The ruins of an incomplete developmentin Protea Heights have tarnished aonce peaceful neighbourhood and

caused residents to live in constant fear forthe last couple of years.

Vagrants and unsavoury characters regu-larly use the derelict empty building in Den-negeur Street for shelter and ablutions whiledangerous handmade weapons were recent-ly found on the premises.

Windows are broken, rubbish strewnaround the perimeter and an outside wall isfalling down; an eyesore in the otherwiseneat neighbourhood.

“We as residents asked the municipalitynot to approve the development, but all invain. We were later informed that the prov-ince approved the development and now

about five years after buildingcommenced it’s still not com-pleted,” says resident JanBreedt, who lives nearby.

No fundsAccording to Breedt, all

work stopped about two yearsago, and although he has con-tacted the City of Cape Townrepeatedly, the issue is yet tobe addressed.

It is believed that the devel-oper’s funds dried up.

Breedt says that the dilapi-dated building has ruined theambiance in their neighbour-hood, and brought along withit an array of problems.

“Much has been stolen from my propertyand numerous attempts have been made to

burgle my house even whilewe are sleeping at night. Mem-bers of the Brackenfell policehave removed various un-wanted people from this prop-erty in the past,” Breedt toldTygerBurger last week.

Alarms“My daughter is a teacher

and sometimes when she re-turns home in the evening isfearful not knowing who mightbe watching her from acrossthe street. We have all lived infear for the past couple of yearsand were forced to install addi-tional alarms,” he said.

The owner of the development, Carl Gous,refused to speak to TygerBurger this week,but according to Breedt, local property

agents wanted to buy it, but Gous allegedlyrefuses to sell for under R4 million.

In a previous letter from the city’s plan-ning department Breedt was informed thatthe city has no power to enforce the comple-tion of a development, but that they were un-der the impression from the developer thatthe project will be completed by the end ofthe year.

When asked about this, Gous again re-fused to make any comment.

Officials from the city’s planning depart-ment on Monday visited the site, but Tyger-Burger is still awaiting a response as to whatthe next step will be.

The city did however register the buildingas a problem building on its database andwill according to Richard Bosman, execu-tive director of safety and security, performregular patrols of the area “to discourage il-legal occupation.”

A young man (25) of Brackenfell wasstabbed to death in the early hours ofSunday morning in the well-known

Blizzard’s pub in Wellington Road in Dur-banville.AshleyMakerdooj and friendswent to thepub for a last drink after they were at afriend’s birthday party at a home in Brack-enfell.According to the deceased’s father,Rakesh Makerdooj, his son’s friends cameto his house shortly afterwards to tell himabout the tragic incident.Ashley, who was his only son, worked atKwik-Fit in Brackenfell.Ashley’s friends told him a group of menwas interfering with a white female, whowas at the pub with his son.

StabbedOne of the men allegedly confronted Ash-

ley and was then thrown out of the venueby the bouncers. At around 3:30 hemanagedto enter the pub again and allegedly stabbedAshley in the left side of his neckwith a bro-ken bottle or glass.Ashley’s main artery was apparently cut

and he bled to death.According to bystanders, the man whostabbed him ran out, jumped in a waitingcar and drove off in the direction of Morn-ingstar.Kelly Maree, owner of the nightspot, told

TygerBurger everything happened veryquickly and although paramedics arrivedat the scene, they could not save Ashley’slife.“It is tragic that a young man lost his lifeand I have sympathy with the family.“We do not tolerate such behaviour, buttry tomanage thepub ina civilisedmanner.In the eight, nine years of existence, this isthe first such incident, he said.The Durbanville police confirmed the in-

cident and said they have video footage ofwhat happened. At the time of going topress, they couldnot disclosemore informa-tion. No arrests have been made yet.Ashley is survived by his father and hismother, Nissa, and a sister, Ricasha (27),both from Pietermaritzburg. The funeralwill be held in Pietermaritzburg.

Crime sceneAnother man, who wants to stay anony-mous, was at the bar when Ashley wasstabbed. According to him he put his jacketwith his cellphone and car keys on Ashleyin an attempt to stop the blood.When the police arrived they told himnotto remove his belongings as it is part of thecrime scene, but to collect his jacket withhis phone and keys at the police station.When he went to collect it, nobody knewanything about it, he alleges. But in themeantime his car, a blue Citroën C2, was al-legedly stolen. His white Blackberry is ap-parently also stolen, as a stranger, some“Jerry” answered when he made a call tohis own phone.He has laid charges of theft.

A dog with a hard plastic container wedgedonto his head and left to drown in a marshnear Wallacedene, was rescued by the Capeof Good Hope SPCA on Wednesday 28 Au-gust.

