Shark encounters along the localcoastline seem to be on the risewith several incidents reportedover the last month.
After a tweet about a possiblegreat white shark sighting at the Se-li 1 wreck last week, TygerBurgerquestioned several water usersabout the presence of these sharksin the waters of Bloubergstrand andMelkbosstrand.
A local water safety officer, Der-rick Frazer, who is involved withmany ocean events in the area, con-firms the presence of one specificgreat white shark off Blouberg-strand.
“On 26 April I had to pull two
swimmers who were trying to com-plete the swim from Robben Islandto Bloubergstrand from the waterwhen I noticed a shark. That was1,5km from the beach,” Frazer says.
He says it is rumoured there aretwo female great white sharkscruising the water but others specu-late that it might be the same sharkthat has been periodically seen overthe last two years.
“They are seasonal and travel upto Mozambique at this time of theyear. These sharks can travel up to1 000km a day which means theshark you saw today can be gone to-morrow,” he says.
He had recently researched theoccurrence of sharks on the Atlan-tic side of Cape Town.
“I did quite a bit of research into
this. The last recorded shark inci-dent was towards Clifton’s side andthat was 40 years ago.”
Frazer says the risk of sharks isalways a factor.
“Sharks will always be there. It ispart of the riskof being in theocean, but it is still much riskier drivingto the beach,” he says.
The sighting at the Seli wreck ishowever noteworthy as the sharkwas seen on the coastal side of theship which is stranded 800m fromthe beach. The Wreck, as the areais known among locals, is a favour-ite spot for stand up paddlers, kite-boarders and surfers.
Caryn Jones from Durbanvillewas the person who reported theshark sighting toSharkspotters lastTuesday.
“We were sitting on the beach tothe right of the wreck when I sawthis substantially big fin standingout of the water. It moved like Iwould imagine a shark would.
“It was moving towards the beachand when the waves came up youcould see the shape through the wa-ter,” Jones says. She judged the ani-mal to be about 100m from thebeach.
“We were there for about an hourand a half and watched it kind of pa-trolling along the shore. It disap-peared about 15 minutes before weleft. It was difficult to judge the sizebut it was big, bigger than a seal oranything else I have seen before.”
She says at the time there weresurfers and stand up paddlers in thewater closer to the wreck.
“The water wasn’t very cold thatday, I remember thinking that itwasn’t as cold as I would imagineit to be,” she says.
Stand up paddler Michelle Fouriefrom Melkbosstrand spotted twosharks in one week recently, also atThe Wreck.
“We were chased out of the waterby a shark about two months ago.A whole bunch of us spotted theshark. It was about 20m away. Itdidn’t come toward us or follow us.We didn’t feel threatened that it wasthere to eat us,” Fourie says.
Fourie, who has been surfing for14 years and has almost never seena shark up close, says it is strangeto suddenly experience two sharksightings less than a week apart.

. From page 1.“I am not a fundi, but one definitely
looked like a great white about 3m long. Icould see the grey colouring when the finbroke the water. The other shark was a dif-ferent species and about 2,5m big.”
She says they experienced a lot of fish ac-tivity at the wreck this time last year.
“It seems there are a lot more fish inlanddue to the natural reef that the wreck hascreated and it could be that the sharks arefeeding off these,” she says.
“So we are keeping our eyes peeled. Notthat it keeps us out of the water but we areaware of them,” she says.
Bodyboarder Eugene Meyer from Melk-bosstrand says he and about 10 fellow body-boarders left the water at Derdesteen onFriday after seeing a shark at around 13:30.
“I saw the two fins about 5m from me andthen they disappeared. I caught a wave tothe middle bank where it is shallower. Af-ter a couple of minutes I paddled back outand then there was a splash in the waterright next to one of my friends,” Meyersaid, adding that the dorsal fins were about1,5m apart.
Meyer, a provincial bodyboarder hasbeen surfing for the last 10 years and wasbest friends with David Lilienfeld (20) whodied following a great white attack at KogelBay along the False Bay coast last month.
“We are more aware of the signs ofsharks in the water after what happened toDavid. We suspect this shark was a bronziebut you can never be sure,” he says.
He says there was a lot of fish, birds andseal activity in the water at the time.
Alison Kock from Sharkspotters says itis difficult to say whether there has beenan increase in white shark activity alongthe Atlantic seaboard given the lack ofavailable research information.
“We receive a number of shark sightingsfrom the Atlantic seaboard side.
“Most of the time these turnout to be sun-fish, seals or dolphins which have beenmistaken for sharks. Sometimes a baskingshark, and most recently a whale sharkwas mistaken for a white shark.
“We have been able to confirm with pho-tographs and reliable identification that itis indeed a white shark on few occasions. It’s not possible to comment on whetherthere has been an increase or not based onthis information,” Kock explains.
She says the shark Jones saw sounds likea great white.
“The two species it could possibly bebased on the size (over 3m), are either agreat white or a basking shark (baskingsharks are filter feeders observed in the ar-ea on occasion).
“If it were smaller it could also have beena bronze whaler shark. However, based onits behaviour (swimming parallel to shorebackwards and forwards for almost 40 min-utes) and size it was more than likely awhite shark.”
She adds great white sharks certainlyare present in the area.
“How often they travel through the areawe have yet to find out.”
She says the same shark safety rules ap-ply: high bird, fish or dolphin activity aresigns that baitfish are abundant and thereis an increased possibility of sharks beingaround; stay in groups and do not venturetoo far out.
“People should also always be aware ofthe environment and ask locals like sharkspotters (if in the area), law enforcement,life-savers and local surfers or swimmersfor information on any recent shark activi-ty.
Kock says that for the first time ever sci-entists are collecting movement informa-tion of great whites on the West Coast ofSouth Africa, including the Atlantic sea-board side.

