Armadale takes over Praxis operationPraxis Technologies, Canada's first CompactDisc manufacturing facility, has announced"strategic management and shareholderstructuring."
Michael G. Sifton has assumed the posi-tion of President, with control and allshareholdings reverting to Armadale Enter-prises Ltd.
Armadale is involved in broadcasting,publishing, aviation, and property develop-ment, to name just a few of its activities.
Sifton expects the new plant will beoperational the end of April. Says Sifton,"Like any new operation, we expect thisfacility to take a little time to gear up - butwe're confident that our plant will meet allour expectations."

Oolo's HealthWavebeing shopped in L.A.At the height of the "wives" prominence intoday's music, Dr Allan Oolo, notedToronto -area musician and practicingchiropractor, has decided to take hisHealthWave concept to Los Angeles.
Oolo says his HealthWave music isdesigned "to create a counterbalance to themuch -publicized and mentally -regressiverock music of today." He stresses the it doesnot "condone anything other than overin-dulgence" and "it is also not preaching inany way."
His music emphasizes "consciousmoderation" and the movie (starring Dr 0.)depicts how rock stars tend to deviate from"ConMod." The soundtrack he hasdeveloped and recorded, with back-up bandThe Features, was completed in his ownstudio: Dr Sound.
Currently shopping Oolo's idea (Dr 0. -The Movie and Soundtrack) is lawyer ClarkMiller. However, Oolo sees a deal "as justanother means to an end...I want to be a rock'n' roll star. Hopefully they'll choose me forthe lead role."
Dr. Oolo mentions that he will be ap-pearing in the forthcoming Variety Clubvideo that has been scheduled for an interna-tional release (May 24). I Am Your Child,which was written by Barry Manilow, is alsoreported to feature Honeymoon Suite, Belin-da Metz, Lee Aaron, and Kim Mitchell.

WEA Canada focuses inon campus/retail powerIn view of the ever increasing power of thecampus media, WEA Canada has stepped upits communication with campus radio andpress. They now provide information andpromotional material to campus mediathrough The Only Alternative, a bi-monthlypublication, as well as regular mailings.
With an increase in touring artists toCanada this year, WEA is quite aware of theswing by some of these acts to what theydescribe as "mainstream attention," pointingout that others "are the darlings of an everimproving system of campus media whichis more and more capable of creating its ownstars."
In March alone of this year, Canada hasseen tours by The Jesus & Mary Chain,Jonathan Richman, Violent Femmes, LloydCole & The Commotions, Simply Red, TheChurch, and The Replacements to name afew. As an example of WEA's "stepped upcoverage," The Violent Femmes played tosold out crowds in Toronto, Montreal andVancouver, and stayed over in Toronto for a2 -day media blitz and in-store autograph ses-sion. Obviously the accessibility of thisband, and others, increased interest at retailand at the campus level. WEA held a specialCampus Press Conference with The ViolentFemmes in Toronto, prior to their concert.There were more than 30 campus press andradio people on hand to talk with the bandabout their tour and new album, The BlindLeading The Naked.
Traditionally, underground bands havemore often offended the media with theirlack of cooperation, which has somewhatbeen reversed. Many of these bands are nowmaking extra efforts to meet with press andretail, and as a WEA spokesperson pointsout: "Dream Academy is gold in Canada,INXS has just gone gold and the latest Curealbum is not far off the mark, proving thatcross over and large sales are possible fromany of these 'so-called' alternative bands."
CARAS places emphasison artists for BoardCARAS President Peter Steinmetz has an-nounced changes in its 16 -member Board ofDirectors, including adding Vancouver ar-tist/songwriter/producer Bill Henderson ofChilliwack. The election of Henderson bringsthe total artist representation to 3 on theBoard. Other recording artists currently serv-ing as Directors are Gil Moore of Triumphand singer/songwriter Ian Thomas. Factor/CTL amendment for nevChanges made known by the Factor/CTLboard has resulted in the decision that nolonger will aspiring Canadian musiciansreceive cash awards to assist with the produc-tion of their demo tapes. The decision appar-rently came about because of criticism raisedfrom within the music community, concernedwith the quality of previous product.
The New Talent Award now consists ofcontracted studio time. "What was happen-ing in the past," explains CIRPA's JulieThorburn, "is that groups would take thelump sum payment ($2,500) and instead ofproducing a high quality demo tape, theywould have a poor quality record manufac-tured."
CIRPA President Earl Rosen agrees, ad-ding, "We don't mind funding albums, butthese bands deserve a decent shot, and thattakes more money." He continues with "Themoney we would have channelled into theaward system will be made available throughloans."
Hopefully alleviating this mis-use of ap-propriated funds and "making better use ofthe resources," continues Thorburn. "Wehave contacted about 40 studios acrossCanada, and they have provided blocks oftime enabling a band to produce at least 3 or4 songs."

