Welcome to the 24th annual Tri-State Conference. We are very excited to host the conference this year near the tall peaks in the beautiful Mount Washington Hotel located in Bretton Woods. The planning committee has been busy working to develop a top quality program balanced with some fun activities. We’ve reached beyond the brass ring for sessions that will help us all reach our goals and rise to the level of a gold standard. There will be many fun activities on Wednesday afternoon to network with old friends and make some new ones, so be brave – go zip-lining, be adventurous – go horseback riding or just plain unwind a little with a nature walk or exercise activity among friends. Top off the evening kicking up your heels and dancing with Smoke & Mirrors. Remember to stop by the vendors’ exhibit on Thursday afternoon. Their products and services help us provide solutions for our schools. There is always something new and interesting to see. The exhibit is an opportunity to make a contact for future reference and see a wide variety of items. Look closely you might come up with a few nuggets. Be sure not to miss the banquet Thursday evening when we’ll be treated to the smooth sounds of the Plymouth Regional High School Jazz Ensemble, followed by the side-splitting comedy of Juston McKinney. As school business officials, we are a vital cog in the educational wheel that helps our students achieve their best. We are like the climbers’ base camp perched on the solid granite, providing the necessary infrastruc-ture that supports them as they climb towards the summits. PRESIDENTS’ MESSAGES MAINE ASBO Dear ASBO members, As I write to you on a winter evening, much of the east coast is recovering from a massive snowstorm, the tempera-ture outside my office window is threatening to dip below 20 degrees, and my icy driveway is in desperate need of another coat of sand. So it is a thrill for me to look ahead to the 24th annual Tri-State ASBO Conference coming up May 18-20 at the Mt. Washington Resort. I want to invite each of you to join me at this amazing venue for three won-derful days of professional development, visiting with your peers, and enjoying the great outdoors (during much warmer weather and much longer days).

I have been attending the Tri-State Conference for the past 10 years. Each year, I leave with some great new informa-tion that I can take back to my district. You will hear from experts on a variety of topics, gleaning new information that is sure to assist you in making better decisions as a school business official. You will hear a keynote address that will inspire and reinvigorate you for the challenges ahead.

You also will leave having connected with many of your peers on a level that is just not possible over the course of the busy school year. Whether over lunch, at a roundtable discussion about the latest hot topics, or at a late night round of karaoke, the Tri-State conference has been an amazing place to connect with like-minded professionals in the unique arena of school finance. It is a wonderful opportunity to strengthen old friendships or begin new ones.

I encourage each of you to make the time in your schedule to get to New Hampshire and take advantage of this won-derful opportunity. I know you will be glad you made the trip. I look forward to seeing you there! Adam Hanson NEW HAMPSHIRE ASBO Dear Tri-State Attendees: I would like to welcome you to the 24th Annual Tri-State conference at Omni Mt. Washington Hotel in Bretton Woods, New Hampshire. At this years conference there are lots of great opportunities for you to receive professional devel-opment in the areas of certification for NH Business Administrators. The committee has done a great job in getting together some diverse offerings. Again the conference will have great opening session speakers to start off our learn-ing, but don’t forget to start your day off with a walk/run with Primex or HealthTrust employees. For those that have a significant other that would like to take the trip as well, there are some great guest events during the day.

This also is a great opportunity to talk with Business Administrators from the other states. I feel networking is ex-tremely important and beneficial to us all, so please make the trip.

We are in the process of finalizing a new program that will be offered by NHASBO, “School Facilities Certification Pro-gram”. We will be looking to offer a course or two at next years Tri State Conference, as well as other conferences NHASBO participates in over the year. If this is of interest to you, please find Steve Martin, Executive Director of NHASBO or myself and we can give you more information.

Vendors will be at the event like in years past, so please take the time to go thru the exhibit area and see what they have that might make your job a little easier. They will also be at the other events so please don’t be sh; they are here to help us.

PRESIDENTS’ MESSAGES VERMONT ASBO

Dear Colleagues:

It always amazes me how fast the year goes by until we once again come together for our annual Tri-State Conference. This year’s venue at the beautiful Omni Mt. Washington Hotel in Bretton Woods, New Hampshire is one of my favor-ites. It provides us with the perfect opportunity to connect both professionally and socially. And most importantly, it provides us with an opportunity to get out of our offices and recharge after a long winter of hard work in education finance.