According to SPCA spokespersonLamees Martin, Inspectors Clive Matthewsand David Damon responded to the call andon arrival found the adult male cross-breedclose to drowning in the marsh close by theWallacedene water treatment plant.

The dog was neutered and wore an identi-ty tag.

“The container around his head prevent-ed him from breathing and seeing and in-spectors were forced to wade through theshoulder deep water for approximately 20

metres to carry the dog to safety.“The dog was emaciated, in shock, freez-

ing and starving,” Martin says.Once at the SPCA’s hospital in Grassy

Park, veterinarians removed the container,enabling the animal to breathe properlyand to have something to eat and drink.

“He will be receiving the necessary medi-cal treatment while the matter is investi-gated,” she says.

The SPCA suspects that the dog had beendumped there purposefully and left fordead.

In vanjaar se Siemens-junior “Cyber Jun-kyard”-kompetisie moes elke span ’n volle-dige ge-outomatiseerde omgewingsvrien-delike huis bou met ’n begroting van slegsR2 000.

Die span van die Hoërskool Brackenfellis as die streekswenners aangewys en neemop 10 September in Gauteng aan die nasio-nale kompetisie deel.

In Julie het twee spanne deelgeneem aandie SAICE-brugboukompetisie, waarin diegraad 11-span die wenners was en die graad12-span die naaswenners. “Elke span be-staan uit drie leerders en hierdie ses hetVrydag vertrek om aan die internasionalekompetisie by St. Albans College in Amekate gaan deelneem,” sê Nieuwoudt.

“Die leerders ontvang 25 x 600 mm-stok-kies, 3 m tou en gom om ’n bruggie met ’nspanwydte van 800 mm te bou. Die bruggiewat die swaarste gewig kan dra voordat ditbreek, is die wenner.”

Verder het drie spanne verlede week in-geskryf vir die SAIMechE (SA Institute ofMechanical Engineers) se tegnologie-olim-

piade en het hulle in die eerste, tweede enderde plekke in die Wes-Kaap uit die strydgetree.

“Die leerders moes ’n masjien ontwerpwat ver kon spring, een bollemakiesie kanslaan en daarna soveel as moontlik bolle-makiesies,” verduidelik hy.

Nadat die Brakkies se wenspan hul ma-sjien geaktiveer het, het dit 14 m ver ge-spring en kon dit die eerste bollemakiesieuitvoer.

“Daarna het dit soveel keer gebollema-kiesie dat jy dit later nie meer kon tel nie,”sê Nieuwoudt.

Die twee spanne van die Hoërskool Brac-kenfell wat onderskeidelik eerste en tweedewas, “ABA Engineers”-span en “Lan Engi-neers”-span, is genooi om in September byCamp Discovery buite Pretoria aan die na-sionale kompetisie te gaan deelneem.

Die “Lan Engineers”-span moes onttrekuit die internasionale kompetisie vanweëskyfskiet-verpligtinge. Die “JCE &Co”-span sal nou die geleentheid hê om ver-der deel te neem.

Die “ABA Engineers”-span bestaan uitAldo Siegling, Bennie van Eeden en Angeli-que le Roux. Die “Lan-Engineers”-span be-staan uit Luan Wentzel, Amelia Murray enNicole Prince. Die “JCE & Co”-span be-staan uit: Joshua Elliott, Carlie Tredoux enEugene Kennedy.

Police remain tight-lipped over thenumber of police members withcriminal records in the northern

suburbs of Cape Town.An ongoing audit on police criminali-

ty, in July revealed that asmany as 1 448police members in South Africa havecriminal records – a crisis parliamen-tarian Dianne Kohler Barnard, DAshadowminister of police, has taken up.

Of these criminal cops, 306 had crimi-nal records before they joined the policeand 1 142 committed crimes while in thepolice, Kohler Barnard says.

Documents show Gauteng with thehighest number of criminal cops, 325,followed by the Eastern Cape at 275,KwaZulu-Natal at 173, Free State at 141and the Western Cape at 140.

Still employedAccording to her the vast majority of

these perpetrators are top brass includ-ing one major-general and are all stillemployed by the police, yet to be fired.

It was further revealed, she said, that568 of the 1 448 members are guilty ofmultiple and serious criminal offences.

“The breakdown shows that therewere a total of 3 204 offences committedby the 1 448 convicted police memberswho are still employed in the SAPS,” shesaid.

This includes 54 formurder, 116 for at-tempted murder, 37 for rape, 33 for at-tempted rape and 917 for assault.

This month Kohler Barnard subse-quently called on National Police Com-missioner, Riah Phiyega to take imme-diate actionanddismiss the criminal po-lice officers, as she is empowered to interms of section 36 of the SAPS Act.