Yet another serious accident oc-curred on the N7 as it crossesover the N1 highway this week-end.
This time one person died andtwo others were seriously injuredwhen thedriver of aPeugot lost con-trol of the vehicle before itcareened, spun and rolled over thecentre island and then hit the bar-rier walls of the N7.
The vehicle eventually came to astandstill against the bridge barrier
of the opposite lane. The vehicle was travelling from
Goodwood towards Milnerton onFriday night at the time of the hor-rific accident.
ER24 paramedics arrived on thescene and found what was left of alight motor vehicle up against thearmco barrier.
Derrick Banks, ER24 spokesper-son, elaborates: “The three occu-pants were found lying on the roadnear to the vehicle. The one occu-pant had sustained serious fatal in-juries and was declared deceased. The other two patients, one female
and one male had sustained serioushead and neck injuries. AdvancedLife Support intervention was per-formed on them before they weretransported to a nearby hospital forfurther medical intervention.”
This is apparently the third se-rious accident in exactly the samespot in recent months. A few weeksago a passenger was flung from aKombi and landed on the N1.
According to another ER24spokesperson, Vanessa Jackson, the Thursday saw another accidentin the same vicinity.
She elaborates: “A bakkie carry-
ing vegetables for the market, withtwo occupants in the front cabin, left the N7 while travelling in the di-rection of Malmesbury, just beforethe N1 split. The bakkie thencrashed into a precast concretewall, approximately 50 metres fromthe road.”
She says that paramedics expect-ed the occupants to have sustainedsevere injuries due to the extensivedamage to the single cabbakkie, butthey found the two men were in astable condition.
“The driver had a broken armand what appeared to be a slight
head injury, and he was treated forhis pain by the Advanced Life Sup-port paramedic. The passenger wastreated for multiple deep cuts andbruises andbothmenwere takenbyambulance to Tygerberg Hospital,”adds Jackson.
ER24’s Andre Visser says that theN7 is a “complicated” road, since itgoes right past informal settle-ments and then turns into a high-way. “We react to an accident sceneon the N7 at the very least once eve-ry two weeks and usually these areserious incidents. Pedestriansmust be careful,” he says.

Sites at the Bayside ShoppingMall and Du Noon are among 25public transport interchangesthat will be upgraded and ex-panded over the next five years.
The project which will focus on 25interchanges, is to accommodatethe growth in demand for accessand mobility across the city. The to-tal cost of this project is estimatedat R321 million.
This improvement programmeforms part of the City of CapeTown’s mobility strategy, whichsupports the development of a bal-anced transport system. It focuseson all elements of Cape Town’stransport system which includerail, bus, taxi, cycling, pedestrians, parking management, freight, traf-fic management, information anddata.
“Our proposed upgrades will en-sure that transport is accessible
and inclusive, providing links be-tween the communities and em-ployment, education, health, com-munity services and other services.Additionally, we want to ensurethat they become interesting socialspaces and lively parts of the city,”says Councillor Brett Herron, may-oral committee member for trans-port, roads and stormwater.
The city currently has over 213public interchanges of different siz-es and with different functions. These facilities are located alongthe rail and road based public trans-port network where commuters canchange between different types oftransportation. In this regard, aninterchange is defined as a placewhere transport services meet.
“Over 54 percent of our commut-ers depend on public transport, whether by road or trains. As a re-sult, most of the public transport in-terchanges are overcrowded due to
growth in demand over the pastyears. They need to be expanded ur-gently,” says Herron.
The 25 projects include park-and-ride facilities at five interchangesandare invarious stages of develop-ment across the city. A number ofthem are currently in design, ten-der and under construction.
“In Du Noon the focus is on up-grading the current public trans-port facility in order to create atransfer station and interface thatwill accommodate current publictransport users and operators andthe Bus Rapid Transport (BRT)services,” Herron says.
He said the new facility at Bay-side will be constructed with a simi-lar purpose as that of the Du Nooninterchange.
“Unfortunately, further details, such as site maps will only be avail-able at a later stage as the supplychain management procedures and
process to acquire service provid-ers and specialists to assist in thedesign and construction of the facil-ities are still in process,” Herronadds.
Other interchanges that will beupgraded are the Cape Town CBD,Mitchells Plain, Lentegeur, Re-treat, Wynberg, Bellville and Nyan-ga.
New interchange projects havebeen scheduled for Kuyasa, Somer-set West, Imizamo Yethu,Masiphumelele, Nomzamo, SamoraMachel, Scottsdene, Wallacedene,Makhaza, Nolungile, Macassar,Durbanville, and Vrygrond.
Precinct developments includethe provision of signage, CCTV andsurveillance facilities, lighting, landscaping, integration of tradingfacilities, and health facilities.
“We are working towards an inte-grated transport network for thecity where the various modes con-
nect seamlessly in a commuter-fo-cused way.
“The provision of dignified andsafe transport hubs is an essentialcomponent of an integrated trans-port system and the planned up-grade and development of thesepublic transport interchanges willsupport our promotion and prioriti-sation of public transport over pri-vate car usage.
“It should be noted that once theprocess for acquiring professionalserviceproviders andadditional ca-pacity is completed, the affectedsubcouncils, ward councillors andaffected communities will be con-sulted on the design and plan for thefacilities,” Herron says.
He says commuter safety at theseinterchanges will be one of themain objectives and will be handledthrough the deployment of a dedi-cated law enforcement unit for pub-lic transport.

