Our aims and efforts at St. Xavier's are directed to help the students to grow not only in worldly wisdom but in virtue, in heavenly knowledge and wisdom. In this connection, we concentrate on Value Education which helps the formation of character. We believe that “ The function of education is to teach one to think intensively and critically, with intelligence plus character- that is the goal of true education”, as stated by Dr. Martin Luther King Jr.

Another Academic Year 2020-2021 has begun. After going through all the fears and uncertainties, we are here blessed by God with good health, an open mind and a heart filled with love and care towards all.

St. Xavier’s College was founded by the Archdiocese of Goa in June 1963 and was affiliated to Bombay University and since June 1986 it has been affiliated to Goa University. The College has been named after St. Francis Xavier an Educationist par Excellence and has chosen as its goal, In Virtute et Scientia ( in pursuit of virtue and knowledge) reflecting the inspiration it draws from the very maxim that turned around the life of this saint.

St. Xavier’s College was accredited in 1999 at the Four Star Level by the National Assessment and Accreditation Council (NAAC), an autonomous institution of the University Grants Commission. In 2019 it was reaccredited for the 4th Cycle with ‘A’ Grade and CGPA score of 3.12 on a 4-point scale.

In addition, the College has been awarded the status of ‘College with Potential for, Excellence’ ‘The Best College Award’ by Goa University, ‘Best College in Sports Award’, Geno Award for ‘Best College in Sports for Women’, ‘Best College of Commerce Award.’

Our College has secured a place in the India Rankings 2020 : College Rank Band : 101-150by National Institutional Ranking Framework (NIRF)

St. Xavier’s College is a full-fledged multi-faculty college with Arts, Science and Commerce Streams as well as Self finance Courses like BBA, BBA(T&T), BCA, Biotechnology, Mass Communication and Journalism at the Undergraduate level and M.A in Psychology, M.Com and M.Sc in Chemistry at the Post Graduate level.

Our dedicated faculty in almost every department organises field trips/ educational / study tours for its students and faculty. A number of our departments have internship programmes giving students hands-on training / experience related to their respective field of study.

Our college has well equipped laboratories, spacious library with open access facility, wi-fi enabled campus, XRD and IRD Facilities (availed by the students of various colleges and

the Goa University).In addition to academics, students are encouraged to participate in the co-curricular and sports activities. The college has a number of Cells, Associations/ Clubs and a number of inter-Collegiate events at state and national levels being organised promoting fellowship among students and faculty. We are proud to say that our students won many competitions/ events and quite a number of our faculty have registered for PhD.

We hope that this new academic year will be an opportunity to work harder, in collaboration, with a caring attitude, staying humble and kind to groom our youngsters to be the future men and women of integrity.

An Educationist par Excellence

St. Xavier's College, Mapusa is named after St.Francis Xavier, a world renowned Jesuit missionary from Spain, and an Educationist par excellence.Born in Spain in 1506, Francisco de Xavier Jassu, as he was named, was one among the outstanding students of the Sorbonne University, Paris. He was awarded his Master's Degree in Arts with distinction in 1530 and in the same year, he was appointed as a Professor of Aristotelian Philosophy in the College of Beauvais in Paris. It was against this brilliant academic background and his lofty ambition, that the seeds of missionary zeal were sown in him by Ignatius of Loyola a fellow student of the same University, who placed before him the spiritually haunting biblical maxim: “What does it profit a man to gain the whole world and suffer the loss of his own soul”. This influenced Francis Xavier to such a great extent, that his worldly ambition gave way to the vows of poverty, chastity and obedience, when he was ordained to priesthood in 1537.In 1542, Francis Xavier set foot on Goan soil. In the following year, he was given charge of the College of Holy Faith (Santa Fe) at Velha Goa. Under the Jesuits, it gained fame as the College of St. Paul. Francis Xavier was one of the illustrious Professors of that Institution, which eventually earned the reputation of a University, where scholars from as far as Japan, came to pursue their studies. During his tenure as the Head of the College, he encouraged learning by establishing many other educational institutions, modelled on the most advanced universities of Europe.St. Xavier's College, Mapusa, has chosen as its goal, In Virtute et Scientia (in pursuit of Virtue and Knowledge) to truly reflect the inspiration it draws from the very maxim that turned around the life of its Patron, St. Francis Xavier.

Our College EmblemThe lion represents the courage we hope to instill in our students, the sailboats signify the spirit of adventure on their journey across the high seas of life, the cross and the book stand for the pursuit of virtue and knowledge and the shield and palm leaves portray the victory of good over ignorance and evil.

Historically Speaking…St. Xavier's College, Goa, was founded by the Archdiocese of Goa in June 1963, and was affiliated to the University of Bombay in the same year. In the academic year 1963-1964, it conducted only the First Year Arts and First Year Science classes. In the academic year 1964-1965 it conducted the Intermediate Arts and Science classes as well. In the academic year 1965-1966, the Junior and Senior BA and B.Sc. courses were added. In June 1969, registration of candidates for M.Sc. in Physical-Chemistry and Botany and MA in English, Philosophy and Portuguese were permitted. Permission for registration for Ph. D in Portuguese was also granted. In June 1985, Goa University came into existence and its jurisdiction was extended over the whole state of Goa and as such, the colleges situated in the state of Goa were delinked from the jurisdiction of the University of Bombay and were affiliated to Goa University in June 1986. Since then, St. Xavier's College is an institution affiliated to Goa University.

In June 1993, both Goa University and the Government of Goa granted permission for Commerce faculty at St. Xavier's College. Today, St. Xavier's College has many faculties namely Arts, Science, Commerce, Computer Studies, Management, Mass Media and Tourism and Travel Management. Affiliation for M.A. in Psychology was granted in June 2001.In 2004-2005, the College introduced B.A. degree programme in Mass Communication and Videography and in 2005-2006 the B.Sc.degree programme in Biotechnology and B.C.A. degree course. In 2006-2007 degree programmes in Journalism were started as well as the M.Com Programme. In 2007-2008, degree programmes in Bachelor of Business Administration and Bachelor of Tourism and Travel Management were offered. In 2008-2009 a Masters Degree in Physical Chemistry was started.On account of the progress made by the institution, St. Xavier's College has been awarded 'The Best College Award' and 'The Best College Award in Sports' by the Goa University. The College also bagged the 'Geno award for Best College in Sports' by the Sports Journalists Association of Goa (SJAG). St. Xavier's College was accredited in year 1999 at the Four Star Level by the National Assessment and Accreditation Council (NAAC), an autonomous institution of the University Grants Commission. In 2007 it was reaccredited with 'A' Grade by NAAC. and in March 2014, St Xavier's College was again reaccredited for the 3rd cycle. Recently, in July 2019, the college has undergone its 4th Cycle of NAAC Accreditation and was awarded the grade ‘A’ with CGPA of 3.12.

St. Xavier's has been awarded the status of “College with Potential for Excellence” (C.P.E.) in 2004 by the U.G.C. St. Xavier's has been nationally recognised as one of the best 47 Colleges, out of the existing 15,000 Colleges in India. This day is written in letters of gold. As a C.P.E. Institution it received additional grants for renovations of seven science laboratories.

Our Infrastructure The College is housed in three buildings – an Administrative Block A, a Commerce Block B, a Science Block C and a Library, Arts and Management Block D. In all, there are 61classrooms and 15 laboratories. The College has a seminar hall having a seating capacity of 300, a committee room, a conference room and a recreational hall. Besides, the college has an outdoor stage with an open space having a lawn which can accommodate an audience of 1000. The St. Xavier's Ark accommodates 1500 persons.

The NSS office, NCC Room for boys, NCC Room girls and a girls common room are also housed in the Administrative block. The college also has banking facilities, provided by the Central Bank of India (Xavier's Branch) on the campus.

The College has well equipped computer laboratories. In addition the language laboratory has specialised software for classroom teaching. There is also the learning management system ‘Moodle’ that is used extensively to supplement the teaching in college. The college also has a subscription for ‘Microsoft Teams’ which facilitates online classes.

St. Xavier's College Research Instrumentation CentreSt. Xavier's College inaugurated its first research instrumentation centre in 2018 hosting X-Ray Diffractometer (XRD). It is the first undergraduate college in Goa to procure X-RAY diffraction Instrument for material characterization. The X- Ray Diffractometer is purchased from Rigaku Corporation International Marketing Division, Japan through UGC's College for Potential for excellence scheme.The X-Ray Diffractometer will deal with material characterization and help identify the atomic and molecular structure in materials. X-ray powder diffraction is most widely used for the identification of unknown crystalline materials.

CanteenThere are two canteens which cater to students, staff and others in the campus with snacks and refreshments. The Institutional code of conduct is to be strictly maintained on the campus including in the canteen, which is meant only for staff and students on a regular basis. Outsiders are not permitted to enter the College campus or to use the canteen facilities.

Gate Timings and ParkingThe college has 4 gates, Gate No. 1, Gate No.2, Gate No.3 and Gate No.4. On all regular days, Gate No. 3 is used for entry and gate No. 4 is used for exit.

The following are the gate timings:Gate No. 1 –Entry and Exit allowed from 3.30 p.m. to 10.00 p.m. on regular working days.Entry and Exit allowed from 07.00 a.m. to 10.00 p.m. on Sundays and public holidays.

Gate No. 2 –Entry for college staff from 07.30 a.m. to 9.00 a.m.Gate No. 3 –Entry allowed from 07.00 a.m. to 3.30 p.m.Only the College staff can enter the campus with their vehicles and park at the allotted place inside the campus.Parents, Guardians and visitors coming to college for official work are allowed to park their vehicles on entry at Gate No. 3.Parking for students is allotted outside Gate No.1 and for 2 wheelers at Gate No. 3.Kindly follow the traffic signs that are put up at various places on the college campus.Gate No. 4 –Is used for exit from 7.00 am to 3.30 pm

HostelThere is a hostel for girls run by the Sisters of Holy Cross at Khorlim, Mapusa for students who wish to avail hostel facilities.

