Executive Summary
On April 30 and May 6, consultants Ben Johnson II and Dr. Darryl Adams conducted meetings
with district stakeholders representing three different groups associated with the Hacienda La
Puente Unified School. The consultants received input from approximately 50 plus individuals in
these groups. Input was gathered regarding the selection of a new superintendent for the Hacienda
La Puente Unified School online as well. There was one response in Korean, three responses in
Mandarin, four responses in Spanish and English 277 responses.
Outlined on this page and the next two pages is an Executive Summary of the major themes
expressed by the participants at these sessions. Following the Executive Summary is a
compilation of all the input received from these groups and individuals in response to the four
questions asked of each group and participant. The final section of the report will consist of
responses by individuals who completed the online survey and responded to the same four
questions.

which compete in the Science Olympiad and Academic Decathlon competitions.

3. What are the most significant district, community or state issues the selected
person will face and need to deal with in order to be effective immediately? (This

Proud of the cities, economic differences, diversity, community closeness, three unique
communities, small town feel, home town feel, parades, big fireworks show, Celebration on
July 3rd, generational families, Buddhist Temple, nice parks, varying home prices, various
houses of worship, friendly people, high achievers, close to shopping, theme parks,
togetherness, opportunities, close knit families, organizes and rallies together for things,
many employees live in the community, Activist groups, museums, nature areas, community

Majority of schools are golden award winners, academics, multicultural programs,
immersion programs, diverse, staff, great students, hard working employees, academies,
many employee are products of the schools district, playground equipment up to date (special
ed. Friendly), Modernized stadiums, 100th anniversary La Puente HS, music program, strong
alumni foundation, positive athletics, traditions, community service, great special ed facility

CSEA does not trust district, CSEA is not being heard & not treated respectfully, low overall
total compensation, negotiation in bad faith, lacking of transparency, support has declined,
people not held accountable, Hacienda/La Puente Movement formed due shed light on the
lack of transparency in the District, Recall effort on four Board Members, District moving to
Trustee Areas, Poor communication, Community not being heard, Funds for the Bond not
spent in a timely manner, low employee morale, reactive, high number of lawsuits,
community feels there are significant financial issues in the district, CSEA has experienced
major cuts and staff reductions, things done because of egos not the right thing, long term
employees leaving the district, racial tensions between different groups within the
community, poor planning (COVID is another example), CSEA does not received equitable
professional development, A merit district (3 commissioners)-District violated their process,
cooperation between community sports and school district had declined

A lot of projects, historical, very political, lack of equity in allocating resources, community
strongly influences Board decisions, lack of transparency, impression that everyone has an
agenda, district has low morale, key issued not share with community, declining enrollment,
understanding the skill of upper management, Is the District structured properly, poor
communication, information not always accurate on social media, SEIU are team players,
SEIU wants to partner with the District, all employees are not treated equitably, concerns that
many decisions are driven

homegrown left within the last two years; need for special office to better understand the

communication is a significant problem in The District; divide between North and South side
of The District; Equity issues; different messaging throughout the district; lack of ownership