The Tri-State ASBO Conference Committee has done a fabulous job of putting together a program with workshop ses-sions that will sharpen our professional skills in the use of data analysis, as well as sessions that will address aspects of our jobs that often get overlooked; such as understanding today’s workforce, and how to manage pressure, disagree-ments and incivility in the workplace. The conference will also provide us with a chance to learn ways to take care of ourselves through exercise, healthy eating and humor. Our vendors, whose support we greatly appreciate, will also be on hand to share with us the latest and greatest ways to hopefully make our jobs a little bit easier.

This year’s Tri-State Conference will assuredly afford you with a golden opportunity to learn new things, connect with your peers and recharge your body and mind for the work ahead! You many even learn a new dance move as by popu-lar demand Smoke n’ Mirrors will be back.

Mark C. Pepera, CFO Westlake City Schools

Mark C. Pepera has been a licensed school business official for over 24 years. He cur-rently serves as the Chief Financial Officer to the Westlake City Schools located in Ohio and holds an MBA and Bachelor degree in Finance. Mr. Pepera also holds the creden-tialed designation of SFO and RSBO.

Mr. Pepera currently serves as President to ASBO International which is an organization with more than 5,000 members. In addition Mr. Pepera also serves as Chairman to the ASBO 403-b Council, Audit Committee and Executive Committee. Mr. Pepera served as Past President for the Ohio Association of School Business Officials and held many other leadership positions during his professional career.

Mr. Pepera has received awards from the Ohio Auditor of State and GFOA for financial reporting excellence and early implementation of GASB. In addition Mr. Pepera has re-ceived a number of commendations from the Ohio Senate and Ohio House of Represen-tatives for his service to the profession.

HEALTHY EATING TIPS FOR A BUSY LIFESTYLE Presenter: Pam Stuppy CHANGES IN THE FAIR LABOR STANDARDS ACT Presenter: Kathleen Peahl

On June 30, 2015, the US Department of Labor announced proposed changes to the regulations around the Fair Labor Standards Act. If adopted, the regulations would make more executive, administrative, and professional employees, so-called "white-collar" employees, entitled to the FLSA's minimum wage and overtime pay.

The Proposed Rules would increase the weekly salary threshold for exempt employees. Currently, the "white collar" exemptions from the FLSA's minimum wage and overtime pay mandate generally apply only when the employee meets the applicable duty test and is paid a defined "salary" of no less than $455 per week. The Proposed Rules include an increase to the weekly salary threshold to a rate in the 40th percentile of weekly earnings for full-time salaried workers in the United States. This means that the projected minimum weekly salary may well be $970 per week in early 2016, with annual in-creases. The DOL is also considering a change in the “duty” tests that an employee must perform in order to qualify for exemption. While the Proposed Rules do not include changes to the current duty

