Un- able to see the person, he switched off his ve- hicle and tried to call his friend who failed to answer. “When I came here I saw the lights were on and I realised my friend was inside. So I tried to call. It was just ringing. A few min- utes later I saw people surrounding my car. There were about six men.” He explains the man who stood next to the driver’s window was armed and ordered him to get out of the car. He had removed his keys from the ignition and says he “froze in shock”. “He tried to open it, but the car was locked. He shouted: ‘Open, open’. I was trying to look for my key, he broke the win- dow and the glass came at me. They started pulling at me with force and they pulled me out. I struggled with them and one of them hit me with the gun on my head,” he says showing his head wound. The men then made off in his white 316i BMW. According to Milnerton police spokesperson Warrant Officer Daphne O’Reilly there is no indication that the sus- pects had any other vehicle. This may threaten the hijackersand you may get hurt. Leave everything in thevehicle. Remember – the hijackers will be asnervous, if not more so, than you are. Answerany questions truthfully, especially with re-gards to firearms. Even if you’re shocked andterrified, try to listen to and understand exact-lywhat the hijackerswant fromyou,” she says.O’Reilly also advises motorists not to show

any signs of aggression and to keep their handsvisible to the hijacker, giving them the assur-ance that you do not intend to fight back.“Gather as much information as possible

without posing a threat. How many hijackersare there, what are they wearing, and any fa-cial and physical features.“This does not mean staring at your attack-

An 18-month-old boy from Tijerhof is be-lieved to have drowned over the weekend.According to a report fromER24 paramed-

ics, they were called out to the house in Bol-mear Road on Saturday 4 July where theyfound the toddler lying in the driveway.ER24 spokesperson Chitra Bodasing said:

“It is understood people found the child ly-ing face down in the pool. They took him outand contacted paramedics for assistance”.Paramedics immediately began treating

the patient and Cardiopulmonary resuscita-tion (CPR) was initiated. “Despite all effortsof the paramedics, the child sadly died uponarrival at hospital,” Bodasing said. An in-quest docket has been opened. Police spokes-person Warrant Officer Daphne O’Reillysays the circumstances leading to thedrowning is still under investigation.

The police organised crime unit is on thehunt for four men who held up Woolworthsin Canal Walk on Monday.According to a report from Milnerton po-

lice at about 07:30 four men dressed as con-tract workers entered the back entrance ofthe retail store and signed in at security andproceeded to the first floor of the shop.According to the police moments later se-

curity personnel entered the shop to dropand collect money.“The armed robbers overpowered them.

Staff members and the security officer weretied up with cable ties and locked in one ofthe offices. The suspects then left the scenewith eight bags of money and the amount isunknown,” she says.O’Reilly explains the suspects fled in a

white Toyota Verso. No shots were fired andno injuries were reported.

A medical doctor from Stellenbergalmost went deaf fromTBmedicati-on after contracting the dreadedmulti-drug resistant (MDR) strainof the disease.Now she is advocating for chea-

per, safernewantibiotics forTB tre-atment through TB Proof, the NGOshe now works for.“I didn’t lose my hearing comple-

tely,” Dr Dalene von Delft told Ty-gerBurger.“TheTBmedication thatcauses hearing loss is an antibioticwe use to treat MDR TB,” she said.This strain of the bacteria causes

the same disease as “regular” TB,butDalene explains it is resistant tofirst-line antibiotics because it hasbecome mutated.Dalene contracted MDR TB

through her work in 2010. Becausethe bacteria is airborne, inhaling itcauses the majority (up to threequarters) of MDR cases in the coun-try.

“We are currently using a veryold regimenofmedicationwith a ve-ry old combination of drugs for trea-ting MDR TB,” she said.This usually consists of six or se-

ven different kinds of antibiotics –including a group of antibiotics cal-led the aminoglycosides – used to

treat different types of bacterial in-fections.“These antibiotics are widely

used; they are ‘old’ drugs which ha-ve been in use since the 1950s. It isstill frequently used in hospitals,but for short periods, usually lessthan twoweeks. InMDRTB one hasto use it long term,” she said.The World Health Organisation’s

(WHO) guidelines recommendedtreatment with aminoglycosides forMDRTB for eightmonths,with totaltreatment lasting up to two years.“Unfortunately one of the side-ef-fects is hearing loss.”

