About four months ago JanEbbing and Ivan Flanegin ofTNO Caribbean approachedColegio EPI for a collabora-tion on an innovative solarproject for Aruba.

TNO and Utilities N.V.along with their partners fromArizona State University, N.V.Elmar, Setar N.V. and the Gov-ernment of Aruba made avial-able all the elements andnecessary factors for the real-ization of a solar panel test labat Colegio EPI.

The intention is to do scien-tific investigation as well as in-troduce educational processes. This project which was enthus-tiastically received was finallyinstalled and put into functionlast Friday.

Arizona State University, according to Ivan Flanegin, donated to Aruba ten solarpanels of different technolo-gies from which studentswould learn the different ben-efits and disadvantages of thedifferent technologies. Stu-dents would learn how to setup the systems on differenttypes of roofs as well as howto connect them to Elmar’selectrical grid.

With respect to the scien-tific part, Flanegin explainedthat at Colegio EPI they willmeasure the performance ofthe solar panels based on nat-ural elements such as temper-ature, humidity and theamount of saltpeter and howthese elements influence thefunctionality of these panels. They will also observe the ef-fect of saltpeter on the corro-sion of the panels.

Solar panel systems nor-mally come with a guaranteeof 25 years, however, most ofthese systems are designed forclimates in China, Europe andthe U.S.A. which is differentfrom the Aruban climate. Theinvestigation at EPI will be im-portant to determine the situa-tion and ideal installation forour island.

Three departments at Cole-gio EPI were involved in set-ting up the project according toCarlos Martinus, educationalmanager at EPI. Two teamsworked on the design of theprototype and two studentsworked on the maps and con-struction calculations, whileanother group did the con-struction work.

The investigations have nowbegun in earnest as well astraining of students on every-thing that has to do with solarpanels, including the production

of electricity, the measurment ofelectricity, functionality and or-ganization and realization ofscientific investigation on thefield of solar energy.

The government technicalinspection bureau, DTI, has in-spected and approved the in-stallation which is nowofficially connected to Elmar’sgrid generating 5.1 KW backto the grid. According toFlanegin the system is produc-ing the expected amount of en-ergy which is equivalent for anaverage small household.

WASHINGTON (AFP) - Ifit all goes wrong for Presi-dent Barack Obama in hissecond term we will knowwho to blame: civil rightsicon Myrlie Evers-Williams, who blessed hissuccessor, the 45th presi-dent, by mistake."America, we are here, ournation's capital, on this day,January the 21st, 2013, theinauguration of our 45thpresident, Barack Obama,"said Evers-Williams, thewidow of slain civil rightsactivist Medgar Evers.Unfortunately for 79-year-old Evers-Williams, a dis-tinguished scholar at AlcornState University in Lorman,Mississippi, Obama is actu-ally the 44th president andstays that way even afterwinning a second term.Obama is also only the 43rdperson to hold the job, asGrover Cleveland served asboth the 22nd and the 24thpresident with BenjaminHarrison sandwiched in be-tween.

WASHINGTON (AFP) -Forget about deja vu or oldhat as Barack Obama, Amer-ica's first black president, wassworn in again. For some inthe sea of humanity watch-ing, cheering and shivering, the repeat was even sweeter.Yes, the crowd was smallerand the number of inauguralcelebratory balls was slashed.Obama will be a lameduckpresident, barred from seek-ing a third term. Compared to2009, even the January coldthat tested the mettle ofObama fans was less intense.Still, for the crowd thatroared when Obama steppedonto the VIP podium on thesteps of Congress Mondayunder overcast skies, onemessage was clear: his firstwin back in 2008 was not justsome fleeting blip or anom-aly amid a long stream ofwhite presidents."It is worth even more, thathe did it again," said Austin,an African-American, like aclear majority of the crowd.Indeed, said 25-year-oldWashington, DC law studentMax Etin, who is white, thistime may be less frenzied interms of enthusiasm but thedeeper significance ofObama's win last Novemberspeaks volumes."I think is it still exciting forsome people to show it wasn'tlike a fluke, you know? Thatreally America is behind himand America is a changingcountry and he kind of em-bodies that," said Etin.

The 44th president repeatedlyused the "We the People" pre-amble to the US Constitutionto suggest how to reconcileAmerica's founding truthsand the current discord anddysfunction of its embitteredpolitical system.

"For now, decisions areupon us, and we cannot af-ford delay," Obama said.

"We cannot mistake abso-lutism for principle, or substi-tute spectacle for politics, ortreat name-calling as rea-soned debate. We must act, knowing that our work willbe imperfect," Obama de-clared.

Obama's speech was no-ticeably liberal -- calling forprotection for the weak, thepoor and those lacking healthcare and obliquely includinga call for gay rights and pro-tection against gun crime forchildren.

"Our journey is not com-plete until our gay brothersand sisters are treated likeanyone else under the law --for if we are truly createdequal, then surely the love wecommit to one another mustbe equal as well," Obamasaid.

"Our journey is not com-plete until we find a betterway to welcome the striving, hopeful immigrants who stillsee America as a land of op-portunity.

"Our journey is not com-plete until all our children, from the streets of Detroit tothe hills of Appalachia to thequiet lanes of Newtown, know that they are cared for,and cherished, and alwayssafe from harm."

The president also saidthat American security did

not require "perpetual war"and promised to base Ameri-can global leadership on dia-logue, firm alliances but notto cede the threat of the use offorce.