Residents from Brackenfell, Kraai-fontein and Durbanville are said tobe the happiest with services ren-dered by the City of Cape Town.
This is indicated by the most re-cent community satisfaction sur-vey conducted by the city – the re-sults were released in May.
This survey has been conductedsince 2008, and measures the per-ception of residents toward servicedelivery, on a scale of poor, fair, good, very good or excellent.
“The perception survey mea-sures in which areas the city is do-ing well so that we can continue ourperformance, and where possible, enhance levels of service delivery.
It also measures areas in which thecity can improve. The informationthat the survey provides is invalua-ble as it assists us to strategicallyidentify and work to meet the needsof all our citizens,” says maycomember for corporate services,Demitri Qually.
The survey was conducted byTNS, to according to Qually, ensurescientific correctness and include arepresentative sample across thecity.
Three thousand face-to-face inter-views were conducted with resi-dents and 700 telephonic interviews
with businesses in the city.It also included five focus groups
with residents to probe and investi-gate issues in depth.
Eighty percent of the residents inthe northern district, which in-cludes Brackenfell, Kraaifonteinand Durbanville, rated the city’soverall performance as good, verygood, or excellent. This was a slightdip from last year’s 84 percent in thesame area.
The western districts of Milner-ton, Table View and Melkbosstrandreflected a 67 percent satisfaction, followed by the southern district
with 65 percent.Bellville and Boston as part of the
Tygerberg district scored 62 per-cent, and residents of MitchellsPlain, who are less satisfied, 56 per-cent.
According to Qually these overallperformance trends over the lastfive years have been positive andrepresent a general upward trendin residents’ satisfaction.
Overall, 63 percent of residents inthe whole of Cape Town rated itsperformance good, up from 62 per-cent last year, 57 percent in2009/2010, 54 percent in 2008/2009
and 50 percent in 2007/2008.He added: “In terms of residents’
and business’ interaction with thecity, most scores have shown signif-icant increases both in the short-and long-term. It is also pleasing tonote that perceptions of the mayorand of senior city management indealing with city issues have im-proved.”
Eighty four percent of businessessaid that overall, the City of CapeTown’s performance was good, verygood or excellent – up from 80 per-cent in 2010/11.
The survey furthermore indicat-ed that essential services remain arelative area of strength, particu-larly water provision, sewerage, sanitation and refuse collection.

Compassion: Last week Friday, nurses were applauded for their caringand compassion during International Nurse’s Day. Mediclinic Milnerton usedthe opportunity to treat its nursing staff to a ‘Mad Hatter’s Tea Party’. Eachyear the staff at the hospital nominate and motivate for nursing staff whothey feel would deserve to be the Compassionate Nurse of the Year. Thisyear the award went to Bronwyn Boyes, a registered nurse working in thehospital’s Critical Care Unit. Here is Jill LaytonMcCann (nursing manager)with Boyes and Carol Defty (hospital manager).
Support: In the early hours of last Wednesday morning,Anthony Badenhorst (right), a homeless person in theCBD, was attacked with a knife by two suspects who fledwith his crutches. Having had a hip replacement, backoperation, and multiple sclerosis, Badenhorst (39) wascompletely dependent on his crutches. Kaydeen Fortuin(left), of Hirsch’s new branch in Milnerton, relieved his dilemma by donating some crutches.

Anybody old enough to rememberthose wonderful, silent trolley bus-es that used to operate in cities likeCape Town and Johannesburg willbe delighted to know that OptimalEnergy plans to build a new breedof battery-powered electric buses inSouth Africa.
The move comes after the deci-sion to abandon the Joule, a verypromising and attractive electriccar.
I’m afraid the odds were alwaysstacked against the Joule. Newmodels are expensiveto build and launchbecause of the devel-opment costs. Thenthey have to competewith mass-producedcars from establishedmanufacturers. Itcan be done only witha massive invest-ment and an expen-sive advertising cam-paign to overcomethe prejudice and cre-ate demand for thenew vehicles.
Another South Af-rican, Elon Musk, faced exactly thesame challenge at his new home inCalifornia. He chose to start smalland produce limited numbers ofvirtually hand-built sports car, theTesla Roadster. They would be ex-pensive but they would appeal tothe wealthy.
He made a deal with Lotus in theUK to supply the bodies and suspen-sion while he provided the motorsand the lithium-ion batteries. Theresult was a sports car that handledsuperbly and could silently acceler-ate from 0 to 100 km/h in under fourseconds to match the performanceof Porches and Ferraris. The pricetag was a bit over $100 000 but theywere snapped up by Hollywood A-list stars like Mat Damon, GeorgeClooney and other environmental-
ly conscious Americans. So farmore than 1 500 have been sold anda new sedan car and an SUV are onthe way. They will sell at half theprice of the roadster and be capableof 0 to 100 km/h in five seconds. Thesports car has a range of 200 oldfashioned miles and the new carwill manage 300.
Both Mercedes and Toyota wereso impressed that they boughtshares in the company. (If you wantto know more check www.teslamo-tors.com).
The big problemwith electric cars isthat “petrolheads”don’t like or under-stand them. Theysmell different andthey don’t roar. But,make no mistake, they are the cars ofthe future.
Optimal Energywill have a much easi-er time with buses.Firstly they are builtin smaller numbersso the economies ofscale are not so im-
portant and highly automated andexpensive assembly lines shouldnot be necessary.
But the most important differ-ence will be that no expensive ad-vertising campaign will be neces-sary to sell the buses. The buyerswill not be “petrolheads” with im-age and status problems but manag-ers and accountants. They will lookat the numbers – the carrying ca-pacity, range and running costs.
And this is where electric vehi-cles do well. They don’t need regu-lar oil changes or servicing andthey are ideal for stop-start jour-neys. They don’t have motors idlingwhile they wait for traffic lights tochange. Operators and passengerswill love the new smooth, silentelectric buses.

