Before you head off to Africa, I wanted to provide a few further thoughts on key issues, including an additional brief note on Somalia, that are likely to be raised during your meetings.

Somalia: Your meeting, in Kenya, with President Sharif presents an opportunity to discuss the recent assistance the United States has provided to help shore up his government during a particularly violent period. As the Somalia interagency policy review remains ongoing, it may prove useful to hear how he feels our most recent support has assisted his government in combating recent attacks -and how he sees that specific assistance connecting to broader efforts the TFG is undertaking to enhance its legitimacy and popular support.

Angola: As you know, Angola has had staggering economic growth over recent years, but the country continued to suffer from high levels of poverty, corruption and military abuses. We need to find ways to expand and strengthen our relationship with Angola, while pushing for progress in the areas of transparency, human rights and good governance. Angola's parliamentary elections in 2008 • its first in 16 years• were deemed relatively fair and free by the African Union, but we should encourage and support reforms in advance of Angola's presidential elections to ensure the independence of the National Electoral Commission and increased space for civil society. Furthermore, we should consider ways we might help the Angolan government to consolidate peace and promote development in Cabinda, Angola's oil-rich enclave that has long suffered from armed conflict.

Democratic Republic of Congo: Addressing the crisis in eastern DRC requires short-term steps to prevent the situation from deteriorating further and to reduce the current levels of sexual violence, but those steps must be combined with a long-term policy to address the conflict mineral economy and dismal state of Congo's security sector. Specifically, the administration should actively consider and commit to the following short- and long-term steps.

1. Help to rapidly enhance MONUC's ability to protect civilians, by providing additional capabilities and ensuring the deployment of the additional 3,000 peacekeepers authorized last December by the UN Security Council.

2. Press the Congolese military and its Rwandan counterparts to ensure they have a sufficient plan for civilian protection before they continue offensive operations against the FDLR rebels.

3. Support non-military initiatives to induce defections and open channels of dialogue between the warring parties, while seeking to cut off the supply chains and local support of the FDLR and other armed groups.

4. Push for the establishment of a regional framework to address the conflict economy -particularly the trade in cassiterite, eolian, gold and wolframite • which finances armed groups and makes war a profitable enterprise.

5. Leverage increased assistance toward real security sector reform, in order to address the regular delays in salary payments, a lack of accountability, and logistical problems in the Congolese military, which have led to a pattern of incompetence, abuses and desertions.

Nigeria: President Yar'Adua's government in Nigeria is increasingly weak and devastatingly corrupt. Yar'Adua ran on a platform of anti-corruption and promised to enact electoral reforms. We need to be press the Yar'Adua administration to take symbolic and substantive steps to demonstrate a renewed commitment to combat corruption and strengthen the rule of law. Appealing to their role on the international stage and as a critical ally on the continent are important aspects of the conversations. Steps the Nigerians could take include bringing greater transparency to government expenditures, renewing the credibility of the Economic and Financial Crimes Commission (EFCC), and reforming the Independent National Electoral Commission (INEC).

On the Delta, President Yar'Adua's recent offer of amnesty to militants should be expanded to a broader peace process that includes measures to address the underdevelopment of the region. We should look at how we might encourage and support such a process, both in terms of diplomacy and resources. In northern Nigeria, the military and police appear to have quelled a series of deadly attacks this week by members of the lslamist militant group, Boko Haram. But the government needs to give serious and sustained attention to addressing the conditions that have allowed Boko Haram to gain ground, including reforming the police and reversing discriminatory policies against "non-indigenes."

Liberia: Liberia has come a long way since its civil war, but there remains much work to be done. The military has been impressively reformed, and now there needs to be the same level of focus given to improving the capacity and professionalism of the police. The UN Mission in Liberia (UNMIL) and the United States should do more in this regard. In addition, corruption continues to be a real challenge for Liberia. President Johnson Sirleaf has committed to address corruption, but she needs continued support and encouragement from all areas of government, including the legislature. One area that deserves particular attention is Liberia's timber sector. The Liberian government and international donors have invested tens of millions of dollars to ensure sufficient guards against future abuse and exploitation, and the progress made needs to be sustained.

SOURCE: Sources with access to the highest levels of the Muslim Brotherhood in Egypt, The Supreme Council of the Armed Forces, and Western Intelligence and security services.