Sold Out date for Chubby Checker at RYH
No sooner had it been announced that Chub- by Checker and Gary U.S. Bonds would be
appearing at the Imperial Room of Toronto's Royal York Hotel, the switchboard was
flooded with calls. The result has been one Sold Out date (Apr. 28), and several more on
the way to being sold out. The nostaligic package will be playing
the prestigious room from Apr. 28 through May 3.
Checker, who was born Ernest Evans, got his name from Dick Clark's wife, and it was shortly after this name change when he hit with The Twist, the only record in history to become No. 1 in 2 different years. Checker
has released 22 albums and 40 singles in his career, his latest being the 1982 release of The
Change Has Come. There is no information as to who carries his product in Canada.
Gary U.S. Bonds was born Gary Ander- son. He changed his name after the impact of
his first single, whose sleeve sent out the message "Buy U.S. Bonds."

meone's basement," says Thorburn.
Projects intended for commercial release are ineligible for the New Talent Award, yet the loan system is "quite successful," says
Rosen. Perhaps the best example of how suc- cessful the program is, would be Kim Mit- chell's last release, akimbo alogo. After
repaying the original loan, the Factor/CTL fund is continually and substantially
bolstered with each album's subsequent sale. Kim Mitchell is actually contributing to the
development of further Canadian talent.
Cats Can Fly and Epic pact deal for U.S.
CBS Canada has announced that Cats Can Fly have been signed to the Epic label in the
U.S. Their self -titled album is slated for release in the U.S. this summer. "I love the songs," says Frank Rand,
Vice President A&R for Epic. "They are a great live band, and we really hope to have
success with them in the U.S." Also on tap for the Cats are several dates
as openers for Level 42. Canadian dates in- clude Montreal (Apr. 20), London (22), and
Toronto (23 through 25). Following these dates they will warm the
stage for the Beach Boys: Halifax (May 3), Moncton (4), and Fredericton (5).