Two sets of tie-break dance-offs between dancers of twoschools were among the high-lights of the semi-finals of theDanceCraft Studios YouthDance Challenge that wereheld two weeks ago.
On Saturday 5 May dancersfrom schools in the northern sub-urbs showcased what they havelearned since last taking to thefloor with schools from the CityBowl and Milnerton and Blou-berg region getting their turn thefollowing day.
“The couples showed that theyhad completely settled into thebasics of the quickstep and thecorner turns were neat. The lock-step was added for the semis andall couples were able to show nicelocking,” said Marina Milanovi-ch from DanceCraft Studio whoorganises the event with Tyger-
Burger as official media sponsor. The contestants also improved
on their Latin sways whichproved troublesome in the initialstages of the competition.
“The mambo was causing a bitof problems on the rhythmicalside in the beginning, but by thesemi-finals the majority of thecouples settled nicely into thebeat. In the mambo, we also sawsome nice underarm turns,” Mi-lanovich says.
She was equally impressedwith the improvements made inthe rumba.
“In the rumba, the Cuban walkwas added, in which the gentspresent their partners in an ele-gant round walk,” she says.
It was a tough decision for thejudges following the dancing ses-sion of the Settlers contestants.
There was a repeated tie be-tween the same two couples. Af-ter the first set of three dances, the results showed a tie between
Marlon Oranzie andpartner Melissa Pe-tersen and LeightonMeyer and AngelicaMartz. All three cou-ples including clearwinners RudgertStuurman and Car-men van Wyk wereasked to perform allthree dances again.
Again the pointswere the same. Thejudges requested athird dance-off andeventually Meyerand Maritz wereeliminated.
The judges had anequally difficulttask in judging thecouples from TableView High. Dancingwere Colby Hall andTamaryn Baker, Pe-ter van der Westhui-zen and Tristan Nel,and Kevin Nel andTami Gregan.
Hall and Baker
were tied with Nel and Greganwhen the points were totalled.Following another dance-off Neland Gregan were eliminated.

An extravaganza of beautiful smiles, jaw-dropping six-packs, bulging biceps, pecto-ral muscles and well-defined calves viedfor the audience’s attention at the 11th Mr& Ms Fitness SA pageant.
There was simply too much eye candy onshow to take it all in.
Competitors from all over South Africa con-verged on GrandWest Casino to compete inthe show, which organiser Joanne Goncalvesdescribes as “absolutely fantastic”.
According to her there are various smallerevents in the country which all lead up to the
“echelon of fitness pageants”, of which thetheme was “Masks”.
Even though “fitness” was central to every-thing on Saturday night, there were variouscategories which spoke to different people.Ms Bikini is always a favourite with the menand for the women there was the Beach BodyModel category.
The list goes on, Muscle Mania, Mr Phy-sique, Masters Ladies, Mr and Ms Classic, MsFigure, Fitness Couples, and of course, Mrand Ms Fitness.
The participants didn’t just walk noncha-lantly up and down the stage like some pag-eants, however.
Carefully choreographed dance moves to
head-bobbing tunes lifted the Grand Arena’sroof and sometimes left the 1 000-strong audi-ence breathless.
A selection of contestants will be going toMiami for a similar show on 15 and 16 June.
The winners were Michelle Van Rooyen(Ms Bikini), Peter Gaiser (Beach Body Mod-el), Sonja Van Rooyen (Ms Classic), JulianDeyer (Muscle Mania), Geoff Matthee (MrPhysique under 80kg), Dean Mason (Mr Phy-sique over 80kg), Simone Badenhorst (Mas-ters Ladies), Antoneo Botha (Mr Classic),Lauren Wentzel (Ms Figure), Anna Wood (MsFitness), Llewellyn Cordier (Mr Fitness) andJaye Louw and Chanelle Steyn (Fitness Cou-ples).

Residents of a local old age home will be en-joying some fresh home-grown producethanks to the partnership between the TableView Lions Club and a private business.
As part of their company’s social responsi-bility programme, three Formula 1 Hotelsdonated funds to Table View Lions Club toinitiate a vegetable and herb garden at a lo-cal underprivileged home.
The Lions selected Huis Ysterplaat, an oldage home for 76 residents.
On Friday 20 April some Lions membersvisited the home and helped spread the ferti-
liser and bone meal before planting a varietyof vegetables and herbs in season.
“All plants, soil, irrigation systems, weresponsored by the hotels – a very generous do-nation to sustain an organisation that is inneed,” said president of the Table View Li-ons Club Liz Wilkie.
“The donation was in excess of R5 000 andwe thank the Formula 1 Hotel group for theirgenerous contribution,” she added.
This initiative formed part of the annualEarth Day programme to encourage the com-munity to protect the environment.