1. After studying their internal polling data from mid-March 2012, the leadership of the Egyptian Muslim Brotherhood (MB) became concerned by events surrounding the presidential elections scheduled for late May 2012, with a second round planned for late June 2012. According to a source with excellent access to the highest levels of the MB, speaking in strict secrecy, two developments are of particular concern to Supreme Guide Mohammed Badie and his advisors: first, and most importantly, they are alarmed by the steady rising in popularity of Hazem Salah Abu Ismail, the candidate of the Salafist al Nour party. Secondly, the MB leaders are studying the decision to pursue the presidency by former Prime Minister, and Chief of Intelligence General Omar Suleiman.

2. According to this source, the MB's polls taken in mid-March 2012 showed that Ismail has closed the gap between himself and independent front-runner Amr Moussa. In the opinion of this individual, Badie and his advisors decided that they could not stand by their previous policy of staying out of the presidential election and carefully selected a candidate. Their concern was generated by their polls in mid - March showing that Ismail was trailing Moussa by only 30 percent to 23 percent; compared to the 40 percent to 6 percent lead held by Moussa in early February. The MB leaders believe that the surprisingly successful parliamentary campaign conducted by al Nour strengthened lsmail's presidential bid. Badie and the Guidance Council selected Khairat al-Shater, whom they see as a relatively moderate figure, widely respected by the lslamist community. In the opinion of this individual they also believe that al-Shater will not raise the concerns of Western business and government leaders, or interim head of state Field Marshall Mohammed Hussein Tantawi, and the Supreme Council of the Armed Forces (SCAF).

3. (Source Comment: Sadie's advisors discussed this situation with their SCAF counterparts during their continuing discreet contacts. The SCAF officers confirmed that Tantawi is concerned over the rise of Ismail, and after some discussion they agreed that they would have no problem with al-Shater as a presidential candidate. For their part the MB representatives asked if Tantawi and the SCAF were involved with the candidacy of Suleiman, who the MB finds completely unacceptable. They also warn that Suleiman's candidacy risks inflaming the liberal/ secular parties who

cannot forget that he was the last Prime Minister under deposed President Hosni Mubarak. The MB leaders also believe that the Salafists are watching the Suleiman candidacy very closely, particularly given the enthusiastic support Suleiman is receiving from the Coptic Christian community, who make up approximately 10 percent of the voting public.)

4. According to this individual the SCAF officers assured their MB counter-parts that Tantawi and Suleiman do not have a good relationship, having been rivals for many years, and that the SCAF is not backing the former Intelligence Chief. They add that the SCAF does not believe that Suleiman has any real chance of winning the election. While they did not reveal their polling to the MB officials, SCAF officers stated in private that their figures show that Suleiman is polling at only about 6 percent of the population. One MB official said that he suspected the majority of Suleiman's support comes from the Coptic Christian vote. The SCAF officers added that Suleiman's candidacy did not come as a surprise, especially since his former deputy Chief of Intelligence, General Hossam Khairallah withdrew plans to run for president shortly before Suleiman's announcement of his candidacy.

5. In the opinion of this knowledgeable source, al-Shater can mount a credible campaign against both Moussa and Ismail. This individual notes that al-Shater has excellent lslamist credentials, earned during the 12 years he served in prison for his membership in the MB during the Mubarak era. He is also one of the wealthiest financiers in Egypt and a master of the Sharia banking system. Since being released from prison he has returned to the leadership of the MB, serving as one of the Brotherhood's three deputy leaders. Perhaps most importantly, al-Shater played a key strategic role in crucial, secret negotiations with the SCAF during 2011. An especially sensitive source noted that he has also managed the development of the MB's economic policy, meeting with the International Monetary Fund (IMF) team that is negotiating a $3.2billion loan with the current military led government. At the same time, al-Shater led senior MB delegations meeting with ambassadors, visiting foreign officials, and international investors.

6. (Source Comment: An extremely sensitive source added that Badie and the other leaders of the MB believe that al-Shater is an excellent spokesman for their moderate lslamist vision: commitment to democracy, the rights of religious minorities, and a free market. That said this source believes he will meet the expectations a majority of the Egyptian officials who have, through the parliamentary election results, demonstrated that they want an lslamist regime to replace the interim military government. This same source adds that al-Shater maintains a reasonable relationship with many of the Salafists leaders, and other conservative groups (Note: This good relationship does not extend to Ismail). That said, in the opinion of this individual, there was a heated debate among Brotherhood leaders about whether to back al-Shater. The final vote in the Guidance Council deciding his nomination was extremely close. The source added that the nomination was opposed by a group led by former MB leader Mohammad Habib, which believes that al-Shater represents the traditional power structure in the MB and will not appeal to younger Egyptians. According to this source, Habib believes that Moussa will eventually be elected president. )

