    Introduction Welcome to the sixth issue of the MOD Catalogue of Test and Evaluation (T&E) capabilities1. T&E is a crucial part of the procurement process, ensuring that the equipment and capabilities we deliver to the Armed Forces are fit for use, safe and perform as required. It is an integral part of the risk management process and can be used to drive down the overall cost of a programme by flagging up issues early on in the procurement process. It plays a vital role in demonstrating that the capabilities we procure perform as expected and subsequently informs the assurance process. In short, the quality of the T&E applied will assist with the procurement and Through Life Management of UK defence capability. The MoD T&E community has embarked on a major change programme, intended to deliver significant benefits to the way we provide T&E – the vision is to secure “Cost-effective accurate assessment of military capability through-life”. Since the initial issue of the T&E Catalogue, the Defence Test and Evaluation Strategy has been published providing a clear and coherent path towards this vision. This catalogue is a key enabler to implementing the strategy, as it provides a comprehensive view of the current T&E ‘supply side’ of capabilities available to the UK for evaluation of military capability at the sub system, system and platform level. The catalogue has brought together high level information across the range of T&E capabilities available to the UK. The aim is to enable project teams to better make important T&E decisions, locating the optimal T&E solution for their project. The catalogue has been compiled with the co-operation of teams in the Defence community, within the MOD, Industry and academia, and demonstrates the wide range of evaluation capabilities available to the UK. In order to ensure that the catalogue continues to provide the most current information on T&E capabilities, it will be updated regularly and we welcome feedback on the content and the capabilities listed in order to improve the service provided. This issue of the catalogue has been compiled under the Test & Evaluation Coordination Cell (TECC) contract, awarded by the DE&S Trials, Evaluation Services and Targets (TEST) Team, to implement better T&E planning. It is now underpinned by a T&E Database which contains catalogue information and capability usage information drawn from the T&E Master Schedule. The TEST Team’s Defence Evaluation Advisors (DEAs) and TECC staff have full access to the database in order to provide guidance to the whole T&E User community on currently available T&E Providers and view of facility loading profiles, allowing the users the opportunity to explore possible joint T&E activities across projects and DLODs.

    How to use guide The T&E Catalogue contains high level information from T&E Providers on the T&E capabilities/services available. Each listing contains information on the type of T&E capability, service or facility advertised and a point of contact. This is your route to obtaining more detailed information on a particular T&E service. As the information has been provided by the organisations themselves, it is recommended that you make early contact to check availability, costs and that it meets your requirements. In collating T&E capability information, T&E Providers were requested to provide additional information regarding applicability of their capabilities to the European Defence Agency (EDA) Taxonomy and against an index of types of T&E (e.g. Vibration Analysis). The majority of T&E Providers have supplied this applicability data, which has been captured within the T&E Database managed by the TECC, and now enables a more advanced ‘search’ functionality for T&E capabilities. A ‘T&E Catalogue Search Tool’ has been developed by the TECC and accompanies this Catalogue. This tool enhances the usability of the catalogue by allowing users to perform a range of searches to narrow down the list of T&E capabilities by EDA Taxonomy or T&E type. Detailed instructions for using the T&E Catalogue Search Tool are contained within the tool on an ‘instructions’ worksheet. T&E capabilities can be accessed and/or searched in 4 ways as follows:

    Provider / Organisation. T&E capabilities are organised alphabetically by provider / organisation name in the catalogue. The A-Z list provides hyperlinks to MOD and Industry capabilities based on company name.

    Type of T&E - by the index of types of T&E (e.g. Vibration Analysis). The T&E Catalogue

    Search Tool can be used to provide lists of capabilities applicable to each index. The unique ‘TECC IDs’ associated with individual capabilities can then be used to locate the desired capability within the catalogue using the search facility within Adobe Reader. Click on ‘Edit’ followed by ‘Find’ and insert the required TECC ID.

    EDA Taxonomy applicability search. The T&E Catalogue Search Tool can be used to search for capabilities that have applicability for a selected cell on the taxonomy grid or across a selected domain or across a Broad Test Category. The capability TECC IDs can be used to locate then within the catalogue as explained above.

    Through a high level key word search. Click on ‘Edit’ followed by ‘Find’.

    The Glossary and list of Index terms may be accessed from the Contents page by clicking on the appropriate hyperlink. Any errors to information contained in this catalogue can be reported to the TECC for investigation and correction within future publications. Additionally, for the submission of amendments to and/or new capability entries, please contact the TECC who will discuss your requirements and send you an appropriate data capture form.

    EDA Taxonomy This Taxonomy, developed by the European Defence Agency breaks down activities into 2 constituent parts, the Domain and Broad Test Category of each T&E Capability or T&E Requirement. Each cell of the EDA taxonomy grid (Fig 1) therefore represents either a T&E capability requirement from a user’s perspective or a T&E capability provision from a T&E Providers perspective.

    This version of the T&E Catalogue has been developed with the ability for each capability entry to have an associated EDA taxonomy applicability grid. These grids have been populated by the majority of T&E capability suppliers, both Industry and MOD providers, and can be used within the T&E Capability Search Tool that accompanies this catalogue. For example, a User that needs to do some Climatic Testing on a Combat Aircraft simply searches for applicable T&E capabilities using the search tool and then reviews the results, reading the descriptions for each capability to ensure that the specific T&E activity required is actually covered by the provider. For instance one provider may have a climatic chamber the size of a large oven that is used for testing small equipment while another may have a chamber the size of a hangar in which an entire aircraft can be tested, both will show up on the EDA Taxonomy grid but only one will be suitable and cost effective for the required T&E activity. It is therefore imperative that the description of each capability is carefully studied or that advice is sought from the TEST DEA team before bookings are agreed.