Two radio stations went out oftheir way to honour the peoplewho make this world worth-while: mothers.
Heart 104.9 FM and KFM Radiohosted two separate functions lead-ing up to Mother’s Day in Milner-ton.
The former organised the annualMommy & Me Walk at Canal Walkon Saturday and the latter visitedHuis Zonnekus Retirement Homeon Thursday last week.
The Mommy & Me Walk, whichstarted at 08:15, consisted of twolaps through the shopping centreand the undercover parking area,so the wet weather couldn’t rain onthe party.
Mothers, grandmothers and chil-dren had the chance to do whatcomes naturally to them when theyhad the opportunity to bond witheach other during the relaxing1,6km walk.
According to Heart’s AniqahMayman, the turn-out was “excel-lent”.
“We have exceeded the expectedtarget this year! There are definite-ly more than 1 600 people who areparticipating,” she explains.
There were various prizes on of-fer during the event, which boastedmain sponsors such as Canal WalkFoundation and DStv.
Mayman touches on the chal-lenge of being a mother when shesays: “I’m a mother of 20-month-oldtwin boys and this is the hardestthing I’ve ever done in my life! I’vedone some crazy things in my life, but being a mother is the most diffi-cult, but by far the most reward-ing!”
Of course, KFM Radio also got inon the act when they went to HuisZonnekus during the week.
They brought flowers and cakealong and even sang a song to theladies.
Then the presenters and some ofthe management enjoyed tea withthe ladies in a wonderfully jovial at-mosphere.
There were plenty of smiles atboth events and it was made clearthat mothers truly make the worldgo around.

Grandparents’ Day was first declared anational holiday by US president, JimmyCarter, in 1979. Today millions of grand-children across the world pay tribute totheir grandparents on this special day. AtMilnerton Pre-Primary School there wasno exception!
Children and teachers have been hard atwork for weeks preparing a special presenta-tion for all grandparents at their annualGrandparents’ Day celebration.
As one of the highlights of the school’sevents calendar, the day is celebrated a littleearlier than most. Despite the grey weatherand threatening clouds, the stream of grand-parents entering the school was indicative of
how many grandparents are involved intheir grandchildren’s lives. For those wholive far away, moms, dads andother relativesstepped in to enjoy the festivities.
The children entertained their grandpar-ents with song, dance, art and tasty treatsand as the applause rang out across theschool, one grandmother proudly summedup the sentiments of all by thanking the chil-dren for “spoiling” them.
“We look so forward to this day each year. The children, teachers and staff put togethera programme where we can show our loveand appreciation for our grandparents andthank them for all they do. The children un-
derstand how blessed they are to have grand-parents who are involved in their day-to-daylives and share in their growth and develop-ment,” smiles principal, Lindsay Pretorius.
According to a new study from BrighamYoung University, kids who are involvedwith their grandparents have a greater emo-tional concern for others outside the immedi-ate family.
The morning was concluded with a tour ofthe school’s playground, where young andold shared ideas of tricks and manoeuvres onthe variety of play equipment. It was a proudand fun-filled morning where memorieswere made and loved-ones cherished.

Who will protectcitizens of SA?Should South Africa take a page from theMalaysian Government as far as dealingwith criminals is concerned?
Last week five people were arrested inconnection with the abduction of a 12-year-old boy in Malaysia. For this theycould face execution.
In South Africa where the vicious rapeof women and children and the senselessmurder of farmers, the elderly and thehelpless hardly raises an eyebrow, manyfeel dragging the guilty into the street andshooting them is the right and only an-swer.
But would this not only breed more hateand anger in the rainbow nation where thetears of the victims of crime have alreadysmudged the once bright colours into amurky pool of despair.
This week the National Treasury recom-mended that the South African PoliceService reduce its staff members by 9 000,which could possibly lead to no moremembers being recruited as from 2013.
Police officers are already under pres-sure due to insufficient numbers and re-sources.
Service delivery protests are set to hitan all-time high this year. The people arefrustrated and restless and the tension isgrowing.
The question is now: Who will be left tofight the good fight?
Winter warmer ‘wanted’: The tight pants of Oswin Voget, one of the contestants at the Mr & Ms Fitness SA Pageant, reckons he is a wanted man. In the world of ‘supply and demand’, it is fair to say that in Voget’s case, the demand outweighsthe supply. TygerBurger tried its best to squeeze the word ‘but’ into this caption, butt there was simply no space. Photo: Carina Roux
SLICE OF LIFESLICE OF LIFE
Great police serviceI wish to express my grateful appreciationfor the excellent service that I received fromthe Melkbosstrand police.
On Wednesday 9 May at about 08:17 I wastravelling in Otto du Plessis Drive to drop ofmy son at the playschool. At the three-waystop street at Otto du Plessis Drive andCharles Hoffe Drive, a white Toyota Quan-tum flew past the vehicles that stopped at theintersection.
The vehicle drove over the stop streetwithout even slowing down (the brake lightsdid not activate) at all. I phoned the Melk-bosstrand Police Station using my in-vehicleBluetooth system and explained the situa-tion to Warrant Officer Els. She kept talkingto me over the phone while she dispatchedtheir patrol vehicle driven by SergeantChristians to attend to the matter.
Whilst driving behind the vehicle in Ottodu Plessis Drive opposite Sea Park, a bus wasparked in the yellow line, a Land Rover waspassing the bus when the mentioned ToyotaQuantum overtook the Land Rover on a solidwhite line and headed into oncoming traffic.
Warrant Officer Els handled the situationcalmly and in a very professional manner
and kept me on the line while all the detailswere dispatched to Sergeant Christians.
At the three-way stop street atOtto duPles-sis Drive and Melkbos Road at the back ofthe police station, a green Mazda Sting wasstanding still at the stop street indicating toturn right. The same Toyota Quantumpassed this Mazda on the right hand sidewithout stopping at the stop street. He thenproceeded driving in Otto du Plessis Driveout of Melkbosstrand towards Table View.
Sergeant Christians pulled the vehicleover and took it to the police station, wherethe vehicle was found not to be roadworthyand in no state to drive on a public road. TheTraffic Department were summoned and thevehicle was impounded. Sgt Christians alsoissued fines of R7 000 for the driver for all thetraffic violations he committed.
Iwant to thankW/OEls andSgtChristiansfor their quick and professional response inthis matter. I am glad to be living in an areawhere police officers are still serving theircommunity with such professionalism.