HLPTA's Official Response
1. Good Things About the Community
The Hacienda/La Puente Community has residents that have lived locally and attended our
schools for generations with many becoming employees of this district. This community is
diverse economically, ethnically, linguistically, and in age. The diversity is represented by
several advocates who provide voice to important concerns, issues, and things to celebrate
happening in and around the community and school district. When engaged, the
Hacienda/La Puente Community turns out to support HLPUSD and each school site. One
big positive about this community is the energy available to be tapped into so we can all
move forward together building stronger institutions that are increasingly more representative
and beneficial to our students.
2. Good Things About the District
Hacienda La Puente USD has a community of educators that are deeply committed to the
success of all students and are passionately willing to advocate for students, families, and
staff. HLPUSD has been transitioning over the years to a model for labor-management
relations, knowing we can make better decisions and accomplish more together when
professional voices are respected and included. This district has been evolving over the years
to engage guardians of students and community leaders to address challenges and achieve
greater outcomes. It is a good thing that the district and community acknowledge there is
more work to do, but we will get there together. The staff of this district, certificated and
classified, are committed because many grew up and attended schools, lived in this area, or
specifically chose to work for this district.
HLPUSD is financially strong and has been determined to spend money to invest in students'
learning environments and opportunities, professional staff, and making schools safer.
HLPUSD reflects the diversity of our community and builds programs to meet the needs of
students. From the amazing Child Development and Adult Ed programs to our PreK-12
schools, along with our specialty offerings in advanced classes, special education, Career
Tech Ed (CTE), New Pedagogies for Deeper Learning (highlighted worldwide), STEAM,
Robotics, and so many more!
Our nursing staff, speech language pathologists, psychologists, and support staff are some of
the best, most committed professionals.
HLPUSD does amazing work with our foster youth!
Classified staff are awesome: bus drivers, custodial, secretaries, food service, and more...
they tend to have long histories with the district and want the best for students and families.
Annie Bui as our CBO has been key to HLPUSD staying financially sound and helping the
district survive stormy waters.

3. What should the candidate know before coming to Hacienda La Puente?
The district is a labor-management district that has been transitioning for years to embed this
systemically to last beyond different changes of leadership on the labor and management
sides. Under previous leadership, there has been a culture of distrust from administrators to
district leaders, lack of accountability, disrespect of professional staff, lack of transparency
and communication, as well as an entrenched culture in management to distrust labor and
vice versa.
The community has cyclical economic issues that impact our students and families. There
are related challenges of gangs which can spill onto our campuses. There are leaders in the
community and within our staff that are dedicated to working together to address these
challenges.
HLPUSD has a very weak HR department that continues to fight against the will of the
Board and Superintendent which is emphasized because the Asst. Sup. of HR is also the
public information officer. The staff, labor organizations, and community feel a huge lack of
communication, process, and humanity from HR. The current Asst. Sup. of HR is stuck in
the former world of just give directives and expect people to fall in line and do. That does
not fit the culture of HLPUSD and continues to create roadblocks to moving forward.
There have long been questions of equity within our district from the south Hacienda Heights
side to the north La Puente side. Rather than engaging in honest dialogue, the district will
continuously deny it leading the community & staff and the district to talk past each other.
HLPUSD has educators that are willing to follow strong leaders committed to a vision they
can articulate and be willing to be accountable to.
4. What are the attributes, characteristics and traits you want from your superintendent?
The next superintendent should work to create a clear vision and mission to achieve it with
the board and staff. The person must be able to articulate their vision, be transparent, and
have the ability to communicate to different stakeholder groups (students, guardians,
community leaders, labor, and management). The person should have an understanding of
how to ensure equity, celebrate diversity, bring stakeholders together, and empower people.
The individual should seek to see and include staff as professionals in their specific roles
while respecting the value of the labor associations in the district to act on behalf of our
membership. The next superintendent must be committed to continuing to expand and
deepen our labor-management relationships. The person should have experience and a
history of working with labor associations, HLPUSD has been part of TURN (Teachers
Union Reform Network) and LMI (Labor Management Initiative) for years. We have been
seen as a model in many ways with district leaders and HLPTA presenting together at these
conferences.

The next superintendent should see all of our students for their potential and our community
as partners to achieve. The person must respect the history and culture of the community
while acknowledging changing demographics.

resource to guide schools in adoption of science curriculum or any curriculum for
example.) Research and look for ELD programs that demonstrate based on
quantitative/qualitative data that help ELL students show growth in English. (Current
program may not be providing the support needed).
• Often times it's difficult for science teachers to get funding for class and lab supplies.
When there is funding it's usually very limited and takes a long time to go through the
system. So if I see a great idea online and want to try it next month, it's very unlikely that
I'll get funding in time to support that great teaching idea.
• All decisions need to be centered around what’s best for the kids, whether financial,
academic, or extracurricular.
• Special education is under attacked by greedy lawyers and advocates. Parents were
informed with incorrect information by the greed lawyers and advocates.

