Adeterioration of transport infrastructure, additional taxes,

misappropriated funds and muzzling the press are still very

much on the table, and very topical at the moment. In the

final analysis it all boils down to leadership.

When leaders, particularly in senior positions in a government, adopt

attitudes of superiority, which are manifest in ‘misunderstood authority’

and political power, and they become overbearing and presumptuous,

being all knowing, and coloured by prejudice, it closes their ears to the

voices of wisdom. This is when we see a country’s infrastructure and

economy deteriorate.

In Africa, examples abound. Surely, as intelligent human beings, we

should learn from the mistakes of others? Perhaps not!

Stealing from Peter to Pay Paul, as well as killing the

goose that lays the golden egg, are not economically

sound policies. The familiar adage, ‘born free, taxed to

death’, may well apply in South Africa unless we can

breathe new life (understanding) into the economic vision

of our fathers and mothers, those who lead us. And, as

they grow rich, they should remember that the offspring

of newly-acquired wealth are pride, vanity, ostentation,

arrogance and tyranny, signs of which we see everyday.

Censorship to avoid embarrassment is foolish. The only

way forward is to embrace ethics and truth, openly.

Otherwise, it is a very slippery slope we travel.

On the up side, it’s not all doom and gloom. The

Maputo Corridor is a great success, and getting better. It clearly dem-

onstrates the relationship between the various modes of transport and

how, in working together, the synergies can be

extrapolated.

Two amazing ladies, and leaders in their field,

take on a traditionally man’s world and come up

trumps.

With the world economically challenged, we

need to look to our own continent for opportuni-

ties. And, prospects there are. So, building on

JFK’s famous quote, if we look at what we can

do for our continent, we will discover that it is well

and truly a land of opportunity. We just have to make

it happen.

As always, road safety is of utmost importance. Injury or death is

costly in more ways than one. With the road summit coming up we will

have much to talk about – as per usual. Perhaps we need a hard-hitting

advertising campaign to shock people into seeing reality.

We also have plenty of news. Of particular importance is the upcom-

ing Johannesburg International Motor Show, which promises to be even

more interesting and informative than the last one. A number of key

announcements are expected to be made, so it’s a not-to-be-missed

event.

Last, but by no means least, we discuss a taxing problem.

The key to Africa’s prosperityJust as an engine needs oil, Africa’s economies need international trade, especially intraregional trade. The promise of a brighter future is there, but there are a few problems standing in the way. By Barney Curtis, executive offi cer, FESARTA

In 2010 the World Bank reported that Africa’s intrare-

gional trade was standing at only 10%, which is

the lowest among the trade groupings instituted by

governments since 2000. While we have seen some

improvement in 2011, many obstacles still stand in the way.

Looking at the stars in world economics there are five

attributes that distinguish these countries from the less

fortunate. These are:

• education

• infrastructure development and

maintenance

• technology adoption and deploy-

ment

• the implementation of robust,

efficient processes

• common standards.

Economic growth and develop-

ment, in which the road transport

companies of east and southern

Africa play an integral part, is being

hampered by the inability of govern-

ments to embrace and realise these

attributes effectively. As a result, the

road transport companies, which

carry the bulk of goods being import-

ed and exported in and out of Africa,

face problems and challenges directly owing to inadequate

infrastructure, process inefficiencies and incongruent laws

and standards across the sub-continent. This reduces

productivity, increases costs and, overall, makes Africa

less competitive. Unless we change this we will always play

second fiddle.

• Infrastructure: roads/bridges/city bypasses: e.g. the

design and construct of the Tete Bridge restricts the

supply route’s maximum loads to Malawi to 48 t.

• Border post infrastructure: e.g. poor infrastructure at a

few of Zimbabwe’s border posts leads to inefficiencies

and corruption.

• Border posts procedures/documentation: e.g. inad-

equate vehicle control at Beit Bridge results in security

problems.

• Customs/transit guarantee and bond: e.g. Tanzania

needs a single transit bond.

• Driver wellness: e.g. Uganda needs facilities for driver

wellness along its transport corridors.

• Drivers’ immigration/visas: e.g. Malawi‘s immigration

rules for drivers are too stringent.

• Driver’s licence/PRDP: e.g. drivers’ licences not recog-

nised in all countries.

• Road safety: e.g. in the DRC, many drivers are inad-

equately trained and are therefore a danger to other

road users.

• Bilateral road transport agreements/market access: e.g.

Mozambique’s transport permits to different countries

are not harmonised.

• Self-regulation/accreditation:

e.g. Tanzania really does need

this.

• Corruption and smuggling:

e.g. Zimbabwe is particularly

fraught with these problems.

• Fitness of vehicles: e.g. many

vehicles are not roadworthy

but have roadworthy certifi

• Hijacking: e.g. South Africa and Tanzania have a serious

problem.

• Insurance of vehicles and/or loads: e.g. third party insur-

ance is not harmonised across east and southern Africa.

• Abnormal loads: e.g. there are too many difficulties with

procedures when moving abnormal loads.

Road deaths video footage makes it real THE WESTERN Cape provincial government intends to broadcast CCTV footage of people dying or maimed in car crashes to raise road safety awareness during the festive season. The campaign, “Crash Witness”, was launched by MEC for transport Robin Carlisle yesterday. Carlisle said the public would have access to footage shot by the province’s CCTV cameras on the Crash Witness campaign website. Hailing the campaign as a fi rst in South Africa, Carlisle said: “In some of these clips, people are killed or very badly injured.” “South Africans have been hiding from the reality on the roads for too long, hiding behind words such as ‘accidents’, and even the belief that the carnage is somehow God’s will.” He said the campaign was conceived after his department was supplied with video footage

of road accidents by the Freeway Management System, the SA National Roads Agency, the provincial transport department and the City of Cape Town.