Dead end for a Task Force . . ??I hear from The Hill that THAT Task Forceon Broadcasting, which cost a hundred thou-sand or more, won't be issuing a policy state-ment, which everyone was expecting. Instead,they are expected to publish all the researchmaterial they received, which will be madeavailable this summer. The powers that behave put a hold on what was supposed tohave been a very important study into broad-casting, and which will also effect the recor-ding industry. Chances are you won't hearanything more about this for 2 years (EC:Somehow I have the feeling there will be anelection in 2 years!!!) This looks like anotherirresponsible move toward industry chaos.I'd hate to think we might have to revert backto "those bad old days" of the late '60s. Times have been lean for MentaHaving achieved considerable success inAustralia and yet only marginal successelsewhere, Mental As Anything have con-tinued recording - and they have persevered.Since their 1981 release, Cats And Dogs,from which the hit single, If You Leave Can ICome, was culled, times have been lean.
The band signed to CBS Internationalthis past November, and now have an album,titled Fundamental, which was releasedworldwide, simultaneously. As the title im-plies, and which Andrew "Greedy" Smithagrees, their approach to making music is "tohave fun while doing so."
For this reason, Richard Gotterer wasemployed to handle the production duties.He had previously produced the Go Go's,Blondie, and Joan Armatrading. He waschosen for his "simple" touch.
"Our last album was too hard to playlive," complains Smith, "so this time we setout to make an album that was really easy toplay." The first single released is Smith's ownLive It Up, which the keyboardist admits"isn't doing too well in North America."
However, in Australia, that track lastyear, "was the 3rd most popular song at yearend," Smith points out, continuing with"The only records to beat it were Madonna's'AA' side, and the We Are The Worldsingle." Therefore, he is understandablyperplexed as to "why the record isn't doingwell here."
Yet, chartnumbers and sales figuresdon't seem to bother the rather flippant musi-cian. "It's an attitude thing for us," Smithasserts. "A lot of people say we're wacky andzany. Well, it's not that we're that serious, Iguess it's just that we don't take ourselvesthat seriously."
Smith continues with, "We started offplaying for friends in pubs, and getting sign-ed to a label was really an afterthought. So-meone wanted to start up a record companyand use us as a guinea pig - so we did it for alaugh. We really had no ambitions of being arecording band."
Fortunately they did - and over the dura-tion of 5 albums, none of which have soldthrough outside of Australia, they havemanaged to maintain a sense of humour."Because you've got to enjoy what you'redoing," he suggests, and cites touring as anexample. "It's really a working vacation forus - we don't make any money - but we havelots of fun."
Mental As Anything are currently tour-ing with Robert Palmer, yet Smith remarks,"Laziness is an important part of havingfun," explaining that this lends itself easily totheir live shows. "It means that everybody issinging different songs and that meanseverybody doesn't do too much singingeither."

Times have been lean for
Having achieved considerable success in Australia and yet only marginal success
elsewhere, Mental As Anything have con- tinued recording - and they have persevered. Since their 1981 release, Cats And Dogs, from which the hit single, If You Leave Can I
Come, was culled, times have been lean. The band signed to CBS International
this past November, and now have an album, titled Fundamental, which was released
worldwide, simultaneously. As the title im- plies, and which Andrew "Greedy" Smith
agrees, their approach to making music is "to have fun while doing so."
For this reason, Richard Gotterer was employed to handle the production duties.
He had previously produced the Go Go's, Blondie, and Joan Armatrading. He was
chosen for his "simple" touch. "Our last album was too hard to play
live," complains Smith, "so this time we set out to make an album that was really easy to
play." The first single released is Smith's own Live It Up, which the keyboardist admits
"isn't doing too well in North America." However, in Australia, that track last
year, "was the 3rd most popular song at year end," Smith points out, continuing with "The only records to beat it were Madonna's 'AA' side, and the We Are The World
single." Therefore, he is understandably perplexed as to "why the record isn't doing
well here." Yet, chartnumbers and sales figures
don't seem to bother the rather flippant musi- cian. "It's an attitude thing for us," Smith
asserts. "A lot of people say we're wacky and zany. Well, it's not that we're that serious, I guess it's just that we don't take ourselves
that seriously." Smith continues with, "We started off
playing for friends in pubs, and getting sign- ed to a label was really an afterthought. So-
meone wanted to start up a record company and use us as a guinea pig - so we did it for a
laugh. We really had no ambitions of being a recording band."
Fortunately they did - and over the dura-
tion of 5 albums, none of which have sold through outside of Australia, they have
managed to maintain a sense of humour. "Because you've got to enjoy what you're
doing," he suggests, and cites touring as an example. "It's really a working vacation for
us - we don't make any money - but we have lots of fun."
Mental As Anything are currently tour- ing with Robert Palmer, yet Smith remarks,
"Laziness is an important part of having fun," explaining that this lends itself easily to their live shows. "It means that everybody is
singing different songs and that means everybody doesn't do too much singing
either." He points up "That's how we do things