• I would want our superintendent to know that our community has missed a hands on
authority for quite some time. Not since have we seen any interest in our community
from a superintendent. Since 2013, most teachers, students, or parents couldn’t even tell
you the name of our superintendent. We need a leader who knows the people they will be
serving.
• Equity has become an issue within the community and this has been divisive. Groups
with different interests have formed and developed active campaigns against one another.
• The district needs special education to have more uniformity. Currently the high schools
can improve how they write goals, plops, and monitor progress.

hacienda heights area kept and provided more resources .

closures. That teachers are generally dissatisfied because we do not feel that there is
anyone at the top with classroom experience who understands our needs. There is a
disproportionate racial make-up at certain high schools, that leads to favoritism from the
board. we are losing students to outside districts because there are few/no programs with
training opportunities (auto shop,agriculture, culinary arts, etc.) at our high schools, nor
are the students provided with laptops.
• 1. There has been a decline in district leadership attendance at various VAPA events
across the district. 2. There is a lack of organization, across the district, with various
VAPA departments, with individual teachers being responsible for organization,
communication, and funding. 3. With these trying times regarding funding,
transportation is a nightmare from the sites perspective: widely varying rates, limited
options, limited access, funding inadequacies. 4. This district, seems to have K-8-
focused tenancies, that cause K-8 sites to not have the vision for the big picture. Support,
from district, seems to lack for the high schools with regards to planning, instruction,
facilities, and curriculum alignment because they seem so focused on K-8.
• The teachers are not respected or compensated as much as they should be by the board.
• The dysfunctional nature of the those that are in charge at the DO, they work for
themselves and not the schools they serve. They are far out of touch and have forgotten
what is it to be a teacher.
• During this pandemic, classes should be kept cleaner and all bathrooms (disinfected) .
• An important asset for anyone in position of leadership is empathy and compassion. To
possess this way of being, any leader will be able to look at any issue or challenge with
the eyes and heart of the collective and individuals. Our district is not so very different
from others. We have different socioeconomic levels--How do you ensure meaningful
learning for all groups of students? We have families of different culture, background,
etc. How do we serve students that come with their own experiences and truths? How
does a district build a true active communication/collaboration with families and homes
so that every member can feel heard and cared for?
• Adult Education is a needed and helpful community resource that should not be
overlooked or undervalued. Students looking to advance in their careers as well as
complete their education need these resources.
• Our district is big and there is a wide span of needs within the quadrants.
• The classrooms need updating. Most classrooms are original 1950's and students have
been unkind to the classroom lab tables for decades.
• Learning gaps between asian and hispanics. Lack of CTE courses at the high schools that
support fields other than STEAM. Perceived mistrust of certain groups of leadership and

low performing students with tough situations that prevent their success in school, but we
also have high achieving higher socio-economic students. they all need support in
varying degrees to continue to be successful and have services offered and available to
them to address their specific needs.
• Trust issues, admin have taken advantage of teachers who did not get permanent
positions for many years, teachers are still teaching combo classes to save money but
impact on student learning severely compromised, teachers get overloaded with new
programs to implement
• The treatment of teachers. Working with the teachers union for equity. Being transparent
regarding issues as they arise.
• The district and the teachers' association have had a fairly strong working relationship
that includes much respect. It is my expectation that an incoming superintendent is not
only open, but welcoming and excited about working with our associations. It is my
expectation that a superintendent will want to get to know all areas of the district, the
different communities.
• It would be nice if the superintendent has years of experience in the classroom so she/he
can see how challenging it is to be a teacher.
• The need for Academic TOSAs at all sites district funded. We also need full time
counselors at all sites...later sites may need more.