At least twice a year we see thesecontractors arrive to work at Koe-berg Power Station – the majorityare French.
These men arrive in rather largenumbers.
They then choose to live in securi-ty complexes like Seaside Village,Dolphin Beach and Eden on Baydue to our high crime rate theyclaim, but they bring in the crime.
They have a tendency to practisethe rule of “when the cat is away themouse will play” and they havemuch company. All fine and well ifonly they would follow security pro-cedures and have their guestssigned in where security has theguest’s name and ID number onrecord.
No, instead they bring whoeverinto the complex.
Just last week a man (staying atEden on the Bay) picked up a wo-man for the night only to wake thenext morning robbed of everythingthat was easy to move and his carwas used as a getaway vehicle! Poorchap, but what about the rest of us?We did not pick up company and weare at as much risk as he is – at leasthemade the choice to be in this posi-tion.
Why can they not abide by therules of the complex or have theirfun elsewhere?
This is a drastic breach of securi-ty and when asked, they feel we areintruding on their personal lives.Look mister, if you are afraid theproverbial cat will find out, thendon’t play. If I have learnt one thingin my life, it is the truth will comeout – the cat will find out.
And if you want to play at leastdo so within the security – you areputting more than yourself at risk.
They rent furnished units and theowners are left “carrying the can”.
Seaside has a reputation andEden is rapidly gaining one.
I know when the French are here.We have these women all over andI am quite sure those rolled ciga-rettes are not just tobacco.

So often in your newspaper I have read theletters of people complaining about dogs andcats. In particular a lady last week spoke ofa cat who was ruining her garden. I am ananimal aromatics practitioner and keen gar-dener so I know fairly well what plants ani-mals like and dislike. We need to respect oth-er people’s spaces, establishing boundarieswithout harming any individual or animal.
In Kathmandu the villagers, in conjunc-tion with the WWF, have resorted to plantingcamomile flowers and mint along the edges. The mint and camomile repel the animals asit is a fragrance they dislike, and it bringsin a greater return cash crop.
Keeping this in mind what can people
plant in their gardens that will keep cats out?. Plectranthus caninus - This is a common
plant found all over Cape Town usually usedin municipal sidewalks and gardens. It hasa very distinct smell, a mix between gingerand mint. It grows in sandy soils and is soeasy to just break a piece off and plant it.
. Lavender, mint and rue have very dis-tinct and strong smells that cats do not like.
. Another thing cats don’t like is the smellof citrus – So throw your lemon, naartjie andorange smells in amongst your beds.
. Use some chicken wire amongst yourflowers. Cats do not like the texture.

Observing the MyCiTi rules of the roadRoad safety and respect for the
rules are important, especiallyat intersections, asmotorists
and pedestrians share the roadwithMyCiTi buses.
Having special bus lanes andtraffic light signals only forMyCiTibuses are someof thewaysCapeTown’s newpublic transportsystemgets people to theirdestinations faster.
Drivers of private vehicles, cyclistsand pedestrians crossing the road, orgetting to and fromMyCiTi stations, need to be aware ofwhenMyCiTibuses have right ofway.
What to look out for:
Special lanes• Don’t drive in, or park onthese lanes, even to drop offpassengers. You will delay peopleusing the buses and the City ofCape Town’s law enforcementofficers will give you a fine.
• Don’t walk in the lanes, only usethe pedestrian crossings to getsafely to a MyCiTi station. Waitfor the green light and then lookin both directions before steppingoff the pavement.
Special signals• At some intersections there’s anextra turning phase for trafficsignals, showing that only theMyCiTi bus is allowed to turnand all other trafficmust stop. For example: Hertzog Boulevard/Christiaan Barnard Street.
• Sometimes, there’s a ‘pre-signal’about 50meters ahead of anintersection. This allows a MyCiTibus to use the intersection whilenormal traffic is stopped. For example: Boundary Road andMarine Drive.
• Look out for a no-turning sign, which stops traffic from turningright across a MyCiTi bus lane. For example: Hans Strydom Avenueand Lower Long Street.

