid Fueling/Fuel Management Float Plan/Weather & Sea Conditions Insurance Considerations Boating Check List Safe Boating Classes. Now, I don’t expect you to understand everything above. However; on the USPS web site, there is a Virtual VSC on the Vessel Safety Check web page that is under the National Executive Officer. I realize it seems like a lot of requirement, but that is the minimum the U.S. Coast Guard feels a vessel needs to be safe. A vessel Examiner would be happy to answer you questions and make sure your boat is safe. Give a Squadron Vessel Examiner a call and they would be happy to schedule a time to meet you.

Respectfully Submitted: Garry Schroeder, SN Squadron Co – Safety Officer.