in the studios too We all take turns. It's like `right, I've done mine, now it's your turn,'
and we all have fun writing songs. Then we do our video and we must hold the world's
record for the most videos - we have at least 25. We get a lot of friends of ours to do them
and it works out well - not to mention it's cheap too. At least we get different senses of
humour into them - the videos." By taking such a laizzez-faire attitude,
Smith was asked how that would affect the attitudes at the record company level. "Well,
if their smart, they'll ignore us," replies Smith. "It's just that these days, if you're not
that serious, it's like people can't handle it. I know that might make it hard for our record
company, CBS, but I think they're doing a great job for us."
Smith continues with "It's funny how bands in Australia aren't about to throw
themselves under trucks if they 'don't make it'. Take England, no Australian band is go- ing to 'make it' there. Sometimes it's not
worth the trouble." he contends. "It's harder to make records today - it's difficult to
sound competitive or whatever. We went

through a lot more trouble on this album - it was harder getting it to sound easier, but
that's the name of the game." In the course of discussing the
Australian music scene, Smith reveals, that "It's not that tough to break down there. The
big thing is that bands can work - in the pubs, and everybody's out in the pubs looking at
bands. "That's were bands get their start," he
explains, and his simple theory for maintain- ing an exciting and thriving music scene is to
have "more pubs". There is a degree of logic to his assertion that the more pubs there are
(hiring bands), the more bands will be needed and the more exposure a band receives (due
to their popularity) then better are the chances of getting signed. An interesting similarity was found:
Australia's government has imposed content quotas on radio stations. Smith assures that
these are however, easily met. "Quotas aren't that high
- 25 or 30 percent - and in the past 5
years Australian bands haven't had much trouble making it into the Top 40. In any
given week there are at least 3 or 4 songs in the Top 10. But that's not because of the
quotas," says Smith. "Radio stations are playing more than the quota because they are
the most popular songs - which goes to show it can be done."
Duke Street artist activity heating up for summer by Adrian Heaps

ly paid off, in more ways than one. In addition to the re-
cent gold certifica- tion here, the Win-
dham Hill/A&M connection is kicking
in next week with a full marketing plan
very similar to Sting's Dream Of
The Blue Turtles, which domestically
should push the album to platinum
status. On a broader note, the upcoming months are go-
ing to be busy and exciting for Duke Street, with 4 acts constituting our priorities: Chalk
Circle, Eye Eye, Manteca, and Scott Merritt. April Fool, Chalk Circle's debut single
was a Top 3 add at CHR last week, and the No. 1 AOR add across the country. This ac-
tion, although expected, is very exciting and provides an excellent barometer for the for-
thcoming months. The band are absolutely "killer" live, and must be seen. They are cur-
rently touring Quebec and should be moving out nationally soon.
They were caught last year opening for Aztec Camera, Corey Hart, and The Water - boys. Their video is in rotation at
MuchMusic, and we're looking for a very strong reaction. Expect The Great Lake, their
mini -LP by May 5. Next: Eye Eye. They have already generated a strong buzz on the street through
Adrian Heaps
their association with John Oates. Their album, titled Just In Time To Be Late, will be
shipped to radio May 26 and to retail one week later. Produced by Terry Brown (Rush),
the LP's first single, Out On A Limb, will be shipping Apr. 28.
The accompanying video was directed by Champagne Pictures and was shot at the
Casa Loma in Toronto. These Q107 Homegrown winners, with solid management
behind them, are going to do well, and we are hoping for a lot of support.
Another project, certain to keep us on our toes, is the new Manteca album, No
Heroes. Despite the adversity surrounding in- strumental tracks, we feel we have a good
crack with Danceteria. The band has strong core support, and we'll build onto that base. Key will be to generate a huge response at club level, to follow with plenty of retail ac- tion.
Last but not least: Scott Merritt. His new album, as yet untitled, is the most exciting record to come out on Duke Street since Jane
Siberry. The man has the depth, the quality material, and a very strong audio-visual presence - all key assets with our artists.
Scott is managed by Steve Berkowitz (tour manager for The Cars and Tom Petty), who is based in Boston. Since hearing Serious
Interference, he was willing to commit himself. Scott, like Jane Siberry, is going to demand that same commitment and intensive
promotion. Yes, Scott Merritt will crack it