7. A separate source noted that during 2011 and 2012 Badie used al-Shater as his disciplinarian, enforcing the Brotherhood's unified support for the Freedom and Justice Party (FJP) in the parliamentary elections. AI-Shater, acting on behalf of Badie, led the effort to discredit the former MB leader Abdul Moneim Abu al-Futuh, who is seeking the presidency as an independent in defiance of the instructions of Badie and the Council. AI-Shater has gone out of his way to make it clear that he is not personally ambitious, and is taking this step at the behest of the MB. In this spirit, al-Shater did not make a personal appearance when Badie, read the letter in which the new candidate resigned his position in the MB in order to pursue the presidency. According to this source, al-Shater owns furniture and textile stores, a computer firm, and a chain of supermarkets. This source also expects him to emphasize his role as a family man with 10 children.

8. (Source Comment: An extremely sensitive source states in secret that al-Shater is a direct, very serious individual who worked his way up through the MB leadership. AI-Shater began his political career as a leftist student organizer and admirer of Gamal Abdel Nasser. Later in the 1070s, as an engineering student at Alexandria University, he was arrested for his anti-government student activities, protesting President Anwar al Sadat's policy of pursuing peace negotiations with Israel. After joining the MB he was arrested on numerous occasions, the most serious of which took place in 2007, when a military tribunal jailed him for supplying university students with weapons and military training.)

9. This same source notes that while prison terms can bar access to elected office, al-Shater appears to have addressed this with the interim military government, and his candidacy is going forward. At the same time, lsmail's campaign exposed the story that prior to her death, al-Shater's mother moved to the United States and became an American citizen. This could also derail his candidacy, but again the interim Government seems to be willing to allow this to pass. Having decided to field a candidate, Badie plans to use the MB's extensive network of followers to support al­Shater in the first round of the presidential elections scheduled for May 2012.

10. (Source Comment: For his part, Badie stated privately that, while some officials and commentators believe Suleiman will appeal to a desire for stability among many Egyptians, the former Intelligence Chief is not his major concern. He believes that Suleiman is hoping for an increase in violence during the presidential campaign, which will cause people, including officers in the SCAF, to turn to him. Badie believes this is unlikely, particularly given Suleiman's poor relationship with Tantawi. Instead, he believes that the rise of the al Naur party and Ismail presents the most immediate threat to the MB, particularly as the Brotherhood is working to reassure Western government and business leaders that the civilian government that the MB/FJP/al Nour coalition, while committed to lslamist values, will be a responsible member of the World community. Badie is worried that having an al Nour president will embolden the anti­Western elements in the Salafist movement, and complicate this effort.

Lebanese Prime Minister Najib Mikati will be in Paris for the Libya meeting; he is also coming to UNGA {as is Lebanese President Michel Sleiman), although under his current schedule probably won't get there until after S's departure. Mikati, who became PM after Hizballah and its allies toppled Saad Hariri's cabinet, has long yearned for some kind of positive sign from us. He's someone I worked with in Lebanon, during his first term as PM, and in many ways he's easier to deal with than Saad --

I know that there is no time for a bilat with Mikati in Paris, and New York is tight as well (assuming Sand Najib are there at the same timel. But we think there's value in an S pull-aside with Mikati in Paris I

So I propose that S do a pull-aside with Mikati (I can orchestrate it with him earlier) and tell him that there are two issues in particular of real importance to the United States:

-- Lebanon fulfilling its funding commitment to the Special Tribunal for Lebanon;

-- Lebanon not standing in the way or voting against a resolution in New York on Syria.

As of August 30, 2011, the leaders of the Libyan National Transitional Council (NTC) are adjusting to their success in fighting against the forces of Muammar Qaddafi in Tripoli and throughout the country. According to a knowledgeable source, the numerous tribal, regional, political divisions within the 31 member NTC are complicating the process of moving from a revolutionary movement focused on Qaddafi, to a new, established government.

In the opinion of this source, there is a danger that governments of the United States, France, the United Kingdom, and the other major powers will identify allies on the NTC, expediting the formation of rival groups among the council members. These sources believe that Prime Minister Mahmoud Jabril, and General Khalifa Haftar lead a faction that is well disposed toward the U.S. government. Their principal rivals in the NTC

appear to be President Mustafa Abdul Jalil, and General Suleiman Mahmoud, who, in the opinion of one sensitive source have well established relationships with the British and French governments respectively. In light of the dangerous situation that exists throughout Libya, all of these leaders are remaining as discreet as possible regarding their relationships with foreign governments and firms.

