    Murengerantwari Syldio is a armerin Rwandas Rulindo district who,until recently, had no way o selling his

    crops to neighbouring districts because o

    poor roads. Thanks to a UN programme

    that is strengthening local government

    institutions supported in part by UNDP

    and the UNDP-aliated UN Capital

    Development Fund (UNCDF) local lead-

    ers are now working together to bring

    sustainable, community-led improvement

    to their citizens. As a result, Syldio and

    other armers in his community now have

    a bridge connecting his village to nearby

    communities, allowing him to sell his

    crops and improve his quality o lie.

    The bulk o UNDPs contribution in

    Rwanda between 1994 and 2001 was in

    support o the Governments Emergency

    Reintegration and Reconstruction

    Programme, placing its work mainly in

    the context o long-term crisis recovery.Over the last decade, however, Rwanda

    has seen its political and domestic situa-

    tion improve. UNDPs ocus, thereore, has

    shited to supporting the Governments

    Vision 2020, a national blueprint spelling

    out poverty reduction strategies and spe-

    cic political, social and economic steps

    that must be taken in order to transorm

    Rwanda rom a least developed country

    into a middle-income country by 2020.

    In particular, UNDP has been a premierprovider o development advice, advocacy

    and grant support to development pro-

    grammes in Rwanda, like the decentraliza-

    tion programme in Rulindo. UNCDFs sup-

    port addressed specic needs at the local

    level through capital investment and train-

    ing o local leaders on good governance.

    Along with UNICEF, UNDP supported the

    National Institute o Statistics in the col-

    lection and analysis o data so that local

    government ocials can participate in

    evidence-based planning.

    All o these important reorms help

    the Rwandan population in addressing its

    most pressing needs. A better governmentin Rulindo has led to better inrastructure.

    For example, evidence-based planning

    ocuses on the specic needs o the com-

    munity, such as the bridge that not only

    gave Syldio and other armers access to

    new markets or their crops, but also con-

    nected children to schools and improved

    the police orces access to the community.

    As a result, more than 700,000 people

    in the rural districts o Gicumbi and

    Rulindo have beneted rom this pro-

    gramme o institutional reorm, which

    promoted decentralization and local devel-

    opment initiatives through the support o

    participative, transparent and equitable

    local administration. According to an inde-

    pendent, UNDP-commissioned evaluation,

    amily incomes have increased, district tax

    income has risen and local administrative

    systems are stronger.

    In 2007, Rwanda became one o eightpilot countries in the UNsDelivering as

    One initiative, which aims to orm a more

    coherent UN response to development

    challenges at the country level. Today, UN

    agencies implement development pro-

    grammes, in line with the Governments

    own development priorities, through a

    single UN programme and a single UN

    budgetary ramework. UNDP plays a dual

    role, as both a UN agency and develop-

    ment partner to the Government, and asthe coordinating agency or theDelivering

    as One programme in Rwanda.

    A particularly successulDelivering

    as One programme that UNDP contrib-

    uted to, along with UNICEF and the UN

    Development Fund or Women (UNIFEM),

    addresses gender-based violence, which

    the Government o Rwanda considers seri-

    ously detrimental to human development.

    As a result, the three UN organizations

    came together to support the revision and

    promotion o laws, including a gender-

    based violence bill, which was passed by

    Parliament in 2006. The bill denes

    gender-based violence, works to prevent

    it with educational campaigns many o

    them targeting men and denes punish-

    ment or perpetrators.

    The programme has also set up a centre

    in Kigali that provides health, legal and

    psychosocial support to victims, while also

    raising awareness about violence against

    women, particularly among men. At the

    centre, called the Gender Desk, survivors

    can present their cases or investigation. In

    its rst ull year o operation, the Gender

    Desk investigated 1,777 rape cases, result-

    ing in 803 convictions.

    For more than a decade, UNDP has beenworking closely with Indonesia in itsshit to a system o democratic governance.

    This support began as nancial and logisti-

    cal support or ree and air elections and,

    over the years, has transormed into policy

    support or the building o sustainable

    electoral institutions, giving Indonesia the

    ability to run its electoral cycle indepen-

    dently rom beginning to end.

    Indonesia is the worlds third largest

    democracy. When the democratization

    process began in 1998, one o the most

    urgent priorities or the Government was

    to hold a ree and air election, so it turned

    to UNDP or technical assistance. In part-

    nership with government agencies, civil

    society organizations and a number o

    donors such as Denmark, Japan and The

    Netherlands, UNDP helped to launch a

    massive programme o technical electoral

    assistance.The programme ocused on electoral

    management, voters education and elec-

    tion monitoring. However, since this was

    the rst democratic election to be held in

    Indonesia since 1955, UNDP also provided

    logistical support, rom the printing o bal-

    lot papers and the procurement o indel-

    ible ink to assisting in vote tabulation. In

    addition, it coordinated $60 million in

    donor support to the elections.

