OPERATIONS SECTION:

OUTBREAK MITIGATION: Identify the COVID-19 spread, including clusters; track any lab confirmed cases and determine

potential exposures. Identify the spread of COVID-19 in long-term care and community living facilities and provide infection

control guidance and resources to those facilities. Input data from Epi into existing systems; WDRS and Redcap surveys.

Currently there are 17 confirmed active outbreaks in the general business community – these outbreaks meet the

definition of an outbreak and have had active cases within the last 28 days. Additionally, there are 7 Long Term Care

facilities that have active outbreaks

The Epi Outreach team will be working to catch up on pending investigations as the frequency of new cases in the

active outbreaks is beginning to slow down

BFHD Health Officer issued a letter to Benton and Franklin County School Superintendents stating that the case

counts in Benton and Franklin are well above the metrics beings discussed for schools to resume in-person

instruction. Dr. Person stated she does not recommended schools in our area to reopen in the fall with in-person

The schools team will be consulting with other Local Health Jurisdictions to compare notes, lesson learned and ideas

about school plans

Schools during the COVID-19 Pandemic

Governor Inslee has issued new graduated re-start plan guidance for Long Term Care Facilities. A facility cannot move forward a phase in the long-term care plan unless the county it is located in has advanced to at least that phase in the Safe Start plan. For example, Benton and Franklin are in a Modified Phase 1 so our LTC’s cannot move beyond Phase 1 in the long-term care plan before the county moves forward in the county Safe Start plan. EPIDEMIOLOGY AND CARE COORDINATION:

Care Coordination Team working with organizations like 2nd Harvest, Walgreens, and Kroger to provide care boxes of

food, hygiene items, and cloth masks (both child size and regular size -provided by Emergency Management) to

people who have identified as needing assistance while in Isolation or Quarantine

COMMUNITY TESTING:

MTI conducted “Pop-Up” COVID Testing at Kurtzman Park in Pasco on Wednesday, August 5th administering

approximately 55 tests. MTI conducted testing in Connell at Pioneer Park in Connell on Thursday (numbers of tests

administered were not available at the time of the SitRep)

The National Guard and BFHD continues testing at both the Toyota Center in Kennewick (back side accessed from

Grandridge Blvd) and the HAPO Center (TRAC) – No appointments and bring Insurance card - if you have coverage –

if not insurance is not required. These drive thru testing sites are available to all residents and do not require a

physician’s order to receive a test. Those that need a “free” test can still get a test. Both sites will operate Tuesday –

Saturday 7:00 am – 12:00 pm. To date The National Guard has administered 9,602 COVID tests. 4,650 At the Toyota

Center and 4,952 at the HAPO Center.

The National Guards mission at the HAPO center has been extended until Dec 15, 2020. The Toyota testing site will

be closing next week on August 15th and relocated to another area of the state per WA DOH request. Beginning next

week, the times of operations will change to 7:00 am to 1:00pm

The approximate positivity rate from the National Guard Testing sites is 15% - PLEASE NOTE that if a person has

previously tested positive “re-tests” through the National Guard site and is still positive they are NOT counted as a

new case – this does NOT add to our case count

TRAINING AND VOLUNTEERS Develop and administer volunteer training and coordination to supplement current staff as

needed.

COMMUNITY RELATIONS / PUBLIC INFORMATION: Keep our community informed and educated; providing accurate

information. Maintain our call center and website; providing updated information. Develop and maintain media products for

the weekly press conference.

On Wednesday 8/5/20, Governor Jay Inslee announced he is recommending most schools in Washington state to consider enacting distance learning when school resumes this fall.

o For high risk counties, Inslee strongly urges distance learning for students at every level, with limited in-person options for students with disabilities. High risk counties are: Benton, Franklin, Chelan, Douglas, Yakima, Grant, Adams, Walla Walla, Columbia, Klickitat, Kittitas, Kitsap, Pierce, King, Snohomish, Mascon, Pacific, Skagit, Okanogan, Stevens, Pend Oreille, Spokane

o Moderate risk counties are recommended to provide distance learning for middle and high school students, with in-person learning for elementary school students and those with disabilities. Moderate risk counties are: Clark, Cowlitz, Grays Harbor, Thurston, Lewis, Clallam, Island, Whatcom, Skamania, Ferry, Lincoln, Whitman

o Low risk counties may have a hybrid model incorporating both distance and in-person learning for middle and high schools, and full-time in-person classes for elementary school students. Low risk counties are: Jefferson, San Juan, Garfield, Asotin, Wahkiakum

Secretary of Health John Wiseman has approved an expansion to our Modified Phase 1 to include Curbside Library

services effective as soon as the libraries are in compliance with the plan requirements.

o Prior to reopening operations for mail and curbside pickup, libraries are required to develop a

comprehensive COVID-19 exposure control, mitigation, and recovery plan that conforms to the

requirements of this document. The plan must include policies regarding the following control measures:

PPE utilization; on-location physical distancing; no-contact material returns; hygiene; sanitation; symptom

monitoring; incident reporting; disinfection procedures; COVID-19 safety training; exposure response

procedures and a post-exposure incident project-wide recovery plan. A copy of the plan must be available at

the location for inspection by state and local authorities. Failure to meet planning requirements may result

in sanctions, including forced closure of the location