“Because these drugs are already60 years old, their patents have longexpired and they’re very cheap andmade by different manufacturers,”she said.“Yes, it comeswith awarning that

it could cause hearing loss, but it’snot like you can sue the drug compa-ny, because it is used ‘off-label’.This means the drug companies donot recommend long termuse of the-se drugs for the treatment of MDRTB, but doctors are forced touse the-se drugs as there are no alternati-ves, and it is a deadly disease,” Dale-ne said.The WHO recommends regular

screening for hearing loss bymeansof audiograms,” she said, explai-ning this meant hearing at differentfrequencies and amplitudes.“We don’t understand how it cau-

ses hearing loss, but it affects thenerve responsible for hearing – thecochlear nerve – and the outer haircells which pick up high frequencytones, are affected first,” she said.“Low tones still sound okay for

patients, but they start strugglingwith consonants ‘f’, ‘s’, ‘k’, ‘p’, ‘t’.They might not pick up high sopra-no notes.“Sometimes people are unable to

pick up if their high frequency hea-ring is deteriorating. Some report‘going deaf’ overnight.”

A woman from Parklands must face thecourt after she was allegedly caughtby a traffic officer using her cellphone

while driving, even though shepresented ev-idence that shewas using her hands-free kit.Arlette Pépin was driving along Plattek-

loof Road towards De Grendel Avenue atabout 8:30 onWednesday 27May. “Iwas talk-ing tomy regionalmanager viamy car’s blu-etooth. As I approached the circle a trafficofficer pulled up alongside me and told me

to cross over thecircle and pull offthe road.“I acknowl-

edged his orderand proceeded asrequested. Thetraffic officer ap-proached my carand informed methat I was talkingon my phonewhile holding it tomy ear. I immedi-ately informedhim that he was

mistaken and proceeded to showhim, on thevisual display on my car radio face, that Iwas talking via bluetooth. I also indicated tohim that my cell phone was secured in thecentre consul supporting my travel coffeemug,” recalls Pépin.The officer identified himself as P Groep-

ies from the Bellville task team. “OfficerGroepies refused to accept my evidence thathe was mistaken in what he claimed to haveseen. He claimed hewas driving in the oppo-site direction to me (heading towards Pano-rama) and when he passed me he saw meholding the cell phone to my ear and pro-ceeded to make a u-turn and followed me inorder to confiscate my phone and fine me.Hedemanded that I removemySIMcardandgive him my phone. “I refused, saying weshould go to the Bothasig police station,”says Pépin. At the police station the situa-tion became “quite threatening”, accordingto Pépin, “because every time he asked mesomething and I didn’t give him a straightanswer, he would say that if I resist givingthe information required, he will have mearrested”. “He proceeded to fineme and con-fiscate my phone,” according to Pépin. Shethen turned to all possible avenues for help.“I went to Principal Inspector Solomons atthe Milnerton traffic department to discuss

this issue. He told me to go to the municipalprosecutor in Goodwood, a Mrs Sikweza.She told me to go to the municipal prosecu-tor in Parow, aMrs T Kamall. She explainedto me that all she could do was reduce thefine fromR500 toR350, but the impoundmentfee formy phone of R1100 could only be dealtwith by the Chief Inspector at Milnerton. “Ithen went to see Chief Inspector Valentyn attheMilnerton traffic department andhe saiditwasmyword against that of his officer andI will need to go to court as stated.”Due to the nature of Pépin’s work, she had

no choice but to pay the R1100 fine in orderto get her phone back. She was allowed tokeep her SIM and says she has already losttwo daysworth of work.When she reactivat-ed her phone she saw evidence confirmingher version of the events. “I went back toChief Inspector Valentyn to produce the evi-dence that officer Groepies had falsely ac-cused me. Pepin was told to appear in courton 31 August. The executive director forsafety and security, Richard Bosman, saysthe matter is currently under investigation.“Any dispute that may arise between a mo-torist and law enforcement officer has to besettled in a court of law. Motorists can be re-imbursed for any fines and or impoundmentfees that they incurred.

