An IT Corridor is a longitudinally aligned, plannedcollection of Information Technology businesses and supporting facilities which usually coincide with a major transportation axis.

Thiruvananthapuram

• Is the capital of Kerala and is located near the southern tip of the Indian peninsula, about 90 kms north of Kanyakumari

• Trivandrum Corporation encompasses an area of 175 sq. kms. and has a population of about 900,000

• Four surrounding muncipalities have been integrated with the city to form the Trivandrum Capital Region (TCR)

• This ancient city was a centre of trade with civilizations across the Old World and later became the capital of the dominant regional power –Travancore

• Traditionally the state’s administrative hub, the city’s population has been registering significant increases in income, buying power and demand for better quality of life. The size and significance of the younger (< 30 years) age group has drastically increased.

Location of the IT Corridor

• The proposed IT Corridor will be located along the NH-47 Bypass running from Kazhakkoottam to Kovalam

• It will be outside the city area, in the western suburbs but closely connected to all areas of the urban area

• Trivandrum International Airport, railway stations and bus terminals lie on or near (< 3 km) the axis

• The IT Corridor will terminate at the world renowned tourist destination of Kovalam-Poovar, close to the upcoming Vizhinjam Int’l Container Terminal

• Relatively cheap, scenic, low population density land is available along the proposed Corridor

• Currently the Third largest IT Park in Asia and all set to be the largest by 2007.

• About 250 acres of lush green campus with over 1.5 million sq.ft. of built-up space.

Other Major Related Facilities and Developments – already in place

• Trivandrum International Airport – Connectivity to all major Indian cities as well International destinations in the Middle East ,South East Asia, the US and Europe. A state-of-the-art new International Terminal is under implementation, taking the capacity of the airport by 2008 to more than 2 million passengers.

• R&D and Educational Institutions – There is a world class cluster of R&D and Educational Institutions on or near the proposed IT Corridor, including:

• Kochuveli Satellite Rail Terminal – Allows access to long distance, commuter and possibly soon, suburban trains just 1.0 Km from the proposed Corridor

• NH Widening and Trivandrum Road Development Project – NH-47 Bypass is being widened to 4-lanes and being connected to the comprehensive new road network beingimplemented in the city, under TRDP, allowing fast and easy access to anywhere in the urban area

• KINFRA Video and Film Park – is a fast developing centre for animation, multimedia, post-production and other media-related operations. A state-of-the-art “Animation Zone” is being set up. Major tenants include industry leader Prasad Labs

The proposed IT Corridor leads to the internationally acclaimed Kovalam-Poovar

tourist region as well as has one of the country’s most impressive cluster of medical institutions located close to it

• Tourism

– The Kovalam-Poovar region is the top tourist destination in the State and has found a spot on the world tourism map.

– Attracts most of the international tourists who visit Kerala – major ForEx earner for Kerala

– Has a major cluster of hotels and resorts – from the Economy segment to luxury 5 Star

– Massive potential for the Meetings, Incentives, Conventions and Exhibitions (MICE) concept

– Abundant Rest & Relaxation opportunities for employees in the IT Corridor

• Medical Tourism: Rapidly expanding International trend to combine medical treatment with leisure. In this field, the proposed IT corridor has the following advantages:

– Nearby cluster of advanced medical facilities:

• Sri Chitra Thirunal Institute of Medical Science & Technology

Benefits

The setting up of an IT-Tourism-Medical Tourism Corridor will bring a lot of benefits to the State and its people. These include:

• Increased attractiveness for IT/Hospitality/Medical Tourism companies– With better and more integrated facilities, these firms will find almost irresistible opportunities to set up shop. This will boost the attractiveness of Trivandrum as a premier IT/ITES destination.

• Higher revenue – A massive boost in IT/ITES, Tourism and Medical Tourism, from the setting up of the proposed Corridor, will result in huge inflows into the State exchequer and India’s foreign exchange reserves.