GardensThe College gardens occupy a total area of nearly 1000 sq mts. At the entrance, a life size statue of Our Patron, St. Francis Xavier welcomes one and all. The Dr. Mariano Saldanha lawns on the campus play host to a wide range of activities, both cultural and otherwise. We also have a rock garden, a fountain and the college emblem laid out in colourful plants. In addition to this, the campus gardens house a variety of ornamental plants, avenue trees and around 150 fruit bearing trees. Name plates are put for the trees with their Botanical name and common name. The college has a greenhouse named after Fr. Edward de Cruz our first Principal on its premises for Orchids and Anthuriums.

The College OrchidariumAn additional attraction of St. Xavier's College campus since 2018 is the beautiful Orchidarium laid within well designed heritage landscape. It has an amazing collection of orchids including rare ones giving delight to an observer. It is partly funded by Green Ray Foundation.

St. Xavier's College library is a hub of academic and research activity. It is open from 8.30 am to 5.00 p.m.At present, the library has a vast collection of over 70,000 books and around 140 journals. Its collection includes Reference Books, Encyclopedias, Dictionaries, Journals (National, International and Peer Reviewed) Magazines, Newspapers, Newsletters, Educational CDs and DVDs for the use of students and staff. Any book can be procured through the Newgenlib Library Management Software. It has a spacious hall for the readers. The Open Access System allows direct access to the book shelves and its transactions are computerised. Internet browsing facilities are also available through LAN.

PREAMBLEInviewofthedirectionsoftheHon'bleSupremeCourtinthematterof"UniversityofKeralav/s.Council,Principals,Collegesandothers"inSLPno.24295of2006dated16.05.2007andthatdated8.05.2009inCivilAppealnumber887of2009,andinconsiderationofthedeterminationoftheCentralGovernmentandtheUniversityGrantsCommissiontoprohibit,preventandeliminatethescourgeofraggingincludinganyconductbyanystudentorstudentswhetherbywordsspokenorwrittenorbyanactwhichhastheeffectofteasing,treatingorhandlingwithrudenessafresheroranyotherstudent,orindulginginrowdyorindisciplinedactivitiesbyanystudentorstudentswhichcausesorislikelytocauseannoyance,hardshiporpsychologicalharmortoraisefearorapprehensionthereofinanyfresheroranyotherstudentoraskinganystudenttodoanyactwhichsuchstudentwillnotintheordinarycoursedoandwhichhastheeffectofcausingorgeneratingasenseofshame,ortormentorembarrassmentsoastoadverselyaffectthephysiqueorpsycheofsuchfresheroranyotherstudent,withorwithoutanintenttoderiveasadisticpleasureorshowingoffpower,authorityorsuperioritybyastudentoveranyfresheroranyotherstudent,inallhighereducationinstitutionsinthecountry,andthereby,toprovideforthehealthydevelopment,physicallyandpsychologically,ofallstudents,theUniversityGrantsCommission,inconsultationwiththeCouncils,bringsforththisRegulation.InexerciseofthepowersconferredbyClause(g)ofsub-section(1)ofSection26oftheUniversityGrantsCommissionAct,1956,theUniversityGrantsCommissionherebymakesthefollowingRegulations,namely;1. Title,commencementandapplicability:-1.1 These regulations shall be called the "UGCRegulations on Curbing theMenace of Ragging inHigher EducationalInstitutions,2009".1.2 TheyshallcomeintoforcefromthedateoftheirpublicationintheOf�icialGazette.1.3 Theyshallapplytoalltheinstitutionscomingwithinthede�initionofanUniversityundersub-section(f)ofsection(2)oftheUniversityGrantsCommissionAct,1956,andtoallinstitutionsdeemedtobeauniversityunderSection3oftheUniversityGrantsCommissionAct,1956,toallotherhighereducationalinstitutions,orelementsofsuchuniversitiesorinstitutions,includingitsdepartments,constituentunitsandallthepremises,whetherbeingacademic,residential,playgrounds, canteen, or other such premises of such universities, deemed universities and higher educationalinstitutions,whetherlocatedwithinthecampusoroutside,andtoallmeansoftransportationofstudents,whetherpublicorprivate,accessedbystudentsforthepursuitofstudiesinsuchuniversities,deemeduniversitiesandhighereducationalinstitutions.2. Objectives:- Toprohibitanyconductbyanystudentorstudentswhetherbywordsspokenorwrittenorbyanactwhichhastheeffectofteasing,treatingorhandlingwithrudenessafresheroranyotherstudent,orindulginginrowdyorindisciplinedactivitiesbyanystudentorstudentswhichcausesor is likelytocauseannoyance,hardshiporpsychologicalharmortoraise fearorapprehensionthereofinanyfresheroranyotherstudentoraskinganystudenttodoanyactwhichsuchstudentwillnotinthe

ordinarycoursedoandwhichhastheeffectofcausingorgeneratingasenseofshame,ortormentorembarrassmentsoastoadverselyaffectthephysiqueorpsycheofsuchfresheroranyotherstudent,withorwithoutanintenttoderiveasadisticpleasureorshowingoffpower,authorityorsuperioritybyastudentoveranyfresheroranyotherstudent;andthereby,toeliminate ragging inall its forms fromuniversities,deemeduniversities andotherhighereducational institutions in thecountrybyprohibitingitundertheseRegulations,preventingitsoccurrenceandpunishingthosewhoindulgeinraggingasprovidedforintheseRegulationsandtheappropriatelawinforce.|3.WhatconstitutesRagging:-Raggingconstitutesoneormoreofanyofthefollowingacts:a. anyconductbyanystudentorstudentswhetherbywordsspokenorwrittenorbyanactwhichhastheeffectofteasing,treatingorhandlingwithrudenessafresheroranyotherstudent;b. indulginginrowdyorindisciplinedactivitiesbyanystudentorstudentswhichcausesorislikelytocauseannoyance,hardship,physicalorpsychologicalharmortoraisefearorapprehensionthereofinanyfresheroranyotherstudent;c. askinganystudenttodoanyactwhichsuchstudentwillnotintheordinarycoursedoandwhichhastheeffectofcausingorgeneratingasenseofshame,ortormentorembarrassmentsoastoadverselyaffectthephysiqueorpsycheofsuchfresheroranyotherstudent;d. anyactbyaseniorstudentthatprevents,disruptsordisturbstheregularacademicactivityofanyotherstudentorafresher;e. exploitingtheservicesofafresheroranyotherstudentforcompletingtheacademictasksassignedtoanindividualoragroupofstudents.f. anyactof�inancialextortionorforcefulexpenditureburdenputonafresheroranyotherstudentbystudents;g. anyactofphysicalabuseincludingallvariantsofit:sexualabuse,homosexualassaults,stripping,forcingobsceneandlewdacts,gestures,causingbodilyharmoranyotherdangertohealthorperson;h. anyactorabusebyspokenwords,emails,post,publicinsultswhichwouldalsoincludederivingpervertedpleasure,vicariousorsadisticthrillfromactivelyorpassivelyparticipatinginthediscom�ituretofresheroranyotherstudent;i. anyactthataffectsthementalhealthandself-con�idenceofafresheroranyotherstudentwithorwithoutanintenttoderiveasadisticpleasureorshowingoffpower,authorityorsuperioritybyastudentoveranyfresheroranyotherstudent.4. De�initions:-1)Intheseregulationsunlessthecontextotherwiserequires,-a)"Act"means,theUniversityGrantsCommissionAct,1956(3of1956];b)"Academicyear"meanstheperiodfromthecommencementofadmissionofstudentsinanycourseofstudyintheinstitutionuptothecompletionofacademicrequirementsforthatparticularyear.c)"Anti-RaggingHelpline"meanstheHelplineestablishedunderclause(a)ofRegulation8.1oftheseRegulations.d) "Commission"meanstheUniversityGrantsCommission;e) "Council"meansabodysoconstitutedbyanActofParliamentoranActofanyStateLegislature forsetting,orco-ordinatingormaintainingstandardsintherelevantareasofhighereducation,suchastheAllIndiaCouncilforTechnicalEducation(AICTE),theBarCouncilofIndia(BCI],theDentalCouncilofIndia(DCI),theDistanceEducationCouncil(DEC),theIndianCouncilofAgriculturalResearch(ICAR),theIndianNursingCouncil(INC),theMedicalCouncilofIndia(MCI),theNational Council for Teacher Education (NCTE), the Pharmacy Council of India (PCI), etc. and the StateHigherEducationCouncils.f) "DistrictLevelAnti-RaggingCommittee”meanstheCommittee,headedbytheDistrictMagistrate,constitutedbytheState