SA’s Q3 expenditure growth quickens to 4.2 pct Spending growth in South Africa’s economy accelerated sharply in the third quarter as household spending accelerated and investment spending by both the public and private sector picked up.

In its December Quarterly Bul-letin, the South African Reserve Bank said on Thursday growth in aggregate real gross domestic expenditure quickened sharply to an annualised 4.2 percent in the third quarter from 1.1 percent in the second quarter. Household expendi-ture growth picked up pace in the third quarter, rising to 3.7 percent compared with an annualised 3.3 percent previously.

Committee set up to steer SA’s high-speed rail decisions The Depart-ment of Transport (DoT) has set up a steering committee, under the leadership of

director-general George Mahlalela, to guide the development of its four proposed high-speed rail projects, says DoT deputy director-general Lanfranc Situma, who notes that discussions on all four projects – Pretoria to Moloto, Johan-nesburg to Durban, Johannesburg to Polokwane and Johannesburg to Cape Town – will take place on a province-by-province basis, as Trans-port Minister Sibusiso Ndebele noted earlier this year. The priority for the South African government is to develop the Moloto project, owing to the high number of road deaths along

this corridor, adds Situma. The Moloto rail project has already been registered as a PPP project within government, and approved by Cabinet.The estimated cost of the 125 km project is R15-billion, “discounted over 40 years” of use. Government is currently seeking funds to get the project off the ground, says Situma.

Africa set to have its fi rst low cost continental airline Africa is set to get its fi rst low-cost budget airline service, thanks to one of the world’s leading experts in the fi eld, EasyJet founder Stelios Haji-Ioannou. The deal is likely to be ratifi ed next week, December 13. If the agree-ment between Sir Stelios EasyGroup and Rubicon Diversifi ed Investments (RDI) goes ahead, it will be a fi rst for Africa, which is one of the few areas of the world that lacks a continent-wide low-cost airline. Stelios’ success in the fi eld is unparalleled, with easyJet and its main rival RyanAir having dominated

the European market over the past 20 years at the expense of more established companies like British Airways, Air France and Alitalia. The EasyJet founder has signed a conditional agreement with RDI to develop a “low-cost, point-to-point, no frills, all-jet aircraft” business model for Africa.

SANRAL severely affected by bitumen shortage The Depart-

ment of Transport (DoT) and SANRAL have been actively engaging with the Department of Energy in an attempt to highlight to them the various problems related to the supply of bitumen from the existing refi neries in South Africa and to fi nd solutions for the medium to long term. SANRAL has also been ac-tively engaging with the road construc-tion industry to directly import bitumen from overseas to overcome the local short term supply constraints. In this regard the fi rst ship load was due on 18 November 2011 in South Africa, and the success of this initiative will determine the future direction to be adopted with regard to direct importation of bitumen by the road construction industry, including the role of other Government departments responsible for aspects such as import duties.

the three RECs, as input to the Tripartite Trade and Transport

Facilitation Programme Annual Work Plan. This is the first time

that such an activity will take place.

solutions to the most perplexing problems they face in the

East and Southern African region.

SADC, COMESA, EAC, TradeMark South Africa, TradeMark

East Africa and government officials will play an important role

in working with you to find solutions at this two-day forum.

Your participation is therefore vital to the success of in this

‘meeting of the minds’, and the process of identifying solu-

tions.

The solution outcomes identified will be circulated to all

participating regional organisations and national stakehold-

LESOTHO

ALTHOUGH THERE was recovery in Lesotho’s economic growth in 2010, the economy is likely to suffer another slowdown in growth in 2011 owing to a tight public-expenditure regime as well as to non-recovery in SACU revenues. GDP growth in 2011 is projected at 2.9%. The deterioration in the fi scal position follow-ing the government’s expenditure expan-sion in response to the economic slow-down in 2009 raised questions on the sustainability of such a course of action. The Southern African Commercial Union revenues, which account for nearly 60% of total tax revenues, declined by about 23%. This generated a 9.8% defi cit in the fi scal balance in 2010, which is expected to widen further to 11.3% in 2011.

SOUTH AFRICA

REAL GDP grew year-on-year by 2.8% in 2010, recovering from the low base of a 1.7% contraction in 2009. GDP growth was primarily driven by steady recovery in consumer spending. Real GDP growth is expected to increase to 3.6% by 2011, still held back by sluggish domestic investment and tighter fi scal spending. In 2012, real GDP growth is expected to increase to 4.3%. The main risk to the outlook for 2011 and 2012 is the outlook for the global economy.

The mining sector’s real value-added recovered in 2010, registering a 4.2% increase. However, output recovery was uneven across sectors owing to diminish-ing gold reserves, infrastructure con-straints and an uneven recovery in global

SWAZILAND’S GDP is consumption driven. While this is predominantly private consumption (over 88%), public consump-tion is equally sizeable (14%). Wages and salaries constituted 54% of public consumption and are the main source of aggregate demand. Economic reforms recommended by FAR in 2011 should cause public consumption growth to decline. This is coupled with an absolute decline in private consumption leading to a drop in real consumption.

Gross investment contributed 2.4% to overall economic growth in 2010 and is expected to add another 2.7% in 2011. However, despite the increases in capital expenditure, the share of investment in GDP remains low. This refl ects the risks