“The police are constitutionally en-trusted with preventing, combating andinvestigating crime...it is therefore im-perative that the people entrusted withthis duty are not criminals themselves,”she said.

According to Kohler Barnard, the au-dit of police criminality onlywentupun-til the end of 2009, and she believes thisfigure to be much higher if continued to2012.

Convicted“In 2010/11, 2 154 members were crim-

inally charged, only 869 were suspendedand only 520 dismissed from the service.In 2011/12, 1 323 SAPS members werecharged with murder, rape, armed rob-bery and corruption. Are those whowere convicted still working within theSAPS? If this audit is anything to go by,there is a strong possibility that this isthe case,” she said.

Meanwhile shewrote a letter toMinis-ter of Police, Nathi Mthethwa request-ing that he explains the rationale forkeeping convicted criminals in the po-lice service.

According to her no deadline has beenset for the completion of the “audit proc-ess” which was begun in 2010 and notone criminal member of the SAPS hasbeen dismissed.

Since the news broke twomonths ago,neither the provincial police, nor na-tional police responded to severalmediainquiries from TygerBurger.

ChargesIn thesewewanted to knowhowmany

policemen and women with criminalrecords are stationed at stations in thenorthern suburbs of Cape Town, andwhat these charges were.

Both the provincial media office aswell as the office of provincial commis-sionerLtGenArnoLamoer, referred thepaper to the national police headquar-ters.

These inquiries it seems also fell ondeaf ears, with no response as yet.

Likewise, the office of the DA is alsonot any the wiser.

According to researcher AlexandraLeisegang, it is highly unlikely that theDA would receive a response from theministry of police any time soon either.

Residents who need assistance to pay theirmonthlymunicipal accounts nowhave until31 October to apply for special rates rebatesfrom the City of Cape Town.

Senior citizens who are 60 years or older,as well as recipients of a disability grant orpension, couldqualify for rates rebates rang-ing from 10 % to 100 %.

The upper limit of total household incomefor these two categories has also been raisedfrom R10 500 to R12 000 per month.

In addition, all property owners with a to-tal household income of R3 000 or less permonth may apply to be registered as indi-gent, and may qualify for a 100 % rates andrefuse rebate. Their arrears may also bewritten off once during occupation of theproperty.

Apart from the full rates rebate on house-holds earning R3 500 or less per month orwhose residential properties are valued atR200 000 or less, the city has added new indi-gent categories for people who have an in-come greater than R3 500 and not more thanR5 000 per month.

Hefty fines, a two-year prison term or bothmay be imposed on those convicted for noiseviolations.

So says Lungiswa James, mayoral com-mitteemember for health in the City of CapeTown.

His response follows recent reports of con-sistent noise pollution emanating from anightclub in Brackenfell.

According to James, there are two types

of noise violations in terms of theNoise Con-trol Regulations – a disturbing noise or anoise nuisance.

“A disturbing noise is caused when anoise level ismeasured to exceed the allowa-ble noise limit.

“The allowable noise limit is determinedby the local authority, in accordance withSANS standards whichmay vary from placeto place, depending on the residual (back-ground) noise level at the time of measure-ment,” he says.

“A noise nuisance means any sound

which disturbs or impairs ormay disturb orimpair the convenience or peace of any per-son.”

According to him a “disturbing noise” ismeasured, while a “noise nuisance” is sup-ported by an affidavit.

The second instalment of the My Story, MyTown project took place at the Heidekoppiechurch in Protea Heights last Thursday.During the community meal hosted by

Teahmo social services, local residents fromall walks of life joined in discussions withthe aim to strengthen inter-cultural rela-tionships.Townsfolk from Afrikaans, English, Xho-

sa and French backgrounds were invited toparticipate in storytelling to share their re-spective cultures and discover others.“Different cultures, backgrounds and

even countries joined together around ameal to listen to eachother’s stories from the

past and to start writing the story for Brack-enfell to be listened to by generations tocome,” says Nick van Rooyen of Teahmo.The vision of this project, according to

Van Rooyen, is to develop the greater Brack-enfell community through effective andcomprehensive upliftment and support net-works for people in need.“Since the inception of the project in 2012,

a feeling of closeness has developed withinthe community,” he says.“The theme ‘My Story,MyTown’ is taking

on a life of its own. It has proved that despiteour many past differences, a new future canbe written within our communities by fos-tering hope,” he says.Another similar meal will be hosted on 24

October at the same venue.

Clegg says he continues to find in-spiration for songwriting frombooks, poems, movies, and conver-sations. “I am always interested incrossing over different musicalstyles and this has also contributedto keeping my creative horizonsopen,” Clegg says.