Government,forthecontrolandeliminationofraggingininstitutionswithinthejurisdictionofthedistrict.g) "Headoftheinstitution"meanstheVice-Chancellorincaseofauniversityoradeemedtobeuniversity,thePrincipalortheDirectororsuchotherdesignationastheexecutiveheadoftheinstitutionorthecollegeisreferred.h) "Fresher"meansastudentwhohasbeenadmittedtoaninstitutionandwhoisundergoinghis/her�irstyearofstudyinsuchinstitution.i) "Institution"meansahighereducationalinstitutionincluding,butnotlimitedtoanuniversity,adeemedtobeuniversity,acollege,aninstitute,aninstitutionofnationalimportancesetupbyanActofParliamentoraconstituentunitofsuchinstitution,impartinghighereducationbeyond12yearsofschoolingleadingto,butnotnecessarilyculminatingin,adegree(graduate,postgraduateand/orhigherlevel)and/ortoauniversitydiploma.j) "NAAC"meanstheNationalAcademicandAccreditationCouncilestablishedbytheCommissionundersection12(ccc)oftheAct;k) "StateLevelMonitoringCell"meansthebodyconstitutedbytheStateGovernmentforthecontrolandeliminationofraggingininstitutionswithinthejurisdictionoftheState,establishedunderaStateLaworontheadviceoftheCentralGovernment,asthecasemaybe.(2)Wordsaexpressionsusedandnotde�inedhereinbutde�inedintheActorintheGeneralClausesAct,1897,shallhavethemeaningsrespectivelyassignedtothemintheActorintheGeneralClausesAct,1897,asthecasemaybe.5. Measuresforprohibitionofraggingattheinstitutionlevel:-a) Noinstitutionoranypartofitthereof,includingitselements,including,butnotlimitedto,thedepartments,constituentunits,colleges,centresofstudiesandallitspremises,whetheracademic,residential,playgrounds,orcanteen,whetherlocatedwithinthecampusoroutside,andinallmeansoftransportationofstudents,whetherpublicorprivate,accessedbystudentsforthepursuitofstudiesinsuchinstitutions,shallpermitorcondoneanyreportedincidentofragginginanyform;andallinstitutionsshalltakeallnecessaryandrequiredmeasures,includingbutnotlimitedtotheprovisionsoftheseRegulations,toachievetheobjectiveofeliminatingragging,withintheinstitutionoroutside,b] All institutions shall takeaction in accordancewith theseRegulationsagainst those foundguiltyof raggingand/orabettingragging,activelyorpassively,orbeingpartofaconspiracytopromoteragging.6.Measuresforpreventionofraggingattheinstitutionlevel:-6.1 Aninstitutionshalltakethefollowingstepsinregardtoadmissionorregistrationofstudents;namely,a) Everypublicdeclarationofintentbyanyinstitution,inanyelectronic,audiovisualorprintoranyothermedia,foradmission of students to any course of study shall expressly provide that ragging is totally prohibited in theinstitution,andanyonefoundguiltyofraggingand/orabettingragging,whetheractivelyorpassively,orbeingapartofaconspiracytopromoteragging,isliabletobepunishedinaccordancewiththeseRegulationsaswellasundertheprovisionsofanypenallawforthetimebeinginforce.b) Thebrochureof admission/instructionbooklet or theprospectus,whether inprint or electronic format, shallprominently print these Regulations in full. Provided that the institution shall also draw attention to any lawconcerningragginganditsconsequences,asmaybeapplicabletotheinstitutionpublishingsuchbrochureof admission/instructionbookletortheprospectus.ProvidedfurtherthatthetelephonenumbersoftheAnti-RaggingHelplineandalltheimportantfunctionariesintheinstitution,includingbutnotlimitedtotheHeadoftheinstitution,facultymembers,membersoftheAnti-RaggingCommitteesandAnti-RaggingSquads,DistrictandSub-Divisionalauthorities,Wardensofhostels,andotherfunctionariesorauthoritieswhererelevant,shallbepublishedinthe

brochureofadmission/instructionbookletortheprospectus.c) Whereaninstitutionisaf�iliatedtoaUniversityandpublishesabrochureofadmission/instructionbookletoraprospectus,theaf�iliatinguniversityshallensurethattheaf�iliatedinstitutionshallcomplywiththeprovisionsofclause(a)andclause(b)ofRegulation6.1oftheseRegulations.d) Theapplicationformforadmission,enrolmentorregistrationshallcontainanaf�idavit,mandatorilyinEnglishandinHindiand/orinoneoftheregionallanguagesknowntotheapplicant,asprovidedintheEnglishlanguageinAnnexureItotheseRegulations,tobe�illedupandsignedbytheapplicanttotheeffectthathe/shehasreadandunderstoodtheprovisionsoftheseRegulationsaswellastheprovisionsofanyotherlawforthetimebeinginforce,andisawareoftheprohibitionofraggingandthepunishmentsprescribed,bothunderpenallawsaswellasundertheseRegulationsandalsoaf�irmtotheeffectthathe/shehasnotbeenexpelledand/ordebarredbyanyinstitutionandfurtheraverthathe/shewouldnotindulge,activelyorpassively,intheactorabettheactofraggingandiffoundguiltyofraggingand/orabettingragging,isliabletobeproceededagainstundertheseRegulationsorunderanypenallaworanyotherlawforthetimebeinginforceandsuchactionwouldincludebutisnotlimitedtodebarmentorexpulsionofsuchstudent.e) Theapplicationformforadmission,enrolmentorregistrationshallcontainanaf�idavit,mandatorilyinEnglishandinHindiand/orinoneoftheregionallanguagesknowntotheparents/guardiansoftheapplicant,asprovidedintheEnglishlanguageinAnnexureItotheseRegulations,tobe�illedupandsignedbytheparents/guardiansoftheapplicant to theeffect thathe/shehas readandunderstood theprovisionsof theseRegulationsaswellas theprovisionsofanyotherlawforthetimebeinginforce,andisawareoftheprohibitionofraggingandthepunishmentsprescribed,bothunderpenallawsaswellasundertheseRegulationsandalsoaf�irmtotheeffectthathis/herwardhasnotbeenexpelledand/ordebarredbyanyinstitutionandfurtheraverthathis/herwardwouldnotindulge,activelyorpassively,intheactorabettheactofraggingandiffoundguiltyofraggingand/orabettingragging,his/herwardisliabletobeproceededagainstundertheseRegulationsorunderanypenallaworanyotherlawforthetimebeinginforceandsuchactionwouldincludebutisnotlimitedtodebarmentorexpulsionofhis/herward.f] Theapplicationforadmissionshallbeaccompaniedbyadocumentintheformof,orannexedto,theSchoolLeavingCerti�icate/TransferCerti�icate/MigrationCerti�icate/CharacterCerti�icatereportingontheinter-personal/socialbehaviouralpatternoftheapplicant,tobeissuedbytheschoolorinstitutionlastattendedbytheapplicant,sothattheinstitutioncanthereafterkeepwatchontheapplicant,ifadmitted,whosebehaviourhasbeencommentedinsuchdocument.g] Astudentseekingadmission toahostel formingpartof the institution,orseeking toreside inany temporarypremisesnotformingpartoftheinstitution,includingaprivatecommerciallymanagedlodgeorhostel,shallhavetosubmitadditionalaf�idavitscountersignedbyhis/herparents/guardiansintheformprescribedinAnnexureIandAnnexureIItotheseRegulationsrespectivelyalongwithhis/herapplication.h] Beforethecommencementoftheacademicsessioninanyinstitution,theHeadoftheInstitutionshallconveneandaddressameetingofvariousfunctionaries/agencies,suchasHostelWardens,representativesofstudents,parents/guardians,faculty,districtadministrationincludingthepolice,todiscussthemeasurestobetakentopreventraggingintheinstitutionandstepstobetakentoidentifythoseindulginginorabettingraggingandpunishthem.i] Theinstitutionshall,tomakethecommunityatlargeandthestudentsinparticularawareofthedehumanizingeffectofragging,andtheapproachoftheinstitutiontowardsthoseindulginginragging,prominentlydisplaypostersdepictingtheprovisionsofpenallawapplicabletoincidentsofragging,andtheprovisionsoftheseRegulationsandalsoanyotherlawforthetimebeinginforce,andthepunishmentsthereof,shallbeprominentlydisplayedonNotice

Boardsofalldepartments,hostelsandotherbuildingsaswellasatplaces,wherestudentsnormallygatherandatplaces,knowntobevulnerabletooccurrencesofraggingincidents.j) Theinstitutionshallrequestthemediatogiveadequatepublicitytothelawprohibitingraggingandthenegativeaspectsofraggingandtheinstitution'sresolvetobanraggingandpunishthosefoundguiltywithoutfearorfavour.k) Theinstitutionshallidentify,properlyilluminateandkeepaclosewatchonalllocationsknowntobevulnerabletooccurrencesofraggingincidents.l) Theinstitutionshalltightensecurityinitspremises,especiallyatvulnerableplacesandintensepolicingbyAnti-RaggingSquad,referredtointheseRegulationsandvolunteers,ifany,shallberesortedtoatsuchpointsatoddhoursduringthe�irstfewmonthsoftheacademicsession.m) Theinstitutionshallutilizethevacationperiodbeforethestartofthenewacademicyeartolaunchapublicitycampaign against ragging throughposters, lea�lets and such othermeans, asmaybe desirable or required, topromotetheobjectivesoftheseRegulations.n) The faculties/departments/units of the institution shall have induction arrangements, including thosewhichanticipate,identifyandplantomeetanyspecialneedsofanyspeci�icsectionofstudents,inplacewellinadvanceofthebeginningoftheacademicyearwithanaimtopromotetheobjectivesofthisRegulation.o) Everyinstitutionshallengageorseektheassistanceofprofessionalcounsellorsbeforethecommencementoftheacademic session, tobe availablewhen requiredby the institution, for thepurposesof offering counselling tofreshersandtootherstudentsafterthecommencementoftheacademicyear.p) Theheadoftheinstitutionshallprovideinformationtothelocalpoliceandlocalauthorities,thedetailsofeveryprivately commercially managed hostels or lodges used for residential purposes by students enrolled in theinstitutionandtheheadoftheinstitutionshallalsoensurethattheAnti-RaggingSquadshallensurevigilinsuchlocationstopreventtheoccurrenceofraggingtherein.6.2 Aninstitutionshall,onadmissionorenrolmentorregistrationofstudents,takethefollowingsteps,namely;a) Everyfreshstudentadmittedtotheinstitutionshallbegivenaprintedlea�letdetailingtowhomhe/shehastoturnto forhelpandguidance forvariouspurposes includingaddressesandtelephonenumbers,soastoenablethestudenttocontacttheconcernedpersonatanytime,ifandwhenrequired,oftheAnti-RaggingHelplinereferredtointheseRegulations,Wardens,Headoftheinstitution,allmembersoftheantiraggingsquadsandcommittees,relevantdistrictandpoliceauthorities.b) Theinstitution,throughthelea�letspeci�iedinclause(a)ofRegulation6.2oftheseRegulationsshallexplaintothefreshers,thearrangementsmadefortheirinductionandorientationwhichpromoteef�icientandeffectivemeansofintegratingthemfullyasstudentswiththosealreadyadmittedоtheinstitutioninearlieryears.c) Thelea�letspeci�iedinclause(a)ofRegulation6.2oftheseRegulationsshallinformthefreshersabouttheirrightsasbona�idestudentsoftheinstitutionandclearlyinstructingthemthattheyshoulddesistfromdoinganything,withoragainsttheirwill,eveniforderedtobytheseniorsstudents,andthatanyattemptofraggingshallbepromptlyreportedtotheAnti-raggingSquadortotheWardenortotheHeadoftheinstitution,asthecasemaybe.d) Thelea�letspeci�iedinclause(a)ofRegulation6.2oftheseRegulationsshallcontainacalendarofeventsandactivitieslaiddownbytheinstitutiontofacilitateandcomplementfamiliarizationoffresherswiththeacademicenvironmentoftheinstitution.e) Theinstitutionshall,onthearrivalofseniorstudentsafterthe�irstweekorafterthesecondweek,asthecasemaybe,scheduleorientationprogrammesasfollows,namely;(i]jointsensitizationprogrammeandcounsellingofboth