• Employment – IT/ITES alone has the potential to create upto 35-40,000 direct jobsby 2010 (By 2007 itself, an additional 20,000 would be created in Technopark alone)

• PPP developmental activities for the city – The development of the Corridor will attract investment for developing not just the Corridor area, but the whole of the TCR region with projects like transportation infrastructure, housing and commercial space

• Act as a Focus for Business Promotion – The proposed Corridor will act as the focus of branding and marketing efforts in the IT/ITES, Tourism and Medical Tourism sectors

Future Developments

Trivandrum city is witnessing some developments which will further escalate the need for a specialised Corridor for development

• IT Expansion– By current estimates, IT/ITES will create 20-25,000 jobs in Trivandrum by end 2007. Keeping in view the announced future plans of major players like Infosys, TCS and US Technologies as well as an average growth of 20-30% , at least 35-40,000 direct jobs will be added by 2010

• Vizhinjam International Seaport – The Vizhinjam International Container Transshipment Terminal is due to begin operation in 2008-09 and will be a international hub for container movement and cruise line tourism.

• Nanotechnology Research Centre – The Rs 200 crore Centre will be a global centre for research in this field, which could be a $ trillion industry in the near future

• Increased prominence of suburbs – The city’s suburbs, especially those adjoining the IT corridor, are undergoing significant development in terms of infrastructure and lifestyle facilities like shopping, entertainment and leisure.

• Advent of modern retail and apartment type accommodation – These cosmopolitan trends, earlier confined to the Metro cities, have already made their advent in Trivandrum. With the escalation in disposable incomes (IT alone will contribute Rs 350+ crores p.a.by 2007), this is likely to further advance with great rapidity

Proposed Facilities

• Aakulam International Convention Centre – A world class, 1500 seater Convention Centre to be built in the beautiful locale of Aakulam. Will also include ancillary facilities like a 5-star Hotel

• Shopping Malls/Multiplexes – will be set-up along the proposed Corridor to take advantage of the availability of inexpensive and abundant land, easy access to city and surrounding regions and affluent suburban population

• Hotels and Restaurants– A number of business and luxury class hotels will be required to cater to the burgeoning demand in the proposed Corridor

• Apartment Complexes – A significant volume of housing – upto 2-3000 units – would be required to cater to IT/ITES demand alone by 2007-08. The development of large apartment complexes is envisaged.

• Schools and Colleges – The increased commercial and industrial activity in the Corridor area combined with the rapidly escalating demand for world class education will enable new, high quality educational institutions to develop.

• Transportation Services – A High Capacity Bus System – using AC and Non-AC buses, a long distance bus terminal at Eanchakkal and expansion of the Kochuveli satellite station

• Upgradation and Landscaping of the NH Bypass – The axial road of the proposed

Corridor has to be 4-6 laned and well-landscaped with the provision of modern signage, roundabouts, traffic signals, roadside lighting and high mast lights at junctions.

The Govt: of Kerala URGENTLY needs to -

• Declare the IT Corridor and specify policy – GoK needs to give substance to

the concept by declaring it a special area and formulating specific policies for the Corridor

• Create Land Bank – Land is currently available at relatively low prices and has comparatively low density of population in most areas. GoK should build up a land bank to the greatest extent possible. Selective waiver of TUDP restrictions should also be expedited for low environmental impact projects

• Expedite development of International Airport –

– GoK should take all steps to ensure that AAI takes up construction of the new International Terminal at the earliest and that construction time is minimized (to less than 24 months)

– Simultaneously the acquisition of land for the Second Phase of expansion work must be expedited

– GoK should also invite as many domestic and international airlines as possible to commence operations from Trivandrum

• Widen and Develop NH Bypass – The Kazhakkoottam-Kovalam stretch of the NH-47 Bypass should be upgraded to a 6-lane stretch, landscaped and provided with modern road side lighting, traffic signals, roundabouts, signage and high mast lights

The Govt: of Kerala URGENTLY needs to -

• Expedite development of ICC – The Aakulam International Convention Centre complex must be developed at the earliest to act as the centre-piece of support facilities in the Corridor

• Promote IT Corridor aggressively and invite Private Participation – The IT Corridor must become the centre-point of all promotion by GoK intended for IT/ITES firms. Private participation in developing the Corridor and the surrounding region must be sought.

• Development of Enchakkal Bus Terminal – The long distance bus terminal at Eanchakkal has to be expedited to improve the transportation facilities along the Corridor. Bus services along the Corridor have to be intensified.

• Improve access roads to IT Corridor – Access to the Corridor from the City is a critical requirement. Access roads other than the ones under TRDP should be taken up for widening. Phase Two of Road Development should be taken up to further improve access along outer ring roads.

• Develop Kochuveli Station – The Kochuveli satellite railway station needs to have its capacity expanded, number of train halts increased and the possibility of starting an EMU service needs to be examined.