help them to understand what their children are doing and learning. They need to have
tools to help their children.
• There are technology and language barriers that prevent parents from being fully
engaged. Some parents are not as involved due to immigration status. When the District
goes to a digital platform to push out information to parents, many will not receive it and
some will be unable to read it due to their lack of education. Many children serve as the
"bridge" between home and school. Although parents are supportive of the idea of their
child getting a good education, it is often not supported after school hours due to work
and family situations. Sometimes the priorities of parents defeat the incentive of the child
to do well academically.
• She or he should make the equal distribution of resources and educational opportunities
throughout the district a priority.
• all of our district kids and families come from all sorts of backgrounds and economic
levels. I hope that the superintendent understands how different all of his/her students are
across the district. there is a huge difference from one side of the district to the other.
• Discipline is a major issue impacting academic success. While this is true throughout the
state and nation, that does not mean that this is an issue that should not receive the
highest priority in the district. One student with issues can disrupt the education of an
entire class, and that must be stopped. Additionally our facilities are outdated and
dilapidated. They must be renovated. Our district needs to expand and improve SPED
services.

• Most adult school teachers don't have permanent positions, and it is hard to recruit good
teachers. Especially, we need more teachers who can teach online at this difficult time.
• Career Technical Education is a critical component of a broad and deep school
curriculum that helps prepare all students to be career and college ready. How will the
new superintendent support meeting LEA district LCAP requirements of: Conditions Of
Learning, Pupil Outcomes, Engagement, College and Career Readiness and Success, and
Professional State Leadership in CTE as it relates to Career Technical Education in
HLPUSD?
• There is a lack of equity in our high schools, in particular WoHS. We have struggled to
get our students to attend WoHS when WCHS is equally close and offers so many more
programs than WoHS. We need to be able to compete with other districts if we want to
keep our students.
• Recovery from Covid, of course. Support for certificated, classified and community as all
need to work together.
• There are many conflicting agendas within the district office, and quite often they are
disconnected from the schools or communities they serve. While public education strives
for equality and equity, far too often a "quick fix" or "one-size-fits-all" solution is
implemented without thoroughly thinking out the nuisance and repercussions rippling
across diverse school sites.
• Facilities need a major upgrade.
• #1 - Our declining enrollment issue. Hopefully, the superintendent can bring in "out-of-
the-box" strategies to help address this.
• Updating our virtual learning strategies. In case of another pandemic or if this pandemic
is extended into next school year.
• It would be nice if the superintendent has years of experience in the classroom so she/he
can see how challenging it is to be a teacher.
• Teachers take on a lot of work, there is no need to add to teachers workload. We want
equality across the District.
• Students at our schools should all have the same opportunities to succeed and learn. If
one student has an opportunity, then ALL students should have an opportunity.
Administrators should all be held to the same standard of leadership. Employees should
be treated equally at all sites, and should not be subjected to the "discretion" of the
leaders opinions and directives. For that matter, it should not be allowed. Too much
time is spent by too many people dealing with issues that should have been allowed to
arise in the first place. It creates undue stress to all involved and takes away time from
proper teaching (and leading) for our students. Consistency across the board. If one
teacher is being held accountable for something, then all teachers should be held
accountable (to a certain extent) And, if teachers are held accountable, then proper
training and follow through should be required by the district and admins. Teachers
should be given the opportunity to make suggestions on what their school community
needs when it comes to the leadership of the school. Especially when a school has a high
turnover of admins. Teachers/staff need to have an anonymous opportunity (yearly) to
suggest or comment on student/school needs and/or concerns that have arisen throughout
the school year. Yes, many teachers and staff may be opinionated and it would be
somewhat subjective, but many facts are facts, and some may need to be addressed.
Schools should be inviting from the outside. Every one of them. If an admin. is