freshers and senior students by a professional counsellor, referred to in clause (o] of Regulation 6.1 of theseRegulations;[ii)jointorientationprogrammeoffreshersandseniorstobeaddressedbytheHeadoftheinstitutionandtheanti-raggingcommittee;(iii)organizationonalargescaleofcultural,sportsandotheractivitiestoprovideaplatformforthefreshersandseniorstointeractinthepresenceoffacultymembers;[iv]inthehostel,thewardenshouldaddressallstudents;andmayrequesttwojuniorcolleaguesfromthecollegefacultytoassistthewardenbybecomingresidenttutorsforatemporaryduration.(v)asfaraspossiblefacultymembersshoulddinewiththehostelresidentsintheirrespectivehostelstoinstilafeelingofcon�idenceamongthefreshers.f] Theinstitutionshallsetupappropriatecommittees,includingthecourse-incharge,studentadvisor.Wardensandsomeseniorstudentsasitsmembers,toactivelymonitor,promoteandregulatehealthyinteractionbetweenthefreshers,juniorstudentsandseniorstudents.g] Freshers or any other student(s), whether being victims, or witnesses, in any incident of ragging, shall beencouragedtoreportsuchoccurrence,andtheidentityofsuchinformantsshallbeprotectedandshallnotbesubjecttoanyadverseconsequenceonlyforthereasonforhavingreportedsuchincidents.h] Eachbatchoffreshers,onarrivalattheinstitution,shallbedividedintosmallgroupsandeachsuchgroupshallbeassignedtoamemberofthefaculty,whoshallinteractindividuallywitheachmemberofthegroupeverydayforascertainingtheproblemsordif�iculties,ifany,facedbythefresherintheinstitutionandshallextendnecessaryhelptothefresherinovercomingthesame.i] Itshallbetheresponsibilityofthememberofthefacultyassignedtothegroupoffreshers,tocoordinatewiththeWardensofthehostelsandtomakesurprisevisitstotheroomsinsuchhostels,whereamemberormembersofthegrouparelodged;andsuchmemberoffacultyshallmaintainadiaryofhis/herinteractionwiththefreshersunderhis/hercharge.j] Freshersshallbelodged,asfarasmaybe,inaseparatehostelblock,andwheresuchfacilitiesarenotavailable,theinstitution shall ensure that access of seniors to accommodation allotted to freshers is strictly monitored bywardens,securityguardsandotherstaffoftheinstitution.k) Aroundtheclockvigilagainstragginginthehostelpremises,inordertopreventragginginthehostelsaftertheclassesareover,shallbeensuredbytheinstitution.l) Itshallbetheresponsibilityoftheparents/guardiansoffresherstopromptlybringanyinstanceofraggingtothenoticeoftheHeadoftheInstitution.m) Every student studying in the institutionandhis/herparents/guardians shallprovide the speci�ic af�idavitsrequiredunderclauses(d),(e]and(g)ofRegulation6.1oftheseRegulationsatthetimeofadmissionorregistration,asthecasemaybe,duringeachacademicyear.n) Everyinstitutionshallobtaintheaf�idavitfromeverystudentasreferredtoaboveinclause(m)ofRegulation6.2andmaintainaproperrecordofthesameandtoensureitssafeupkeepthereof,includingmaintainingthecopiesoftheaf�idavit inanelectronicform,tobeaccessedeasilywhenrequiredeitherbytheCommissionoranyoftheCouncilsorbytheinstitutionorbytheaf�iliatingUniversityorbyanyotherpersonororganizationauthorizedtodoso.o) Everystudentatthetimeofhis/herregistrationshallinformtheinstitutionabouthis/herplaceofresidencewhilepursuingthecourseofstudy,andincasethestudenthasnotdecidedhis/herplaceofresidenceorintendstochangethesame,thedetailsofhisplaceofresidenceshallbeprovidedimmediatelyondecidingthesame;andspeci�icallyinregardtoaprivatecommerciallymanagedlodgeorhostelwherehe/shehastakenupresidence.

p) TheHeadofthe institutionshall,onthebasisofthe informationprovidedbythestudentunderclause(o]ofRegulation6.2,apportionsectorstobeassignedtomembersofthefaculty,sothatsuchmemberof facultycanmaintainvigilandreportanyincidentofraggingoutsidethecampusorenroutewhilecommutingtotheinstitutionusinganymeansoftransportationofstudents,whetherpublicorprivate.q) TheHeadoftheinstitutionshall,attheendofeachacademicyear,sendalettertotheparents/guardiansofthestudentswhoarecompletingtheir�irstyearintheinstitution,informingthemabouttheseRegulationsandanylawforthetimebeinginforceprohibitingraggingandthepunishmentsthereofaswellaspunishmentsprescribedunderthepenallaws,andappealingtothemtoimpressupontheirwardstodesistfromindulginginraggingontheirreturntotheinstitutionatthebeginningoftheacademicsessionnext.6.3 Everyinstitutionshallconstitutethefollowingbodies;namely,a) EveryinstitutionshallconstituteaCommitteetobeknownastheAnti-RaggingCommitteetobenominatedandheadedbytheHeadoftheinstitution,andconsistingofrepresentativesofcivilandpoliceadministration, localmedia, Non Government Organizations involved in youth activities, representatives of faculty members,representativesofparents,representativesofstudentsbelongingtothefreshers'categoryaswellasseniorstudents,non-teachingstaff;andshallhaveadiversemixofmembershipintermsoflevelsaswellasgender.b) ItshallbethedutyoftheAnti-RaggingCommitteetoensurecompliancewiththeprovisionsoftheseRegulationsaswellastheprovisionsofanylawforthetimebeinginforceconcerningragging;andalsotomonitorandoverseetheperformanceoftheAnti-RaggingSquadinpreventionofraggingintheinstitution.c) EveryinstitutionshallalsoconstituteasmallerbodytobeknownastheAntiRaggingSquadtobenominatedbytheHeadoftheInstitutionwithsuchrepresentationasmaybeconsiderednecessaryformaintainingvigil,oversightandpatrollingfunctionsandshallremainmobile,alertandactiveatalltimes.ProvidedthattheAnti-RaggingSquadshallhaverepresentationofvariousmembersofthecampuscommunityandshallhavenooutsiderepresentation.d) ItshallbethedutyoftheAnti-RaggingSquadtobecalledupontomakesurpriseraidsonhostels,andotherplacesvulnerabletoincidentsof,andhavingthepotentialof,raggingandshallbeempoweredtoinspectsuchplaces.e) ItshallalsobethedutyoftheAnti-RaggingSquadtoconductanon-the-spotenquiryintoanyincidentofraggingreferredtoitbytheHeadoftheinstitution13oranymemberofthefacultyoranymemberofthestafforanystudentoranyparentorguardianoranyemployeeofaserviceproviderorbyanyotherperson,asthecasemaybe;andtheenquiryreportalongwithrecommendationsshallbesubmittedtotheAnti-RaggingCommitteeforactionunderclause(a)ofRegulation9.1.ProvidedthattheAnti-RaggingSquadshallconductsuchenquiryobservingafairandtransparentprocedureandtheprinciplesofnaturaljusticeandaftergivingadequateopportunitytothestudentorstudentsaccusedofraggingandotherwitnessestoplacebeforeitthefacts,documentsandviewsconcerningtheincidentofragging,andconsideringsuchotherrelevantinformationasmayberequired.f] Everyinstitutionshall,attheendofeachacademicyear,inordertopromotetheobjectivesoftheseRegulations,constitute aMentoring Cell consisting of students volunteering to beMentors for freshers, in the succeedingacademicyear;andthereshallbeasmanylevelsortiersofMentorsasthenumberofbatchesintheinstitution,attherateofoneMentorforsixfreshersandoneMentorofahigherlevelforsixMentorsofthelowerlevel.g] EveryUniversityshallconstituteabodytobeknownasMonitoringCellonRagging,whichshallcoordinatewiththeaf�iliatedcollegesandinstitutionsunderthedomainoftheUniversitytoachievetheobjectivesoftheseRegulations;andtheMonitoringCellshallcallforreportsfromtheHeadsofinstitutionsinregardtotheactivitiesoftheAnti-RaggingCommittees,Anti-RaggingSquads,andtheMentoringCellsattheinstitutions,anditshallalsokeepitselfabreastofthedecisionsoftheDistrictlevelAnti-RaggingCommitteeheadedbytheDistrictMagistrate.

