    Subject to subsection (1A), every person for whom building works or streetworks are to be carried out shall appoint

    (a) an authorized person as the co-ordinator of such building works or streetworks;(b) a registered structural engineer for the structural elements of suchbuilding works or street works if so

    required under this Ordinance;(c) a registered geotechnical engineer for the geotechnical elements of suchbuilding works or street works

    Approval and consent required for commencement of

    building works

    no person shall commence or carry out any building works or street works

    withouthaving first obtained from the Building Authority(a) his approval in writing of documents submitted to him in accordancewith the regulations; and(b) his consent in writing for the commencement of the building works or

    street works shown in the approvedplan.

    Occupation of new building

    On receiving an application in the

    appropriate specified form,

    the Building Authority may issue

    (a) an occupation permit in respect of the

    new building which is the subject of suchapplication; or(b) a temporary occupation permit inrespect of the whole or any part of a newbuilding which is completed and

    which is the subject of the application.

    On the issue of a temporary occupation permit:

    The Building Authority may impose such conditions as he may considernecessary including a condition limiting the duration of the temporary

    occupation permit to such period as he may consider necessary andmay revoke a temporary occupation permit for breach of any suchconditionby the service on the building owner of notice of revocation in writing.

    Upon the expiration of14 days from the date of receipt bythe Building Authority of an application in theappropriate specified form, for a temporary occupationpermit or for an occupation permit, such permit shall be

    deemed to have been granted unless the Building Authorityhas by notice in writing served on the buildingowner refused to issue such permit, specifying the groundfor such refusal.