being assigned to a school, they should WANT to be there in that environment. Not just
sent there. The admins assigned should be WILLING and able to take on all of the
responsibilities of that school, no matter how long they may or may not be there.
• Some families are still struggling with technology, being a lack of device, high-speed
internet, or the necessary skills to utilize their device. Communication will be difficult.
Many teachers also lack the skillset to operate online learning with confidence.
• How corrupt the last Sup and the Board are. How fed up the staff and community are!
• The superintendent should definitely be aware that her/his presence is welcome at all
school sites. She/He should be encouraged to visit and make strong connections with all
school staff.
• To balance the needs from different areas of our district. The needs change from one side
of the freeway to the other.
• The board has not always been transparent with their stakeholders. There HAS to be
100% transparency in order to gain the trust and respect for this position.
• The superintendent should be familiar with the history of the district, the geography of
the communities, the demographics of each school, the programs in place, and the
current tensions and their causes between stakeholders.
• There is a severe lack of resources and training provided to teachers with regard to
special education. Because of this, there are likely significant liabilities with regards to
IEP compliance. General education teachers ask for help, special education teachers ask
for help, school site administrators ask for help but the special education office provides
no quality special education training or support.
• Being culturally And social -economical competent regarding the community of La
Puente. Be realistic and understand that schools , students, parents , and community
writhing La Puente are not represented equitable fashion in comparison to schools within
Hacienda Heights due to the differences of ethic and social- economic demographics. It

student and parent participation among community events within schools i.e. ELAC/SSC,
open house, back to school nights, parent conferences. In addition , student mental health
must be a priority. student’s mental health must and well being must be supported the
student will engage and flourish within their academic setting. Students within the City of
La Puente have experience intense trauma.
• Some schools are badly funded and badly led. There is a discrepancy within the schools
in the district.

our students and parents. The office manager is the most welcoming and friendly office
manager in all of HLPUSD; students, parents, teachers, district TOSAs, and other district
employees always mention they love visiting our school because the office manager is a
great representation and reflection of what our district should be. She is the only one who
works in the office. She represents the hope of what HLPUSD should be - integrity, trust,
and acceptance to all. After you receive a welcoming visit from her, you then see a
continuation of great service from the teachers, custodian, cafeteria workers, instructional
aide, and site-supervision aides. This has been happening for the last 6 years at this
school regardless of administrator/principal.

about 4 hours for a simple drug screen, 2 of which have been waiting and another hour
for the employees ( 4 or 5 ) to figure out exactly how to handle the procedures. Might
be the cheapest option in the area but it's definitely not the BEST or in the AVERAGE of
what a medical doctor work related clinic. I'd recommend looking for a different more
trustworthy and cleaner place. If the new Superintendent or anybody in the HR dept
deals with this place PERSONALLY would know exactly what i'm talking about.

classified employees. Are their bad apples? Yes....on every tree....but most classified

district. I have worked at several districts and HLPUSD administration is by far the most
unprofessional and dismissive toward their employees. The new Superintendent needs
to be intentional about working collaboratively with classified - as well as certificated
and management.

very one is just looking out for their own. I hope the new supt can bring back the family
feeling were the students, parents and employees feel united. This is a great district just
needs more unity.

we have open more green spaces, schools are being improved, I don't see as much

• As a former student (2017 grad), HLPUSD has some of the finest teachers and
maintenance staff in the area pulled from a variety of nearby communities. Although
there are clear inequities in how things are being run by upper management between the
schools, the teachers and classified staff pour their heart out into teaching and making
sure the area is clean and the students feel safe. My first school, Shadybend Elementary,
was closed by the district in order to save money for a future project, but it had the most
devoted and passionate individuals who helped me develop as a child. If there is any
stakeholder that should be considered the most, it should be between the teachers and
classified staff - they are on the front lines at every school. Again, I cannot stress
enough how great these individuals are and I truly hope you choose to value their input
more than the administrators and elected officials who are looking out for their own self

should have great communication skills and be inclusive of all communities including the
area residents (tax payers). Previous superintendents have not had the skill set necessary

leadership level. There have been too many unnecessary lawsuits. The new facilities