h) TheMonitoringCellshallalsoreviewtheeffortsmadebyinstitutionstopublicizeanti-raggingmeasures,solicitingofaf�idavitsfromparents/guardiansandfromstudents,eachacademicyear,toabstainfromraggingactivitiesorwillingnesstobepenalizedforviolations;andshallfunctionastheprimemoverforinitiatingactiononthepartoftheappropriate authoritiesof theuniversity for amending theStatutesorOrdinancesorBye-laws to facilitate theimplementationofantiraggingmeasuresattheleveloftheinstitution.6.4 Everyinstitutionshalltakethefollowingothermeasures,namely;a) Eachhosteloraplacewheregroupsofstudentsreside,formingpartoftheinstitution,shallhaveafull-timeWarden,tobeappointedbytheinstitutionaspertheeligibilitycriterialaiddownforthepostre�lectingboththecommandandcontrolaspectsofmaintainingdisciplineandpreventingincidentsofraggingwithinthehostel,aswellasthesofterskillsofcounselingandcommunicatingwiththeyouthoutsidetheclass-roomsituation;andwhoshallresidewithinthehostel,orattheveryleast,intheclosevicinitythereof.b) TheWardenshallbeaccessibleatallhoursandbeavailableontelephoneandothermodesofcommunication,andforthepurposetheWardenshallbeprovidedwithamobilephonebytheinstitution,thenumberofwhichshallbepublicizedamongallstudentsresidinginthehostel.c) TheinstitutionshallreviewandsuitablyenhancethepowersofWardens;andthesecuritypersonnelpostedinhostelsshallbeunderthedirectcontroloftheWardenandtheirperformanceshallbeassessedbythem.d] Theprofessionalcounselorsreferredtounderclause(o}ofRegulation6.1of these Regulations shall, at the time ofadmission,counselfreshersand/oranyotherstudent(s)desiringcounseling,inordertopreparethemforthelifeahead,particularlyinregardtothelifeinhostelsandtotheextentpossible,alsoinvolveparentsandteachersinthecounselingsessions.e] Theinstitutionshallundertakemeasuresforextensivepublicityagainstraggingbymeansofaudio-visualaids,counselingsessions,workshops,paintinganddesigncompetitionsamongstudentsandsuchothermeasures,asitmaydeem�it.f] InordertoenableastudentoranypersontocommunicatewiththeAntiRaggingHelpline,everyinstitutionshallpermitunrestrictedaccesstomobilephonesandpublicphonesinhostelsandcampuses,otherthaninclass-rooms,seminarhalls, library,andinsuchotherplacesthattheinstitutionmaydeemitnecessarytorestricttheuseofphones.g] Thefacultyoftheinstitutionanditsnon-teachingstaff,whichincludesbutisnotlimitedtotheadministrativestaff,contractemployees,securityguardsandemployeesofserviceprovidersprovidingserviceswithintheinstitution,shallbesensitizedtowardstheillsofragging,itspreventionandtheconsequencesthereof.h] Theinstitutionshallobtainanundertakingfromeveryemployeeoftheinstitutionincludingallteachingandnon-teachingmembersofstaff,contractlabouremployedinthepremiseseitherforrunningcanteenoraswatchandwardstafforforcleaningormaintenanceofthebuildings/lawnsandemployeesofserviceprovidersprovidingserviceswithintheinstitution,thathe/shewouldreportpromptlyanycaseofraggingwhichcomestohis/hernotice.i] Theinstitutionshallmakeaprovisionintheservicerulesofitsemployeesforissuingcerti�icatesofappreciationtosuchmembersofthestaffwhoreportincidentsofragging,whichwillformpartoftheirservicerecord.j)Theinstitutionshallgivenecessaryinstructionstotheemployeesofthecanteensandmessing,whetherthatoftheinstitutionorthatofaserviceproviderprovidingthisservice,ortheiremployers,asthecasemaybe,tokeepastrictvigilintheareaoftheirworkandtoreporttheincidentsofraggingtotheHeadoftheinstitutionormembersoftheAnti-RaggingSquadormembersoftheAnti-RaggingCommitteeortheWardens,asmayberequired.k] AllUniversitiesawardingadegreeineducationatanylevel,shallberequiredtoensurethatinstitutionsimparting

instructioninsuchcoursesorconductingtrainingprogrammeforteachersincludeinputsrelatingtoantiraggingandtheappreciationoftherelevanthumanrights,aswellasinputsontopicsregardingsensitizationagainstcorporalpunishmentsandcheckingofbullyingamongststudents,sothateveryteacherisequippedtohandleat leasttherudimentsofthecounsellingapproach.l) Discreetrandomsurveysshallbeconductedamongstthefresherseveryfortnightduringthe�irstthreemonthsoftheacademicyeartoverifyandcrosscheckwhethertheinstitutionisindeedfreeofraggingornotandforthepurposetheinstitutionmaydesignitsownmethodologyofconductingsuchsurveys.m) Theinstitutionshallcausetohaveanentry,apartfromthoserelatingtogeneralconductandbehaviour,madeintheMigration/TransferCerti�icateissuedtothestudentwhileleavingtheinstitution,astowhetherthestudenthasbeenpunishedforcommittingorabettinganactofragging,asalsowhetherthestudenthasdisplayedpersistentviolentoraggressivebehaviouroranyinclinationtoharmothers,duringhiscourseofstudyintheinstitution.n) NotwithstandinganythingcontainedintheseRegulationswithregardtoobligationsandresponsibilitiespertainingtotheauthoritiesormembersofbodiesprescribedabove,itshallbethegeneralcollectiveresponsibilityofalllevelsandsectionsofauthoritiesor functionaries includingmembersof the facultyandemployeesof the institution,whether regular or temporary, and employees of serviceprovidersproviding servicewithin the institution, topreventortoactpromptlyagainsttheoccurrenceofraggingoranyincidentofraggingwhichcomestotheirnotice.o) TheHeadsofinstitutionsaf�iliatedtoaUniversityoraconstituentoftheUniversity,asthecasemaybe,shall,duringthe�irstthreemonthsofanacademicyear,submitaweeklyreportonthestatusofcompliancewithAntiRaggingmeasuresundertheseRegulations,andamonthlyreportonsuchstatusthereafter,totheVice-ChancelloroftheUniversitytowhichtheinstitutionisaf�iliatedtoorrecognizedby.p) TheViceChancellorofeachUniversity,shallsubmitfortnightlyreportsoftheUniversity,includingthoseoftheMonitoringCellonRaggingincaseofanaf�iliatinguniversity,totheStateLevelMonitoringCell.7. ActiontobetakenbytheHeadoftheinstitution:-OnreceiptoftherecommendationoftheAntiRaggingSquadoronreceiptofanyinformationconcerninganyreportedincidentofragging,theHeadofinstitutionshallimmediatelydetermineifacaseunderthepenallawsismadeoutandifso,eitheronhisownorthroughamemberoftheAnti-RaggingCommitteeauthorisedbyhiminthisbehalf,proceedto�ileaFirstInformationReport(FIR),withintwentyfourhoursofreceiptofsuchinformationorrecommendation,withthepoliceandlocalauthorities,undertheappropriatepenalprovisionsrelatingtooneormoreofthefollowing,namely;i.Abetmenttoragging;ii.Criminalconspiracytorag;iii.Unlawfulassemblyandriotingwhileragging;iv.Publicnuisancecreatedduringragging;v.Violationofdecencyandmoralsthroughragging;vi.Injurytobody,causinghurtorgrievoushurt;vii.Wrongfulrestraint;viii.Wrongfulcon�inement;ix.Useofcriminalforce;x.Assaultaswellassexualoffencesorunnaturaloffences;xi.Extortion;xii.Criminaltrespass;xiii.Offencesagainstproperty;

xiv.Criminalintimidation;xv.Attemptstocommitanyoralloftheabovementionedoffencesagainstthevictim(s);xvi.Threattocommitanyoralloftheabovementionedoffencesagainstthevictim(s);xvii.Physicalorpsychologicalhumiliation;xviii.Allotheroffencesfollowingfromthede�initionof"Ragging". ProvidedthattheHeadoftheinstitutionshallforthwithreporttheoccurrenceoftheincidentofraggingtotheDistrictLevelAnti-RaggingCommitteeandtheNodalof�iceroftheaf�iliatingUniversity,iftheinstitutionisanaf�iliatedinstitution.Providedfurtherthattheinstitutionshallalsocontinuewithitsownenquiryinitiatedunderclause9oftheseRegulationsandothermeasureswithoutwaitingforactiononthepartofthepolice/localauthoritiesandsuchremedialactionshallbeinitiatedandcompletedimmediatelyandinnocaselaterthanaperiodofsevendaysofthereportedoccurrenceoftheincidentofragging.