AN ANNUAL REPORT TO MEMBERSAND TO THE CANADIAN MUSIC INDUSTRY
Every year, CAPAC publishes the figures relating to its operations onbehalf of over 15,000 members, and the members of other performingrights societies with which we have reciprocal agreements.
The overall picture for 1985 is a mixed one. The decision of the CopyrightAppeal Board to approve a commercial television tariff which effectively"froze" CAPAC's 1985 fees at the 1984 level was a costly one for composers,notwithstanding the continued growth of the television industry, of whichcopyright music forms an important part.
Had the Copyright Appeal Board reapproved the tariff rate in effect formany years, it's estimated that the composers, lyricists, songwriters andpublishers of music in CAPAC's repertoire used on Canadian commercialtelevision in 1985 would have earned some $1,000,000 more than they did.
Overall, CAPAC income from licence fees (and interest earned prior tothe distribution of income to members and affiliates) increased from$27.1 million to $28.2 million. Especially notable was the increased use ofCAPAC members' music abroad - for the first time, foreign income ex-ceeded $3 million, for a total of $3,005,194 (up from $2,466,188 in 1984).
CAPAC's membership continued to grow; 1985 saw almost 1,000 newwriters and publishing companies join our organization, and this addi-tional repertoire adds to the wide range of music the society represents.
In 1986, there are continuing pressures on CAPAC from segments of theentertainment industry which seek to limit, or even reduce, the incomeearned by those who create and market music, the most universal andmost popular of all the arts.
And CAPAC, needless to say, will continue to oppose these pressures,and continue to seek a fair -and equitable financial return for composers andpublishers whose music plays such an important part in Canadian life.

An experimental coupling of Ronnie Pro-phet, Glory -Anne Carriere, and The FamilyBrown, has proven to be highly successful.The country package is designed to playsmaller locations through service clubs. Thesewill include fairs and halls with a reasonableenough ticket price to attract a rural au-dience.
Several dates have already pulled goodhouses, all in Ontario, and these will befollowed by Glencoe (May 9), Beaverton (10),Oakwood (16), Renfrew (17), Vankleek Hill(18), Metcalfe (23), Powasson (25), Chesley(30), and Spencerville (31). They will also beplaying the Ottawa Telethon (June 1).
Instrumental backing is supplied by AlBragg (steel), Jon Park -Wheeler (lead guitar),Randall Prescott (bass and harmonica), andBill Carruthers (drums).
Carriere and Prophet were recently inToronto where they opened Norman's Place,a new country showplace, on Rivaldo Roadin Weston. The owner of the club, a Fren-chman (France), is a longtime fan of Pro-phet's, and spent over $300,000 in renovatingthe old club.

Q: How are the nominees picked?A: Nominations are based on chart action inRPM over the previous year. The ballots aremailed to all RPM subscribers. This gives us avery good mix of voters and makes it impossi-ble for blocks and pockets to control thevoting. The winners will be known when theenvelopes are opened, onstage, at the actualawards banquet.Q: Will the awards feature musical perfor-mances?A: No, the dinner will be followed by theawards ceremony at which time the presenterswill open the envelopes and announce thewinners.Q: How many categories are there?A: Exactly one dozen (12). The Big CountryAwards are a very coveted award. Theyaren't given out in large numbers. They carrya great deal of esteem and are part of a veryprestigious event. We purposely limit the at-tendance so as to keep it on a high plain.
Q: Is it possible to reserve a table?A: Yes, tables of 8, 9 or 10 can be reservedahead, if you get a group together and ar-range that they all pay prior to 4 pm May 2nd- or mail all the payments in the sameenvelope. We must have all the names in ad-vance.