Marion agrees to goback to Bernard’s flat for a drinkand to reminisce over old timesand the intervening 22 years. They embark on this trip downmemory lane: their first meeting, their love for each other, theirbreak-up, their marriages, theirchildren and why after so longthey are strangers. The idea is for “Tweeps” to meet up(“tweetup”) at venues around the countryon the same day, at the same time to sharea warm cup of coffee – and to donate a blan-ket or two. There are 800 000 Tweeps in SA.If 1 percent contribute, 8 000 blankets canbe collected.
Along with other cities, Capetonians willbe part of the biggest tweet-up on 26 May
from 18:00 to 22:00 at the Fire and Ice Hotel(021 488 2555), Cape Town.

If you want to do something right, go le-arn from the best, goes the saying, andthat is exactly what the City of CapeTown did when they recently visited theNew York Police Department (NYPD).
The NYPD is famed for being one of themost effective police departments in theworld, with an illustrious reputation, whichhas resulted in countless movie scripts andtelevision series over the decades – thinkNYPD Blues, CSI New York, The Super Cops, just to mention a few.
Established in 1845, the NYPD is not onlythe oldest but also the largest municipal poli-ce force in the United States, and the secondlargest overall law enforcement agency inthe States.
It has the primary responsibility of law en-forcement and investigation within the mu-nicipal borders of the city – a mandate verysimilar to that of the law enforcers and Me-tro police of the City of Cape Town, save forthe workings of the South African Police De-partment.
With a population of 8,3 million people inanareaof only 790 squarekilometres, theBigApple is the most populous city in the UnitedStates and one of the most densely populatedin the world.
It is also the most linguistically diverse ci-ty in the world with as many as 800 langua-ges spoken.
It is for all the above reasons that the Cityof Cape Town’s safety and security commit-tee, thought it prudent to go learn from thisvaliant police department, in order to shapeup safety in the Mother City.
The various heads of the safety depart-ments of the city, accompanied chairpersonof the committee Cllr Carin Brynard to NewYork for a one-week educational tour.
“During these seven days we had an in-depth look at several of the projects rolledout by the NYPD, especially those which in-volve community outreach,” Brynard toldTygerBurger last week, shortly after her re-turn, and added that the city would start in-vestigating various options in the comingmonths to see how similar projects could beimplemented in Cape Town.
One such project, which impressed the de-legation most, and would be according toBrynard essential in our city, is the ComstatProgram.
This IT solution integrates all the intelli-gence statistics in the city.
“In this way all transgressions and trans-gressors will be recorded on one program-me, which will incorporate by-law, trafficand drug related offences. The city will thus
be able to identify and profile serial offen-ders and our statistics will be more up to da-te, accurate and better managed,” she said.
She adds: “With a system like this in placemanpower will also be better managed. Weare currently investigating the costs invol-ved in such a system and whether the citycould afford it.”
Community outreach programmes imple-mented by the NYPD were also scrutinisedby the delegation.
“As much as 15 000 people in New York Ci-ty are involved as volunteers, in variouscommunity outreach projects. They are paidstipends, and act as civilian peace-officers.Although they can’t make arrests they workwith the police insofar as the ‘softer’ policework is concerned.
“They undergo a 10-week course at the po-lice academy after which they are deployed.A project like this won’t just take pressureoff our Metro police but will also create em-ployment opportunities for hundreds of peo-ple,” said Brynard.
In other community projects the NYPD in-volves on a grand scale, churches, schoolsand parents against social ills such as drugabuse. Peace officers are stationed at pro-blem schools as a go-between, and evenschool children have a roll to play,” she says.
In winter they organise several blanketand food drives, and overall the projectsbreed much positivity in the city.
“What struck me as very excellent was thestrength of the NYPD brand. Their websiteis refreshed with the latest news and infor-mation on a daily basis,” Brynard says.
Another NYPD project that could drasti-cally improve safety in Cape Town, is theCCTV cameras installed at all public hou-sing schemes.
And is there anything they can learn fromus?
Yes, says Brynard, and refers to the city’s107 call centre.
“Comparing our call centre to their 911call centres, I would say, that we have bettertechnology,” she said. But that’s where itends.
As a whole it would however be quite im-possible to compare the mighty NYPD, withits 35 000- strong force (excluding the peaceofficers) to Cape Town with its mere 1 000person force – this includes Metro, traffic, fi-re and rescue and disaster management.
“But all things considered, we are rethin-king all we have learned and how it couldhelp us to make Cape Town a better and safercity for all its citizens”.
“We will soon be gauging the possibilitiesof getting a delegation from the NYPD to co-me to Cape Town for a few months to showus the ropes,” she said.

“It’s not your commercial type ofproduction,” Jaco says, pointingout that it’s a bit more intellectualand thought-provoking than gener-al stage work.
Lie tells the story of a marriedman who falls in love with a rentboy he met in a pub and withoutthinking he hires a flat for him.
His wife finds out about the situa-tion and part of the story shows howhe deals with the fallout.
The production was written, de-signed by Philip Rademeyer andstars Stefan Erasmus and Danieyel-la Rodin along with Jaco.
Rust Co-operative will also belaunching Expectant on 23 May atthe Intimate Theatre.
It’s written and directed by Pene-lope Youngleson and stars RebeccaMakin-Taylor. It will run until 27May.
With Expectation, Jaco says theyare also catering to a more broad-minded audience. The production
tells the story of a woman consider-ing herself and her place in theworld.
After these productions, Jaco willbe heading to Canal Walk to be partof Fred Abrahamse’s Little Mer-maid.
“It’s good to be back on stage,”Jaco says.
Later this year he is going over-seas. Jaco will be travelling to Edin-burgh for the Fringe Festival, where he will be the executive as-sistant for a company from London.