8. DutiesandResponsibilitiesoftheCommissionandtheCouncils:-8.1TheCommissionshall,withregardtoprovidingfacilitatingcommunicationofinformationregardingincidentsofragginginanyinstitution,takethefollowingsteps,namely;a) TheCommissionshallestablish,fundandoperate,atoll-freeAnti-RaggingHelpline,operationalroundtheclock,whichcouldbeaccessedbystudentsindistressowingtoraggingrelatedincidents.b) AnydistressmessagereceivedattheAnti-RaggingHelplineshallbesimultaneouslyrelayedtotheHeadoftheInstitution,theWardenoftheHostels,theNodalOf�iceroftheaf�iliatingUniversity,iftheincidentreportedhastakenplaceinaninstitutionaf�iliatedtoaUniversity,theconcernedDistrictauthoritiesandifsorequired,theDistrictMagistrate,andtheSuperintendent ofPolice,andshallalsobewebenabledsoastobeinthepublicdomainsimultaneouslyforthemediaandcitizenstoaccessit.c) TheHeadoftheinstitutionshallbeobligedtoactimmediatelyinresponsetotheinformationreceivedfromtheAnti-RaggingHelplineasatsub-clause(b)ofthisclause.d) ThetelephonenumbersoftheAnti-RaggingHelplineandalltheimportantfunctionariesineveryinstitution,Heads of institutions, facultymembers,members of the anti-ragging committees and anti ragging squads,districtandsub-divisionalauthoritiesandstateauthorities,Wardensofhostels,andotherfunctionariesorauthoritieswhererelevant,shallbewidelydisseminatedforaccessortoseekhelpinemergencies.e) TheCommissionshallmaintainanappropriatedatabase tobe createdoutofaf�idavits, af�irmedbyeachstudentandhis/herparents/guardiansandstoredelectronicallybytheinstitution,eitheronitsorthroughanagencytobedesignatedbyit;andsuchdatabaseshallalsofunctionasarecordofraggingcomplaintsreceived,andthestatusoftheactiontakenthereon.f) TheCommissionshallmakeavailable thedatabase toanon-governmentalagency tobenominatedby theCentralGovernment,tobuildcon�idenceinthepublicandalsotoprovideinformationofnoncompliancewiththeseRegulationstotheCouncilsandtosuchbodiesasmaybeauthorisedbytheCommissionorbytheCentralGovernment.8.2 TheCommissionshalltakethefollowingregulatorysteps,namely;a) TheCommissionshallmakeitmandatoryfortheinstitutionstoincorporateintheirprospectus,thedirectionsof the Central Government or the State Level Monitoring Committee with regard to prohibition andconsequencesofragging,andthatnoncompliancewiththeseRegulationsanddirectionssoprovided,shallbe

consideredas loweringofacademicstandardsbythe institution, thereforemakingit liableforappropriateaction.b) TheCommissionshallverifythattheinstitutionsstrictlycomplywiththerequirementofgettingtheaf�idavitsfromthestudentsandtheirparents/guardiansasenvisagedundertheseRegulations.c) TheCommissionshallincludeaspeci�icconditionintheUtilizationCerti�icate,inrespectofany�inancialassistanceor grants-in-aid to any institution under any of the general or special schemes of the Commission, that theinstitutionhascompliedwiththeantiraggingmeasures.d) Anyincidentofragginginaninstitutionshalladverselyaffectitsaccreditation,rankingorgradingbyNAACorbyanyotherauthorisedaccreditationagencieswhileassessingtheinstitutionforaccreditation,rankingorgradingpurposes.e) TheCommissionmayaccordpriorityin�inancialgrants-in-aidtothoseinstitutions,otherwiseeligibletoreceivegrantsundersection12BoftheAct,whichreportablemishlessrecordintermsoftherebeingnoreportedincidentofragging.f) The Commission shall constitute an Inter-Council Committee, consisting of representatives of the variousCouncils, the Non- Governmental agency responsible for monitoring the database maintained by theCommissionunderclause(g)ofRegulation8.1andsuchotherbodiesinhighereducation,tocoordinateandmonitortheanti-raggingmeasuresininstitutionsacrossthecountryandtomakerecommendationsfromtimetotime;andshallmeetatleastonceinsixmonthseachyear.g) TheCommissionshallinstituteanAnti-RaggingCellwithintheCommissionasaninstitutionalmechanismtoprovidesecretarialsupportforcollectionofinformationandmonitoring,andtocoordinatewiththeStateLevelMonitoringCellandUniversitylevelCommitteesforeffectiveimplementationofanti-raggingmeasures,andtheCell shall also coordinatewith theNon-Governmental agency20 responsible formonitoring thedatabasemaintainedbytheCommissionappointedunderclause(g)ofRegulation8.1.9. Administrativeactionintheeventofragging:- 9.1Theinstitutionshallpunishastudentfoundguiltyofraggingafterfollowingtheprocedureandinthe mannerprescribedhereinunder:a) TheAnti-RaggingCommitteeoftheinstitutionshalltakeanappropriatedecision,inregardtopunishmentorotherwise,dependingonthefactsofeachincidentofraggingandnatureandgravityoftheincidentofraggingestablishedintherecommendationsoftheAnti-RaggingSquad.b) TheAnti-RaggingCommitteemay,dependingonthenatureandgravityoftheguiltestablishedbytheAnti-RaggingSquad,award,tothosefoundguilty,oneormoreofthefollowingpunishments,namely;i. Suspensionfromattendingclassesandacademicprivileges.ii. Withholding/withdrawingscholarship/fellowshipandotherbene�its.iii. Debarringfromappearinginanytest/examinationorotherevaluationprocess.iv. Withholdingresults.v. Debarringfromrepresentingtheinstitutioninanyregional,nationalorinternationalmeet,tournament,youthfestival,etc.vi. Suspension/expulsionfromthehostel.vii. Cancellationofadmission.viii. Rusticationfromtheinstitutionforperiodrangingfromonetofoursemesters.

ix. Expulsionfromtheinstitutionandconsequentdebarringfromadmissiontoanyotherinstitutionforaspeci�iedperiod. Providedthatwherethepersonscommittingorabettingtheactofraggingarenotidenti�ied,theinstitutionshallresorttocollectivepunishment,c) AnappealagainsttheorderofpunishmentbytheAnti-RaggingCommitteeshalllie,i. incaseofanorderofaninstitution,af�iliatedtoorconstituentpart,ofaUniversity,totheVice-ChancelloroftheUniversity;ii. incaseofanorderofaUniversity,toitsChancellor.iii. incaseofaninstitutionofnationalimportancecreatedbyanActofParliament,totheChairmanorChancelloroftheinstitution,asthecasemaybe.9.2 Whereaninstitution,beingconstituentof,af�iliatedtoorrecognizedbyaUniversity,failstocomplywithanyoftheprovisionsoftheseRegulationsorfailstocurbraggingeffectively,suchUniversitymaytakeanyoneormoreofthefollowingactions,namely;i. Withdrawalofaf�iliation/recognitionorotherprivilegesconferred.ii. Prohibitingsuchinstitutionfrompresentinganystudentorstudentsthenundergoinganyprogrammeofstudythereinfortheawardofanydegree/diplomaoftheUniversity.Providedthatwhereaninstitutionisprohibitedfrompresentingitsstudentorstudents,theCommissionshallmakesuitablearrangementsfortheotherstudentssoastoensurethatsuchstudentsareabletopursuetheiracademicstudies.iii. Withholdinggrantsallocatedtoitbytheuniversity,ifanyiv.Withholdinganygrantschanellisedthroughtheuniversitytotheinstitution,v.Anyotherappropriatepenaltywithinthepowersoftheuniversity.9.3 Whereintheopinionoftheappointingauthority,alapseisattributabletoanymemberofthefaultyorstaffoftheinstitution,inthematterofreportingortakingpromptactiontopreventanincidentofraggingorwhodisplayanapatheticorinsensitiveattitudetowardscomplaintsofragging,orwhofailtotaketimelysteps,whetherrequiredundertheseRegulationsorotherwise,topreventanincidentorincidentsofragging,thensuchauthorityshallinitiatedepartmentaldisciplinaryaction,inaccordancewiththeprescribedprocedureoftheinstitution,againstsuchmemberofthefaultyorstaff.ProvidedthatwheresuchlapseisattributabletotheHeadoftheinstitution,theauthoritydesignatedtoappointsuchHeadshalltakesuchdepartmentaldisciplinary22action;andsuchactionshallbewithoutprejudicetoanyactionthatmaybetakenunderthepenallawsforabetmentofraggingforfailuretotaketimelystepsinthepreventionofraggingorpunishinganystudentfoundguiltyofragging.9.4TheCommissionshall,inrespectofanyinstitutionthatfailstotakeadequatestepstopreventraggingorfailstoactinaccordancewiththeseRegulationsorfailstopunishperpetratorsorincidentsofraggingsuitably,takeoneofmoreofthefollowingmeasures,namely;i. Withdrawalofdeclarationof�itnesstoreceivegrantsundersection12BoftheAct.ii. Withholdinganygrantallocated.iii. DeclaringtheinstitutionineligibleforconsiderationforanyassistanceunderanyofthegeneralorspecialassistanceprogrammesoftheCommission.iv. Informingthegeneralpublic,includingpotentialcandidatesforadmission,throughanoticedisplayedprominentlyinthenewspapersorothersuitablemediaandpostedonthewebsiteoftheCommission,declaringthattheinstitutiondoesnotpossesstheminimumacademicstandards.v. (Anti - Ragging)

The Hon'ble Supreme Court vide order dated 04.05.2001 has outlined certain steps which should be taken by educational institutions so as to eliminate 'ragging' from the educational system.Principals/Deans of Affiliated Colleges are hereby requested to strictly abide by the following guidelines instructions and ensure that ragging is eliminated from the educational system.

1. 'Anti ragging' movement should be initiated by the institution right from the time of admission. The prospectus form for admission must clearly mention that 'ragging' is banned in the college and anyone found indulging in 'ragging' is likely to be punished which may include expulsion from the College.

2. In the application form for admission attached to the prospectus, the College print an undertaking to be filled up and signed by the candidate that he/she is aware of the college approach towards 'ragging' and punishment to which he/she shall be liable if found guilty of 'ragging'. A similar undertaking should be obtained from the parent/ guardian of the candidate.

3. The College should certify on transfer certificate issued by the institution which has an entry apart from that of general conduct and behaviour whether a student has participated in and in particular was punished for 'ragging'.

Eligibility Certificate and issue of Certificate.