    The 1999 election was a resoundingsuccess. UNDPs support had helped to

    usher in a new democratic era in Indone-

    sia. In recognition o this act, in 2004, the

    rst direct presidential election and rst

    election or a new parliamentary chamber

    called the House o Regional Representa-

    tives. Although UNDP still provided logis-

    tical and aid-coordination assistance as

    in the previous election, it began to ocus

    more on providing technical support to

    the Indonesian Election Commission,

    which directly managed the elections.

    The 2004 election was viewed by manyinternational observers as one o the most

    successul elections ever run in a transi-

    tional democracy. A year later, Indonesia

    began a new initiative that would change

    the landscape o electoral politics there,

    with the introduction o a local election

    or governors, mayors and district heads.

    Doing this would complete Indonesias

    transition to popular elections or all legis-

    lative and executive positions throughout

    the country.

    While holding these new local elec-

    tions was a complicated process, it was

    especially challenging in the special auton-

    omous province o Aceh, where a history

    o separatism and confict threatened the

    areas stability. The Independent Election

    Commission in Aceh requested UNDPs

    technical assistance in the management o

    the local elections. With support rom the

    European Union, The Netherlands andSpain, UNDPs elections support programme

    in Aceh provided signicant assistance to

    the ultimately successul elections, result-

    ing in a new era o peace or its people.

    Four years later, the Government o

    Indonesia again requested UNDP assistance

    or the legislative and presidential elec-

    tions, scheduled or 2009. By that point,

    Indonesia had made great strides since its

    rst election a decade previously. UNDP

    shited its support away rom technicalassistance or specic elections and toward

    building up electoral systems and institu-

    tions. Thus UNDP adopted a new approach

    based on the electoral cycle, meaning its

    electoral support programme would not

    end with the election.

    With support rom the Governments o

    Australia, Canada, The Netherlands, Spain

    and the United Kingdom, UNDP estab-

    lished a long-term multi-donor programme

    aiming to make Indonesia completely sel-

    sucient. While the programme provided

    support to the 2009 elections in the usual

    areas o technical assistance, civic educa-

    tion and aid coordination, it also steppedup support to Indonesian institutions like

    the National Planning Agency in order

    to create a permanent aid coordination

    centre.

    The programme is currently assisting

    the General Election Commission in the

    establishment o an Electoral Resource

    and Inormation Centre, which can be

    accessed by local election commissions

    and the general public. It is setting up an

    internationally recognized training curricu-lum or election workers and is establish-

    ing a national civic education centre with

    branches in all 33 o Indonesias provinces.

    This will ensure that voter education iscontinuous and not tied to electoral agen-

    das or calendars.

    This programme o long-term electoral

    support was developed jointly with the

    Government to ensure that the institutions

    and mechanisms established with UNDP

    support are ully managed and unded

    through Indonesias national budget. This

    nal programme o electoral support thus

    crowns UNDPs decade-long eorts and

    provides a viable exit strategy, guarantee-ing that Indonesia, its Government and its

    people are equipped and ready or a uture

    o democratic governance.

    O 49 major conficts in the 1990s,47 were waged with small arms as theweapons o choice. Small arms have been

    responsible or, on average, over a quarter

    o a million deaths per year, with an ever-

    increasing number taking place in non-

    confict settings.

    Years o ull-scale confict in Croatia

    dating as ar back as World War II and

    as recently as the 1990s have let behind

    a dangerous legacy, including the wide-

    spread, illegal possession o weapons. As

    a result, parts o Croatia are experiencing

    rising levels o armed violence and crime,

    putting human development gains at risk

    in a country still scarred by the eects o

    war. Indeed, armed violence in Croatia has

    risen over the past six years, and the great

    majority o the public believes their com-

    munities are less sae now than they were

    20 years ago.

    The continuing availability o rearmsmeans that disputes can rapidly escalate

    into armed incidents. Between September

    2007 and the end o 2009, an arms collec-

    tion campaign organized by UNDP and

    the Ministry o the Interior resulted in the

    collection o more than 39,000 rearms,

    mines and other explosive weapons; one

    million pieces o ammunition; and over

    1,000 kilogrammes o explosives. During

    the initial nine months o the campaign

    alone, more than 16,000 weapons werevoluntarily surrendered.

    UNDP designed the arms collection

    campaign by drawing on best practices

    rom collection programmes in the region

    and rom around the world but the

    approach was tailored to the distinct needs

    o Croatia. In addition to the voluntary

    collection o arms, the programme also

    conducted evidence-based improvement

    o the Croatian police orce and provided

    an analysis o armed violence and crime

    in Croatian society. Finally, UNDP assisted

    the Government in the destruction and

    recycling o surplus weapons.

    The arms collection campaign mobi-lized a number o public gures, includ-

    ing athletes, musicians and artists to

    participate in awareness-raising activities.

    A amous Croatian pop group produced

    a song about the campaign. At the same

    time, both local and national media

    actively covered the campaign and broad-

    cast public service announcements on

    television and radio or ree. A ree tele-

    phone hotline was established providing

    inormation on the surrender. From the

    beginning, public messaging stressed that

    weapon owners were surrendering their

    arms to contribute to economic develop-

    ment, human security and to protect their

    amilies rom accidents.