Woman fuming; falsely accused

A 27-year-old man is behind bars ona charge of possession of a stolenmotorbike. The man was arrested afterhe was spotted riding a Honda 125ccmotorbike without a licence plate.Upon further inspection it emergedthat the details on the licence diskdidn’t match that of the bike. The bikewas allegedly reported as stolen inMilnerton. He appeared in court lastweek.

This follows a range of letters to the Cityof CapeTown from theBrooklyn, Ysterplaatand Rugby Residents’ Association (BYR-RA). Speaking during the monthly meetinglast week, chairperson Rudi Wolter ex-plained he submitted 13 letters of concernto Subcouncil 15 about service delivery is-sues in the area.These letters, he explains, were trans-

formed intoC3 complaints anddealtwith bysubcouncil manager Mariette Griessel.Wolter says in their discussions, con-

cerns were raised about the distance be-tween Brooklyn and the library and clinic.“The City has installed a free telephone

line where residents can log service re-quests at the library. But this is too far formany elderly residents to walk. In our com-munity, many of the residents are elderlyand donot have access to or they don’t knowhow to use the internet to log these re-quests,”For this reason, the association believes

a free telephone line placed in a central loca-tion for all residents may be more user-friendly.Speaking at the meeting Wolter appealed

to residents to make suggestions on wherethe new telephone line could be placed.“There are several requirements as the

telephone must be placed in a buildingwhich is secured at night but it must alsobe accessible to residents.”Among the suggestions is the petrol ga-

rage in Section Street and a local supermar-ket.

“I have met with the manager at the su-permarket and she is very keen. She hasaskedme to obtain a letter from the City ex-plaining the details and she will take it upwith her bosses. I also think the garage inSection Street is a good option because it isopen 24/7,” he says.The news caused much excitement and

residents tabled several proposals. Wolterexplained over the years many communityfacilities have been moved to the outskirtsleaving residents without much.“It’s especially evident on the stretch be-

New mall to revive Koeberg Road

News of a new development worth morethan R10m along Koeberg Road hascaused excitement among residents in

Ysterplaat, Rugby and Brooklyn.The development, 91 on Koeberg, will see

the erection of a new mall which is set to becompleted at the end of July. The propertyis owned by the Olla Family Trust for thepast 35 years and a new initiative by BettyOlla, who manages the trust, is believed tobe the start of urban renewal along KoebergRoad.

Among some of the features, residents canexpect a spice shop, perfume shops, hair-dresser, coffee shop and beautician amongothers. The new chic building has been de-signed by Sabcon Architects and built byLentra Construction.

Consultant Rashaan Warley explains Koe-berg Road has experienced a slump in busi-ness due to the general degradation of thearea. He says this development is focussedon kick-starting urban renewal along thisintegral link to the city centre. With thismall, developers hope surrounding propertyowners would see the value in improvingand uplifting the area.

“The trust has taken the stance to try andwake up that entire area. That little stretchof Koeberg Road has just gone down and thetrust felt if one landowner takes the stanceand upgrades their property, others wouldsoon follow,” he says.

Warley says they initially considered hav-ing one anchor tenant, but due to parkingrequirements they opted to provide smallerindividually owned shops to aid the develop-ment of smaller businesses.

Olla explains with many people returning

to Brooklyn and surrounding areas, thecommercial hub provides little for resi-dents. For this reason, the mall will also in-clude ATMs with security guards.

Plans for the development were approvedin May last year.

Olla explains due to a lease with LewisStores which only expired in the beginningof this year, work was postponed.

He says construction is set to be completedat the end of July and tenants are expectedto start moving in during August.

Olla explains they are still looking to filltwo spots which include a bedding or furni-ture store and a butchery or a mini medicalcentre.

According to Rudi Wolter, chairperson ofthe Brooklyn, Ysterplaat and Rugby Resi-dents’ Association (BYRRA) in recent yearsthey have noted the degradation of KoebergRoad with concern.