Attention of the Heads of the University Departments and Principals of affiliated Colleges is invited on the following:i. In respect of those students who are from other University or other than Goa Board of Higher

Secondary Education, submission of Eligibility Certificate/ Provisional Eligibility Certificate issued by the Goa University should be necessary at the time of admission of such students.

ii. University will issue Eligibility Certificates to those students who submit all the required documents at the initial stage viz (a) Copy of Marksheet (b) Copy of Passing Certificate/ Degree Certificate (c) Original Migration Certificate along with filled in application form and payment of fees of Rs. 350/-.

iii. Insubordination, unbecoming language or conduct and violent behaviour are sufficient reasons for the dismissal of a student.3. Any kind of demonstration in the College premises is prohibited.4. Learning a new language, and French at that, is not only about vocabulary, accents, pronounciation and conjugation – it is a doorway to a whole new culture. It extends your horizon to view the world from a different perspective: of literature, art, architecture, history, fashion, gastronomy and helps you draw a comparison with and appreciate one’s own culture.

Career-wise, it is an asset as it is one of the official working languages of the United Nations and affords the opportunity for employment in francophone countries in fields like tourism, arts, entertainment, teaching, commerce, scientific fields, etc. Knowledge of French equips you to be a global citizen in a fast emerging global village.

French is currently being offered to the FYBA (General Elective) and SYBA (General Elective) students.

In the next academic year, (2020-2021), the college intends to implement B.A. FRENCH (General) under Choice Based Credit System.Students opting for French need not have a basic knowledge of the subject as the text is meant for anyone who wishes to learn French from the very beginning. It also allows one to acquire verbal communication skills in current work day situations. This academic year the department has been very active. It has screened important films and documentaries such as – India Untouched, Oliver Twist, etc, relevant to the syllabus. On the occasion of Goa’s Opinion Poll inter class activities were organized for our students. Students participated in a debate, poster competition, poetry recitation and a speech competition.

The Department of Chemistry was set up at the inception in 1963, has emerged as largest and leading department and presently serving more than 550 undergraduate students. The Department also offers M.Sc in Physical Chemistry since 2007 and is partner in DHE initiated “Research Cluster” with 03 Ph. D. guides and 05 Ph.D. Scholars. The department organises series of activities for their students and others, which includes educational trips to NIO, NCAOR, Goa University, FDA, Select Pharmaceutical industries like VerGo Pharma, Syngenta, Goa Antibiotics etc. It organises an array of events on the campus independently for their FY, SY and TY chemistry students. The B.Sc. Electronics course offered by this department has a well-defined curriculum so that the students are job ready and skill trained after their graduation. The Core papers offered are Electronic Communication, Biomedical Instrumentation, Power Electronics, Computer Networks and Administration, Operating Systems, Microcontroller Programming, Embedded Systems etc. The Skill based and Discipline Specific papers offered are Photonics, Industrial Automation (PLC and SCADA), C++, MATLAB, Python and Android Programming and App development. The Generic Elective papers offered at the first year for students are Consumer Electronics and Medical Home Instruments to help understand the working principle and usage of these devices/instrument. The Department organises study tours to industrial and educational institutes. Demand and relevant technology based seminars and workshops are also conducted by the department.

Most of our students pursue their Post Graduation in Electronics (M.Sc.), Software Applications (MCA ) or Business Management (MBA). While the rest find placements mostly in Hardware Networking or Industrial Automation. Interested students are also sent for internship training in industries.

Botany is a study of Plant Science and Technology. The Department of Life Sciences was started with the inception of the College in 1963. In 1994, its nomenclature was changed to Department of Botany which offers a full fledged three year degree course. The Department has a well-equipped Laboratory, a Herbarium named after Rev. Fr. Joseph Pallithanam (S.J.) and a collection of preserved plant and animals specimens. The Herbarium is the oldest in Goa with a large collection of dried plant specimens and has been digitalized. The Department also has an Orchidarium named after Fr. Edward de Cruz, set up in 2003 and is first of its kind among the Educational Institutes in Goa.The Department organizes an array of activities like Wild Flower Exhibition, Mushroom Cultivation, course on Wine making, Culturing and Mass Production of Arbuscular Mycorrhizal Fungi. Certificate courses are also conducted in Homemade Herbal Products and Collection, Isolation and Identification of Micro Fungi. Field trips are conducted and consultancy services are provided for identification of plants. Students are also sent for Internship training. The Department publishes its Newsletter “Plantae”.Students of Botany after their graduation have a wide choice of careers. The Department of Microbiology came into existence in June 1983, at St. Xavier’s College Mapusa, affiliated at that time to Bombay University. It was the first and only College in Goa to offer the subject at the B.Sc. level until 1989. Since June 1988, the Department is affiliated to Goa University. In June 1998, the Department started the six units course in Microbiology and was the first College in Goa to offer the six unit course at the degree level.

Bachelor OF COMPUTER APPLICATION (BCA)

Vision: Promote intellectual curiosity, professionalism and IT skills for life-long learning.

St. Xavier's College introduced BCA (Commerce) in the year 2005, with an intake capacity of 40 students. A well-equipped computer laboratory is also made available. It is networked and is provided with internet access. At present, there are 4 full time faculty members. Visiting faculty also address students. In the year 2019, the BCA Course was revised and a new course structure was introduced under CBCS.

Duration of the Programme and Semesters:Duration of the Programme shall be of three academic years which is divided into Six Semesters with Two Semesters per academic year.

Eligibility for Admission and Entrance Test:Any candidate who has passed the XIIth standard examination in any stream from Goa Board of Secondary and Higher Secondary Education or equivalent is eligible for admission to the first semester. The candidates have to appear for an entrance test before getting themselves admitted for the course.

Physical Education is an integral part of the total education process and aims at the development of physically; mentally, socially, and emotionally fit citizens, through the medium of physical activities. The Department of Physical Education at St Xavier's College is managed under the able leadership of the Director of Physical Education, Ms. Joslyn D’souza, whose contribution to this field has been beyond comparison, both for the Institution and for the State of Goa.

The Intra-Mural Competition held within the campus give an ideal opportunity for first timers to participate in competitive sports and experience the joy of winning or to learn to take defeat in their stride. Our College was duly recognized with the 'Best Sports College Award' by Goa University for Women and also winning the ‘Geno Award’ for Women.

St. Xavier's College participates in the following events: Table Tennis, Badminton, Chess, Cross-Country Race, Cycling, Judo, Swimming, Tennikoit, Football, Basketball, Volleyball, Handball, Kho-Kho, Kabaddi, Athletics, Tennis, Cricket, Weightlifting, Powerlifting, Baseball, and Best Physic for both men and women. A number of students are selected annually to represent Goa University and Goa State Teams at National level. A number of individual medals were also won by our students.

NATIONAL CADET CORPS (NCC)

The primary purpose of the National Cadet Corps is to create a human resource of organized, trained and motivated youth who will be available for the service of the nation and who can provide leadership in all walks of life, including the Armed Forces. The NCC puts its cadets through rigorous training which includes adventure activities such as mountaineering, trekking, rock climbing, para sailing, jumping, gliding, slithering, microlight flying, sailing, surfing, scuba diving boat pulling etc. These activities, which are classified as land-based, water-based and air-based, develop special qualities of leadership, courage, discipline, and self-confidence in the cadets. The cadets attend State and National level training camps as well as national integration camps. A few are chosen to attend the prestigious Republic Day training camp and participate in the Republic Day Parade in Delhi. The following camps are organized every year for NCC cadets: Combined Annual Training Camp, Inter-group Camp, Republic Day Camp, Thal Sainik Camp, South Zone Firing Competition and Capsule Camp, SSB training Capsule Camp and National Integration Camp which aims at fostering closer ties among the youth of the nation. The focus of this camp is to help young people to find a common ground and establish lasting friendships that cut across region, language and colour.The special mission of the Youth Exchange Programme is to make the youth of Indiaambassadors for their country. Youth Exchange Programmes make it possible for cadets to visit countries such us Singapore, Bangladesh, Russia, Sri Lanka, Nepal, the UK etc. In the year 2016-17, two of our cadets, namely SCUO Aaron Dias and JCUO Sagar Vishwakarma attended Republic Day Camp at New Delhi.Our College offers infantry wing of NCC for Boys and Girls separately.

NATIONAL SERVICE SCHEME (NSS)

With the aim to inspire young students to go beyond the comfort zone and reach out to the society through community service, the National Service Scheme (NSS) Unit of St. Xavier's College, Mapusa-Goa, marches on with pride and enthusiasm every academic year. Through carefully designed plethora of activities that bring to fore the complex social problems and by celebrating the rich cultural diversity of India, the students are moulded throughout the year into accomplished and empathetic social leaders. Through visits to orphanages and old age homes, NSS volunteers experience the joy of gifting time to the most vulnerable sections of the society. Thought provoking talks and screening of acclaimed documentaries they broaden their perspective in a very special way. The students also participate with vigour and purpose in rallies, beach cleaning drives, donation drives, awareness drives, anti plastic drives, campus cleaning, blood donation and paper and cloth bag making workshops which bridge the gap between theory and practice, providing them with wholesome experience of community consciousness. The creative talents of the volunteer are nourished and celebrated through a host of competitions like poster making, painting, elocution on important and relevant themes. Moreover, they participate in various International and National level camps which allow them the opportunity to explore the various, colourful faces of a nation and appreciate the diversity of culture, language and tradition and yet the similarity of the human spirit.It is also with great zeal that the NSS unit conducts its annual camp in a rural area that not only yields lifelong memories and cherished moments, but ever-lasting footprint in the host village through the dedicated service and combined strength of the NSS volunteers.