Clegg’s stepfather was a journal-ist, and he says, this contributed tothe music that he makes.

“He took me into the townships atthe age of nine and showed me the

other side of South Africa, hiddenfrom white South Africans,” Cleggsays, adding: “He also loved kwelamusic and African jazz and I grewup listening to this.”

Clegg says he has never reallyplayed inCapeTownover an extend-ed period and will be here for a fewshows thismonth. Hewill be record-ing a live, unplugged album at TheBaxter from Wednesday 18 to Sun-day 22 September.

When asked if he has any plans forrecording with his son, Jesse Clegg,Clegg says: “Only when I hang upmy boots.”

in South Africa at the moment: “Ilike Zahara, as she is the first blackfemale singer songwriter to com-pose and perform on her guitar inboth English and Xhosa,” he says,adding: “I like my boy’s work a lotin terms of songwriting, I like Phu-zukhemisi and many other tradi-tional Zulu masikande musicians.”

years, Clegg has a long list of careerhighlights.

“Playing at ‘Concert in the Park’in Ellis Park in 1985 to 120 000 SouthAfricans of all races,” is one of thehighlights he lists, but then there isalso opening for The Grateful Deadin one of their stadiumshows in 1989in Los Angeles, USA and supportingthe Steve Winwood tour for twomonths in the United States and theUnited Kingdom in 1988.

Clegg talks about another one ofhis highlights: “Playing the UKbirthday concert for Nelson Mande-la in 1987 andhavingJacksonBrownshare my slot singing my song ‘OneHuman, One Vote’. He was a veryimportant influence on my lyricwriting.”

the Amnesty International tour inAbijan, as he had a number one hitthere at the time, “I call your name”.

Learners from Masibanbane SecondarySchool in Kraaifontein made heads turn atthe recent Eskom Expo for Young Scientistsregional competition that was held in Stel-lenbosch.Altogether 216 learners from 18 different

schools came from as far as George andMos-sel Bay to participate in the competitionwhich was held at Paul Roos Gymnasium inStellenbosch from 22 to 23 August.The Stellenbosch regional competition

takes place annually and is organised by theStellenbosch University’s Centre for Peda-gogy.It is supported by SU’s Faculty of Science,

Eskom’s national and regional office, the Al-bert Wessels Trust and the Het Jan MaraisNational Fund.From Masibanbane Secondary School

Thulisile Dombela (Gr 12) impressed thejudges with her “Food trolley with a differ-ence” in the engineering category, whileBulelani Nkupane and Nandipha Boyceearned a silver medal with their project“The all-in-one recycled school bag” in thecategory: Innovation and Technology.These two Grade 11 learners also received

the award for the Best Development Project,sponsored by Eskom, as well as the awardfor the Best Senior Project on Innovation,Technology and Recycling.

Both projects will represent the Stellen-bosch region at the second International Sci-ence Fair in South Africa taking place from25 to 28 September in Boksburg, Gauteng.From there, learners can also qualify to

participate in other international sciencefairs.During the opening function on Friday, 22

August, the Eskom Expo executive director,

ParthyChetty, encouraged the learners to goback to their schools and communities asambassadors of science, and tell theirfriends and family how easy and interestingscience can be.“Wehave to tell people that science is actu-

to calculate the distance between the earth

dryf geland toe ek so net oor die drie jaar ge-lede by Chris Coetzer begin sanglesseneem,” verduidelik hy.Coetzer is ’n lid van die plaaslike Drie Te-

nore. “Deur hom het ek met Christa Steynen haar seun, DouwSteyn, in die verbindinggetree,” sê Stephan.Stephan het toe sy eie liedjies geskryf,

maar sê hy het sy singery eers geheim ge-hou.“Toe ek uiteindelik drie jaar gelede die

moed bymekaar skraap, toe besluit ek ekgaan nou voluit,” sê Stephan.Sy eerste album, Losmy hart, is in 2011 be-

kend gestel.“Van daar af was dit net een rigting – vo-

TygerBurger Sportstar of the Month winnerNick Budler (16) owned a baseball glove be-fore he could walk and today shows he is aclass act around the mound.

Nick is the catcher for the BlaauwbergBaseball Club first team.

Playing senior baseball at the tender ageof 16 shows the talent of this young man.

He captains the Western Province u-16side and they went undefeated in the nation-al tournament.

The Western Province team recently faceda tough Great Britain national side and theywon comprehensively 14-2.

Being born in the United States, Nickdreams about playing college baseball forNorth Western Illinois.

“Although nobody will have heard of himmy inspiration would be my grandfather,Jim Budler, who played for his high school.

He played the same position I do and hedirected me correctly from a young age.

“I’m elated to be chosen the TygerBurgerSportstar of the Month winner.