He explains many property owners appearto be disinterested in not only maintainingtheir properties but also in uplifting the

area.“Over the years we have seen many people

lose interest and this has resulted in manygood businesses moving elsewhere. This de-velopment has stirred excitement and pridein the area and we welcome initiatives likethis. Home Birth South Africa willhost a gathering in West Ridingfor individuals interested inhaving a home birth.

According to a statementSouth Africa has one of the high-est caesarean rates in the world(on average 70% in private hos-pitals).

Women are realising that in ahospital environment their op-tions and freedom to give birthas they wish, are often limited,through hospital routine proto-col and intervention.

This gathering is for thosewho have given birth at home,for those who have wantedhome births, for those who areplanning a home birth or arethinking about it or are just cu-rious. It is also for those whosehome births did not go as they

had wished.Midwives who attend home

births and those who have sup-ported mothers giving birth athome are welcome to attend.

het hy die silhoeët van ’n man oor die padsien kom. “Dit het my aanvanklik nie geplanie, want ek was onder die indruk hy wasêrens heen op pad. Dit is toe hy naderkomwat ek sien hy kom reguit na my toe. Toe hysy hand voor by sy broek insteek, het ek ge-weet hier kom moeilikheid,” sê Jonker.

en hulle het alles gevat. Ek het voortge-

strompel tot by ’n huis in DuNoon, waar diehuismense my gehelp en die polisie gebelhet,” vertel Jonkers moeisaam weens diepyn.Die geworstel met sy aanvaller het 20 mi-

nute geduur.

Goodbye taxis, hello MyCiTi busesOver the next few weeks, the City of

Cape Townwill withdraw the remain-der ofminibus taxis that havebeenop-

erating inAtlantis, Table View andDunoon,as the roll-out of Phase 1 of the MyCiTi ser-vice is near completion.

According to a statement, the roll-out ofPhase 1 is expected to be completed by theend of August. The Citywould have compen-sated up to 337 taxi operators from TableView, Dunoon and Atlantis to the value ofnearly R222m in exchange for their vehiclesand operating licences to make way for theMyCiTi bus service.

City mayoral committee member fortransport Brett Herron explains the City isalso offering the minibus taxi operators the

opportunity to join Kidrogen – the MyCiTivehicle operating company (VOC) along theWest Coast – as shareholders.

“We are offering their staff employmentwithin theMyCiTi system, either asMyCiTibus drivers once they have concluded theirdriver training for which the City is paying,as part of stationmanagement, or within ad-vertising or landscaping,” he says.

Minibus taxi operators who receive com-pensationmust surrender their operating li-cences and vehicles.

Furthermore, they are obliged to handover the names of all of their employees toTransport for Cape Town.

The remainder of theminibus taxis affect-ed are as follows:

. 16minibus taxiswill bewithdrawn fromAtlantis in the second week in July, follow-ing the roll-out of the remainder of theMyCi-Ti feeder routes over the weekend. Thisbrings the total number of minibus taxiwithdrawals in Atlantis to 149.

. 90minibus taxiswill bewithdrawn fromTable View and Dunoon by Monday 31 Au-gust, following the roll-out of the remainderof theMyCiTi feeder routes thatwill linkDu-noon toCenturyCityviaOmurambastation.This will bring the total number of minibustaxi withdrawals in Table View andDunoonto 229.

With the exception of minibus taxis trans-porting commuters from Witsand to Atlan-tis, no other minibus taxis will be allowed

to operate within or on route to Atlantis aft-er Friday 10 July. Engagements are current-ly underway for the possibility of introduc-ing minibus taxi services to destinationsoutside Atlantis that are not being served byMyCiTi as yet, such asMalmesbury,Darlingand Bellville. These negotiations, however,have not been concluded as yet.

Furthermore, another 12 minibus taxi op-erators from the Ysterplaat Taxi Associa-tionwhowere not offered compensationwillbe allowed to operate on specific routes untiltheir licence period expires.

In addition, Herron explains any minibustaxi operating illegally within these areas,will be impounded by law enforcement offi-cials.

A new traffic calming policy, aimedat addressing a backlog of 500 projectsand protecting vulnerable pedestri-ans such as children on their way toschool, is being considered by theCity of Cape Town.