This comprehensive plan utilizes every available resource in response to a mass casu-alty event, promotes current best practices and is fluid, flexible. MEET THE PRESENTERS Demetrio Aspiras Linda S. Blessing, MS, Ed. Trainer Coaching Specialist Linda Blessing was with the former D Gallant Management Associates firm for seven years and brings over thirty years of experience in hu-man resources, training, operations management, quality assurance, project management, and healthcare compliance. She spent nine years with McKesson Corporation, in a senior management role with responsibilities at the national level for human resources, training and quality assurance, and compliance. Linda has also held various management level positions during her twenty two years with Anthem Blue Cross and Blue Shield. Among her responsibilities were human resources, training, project management, and claims operations. Linda’s formal education includes a Bachelor of Science in Secondary Education from Southeast Missouri State University, as well as a Master of Sciences in Education from the University of Maine. Dianne Estes Dianne has been a fitness and wellness professional for over 29 years. In this time, she has taught many different formats to many different levels of participants. She is certified as a Group Fitness Instructor, AFAA, TRX, and Bender Barre. She holds a Yoga 200 RYT certificate with Yoga fit. Currently she is teaching Pilates Mat, Aqua Fitness, Yoga and Complete Fitness classes. Her goal is to provide a well-rounded, full-body workout with modifications, as needed, to provide a safe and effective workout to ALL participants. Ty Gagne, Chief Executive Officer of Primex3 Ty has held executive positions in the municipal (law enforcement), non-profit, and healthcare sectors, and was a two-term school board member. Ty holds a Master of Public Administration from the University of New Hampshire and a Bachelor of Science from Granite State College. Mark Halloran Mark Halloran has been employed by SAU #48 for 26 Years. The first 14 years as an Assistant Superintendent and the last 12 years as Superintendent. SAU #48 is the largest SAU (9 Districts) in the State of New Hampshire. SAU #48 has 47 board members, 1900 stu-dents, 405 employees, 13 collective bargaining agreements and a total budget of $44.9 million dollars. Prior to joining SAU #48, Mark worked in both the public and private sectors. As a volunteer, he has been a Selectman, library trustee, a member of the hospital board of directors. He has also been a member of civic organizations and coached in numerous youth athletic leagues. Brian Hemenway, General Manager, STA Brian has been a transportation professional for over 25 years. In this time, he has worked with many districts in NH and Vermont through RS Daniels Leasing, Laidlaw, First Student and currently as the General Manager for Student Transport of America. A parent himself, his main priority is the safety of student transport as well as bringing a reliable and affordable service. Juston McKinney New Hampshire’s Own Juston McKinney has two Comedy Central Specials including his own one-hour special and multiple appear-ances on the Tonight Show, and on Conan O’Brien, but there’s no place like home! When NH magazine named him “Best of NH” they wrote, “The Granite State may have more famous comedians than you can shake a stick at (Seth Meyers, Sarah Silverman and Adam Sandler to name a few) but no one really “gets” New Hampshire humor like Juston McKinney. He’s been using the state as his comic muse since he was humoring perps as a deputy sheriff on the NH/ME border in the 1990s. Now he’s got TV deals galore and appearances on “The Tonight Show” and Comedy Central.” His YouTube channel has over a million views, which includes NH favorites such as “Live Free or Die” and “Live Freeze then Die!”. Juston was born in Portsmouth and he currently lives in New Hampshire with his wife, two children and two dogs. Jim O’Shaughnessy Richard Paulsen, Master Patrol Officer (ret) MPO Paulsen has served with the Hanover Police Department since 1991. He has been assigned to many specialty units during his career, Swat team leader, Detectives, Field Training Officer, Firearms Cadre. He hold many instructor certifications. MPO Paulsen attended Keene College and has recently moved to the private sector teaching Active Shooter. Kathleen Peahl Kathleen Peahl is a partner at Wadleigh, Starr & Peters, PLLC in Manchester NH where she practices labor and employment law. She repre-sents both private and public sector employers, including counties, school districts, hospitals and healthcare providers, providing advice on a wide range of employment and personnel issues including hiring, discipline and discharge, wage and hour requirements, discrimination and wrongful discharge claims and family and medical leave requirements. Her practice includes representation of public sector employers in col-lective bargaining negotiations, grievance arbitrations and unfair labor practices. Ms. Peahl has represented employers and in both state and federal court and before state and federal administrative agencies, including the Department of Labor, the New Hampshire Commission for Human Rights, Equal Employment Opportunity Commission, New Hampshire Department of Employment Security and New Hampshire Public Employee Labor Relations Board. She has successfully defended cases in the United States District Court for the District of New Hampshire and has successfully argued cases before the First Circuit Court of Appeals.