    In 2009, UNDP ocused on rais-

    ing awareness o the dangers o illegal

    rearms in regions o Croatia that were

    heavily aected by the 1990s war. The

    regions are experiencing rising levels oarmed violence and are still experienc-

    ing acute pressures as they transition to

    a post-confict society. The campaign is

    continuing in these places through 2011,

    and is relying heavily on support rom war

    veteran associations, women and youth

    NGOs, representing the three groups most

    aected by the rise in armed violence. In

    September 2009, the Government adopted

    a new weapons control strategy speciying

    the arms collection campaign initiated byUNDP and the Ministry o the Interior as a

    main tool or going orward.

    Indiai lives in a small house with heramily o ve in a poor neighbourhoodin the city o Sao Goncalo, Brazil. Like

    many low-income people in Brazil, the

    rerigerator she scraped together money to

    buy over a decade ago is now not only old,

    but also, because it is not energy ecient,

    a serious nancial burden.

    Indiai cannot aord to buy a new

    rerigerator, so she was selected to partici-

    pate in an energy eciency programme by

    her utility company, AMPLA. One ater-

    noon in August 2009, Indiai received a

    surprise delivery o a new, energy-ecient

    rerigerator. The truck not only dropped

    o the new appliance, but took away her

    old one.

    The old rerigerator would usually

    be brought to a local dump, where the

    chlorofuorocarbon (CFC) gas contained

    in its insulating oam and compressor

    would leak into the atmosphere, adding toBrazils environmental burden. These gases

    contribute to the depletion o the ozone

    layer and cause global warming. In act,

    one ton o CFC can warm the atmosphere

    10,000 times more than one ton o CO2.

    However, Indiais old rerigerator was

    brought to a CFC-extraction workshop, the

    rst o several stops it would make in order

    to strip it o all CFCs and then saely dis-

    This successul overlap between pov-erty reduction, greenhouse gas elimination

    and the green economy the step-by-step

    disposal o Indiais old rerigerator is part

    o a new, growing industry in Brazil is

    the culmination o a two-decade partner-

    ship between UNDP and the Government

    o Brazil. That partnership began in 1987

    with the Montreal Protocol, an interna-

    tional treaty calling or the elimination o

    ozone-destroying gases that was signed and

    ratied by 196 nations. With the nancial

    support o the Multilateral Fund or the

    Implementation o the Montreal Protocol,

    GEF and a variety o donors, UNDP has

    been assisting countries as they work tocomply with the Protocols control mea-

    sures or the past 20 years.

    UNDP has been managing a global

    programme o over $500 million that pro-

    vides nancial and technical assistance to

    more than 100 countries, enabling them

    to phase out the use o ozone-depleting

    substances in everything rom rerigerators

    and air conditioners to aerosol contain-

    ers and crop umigators. Working with a

    broad range o partners, including govern-

    ment, industry, academia and civil society,

    UNDPs Montreal Protocol programme

    has eliminated over 63,000 metric tonnes

    o ozone-depleting gases rom the earths

    atmosphere.

    As a result o UNDPs eorts in Brazil

    in partnership with the Government and

    the private sector more than 10,000 met-

    ric tonnes o ozone-depleting substances

    have been completely phased out, puttingBrazil three years ahead o the Protocols

    schedule. UNDP helped Brazil mobilize

    resources rom international nance mecha-

    nisms like the Multilateral Fund and GEF;

    it also assembled a team o scientists, engi-

    neers and ozone and climate change experts

    to initiate and sustain this eort.

    Today, the production, import and

    use o CFCs in the manuacturing o new

    rerigeration equipment in Brazil has come

    to an end. Nevertheless, there are stillan estimated 11 million old rerigeration

    units in Brazil containing CFCs, represent-

    ing a global warming potential equivalent

    to 33 million tonnes o CO2

    should they

    be allowed to leak into the atmosphere.

    UNDP is now working closely with the

    Government and private and public part-

    ners on a nationwide initiative to ensure

    the sae extraction and destruction o CFCs

    rom old appliances.

    When, in 2000, Brazil passed a law

    requiring power distributors to increase

    energy eciency in poor households,

    that replacing old, inecient rerigerators

    with new, CFC-ree units would generate

    energy savings and ensure that low-income

    customers would be able to pay their elec-tricity bills. UNDP helps private companies

    locate innovative nance solutions to pay

    or the proper management and disposal

    o CFCs rom old appliances including the

    rerigerators being collected through this

    programme. For example, UNDP supplies

    the necessary equipment, including spe-

    cial recovery toolkits, to the dismantling

    shop that received Indiais old rerigerator.

    UNDP also provides training so that work-

    ers can saely handle and extract CFCs

    rom the rerigerators compressor.

    As a result o the partnerships being

    brokered through UNDPs eorts to elimi-

    nate CFC consumption in Brazil, a new,

    greener economy is being developed that

    takes advantage o opportunities like car-

    bon nancing. That economy is part o achain that begins with energy ecient,

    CFC-ree rerigerators or people like Indiai

    and her amily, and ends with the total

    elimination o CFC emissions in Brazil.