According to a statement, residentsare requested to air their views dur-ing the public participation processthat is currently underway.

City mayco member for transport,Brett Herron explains each year theyreceivemore than 400 requests for theimplementation of traffic calmingmeasures. There is currently a back-log of 500 traffic calming projects tothe value of R30 million.

Counting among these are requestsfor speed humps, raised pedestriancrossings and intersections, mini-traffic circles, road markings androad narrowing as devices to forcedrivers to slow down on residentialroads.

“Over the past years, we have seenan increase in the number of requestsfor traffic calming measures, whichcan be attributed to the deteriorationin driver discipline and a general dis-regard for the rules of the road by alltypes of road user.

“Given the current backlog and thesteady increase in requests, it has be-come necessary to revisit the currentregime. As such, a new policy whichseeks to prioritise the implementa-tion of these measures where pedes-trians, and particularly children, aremost vulnerable at schools, parks andlibraries is now on the table andready for public comment.”

He explains the purpose of the newpolicy is to provide for a system thatis financially sustainable in the long-run; responsive to critical safetyproblems on residential roads; andthat will assist in eliminating thebacklog within a reasonable time.

Part of the newpolicy proposes thatthe transport department implementtraffic calmingmeasures on roads ad-jacent to existing schools as a matterof priority with the benchmark of atleast 50 schools per year.

It also proposes that ward council-lors may identify, motivate and fundtraffic calming measures in responseto a proven history of accidents on aroad or in response to a recent andvery urgent incident that demandsimmediate intervention.

In addition the policy makes provi-sion for individuals or organisationsmay also fund traffic calming meas-ures, subject to the prescribed condi-tions. For several years now I havecommunicated with councillorsJames Vos and Joy McCarthyregarding the N7 past DuNoon.My major concern was thevibracrete wall bordering theN7 alongside Dunoon whichhas been stolen and brokendown piece by piece, allowingaccess by both vehicles andpedestrians straight onto abusy National Highway.

At first then Councillor Vosdismissed the vibracrete wallas the National Goverment’sresponsibility but concededthat it was in actual factprobably the City’s responsibi-lity as it was situated well offthe motorway borderingDunoon. Ideally after 4 or 5years of shrugging off responsi-bility I think it’s high noonthat the City took responsibili-ty in protecting the residentsof Dunoon as well as passingmotorists who have also had torisk stone throwing incidents.This wall needs to be immedia-tely sealed, repaired andmaintained and motorwaylighting installed. This wouldbe a more economical andfaster solution; with a bridgebeing built in time (I don’tthink the number of pedestri-ans crossing the highwaywarrants a bridge that maytake several more years -a wellmaintained safety wall shouldprevent these incidents).

I am relieved to see the N7“illegal crossing” becoming atopic of conversation. Lastweek there was a fatality that Ihad the misfortune of drivingpast and again yesterday onthe Plattekloof turnoff, not onlymaking me late for work butdisturbing me having to see aperson, only halfway covered

I drive a companyvehicle and make a point of notspeeding and obeying the rulesof the road. In the morningsbetween 6:30 and 8:00 it’s nearlyimpossible to speed anyway,because there is so muchtraffic. When driving to work,there are at least 20 peopletrying to take a chance andcross the national road. Even at60 or 80km/h you will kill apedestrian if you hit them, butthe reality is that the nationalroads have a limit of 120km/h,so its not illegal to drive thatspeed. The pedestrians need afootbridge that they can safelycross and get to work! I needthem to have a foodbridge so Ican get to work safely too!

I thoughtit quite unsafe for them to doso as the motorists are allspeeding along this badlyconstructed single road, whichbecomes a bottleneck of traffic,before you get to the set ofrobots.

At night and early hours ofthe morning the N7 is also notvery well lit and there is roomfor improving the street lights.Also a camera at this corneropposite the field, will slow themotorists down. A footbridgewould be the solution, but inthe interim try and get theabovementioned in place.