leader has be able to prioritize projects and be able to communicate with the residents,
parents, teachers etc. As a community we have not been happy with the facilities leader
and Human Resources. The new superintendent need to analyze whether the district
needs many consultants or hire leaders that can do the job.
• Holding students and parents accountable for unacceptable behavior in the classroom;
especially in middle and high schools. As a substitute teacher for twenty years, I'm
appalled at the lack of leadership when it comes to reprimanding disruptive behavior in
the classrooms. This include phone usage, student dress, language on campuses. In
order for there to be academic excellence, there needs to be appropriate conduct. The
majority of students not to have to tolerate poorly behaved students' antics. If a child
cannot contain themselves in the classroom, they should not be allowed back to class
until either the district or the parent can rectify the underlying issues that accompany such
behavior. Enough already!
• In every place there is a sort of divide, I think that the new superintendent could focus
best on unity of this divide, build more bridges if possible. Focus on a 'we' not a 'us vs
them' model.
• La Puente High School and Workman high School always get neglected and all the
money goes to Los Altos and Wilson High School. Not fair!
• Our district has a lot of caring people that work to help students, but the leadership is
really lacking. The people in charge form clicks and mistreat staff, students and parents.
There is a lot of corruption and politics and this district and we need somebody who
understands our community and is heavily involved with the Latino demographic. We
need more people that speak Spanish to relate to our community and to our students and
immigrant students. The district doesn't like to pay overtime but they ask staff to work for
free. As well the district doesn't like to provide laptops to classified staff but they expect
them to do work from home on their personal computers and cell phones. Teachers have
a very supportive union but classified staff does not. And when classified staff ask for
help they are mistreated further. We need somebody that will support our students and be
fair and impartial.
• Money should be monitored closer so it is spent in the Same areas the state intends it to
go to when issued.
• There is so much going on in this district that it would be simpler to reduce it to
simplified phrases: Building a $50 million+ school to improve Wedgeworth from K-5
to K-8 You will hear about how this is too much money from one camp, how it removes
the fields and congests traffic from another, and how bad the conditions are right now
from a third group - the board has been looking to go through with this project without
looking to compromise (improve conditions and keep it a K-5, expand Bixby [down the
street] from K-5 to K-8 and rename it Wedgeworth, go through with the Wedgeworth
expansion but do not build condos, keep the expansion but do not build temporary
instruction in a way that reduces the current fields etc) Uptick in general racism That
controversial project has led to disgusting words said about people of Asian and Hispanic
descent. The fields are something that the Hispanic individuals feel is important as they
were there for years, and a safe new school is something that the Asian individuals feel is
important because their children receive a quality education at Wedgeworth. Neither side
wants to part with their land, but the board is opting to move the three-four fields
elsewhere (cutting down on field space in the process) to build the school. The fairer

solution is to keep the field and rebuild the school to a safer K-5 (nonportable) or kick
both out of that area (and maybe make it a county park) so that nobody is "favored." By
taking an action here, the community is divided and is resorting to awful words.
Growing lawsuits The district is engaging in questionable behavior which has led many
to sue and win cases of discrimination.. There's something wrong when there is so much
turnover in the height of controversial times. oversaw a bond that was passed for funds
when the board was sitting on two-three properties to sell - properties they earmarked in
order to fund the expansion project. allegedly gave contracts to people she knew, but I'm
still trying to independently verify that claim. Recall Initiative On The Board More is
referenced elsewhere, but the board has been called unrepresentative and the next step
that was taken (changing elections) had a huge blow to the effectiveness of the recall.
Trustee Election Change In a very nontransparent process, the board ignored the
community inputs for Map Four, which were significant, and pushed forward Map Three
to protect their incumbency.

enter into this district's high School how much are the school. But when Hacienda La
puente unified did not accept her advanced work, she decided to go out elsewhere.

protect our students from the teachers that have repeated, multiple complaints about
them. Our school principals are wonderful. They need more administrative support, Vice
principals at each school and a designated dual immersion TOSA at each school with a
DI program.

available and other schools are not as high in exams. Also a lot of the schools need
updating and more resources for the teachers to help their students

how services for their services would look, and providers were not providing any services
or support for 5 weeks.
