Goal: Enable outcome-based warfighting effects via a suite of Cost Effective, Multi-Domain Mission Management (Planning, Execution and Analysis) tools, integrated to take full advantage of multi-vehicle, cross-domain, heterogeneous, and cooperative engagements for current and future platforms and weapons
• Next Generation Mission Management • Develop tactical to operational level tools that enable more effective and efficient
plans to be developed for our multi-domain combat forces • Enable current planning tools to support real-time mission execution monitoring
facilitating NRT dynamic re-planning • Prototype efforts to integrate multi-domain tactical decision aids • Reduce current workflow bottlenecks in planning and execution • Design algorithms for managing autonomous behavior in unmanned vehicles
• Virtual Collaborative Environment (VCE) • Efficient data/knowledge sharing to support multi-domain mission management
tools • Architect VCE across current PoRs and future PoRs that include multiple weapon
systems, integrated C2, and networks to reduce time required from receipt of tasking and optimized weapon / target pairing across warfare domains to delivery of effects on target
• Design advanced algorithms working across multiple security levels and domains to dynamically, automatically, and autonomously analyze distributed “big data” in support of mission management planning and decision aids

Current Shortfall: JMPS is a legacy software suite that requires
additional resources to maintain certification status and upgrade in response to
emerging warfighter needs
• Development / Sustainment Efficiencies: • Prototype improvements to the current Human Machine Interface (HMI)
to improve workflow and time to plan
• Develop tools to assess, refactor and test legacy code to optimize the
migration to future mission planning software

PMA-281 Investigated several projects to provide additional automated tools for CCS, changes in the PoR schedule caused several projects to be put on hold: N111-006 investigated dynamic mission re-planning; N121-017 investigated event detection in streaming video; RIF 12-066 Universal Gateway for protected data sharing within CCS.N122-124 HCI for supervisory control of heterogeneous unmanned systems. A follow-on PII effort has been initiated to address manned/unmanned teaming CONOPS. N14A-T008 is an alternative approach for the Event Detection tool that is better aligned for CCS transition and was recently awarded a phase II.5. N04-069 assesses conformance/compliance of current CCS architecture, services and functionalities. N17B-T035:Will address developing a cognitive system to monitor UxS autonomous behavior.

Multiple Vehicle Collaborative Planning provides Naval Battlegroups the ability to plan, monitor, and dynamically re-plan detailed operational engagements in a complex OCE. It facilitates the employment of next generation aircraft, sensors, weapons, jammers, and is based on the Visual Planning Execution and Review (ViPER) toolset. The multiple ViPER tools address 1st generation collaborative planning to optimize warfighting effectiveness. RIF17 (March 2017) is focused on technologies that will allow MLS collaborative planning to be conducted in a general service (GENSER) environment. Collaborative Mission Planning enables machine to machine data sharing and use across multiple aircraft platforms (e.g. AH-1 to V-22) as well as planning hardware environments (e.g. Laptop to EKB). N091-037 Synapse was successfully developed as a “plug and play” software tool that seamlessly
integrated with existing software to optimize JMPS-E communications over a ship-to-ship satellite
network. Synapse enables reliable real-time mission planning collaboration between warfighters
located on geographically dispersed ships. N171-112 is designed to develop tools to facilitate
refactoring JMPS legacy software into a future architecture.

Strike Planning and Execution (PMA-281): N111-022 provides a decision aid for commanders to develop automated contingency plans, using JMPS, for CCS missions in near real-time. RIF 15-139 supports an ASuW CDR in planning and executing a multi-vehicle coordinated ASuW attack and is based on the ViPER toolset. N071-034 provides automated Test capability; transitioned in FY14 and is in use across the PMA-281 portfolio and other Navy organization. N132-099 TYPHON software (SW) is being developed for use across the portfolio allowing legacy SW to be refactored to support modern processor capability (multi-core/thread). This topic has also resulted in a USMC transition. N151-020 A team effort to develop a continuity of operation within an operationally challenged communication environment using symbolic digital encoding techniques.