Humour and outrage; pop culture, politi-cal commentary and personal anecdote;healthy scepticism and rugged opti-mism.
This is what you get when you watchcounter-culture observer, Henry Rollinsspeak his mind.
Rollins will be performing his new show,The Long March, at The Baxter Theatre onFriday.
He explains what fans can expect from theshow: “I will be on stage by myself, no screenor effects, just myself and a microphone.”
“I tell stories from travels I have done allover the world, including Africa, talk aboutthings that happened to me, what’s happen-ing in America. Basically, it’s a long op. ed.Piece.” Rollins says.
From punk band frontman to film and tel-evision star and prolific author, Rollins isa relentless one-man rollercoaster on a glo-bal track of current events.
South African audiences will recogniseRollins from his role in the television series,Sons of Anarchy. “ I act between tours to stayworking if the opportunity comes up,” he ex-plains, adding: “I don’t go after it all thatmuch, nor does it come after me all thatmuch.
“It’s interesting work but nothing I am allthat good at but it’s great to be able to be partof something as cool as Sons now and then.If more of that kind of work came my way,I would definitely consider it,” he says.
Rollins is also involved in many charityprojects and while he says that everythinghe is involved with is close to his heart, hepoints out: “Drop In The Bucket, a smallNGO in Los Angeles has been an organisa-tion I have been working with for some time. They work primarily in southern Sudan andUganda.
“They do great work and it’s fantastic tosee it up close.”
Through his role as frontman for the bandBlack Flag, his charity work and his motiva-tional talks,Rollins is aheroand inspirationto many young people.
Whenaskedwhathe thinks is themost im-portant lesson for young people across theworld, Rollins says: “That perhaps theyshare the world with a lot of other people, cultures andwaysof ‘goingabout it’ and thatnone of this is to be feared. Perhaps it is tobe embraced, explored, enjoyed, protectedand understood.”
He adds: “War should be seen as an exam-ple of their government in failure and theyshould seek to remedy that. Also, history isthere to be learned from and not always re-peated.”

LEON STEENKAMP
Having tested the waters of inter-national competitive jet skiinglast year, a local wave warrior isset on taking the title this timearound.
Sunningdale’s Jake Montandon(28) has been hitting the waveshard the last couple of months inpreparation for the IFWA Jet-waves 2012 World Championshipthat gets under way on 25 May.
Montandon took part in theNorth American and South Amer-ican legs of the tour in 2011 win-ning the amateur category andcoming third among the profes-sionals at the World Champion-ships in Brazil.
This year Montandon has sethis sights on the complete tourwhich include the first two stopsof the series in Sintra, Portugaland then Montalivet, France aswell.
“After competing in Portugal Iwill be doing a road trip with myBurn team mate Zack Bright fromthe USA to Montalivet. We are in-dividual competitors but becausewe have the same sponsor we trav-el together,” Montandon explains.
He especially hopes for a goodresult in France.
“The competition is from 1 to 3June. I better win that one be-cause it is my birthday on thethird,” he challenges himself witha smile.
He managed to get a sponsoredski overseas which saves on extraand very pricey transports costs.
“Overhaul has supplied mewith a ski and there is a goodchance I might get a full sponsor-ship from them. This can opendoors for me, as they can supplyme with a ski wherever I have totravel. The hull of the ski is differ-ent to the one I’m used to but fromwhat I hear it is good,” he says.
The flips, turns and stretchesthat characterise the sport meanmuch physical training especiallyin the upper body and it takes atoll on the body.
“I stretched the ligaments in myleft knee a month and a half ago.I was practising a back flip and no-sedived into a sandbank. Some-timesyougoabitwild andyou for-get that you are too close toshore,” he explains the error injudgement. “But it’s all right now,it’s not a 100 percent. Since thenI have been doing some rehab jog-ging on the beach and training asmuch as I can.”
Montandon says this timearound he is definitely better pre-pared for the competition thanlast year.
“I know what to expect and Iknow the riders. I have worked onsome new moves and my wave rid-ing is good.
“I feel confident to do well andshow them what SA is made of,”he says with a grin.

HS Tygerberg se oorheersing by

Defying the cold Atlantic waters in noth-ing but a swim cap, swimsuit and somesunblock, an open water swimmer man-aged to settle a score that has been sometime in the making.
Emma Alsop (35) still visibly shakes as sherecalls how a determined increase in efforthalf way through the race gave her victoryin last Saturday’s first ever 10,5km Light-house to Big Bay Swim.
“Lisa (Cowling) is very good. We often raceand she always beats me,” Alsop says with abig smile.
At about half way close to the Seli wreck
Alsop asked her second how far she andCowling were spaced.
“She said we were neck and neck. I wason the inside line and increased my pace.On a long swim like this it makes a differ-ence what lines your paddler picks for you,”she says.
The strategy worked and saw Alsop exitthe water and cross the line at Big Bay after02:37:03 – the first competitor overall to fin-ish the race without a wetsuit.