Steven C. Pereus Steve Pereus is President of Enlit, a data analytics, technology and training firm. Steve is a former COO and CFO in education and business with deep experience using data and analytics in school operations, finance and education. He understands the issues faced by school business leaders and the barriers to using data. Enlit’s process, products and training enable school business leaders to easily use and apply data to school business, finance and operations. Scott Spradling Jane Stansbery, Transportation Director, FMRSD Jane started working for the Fall Mtn Regional School District in 1988 as an Administrative Assistant for the Transportation Depart-ment. A year later was offered the Transportation Directors Position due to unforeseen circumstances, and has been doing it for over 28 years. Fall Mtn. is a small district encompassing 5 towns, with over 400,000 miles per year travelled on the school buses and vans. Jane has worked with Laidlaw, RSD Leasing, First Student and now STA. The crew of drivers have driven Ward, Blue Bird, Thomas, Vista, Flat nose and now IC. Jane holds a CDL License and was the first person to promote video cameras on school buses back in 1992. Over the years Jane has been the leader in promoting several safety features for school buses such as crossing gates, strobe lights, heated and electric mirrors, tire chains, thicker tire treads for winter months, Webasto Heaters – not only for cutting down on the idling time and the cost of plugging them in at night, but they also keep windows clear from frost so the students would be more visible when approaching the bus Pam Stuppy Pam Stuppy is a licensed dietitian with a nutrition consulting practice in York, Maine and in PEASE Tradeport, Portsmouth, NH. She also serves as the nutritionist for Phillips Exeter Academy in Exeter, NH and is the consulting dietitian for Oakhurst Dairy. She is the author of a book for health professionals on osteoporosis and has spoken nationally on a variety of health topics. Her scope of practice is general nutrition but she also specializes in eating disorders, sports nutrition, bone health issues, and vegetarian eating. She is the past president of the Maine Academy of Nutrition and Dietetics and has been the nutrition representative on the governor-appointed State of NH Osteoporosis Council. Pam also is a syndicated weekly newspaper columnist. She is Board Certified as a Specialist in Sports Dietetics. She has taught a sports nutrition course at UNH and presented to athletes in the NCAA, the NEPSAC league, for high schools throughout New England, and for assorted athletic camps, including the Portland Red Claws basketball camps. She received her Dietetic Internship and MS Degree in Nutritional Science from UNH. With over thirty years of experience in the field of nutrition, she has provided individual nutrition counseling, worked in hospital and nursing home settings, conducted group presentations on various topics of nutrition for community and professional organizations, formulated nutrition education programs, consulted to food service directors in both public and private schools, produced written materials for client use, as well as authored articles for local and regional professional and lay publications. Sergeant Matthew Ufford Sgt. Ufford has served with the Hanover Police Department since 2001. He has been assigned to specialty units during his career, in-cluding SWAT and Detectives. He is currently assigned the position of Patrol Sergeant, Training Officer, and Field Training Manager. Sergeant Ufford earned his bachelor’s degree from Skidmore College, and has volunteered as a lacrosse coach at the Hanover High School. Jeffrey Vermette, CSRM, WPC, Vice President Cross Insurance Jeff has been in the insurance industry for over 30 years. The last 10 years has been with Cross Insurance, the largest Family owned, Maine based insurance agency in New England. He is a Senior Account Executive, specializing in Public School’s Property and Casu-alty Insurance. Jeff attended Maine Public Schools and received his BS Degree in Business Administration from Husson College in 1977. Jeff has focused his professional career and efforts in the public education area specifically K-12over the last 8 years, having been very involved in Public Education, serving on RSU 14 School Board for 12 years as Board Chair and Finance Committee Chair as well. He also served on the State of Maine Board of Education for 2 years. During that time he has become very familiar with the public educa-tion culture and operations as well as its needs as they pertain to Risk Management. He has achieved his CSRM designation (Certified School Risk Manager) from the National Alliance for Insurance Education & Research, as well as his WCP designation (Workers Compensation Professional) through the University of Southern Maine. Jeff’s efforts are focused on the total risk management process for public schools around identification, analysis, control, financing and claims management. Dylan Kaylee Wilcox Jon Wortmann Jon Wortmann is an author, coach, and trainer who has worked with the world's most successful corporations, universities, and leaders. 2015 CONFERENCE IN REVIEW Tri-State ASBO – 23 years and still going strong. Not only are we still strong we are really working hard to empower all of you – our Tri-State peers and partners. In order to be empowered you need to have knowledge. That is what we believe we are doing every year, and this our 23rd year was no different. Putting on this conference takes some great effort from all 21 of us on the planning committee. I think we accomplished that task once again this year.

We were even able to bring back our favorite guitar playing /singing attorney, Dan Rose. We continue to have record numbers in Portland Maine. I am not sure if it is the location or the “Lobsters” which were plentiful at the beautiful Fort Williams Park. The schedule is devel-oped with feedback from all of you and current best practices. We try to get the most knowledgeable people in the field for up to date subjects that have an affect on our daily jobs and lives (thank you Mark Frederick).

Welcome to the Sheraton Burlington Hotel & Conference Center. Just a few minutes from downtown commerce, shopping, and Lake Champlain, our location is ideal for business and leisure travelers alike. Loyal Tri State ASBO'ers know and love our Tri State Logo. Emblazoned on our shirts, badges, handouts, promotional items, folders and website it has identified our conference for years. But we wonder if, after twenty-four years, our trusty moose is getting a little long in the tooth. What's the lifespan of the average moose anyway? We are wondering, especially in light of the upcoming 25th Tri State Conference, if it's time to refresh the logo. So we are opening it up to the Tri State faithful to design a new logo. Do you have artistic skills? Does your Art Department need a pro-ject? Do you have a brother in law that is a graphic artist? If so, put them to work!

As you know Tri State spans the three states: Maine, New Hampshire and Vermont, so it would be good to have that element in the logo. Of course we do schools, so that might be a design element. Each of the states has a seacoast (or at least a former great lake!), and each has mountain ranges. Let your imagination be your guide!

If we can work up a logo that we like better than the one we have, we'll feature it in our 25th conference materi-als. And if we use YOUR design you will receive a free registration to our 2017 conference in Burlington Ver-mont.