Daar word voorspel dat werkverlieseuit hierdie afname kan spruit, veral innissektore wat op spesifieke toerisme-markte fokus. Die grootste afname is vanRusland (47%), Brasilië (34%), China(38%) en Indië (14%). Faktore wat vir diesituasie verantwoordelik is, sluit ondermeer in die vrese oor Ebola in die resvan Afrika. Donveno Prins has proved that music canempower you to achieve some positivedreams.

On Friday and Saturday you will get thechance to discover that journey when hehosts From Elsies to the World at the BaxterConcert Hall to give you some insights intohis career. It’s a journey that is still on a posi-tive path but like so many musicians on theCape Flats it started in the church, leadingto Christmas Bands, and eventually touringthe world. “When I was still in school I neverin a million years thought that this would bemy bread and butter,” he says thinking backto his beginnings.

How can SASSA assist social grant beneficiaries with illegal deductions?

The South African Social Security Agency (SASSA), would like to provide communities with the

following information regarding social grant deductions:

The SASSA branded payment card, was introduced to allow social grant beneficiaries the convenience of

accessing their social grant anywhere and at any time. The SASSA payment card is a debit card and

allows for cash to be withdrawn from ATM's, purchases to be made from suppliers and legal deductions to

be made. The introduction of the SASSA payment card into the banking system unfortunately also

provided an opportunity for social grant beneficiaries to be exploited through unauthorized deductions.

Before the social grant is paid into the bank account of a beneficiary only deduction is allowed to be

made for a funeral policy, which may not exceed 10% of the total value of the social grant. This premium is

deducted by SASSA before the social grant is paid to the beneficiary and then paid over to the relevant

insurance company.

Once the social grant is paid into the bank account that is linked to the SASSA debit card, legal deductions

instituted by financial entities will take effect for purchases that were made ie: airtime, electricity, micro-

loans, credit instalments, policy premiums etc. Any disputes should be resolved directly between the social

grant beneficiary and the entity that instituted the deduction.

Social grant beneficiaries are requested to report any illegal deductions to the nearest SASSA

office/service point where they will be assisted to complete a claim form so that the matters can be

investigated. Alternatively beneficiaries can contact the SASSA call centre @ where

SASSA staff will record the relevant details and refer the matter for investigation. Where beneficiaries have

not authorized deductions or for their SASSA cards/account details to be used by others, the deducted

amounts will be paid back to them. This is usually done within a period of 3 working days. Should any

social grant beneficiary not receive the required assistance from a SASSA office or staff member this must

be reported to the office manager or the

• Do not to respond to SMS messages offering airtime, electricity and other services. By responding

to these messages, beneficiaries are actually taking on a "subscription" service and the amounts

will be deducted off the bank account through the EFT debit system every month.

• Do not use your SASSA payment card as security for loans and to purchase any financial services

products.

others in need.Kat, as he is known tohis friendswas iden-

tified as a leader and duly attended two pres-tigious leadership programmes inNewYorkCity, in 2011 and 2012.When Kat returned from the USA, he used

left-over pocket money from his trip over-seas to buy soccer boots and shin guards foran underprivileged deaf soccer team, thePhillipi Deaf Stars.This gesture was so well received that the

schoolboy swiftly launched a non-profit or-ganisation designed to assist township chil-dren with a passion for sports to receive therequisite equipment.The NPO, Katleho’s Give2Talent, also

knownasKG2T, has as its primary objectivethe donation of sports equipment to teamsand individuals from previously disadvan-taged areas. Others that have received fromKG2T thus far include u-15 soccer squadsfrom Klipheuwel FC, Naledi Stars FC andLiverpool-Portland FC.Kat has now progressed into the sport of

cricket, where in conjunction with DistrictNorth Cricket and the Peninsula CricketAcademy in Bellville, he has embarked ona drive to collect second-hand, unwanted orunused cricket equipment for re-distribu-tion to under-privileged schools.ThisGive2Talent cricket initiative, which

started about three weeks ago, is currentlydrivenbyDistrictNorthCricket,with sever-al second-hand kits having already beenfreelydonatedbyDistrictNorthyouth crick-eters. Besides the participation of severalnorthern suburbs schools in the drive, theEl Shaddai Christian School, Kat’s formerschool has also made a donation to the drivein the form of second-hand kits.
