Postal Holiday Deadlines
The postal holiday season runs Nov. 14, 2015 to Jan. 2, 2016. Customers may make
appointments for holiday mailing by calling their servicing Army Post Office during the
hours that the APO is open for business. Appointments will be made for the one hour
period before the APO opens for business. Mailing Deadlines:

Postal customers can complete their customs forms online at www.usps.com under the
“International” tab when they click the link titled “Complete Customs Forms.” Online
customs forms are also available under the Click-N-Ship option.

The decision to cancel or close operations is made by the garrison commander after he
has been informed of the current road conditions by the director of Emergency Services,
based on Military Police patrols.
Military Police patrols access only installation roads. Roads in the surrounding local
communities outside of the installations, including bus routes, are not assessed or
reported on by the MPs.
Announcements regarding service member and employee work-reporting instructions
during times of delayed or closed operations only apply to the garrison organizations and
its workforce, the Logistics Readiness Center and Department of Defense Dependents
Schools.
For those who work for U.S. European Command, U.S. Africa Command, Special
Operations Command Europe or other organizations, work delays and early releases are
only authorized by their leadership.
Individual drivers should access the safety of their travel routes and should contact their
chain of command if they feel travel would be unsafe.
Use Facebook, AFN, or the weather hotline as the first source for road condition
information, instead of calling the MP desk to keep emergency lines open.

Travel Advisories
Travel restrictions are in place for personnel/dependents for travel to certain areas in Europe.
Personnel should check in with their individual commands for specific travel restrictions.
Panzer Cobblestone Construction Update
The estimated completion of the cobblestone road on Panzer Kaserne, alongside building
2915 (ACS/USO) to the school tunnel intersection has been extended to Dec 11.
Army – Navy Game TBD
USAG Stuttgart Soldiers will take on Sailors and Marines in Stuttgart’s official Army-Navy
flag football game on Patch Husky Field on a new date for the previously scheduled rained
out game – to be announced soon! All ID cardholders and their guests are invited to join in
the stands to view the game, and cheer on our service members.

Passport Appointments Now Online
The Stuttgart Passport and SOFA office online appointment system and updated office hours
began Nov. 16. U.S. Army Garrison Stuttgart’s Passport/SOFA office will service customers
during the following hours: Mon, Tue, Thu, Fri. 8 a.m. to 3 p.m. and Wed. 1-3 p.m.
A new online appointment system *CAC access only, can be found on the garrison website
passport services page: http://www.stuttgart.army.mil/services-passports.html.
Passport and SOFA office is located on Panzer Kaserne Bldg. 2915, Room 314.
Healthcare: Open Season
Through Dec. 14 is open season. Department of Defense civilians have the option of
adjusting or changing healthcare plans.
Combined Federal Campaign – Overseas Extended
Through Dec. 4: The 2015 Combined Federal Campaign Overseas has been extended. The
CFC is an annual workplace giving campaign. This year’s theme, “Give because you care!”
encourages participants to contribute to their favorite charities. Up to 6% of campaign gross
is returned to the overseas installations Family Support & Youth Programs which is then
used to invest in better quality of life programs for service members, their families, and
federal employees.

SCSC Scholarships Open
Applications for Stuttgart Community Spouses Club Scholarships for the 2015-2016
academic year are open for eligible applicants including all high school graduating seniors,
continuing education students (college students not older than age 23), and spouses. SCSC
Scholarships are merit based awards. The selection process is based on academic
achievement, extracurricular activities, community leadership, community service, work
experience and a personal essay.
Applicants must be ID card holders sponsored by an active duty member, government
civilian, or contractor within the Stuttgart military community. See application for complete
eligibility requirements on the SCSC website, www.stuttgartspousesclub.org. Applications
may also be picked up at the Stuttgart High School counselor’s office, Army Community
Services, Patch Thrift store, Education Center and on-post library.

Christmas Markets in Germany, Europe
The Stuttgart Christmas market is now open in downtown Stuttgart through the end of
December.

Tubingen Chocolate Market
Dec 1-6: Tübingen’s International Chocolate Festival, or “chocolART,” is Dec. 1-6
throughout Tübingen’s downtown area and is the largest chocolate festival in Germany.
Chocolates can be sampled throughout the event. Chocolate making classes and activities
for adults and children
Open Tuesday Dec 1 from 1-8 p.m., Wednesday to Friday from 10 a.m. to 8 p.m.,
Saturday from 10 a.m. to 11 p.m., and Sunday Dec 6 from 11 a.m. to 7 p.m.
Letters from Santa
Through Dec 6: Make this year a Christmas to remember by sending your child a letter from
Santa Claus. Visit Santa’s Post Office located at the entrance of the Panzer Main Store and
select from a variety of colorfully decorated letters. The letters and envelopes are free of
charge—all you supply is the stamp. Once the envelope is sealed, home-addressed and
stamped, simply drop it into the mail box located on the side of the letter distribution center.
Deadline to post letters is Dec. 6 as collection will take place the following day.
The letters will be sent to Santa Claus, Indiana where they will be processed through the
official Santa Claus Post Office and receive the magic postmark. A few days later, your
children will be thrilled to receive a letter from Santa.

Army Community Service Angel Tree Program
Through Dec. 18: The Angel Tree is on display at the Panzer Main Exchange. The Army
Community Service (ACS) Financial Readiness Angel Tree Program assists military families
from all branches of service (E1-E5 and below and civilians GS6 and below) who are
experiencing financial hardship during the holiday season. The tree provides gift cards
donated by community members for children in these families so families are able to
purchase appropriate or needed items at the holidays.
Community members wishing to assist a family in need can: select an envelope from the tree,
purchase a gift card, place the gift card in the envelope, turn the envelope and enclosed gift
card in to Customer Service in the Exchange.
As of Nov. 24, there arenominations for over 100 children on the Angel Tree.

Now is the time to schedule your annual Army Substance Abuse Program face-to-face
training and Unit Risk Inventories. ASAP is ready to sync their calendars with your unit
training schedule to minimize on calendar conflicts and maximize on efficiencies. Unique

The Stuttgart Community Spouses Club is hosting a cookie drive to help bring a little piece
of home to our single and unaccompanied service members over the holiday season.

Schools, Patch Middle School and Stuttgart High School.

Single & Unaccompanied Service Members Christmas Dinner
Dec. 17 at 6 p.m. single and unaccompanied service members are invited to celebrate the
season with a family style dinner and gifts to ensure that everyone feels a sense of home this
holiday. The USO gathers over 100 service members to enjoy a traditional holiday feast
complete with games and gifts for all. Don’t let transportation or living on a different base

Civil Air Patrol Weekly Meetings
Civil Air Patrol meetings are held every Tuesday at the Religious Education Center on Patch,
from 6-8:30 p.m.
The Civil Air Patrol program is an auxiliary of the U.S. Air Force with three primary mission
areas: aerospace education, cadet programs, and emergency services. The CAP program was
established on Patch Barracks back in July 2010 by BGen Frederick Martin.