St. Xavier's Alumni Association, Mapusa, GoaThe Alumni Association seeks to connect its ex-students to their Alma Mater. The alumni are often invited as Guest Lecturers to deliver sessions for the faculty and students.

Research and Development CellThe Cell aims to ignite the spirit of research among teachers, and now, among students as well. The interdisciplinary research journal “Spectrum” has an ISSN number and is released annually under the supervision of the cell.

Well Being ClubThe Well Being Club aims to look into the aspects of both physical and mental health. It promotes healthy living among the students and attempts to monitor those aspects on campus that directly affect health.

Career Guidance & Placement CellThe cell invites reputed organizations to the college to interact with final year students whom they will be hiring in the near future. Talks by reputed professionals in various fields are conducted on a regular basis to expose students to a variety of experiences, opportunities and thereby prepare them to enter the world of employment.

Youth Cell and AICUFAICUF (All India Catholic University Federation) is a movement of University students with a vision for a new and just society. Progressing in history of constant rediscovery and recreation, AICUF tries to link itself to the emerging needs and realities of the university, the church and the wider society.

Parents Teachers AssociationThe Parent Teacher Association (PTA) is a continuous collaborative effort in striving to have a partnership between the parents and educators. It provides a platform for parents to obtain insights about what happens on campus.It provides a platform for unity and fraternity among parents, teachers, students and the management of the college in order to work towards a common goal.

Cell for Student Engagement and Enrichment (C-SEE)This cell, through the complementary programmes of Value Education as well as Mentor Mentee interactions, engages students to have better values as persons and future society builders.

Programmes, Opportunities, Initiatives and Sprucing for Employment (POISE)This is a cell meant exclusively for all final year students across all streams and courses. It is a finishing cum grooming school for students to acquire soft skills training and practical knowledge in landing a job.

Centre for Performing Arts (Theatre, Music, Dance)The cell unites music lovers and dancers through participation in various competitions, programmes etc, thereby showcasing their talent to a larger audience. Workshops on acting, scripting, direction, costume, make up and designing are undertaken.

Child, Women & Consumer Welfare Club (CWCWC)The cell aims to help spread smiles on the faces of the underprivileged children, and most importantly to sensitize students of the college to reach out to support these children. The cell organizes activities around issues related to children and conducts visits to orphanages and care homes for children.

The aim of the cell is also to enlighten the campus community about women related issues, to sensitize students and promote gender equality.

Cell for Visual ArtsThis cell covers all aspects of visual arts, from photography to film appreciation to art installation and more.The members of the club are exposed to the art of photography, with lectures from volunteers, presenters and Professionals and opportunities to visit local photography hotspots. The film club organizes film screening around the year with special emphasis on world and regional cinema.

Hub for Innovation, Incubation and Entrepreneurship (HIIE)This hub generates a buzz among young minds who foresee themselves in an area where they can be not only self-employed but also generate employment for others. With some help in fine tuning, their novel ideas can turn to businesses.

Cell for Community College InitiativesOnline courses through MOOCs, Coursera and the MHRD initiative of Swayam courses are open to interested students regardless of their regular courses in college. Certain initiatives from faculty and associations are kept open to general local community.

Go Green Initiatives The go green initiative is to sensitize the students to their natural surroundings and foster love for nature. The club gives them an opportunity to observe, appreciate and inculcate the importance of preserving and protecting nature. It also attempts to create an awareness about environmental issues in today's world and find out suitable measures to tackle them.

Global Village Club The core objectives of the club are to provide a platform for the International students to interact and provide college students an opportunity to gain exposure to different cultures. Besides, the speaking of foreign languages is also encouraged.

Sciences for a Purpose, Application and Renewal of Knowledge (SPARK) SPARK aims to inculcate a love for science as well educate all students about the value and role of scientific knowledge and invention in everyday life. The cell updates students with the latest scientific knowledge and applications.

Cell for Digital Literacy and Application The cell envisages the propagation and development of interest in the cast and exciting world of information technology. Students are introduced to latest developments in IT and how to best use the computer interface to enhance one's knowledge and quality of life.

Community Care Club (CCC) This club extends care towards local communities through schools and parishes. The club arranges programmes by which the schools and parishes benefit from some extension service outlined by the club.

Book Club This club encourages reading among members whilst also fostering the interest of already existing bookworms. Reading is slowly declining habit among the young crowd and the club seeks to reverse this habit by book readings, exhibitions, meeting with authors and encouraging by keeping track of readers.

Goenchi Asmitai (Preservation of Goan Culture & Heritage) This cell seeks to protect and preserve the Goan culture and heritage by educating and enhancing knowledge of local, tribal and even lost Goan customs.

Bhartiya Sanskruti Manch (Promotion of Indian Cultural Diversity) This Association seeks to promote Indian cultural diversity by providing exposure to students of the culture, dances, music, languages of other Indian states, so that the patriotic spirit of being an Indian is encouraged among students.

Campus BroadcastingBelief in God is upheld in the core value of our institution. Focusing on the goals and core values, the campus broadcasting cell assists the students and teachers begin the day invoking the blessings of the Almighty God. Teachers and students conduct the prayer every morning followed by a ‘Thought for the Day’.

Eco Club The Goa State Council for Science & Technology and Ministry of Environment, Forests and Climate Change organizes the National Green Corps Eco-Teachers Workshop every year. It is stressed upon that every academic institution should from an Eco Club in their respective school/colleges and has to undertake eco related activities/projects. In this regard, St. Xavier’s College started the Eco Club in the academic year 2019-2020. The club undertakes activities such as field visits, competitions and exhibitions in order to bring about greater sensitization towards environmental issues

Outreach CellThe Outreach Cell draws its inspiration from the vision and mission of our College. It aims to form young men and women who will excel intellectually and reach out socially. The main objective of the Cell is to provide knowledge and institutional resources to the community and to gain from this interaction. This will help sensitize the students towards societal issues, develop good values and create opportunities for skill enhancement. The Cell conducts guest lectures, seminars and talks to promote experience sharing. It seeks support from NGOs and business enterprises interested in collaborating with our college as part of their Corporate Social Responsibility.

Intellectual Property Rights CellIntellectual property rights include patents, copyright, industrial design rights, trademarks, plant variety rights, trade dress, geographical indications, and in some jurisdictions trade secrets. The IPR cell is a new cell formed at St. Xavier's College, Mapusa, Goa during the academic year 2019-2020. The cell will look into the matter of patents and trademarks.

Value Education ProgrammeAs values are caught more than taught, the sudents need to grow up in an atmosphere of well-being. St. Xavier's College endeavors to provide this kind of holistic education to students. The Value Education Cell of this institution, through its activities, guides the students into bringing values into their consciousness, thereby improving their well-being and that of their families, community and working environment.

Mentoring ProgrammeMentor-Mentee Programme is held every month. Various social issues such as drug abuse, smoking, alcoholism, ragging, traffic rules and personal enhancement topics like 7 - habits of highly effective people, good eating habits, effects of junk food, social relationships, importance of attendance, conduct at exams are being discussed with students.

St. Xavier's College – Fundacao Oriente LinkageThe college celebrates Portuguese Day every year in association with Fundacao Oriente and Camoes Instituto da Cooperacao e da Lingua. State level competitions are organized for schools and higher secondary students which received an overwhelming response.

St. Xavier's College – ICAR LinkageICAR linkage is a bridge between the students, scientists and the field. Its main aim is to introduce the students to the different fields of research, related to Crop Science, Horticulture, Floriculture, Animal sciences, Fisheries and Pest Control. This linkage updates the students about the different facilities available, programmes conducted at ICAR and job opportunities.

St. Xavier's College – Goa University – Dept. of Management Studies LinkageThis Linkage provides an interface between the Institution and the Department of Management Studies, Goa University which enables the up-dation of knowledge and practices. The faculties are in constant communication with the Department of Management – Goa University in connection with up gradation of syllabus and conduct of audits. The Linkage cell motivates the students to develop entrepreneurial skills. Prominent entrepreneurs and executives in the fields of Hospitality, Ecommerce, Events and Entertainment, Service, Pharmaceuticals and Manufacturing were invited to interact with the students.

St. Xavier's College – National Institute of Oceanography (NIO) LinkageThrough the Memorandum of Understanding, the two institutions collaborate in undertaking academic project assignments. A series of activities are also conducted for the students like demonstration on the working of the Scanning Electron Microscope and Energy Dispersal System, Polymerase Chain Reaction and DNA Scanning, etc.

St. Xavier's College- Inspectorate of Factories and Boilers LinkageThe linkage aims at creating awareness about laboratory safety in particular as part of the work ethos in industry today. The college also has an MoU with the Inspectorate of Factories & Boilers, Institute of Safety, Occupational Health and Environment, Altinho, Panaji - Goa under which it extends its facilities of Atomic Absorption Spectrometry, Flame Photometry, Gas Chromatography, etc. to the students of the Masters Programme (M.Sc) in Physical Chemistry.

Goa,1556- St. Xavier's CollegeThis MOU looks to establish collaboration in areas of local writing, reading and literary creation. Goa, 1556 sources Goa-related books for the College library, staff and students. Suitable authors writing on Goan themes are invited to College to address students, conduct workshops, etc. Workshops on topics like book-reviewing, editing, short story writing are also conducted.

St. Xavier's MOU with Bajaj FINSERV Ltd.The MOU with Bajaj FINSERV Ltd., has been executed on March 18,2019 with an objective to impart practical knowledge and essential skills to the final year graduation students and fresh graduates especially those belonging to economically weaker sections of the society.

St. Xavier's MOU with Global E-Waste Management SystemSt. Xavier's College has entered into an MOU with Global E-Waste Management System (GEMS) since August 20, 2017. Its purpose is to cooperate in the area of e-waste collection, sharing of knowledge and collaborate in the broad area of environment sustainability and resource efficiency among other aspects.