"We will defend our peo-ple and uphold our valuesthrough strength of arms andrule of law," Obama said.

"We will show the courageto try and resolve our differ-ences with other nationspeacefully -- not because weare naïve about the dangerswe face, but because engage-ment can more durably liftsuspicion and fear."

And Obama also vowedthe meet the threat of globalwarming, despite skepticismon climate change from someRepublican foes, and politicalbarriers to taking serious ac-tion.

Obama earlier raised hisright hand and rested his lefton Bibles once owned byMartin Luther King andAbraham Lincoln, on an out-door platform set on the WestFront of the US Capitolbuilding and below its ele-gant white dome.

"I Barack Hussein Obama..." the 44th president said, vowing to faithfully executehis office and to "preserve, protect and defend the consti-tution," led in the oath of of-fice by black-robed ChiefJustice John Roberts.

The president was earlierannounced with a peal oftrumpets and walked downthe steps from the iconicbuilding to a huge cheers of"Obama, Obama" from a vastcrowd stretching into the dis-tance down the National Mallbelow.

Obama, his smile beaming

wide, appeared more relaxedthan at his first inaugurationfour years ago, when he tookoffice as an untested and in-experienced leader as an eco-nomic depression threatened.

The president, the firstAfrican American to hold theoffice, launched his secondterm with a private swearing-in ceremony on Sunday, be-fore basking in the full pompof his office with public cele-brations Monday.

BERLIN (AFP) - GermanChancellor Angela Merkel onMonday called a knife-edgedefeat in a state poll "painful"and said her party had towork to shore up supportahead of the September gen-eral election.

Merkel's ruling centre-right camp lost its decade-long hold on the northeasternstate of Lower Saxony by justone seat to the opposition So-cial Democrats and GreensSunday in one of the tightestraces in recent memory.

"Of course when you havebeen on such an emotionalrollercoaster then a defeat isthat much more painful," shetold reporters after huddlingwith her Christian Demo-cratic Union (CDU).

"We have got to ensurethat we in future electioncampaigns get the necessarymajorities together."

The stunning upset left herjunior coalition partners, thepro-business Free Democrats(FDP), reeling after monthsof anaemic poll numbers andsniping at their luckless

leader, Economy MinisterPhilipp Roesler.

In a dramatic showdown,Roesler, who is also Merkel'svice chancellor, offered tostep down after nearly twoyears at the helm of the FDPin favour of his main rival, parliamentary group leaderRainer Bruederle. But the lat-ter declined.

The manual is expected tobe submitted to Obama forfinal approval within weeks, the paper said.

The Post said the adoptionof a formal guide to targetedkilling marks a significantmilestone: the institutionaliza-tion of a practice that wouldhave seemed anathema tomany before the September11, 2001 attacks.

The subjects covered in theplaybook include the processfor adding names to kill lists, the legal principles that governwhen US citizens can be tar-geted overseas and the se-quence of approvals requiredwhen the CIA or US militaryconduct drone strikes outsidewar zones, the paper said.

According to The Post, theeffort to draft the playbookwas nearly derailed late lastyear by disagreements amongthe State Department, the CIAand the Pentagon on the crite-ria for lethal strikes.

They led to granting theCIA a temporary exemptionfor its Pakistan operations as acompromise that allowed offi-cials to move forward withother parts of the playbook.

This exemption will allowthe Central IntelligenceAgency to continue strikingAl-Qaeda and Taliban targetsin Pakistan for a year or morebefore the agency is forced tocomply with more stringentrules spelled out in the docu-ment, the report said.

According to the London-based Bureau of InvestigativeJournalism, between 2,627 and3,457 people have been report-edly killed by US drones inPakistan since 2004, includingbetween 475 and nearly 900civilians.

The covert strikes are pub-licly criticized by the Pakistanigovernment as a violation ofsovereignty but American offi-cials believe they are a vitalweapon in the war against Is-lamist militants.

The end of 2012saw a number of en-couraging successes, with several animalsplaced in homes onAruba, the U.S. andEurope. Their storieshave been recounted in THEMORNING NEWS, and wehave received wonderful feed-back and follow up from theindividuals who departedAruba with a new familymember in tow.

Unfortunately, it is a never

ending quest, with moreadorable abandoned puppiesleft on the streets every month.Cas Animal’s founder, KirstenArndt, has just such a find, which we at THE MORNINGNEWS have nicknamed, forthe moment, “Miss Big Ears”for obvious reasons.

Isn’t there some family thatwould like to give this very af-fectionate, sweet puppy a nicename and home? If so contactKiki at Cas Animal. The puppyis health and vaccinated andready to go.

The other primary goal ofCas Animal is to build a properno-kill shelter on land she hasalready been awarded by thegovernment. Groundbreakingis imminent, but until then,Kiki now cares for nearly 70dogs in her home, which shehas converted into a temporaryshelter. Many of these are thepoor dogs that are so damaged, missing a limb or too old, sheknows it would be unheard offor someone to wish to adoptthem, so she cares for themwith equal love and concern. Her costs for feeding, treatingand neutering all the dogs sherescues and maintains are as-tronomical. If anyone wishesto help, they can support herwith donations in the form ofpayment to the Cas AnimalFoundation account at theContreras Veterinary Clinics orto Animal Care Clinic in Pa-radera, phone number 582-8382.