(Source Comment: Generals Haftar and Suleiman Mahmoud are rivals for the overall control of the National Liberation Army (NLA). This is the continuation of the struggle between Haftar, and General Abdel Fatah Younis, the previous commander of the NLA, who was detained and secretly executed by NTC security personnel on orders from Jalil. The President ordered this execution after receiving evidence that Younis was carrying on a secret dialogue with Saif al-Islam Qaddafi. Several members of the NTC pressed for Jalil's removal from office after this incident, but he was able to hold on to his position as Chairman of the NTC and President of the new Libya.)

A separate sensitive source adds that, in their opinion, the various leaders of the NTC are well aware of which governments and firms supported them during the rebellion, including the major oil companies and international banks. As the new government takes shape, its leaders will factor this information into decisions they make regarding future business relationships, including oil leases. This source adds that the Libyans will, of course, weigh these concerns against the practical advantages offered by particular relationships with foreign governments and firms. That said, the source notes that the feeling of animosity toward certain countries and firms is particularly pronounced.

In the opinion of this individual, Italy, and the Italian oil firm ENI are in especially problematic positions. Jalil and his supporters are convinced that the Italian government and ENI did not fully support the rebellion against Qaddafi's rule, hedging their bet against the contingency of a victory by the old regime. According to this source, the recent meetings in Rome between Prime Minister Jabril and Italian Prime Minister Silvio Berlusconi did not produce the definitively positive results the Italians had hoped for.

(Source Comment: According to a very knowledgeable source, the Italian government and ENI found themselves in an impossible position during the rebellion, with much of their investment in Libya located in the Western part of the country, which was held by Qaddafi's forces throughout the fighting. This source believes that in the end, given the longstanding cultural and political links between Italy and Libya, the NTC will have positive business and diplomatic relationships with Rome, however; given their frustration over the Italy's role in the rebellion, the Libyans can be expected to demand highly favorable terms in any future business dealings with Italian firms. This source adds that while U.S., British and French firms will most likely have positive positions under the new government, the final details of any major business arrangement will be subject to serious debate in the NTC. This is particularly true in terms of contracts related to the oil industry and international bank. )

In addition, during the afternoon of August 28, 2011 sources with direct access to the highest levels of the NTC stated in confidence that the new Libyan regime would resist efforts by the United States and its allies to arrange the extradition to any country of the convicted organizer of the Lockerbie bombing, Mohmed Ali al-Megrahi. In a private discussion, these senior NTC officers reacted forcefully to questions regarding this

possibility, pointing out that such a move "will never happen, and even so, Megrahi was just a captain in the Libyan Mukhabarat (Security/Intelligence service)." They explained that as a captain he was of no particular importance and was "just following Muammar Qaddafi's orders." This matter has been discussed at some length within the NTC. These officials stated that many NTC members blame the Bush administration for accepting $2. 7 billion in "blood money" as compensation from Qaddafi for the Lockerbie bombing. One particularly senior official said that act "dishonored the dead" and caused the Libyan people to "lose respect for America," especially after the U.S. Department of State lifted sanctions against Libya.

At the same time, these individuals added that the International Criminal Court (ICC) was in contact with the leadership of the NTC, requesting that Muammar Qaddafi, Saif al-Islam Qaddafi, and other senior officers of the regime be turned over to the ICC for prosecution when they are captured. Speaking in strict confidence, the NTC officials replied that Saif al-Islam and any other officials would, if capture alive, be extradited to The Hague for trial. However; they added that a majority of the NTC had decided that Muammar Qaddafi would be held for trial in Libya if he is captured by forces under the direct control of NLA central command. That said, they added that it was very likely that if Muammar Qaddafi is captured by one of the regional militias that make up the bulk of the NLA, he will be summarily executed. The ICC representative protested this stance but was rebuffed.

The attached is a two page description and request for State Department support (at a high level) for a satellite channel that would allow Syrians to talk to Syrians in a citizen-controlled format. I am working with the Syrian Support Group to help get this off the ground; they have talked to BBG, which is enthusiastic. We also have made contact with the Swedes. This is a great opportunity to take 21st century statecraft to a new level. It might not go anywhere, but we will not have lost much, and if it worked it could have a real impact. Alec will be sending this up through regular channels as well, but I thought it would make good plane reading! Travel safe (we may be looking at a week without power in central NJ), but a look at your schedule puts it all in perspective!)
