1.0 INTRODUCTION
1.1 This Travel Plan (TP) has been prepared by the Stilwell Partnership, on behalf of Aerotron Limited,
in relation to the proposed development at Westley House, Jenner Road, Manor Royal, Crawley,
RH10 9GA.
1.2 The final format and content of the TP will be a matter for further liaison between Aerotron Limited
and the Local Planning & Highways Authority, Crawley Borough Council with the completed plan
offered for final approval by the Authority prior to implementation. It is important that the final plan
is tailored for the end-users for the development.
1.3 A TP has been designed for Aerotron Limited in order to provide the organisation with a means by
which to effectively manage the transport needs of the staff and visitors to the development. The
TP is not intended to be anti-car, but will detail the alternative modes of transport available as
much as possible. The TP is designed to encourage occupants and visitors to use cars more
efficiently where necessary, whilst providing incentives to use alternative modes of transport.
Development Details
1.4 The proposal is to demolish the octagonal shaped buildings at the northern end of the site and
extend the existing rectangular shaped building further north for a distance of approximately
78.0m, to be used as warehousing and storage. The existing rectangular shaped building will also
be extended at the front and internally. The internal parking layout will also be rearranged into two
separate areas; the first to the east of the building (two entrances) and the second to the north of
the extended building (with one new access). A plan showing the proposed layout is included
within Appendix A.
1.5 The extended part of the building will be the same height as the existing building and the proposed
arrangement (all building parts) will break down as follows;
1,898sqm of office space;
5,006sqm of warehousing.

Parking
1.6 The proposed layout will also comprise 67 car parking spaces, plus 6 disabled bays and covered
cycle storage within the warehouse will be provided (in accordance with Crawley Borough
Councils Parking Standards). Whilst Crawley’s Parking Standards specify that the ‘maximum’
number of spaces required for this development would be 111 car parking spaces (61 spaces for
the offices (B1) 1 space per 31sqm and 50 spaces for the warehousing (B8) 1 space per 100sqm),
it states on page 5 of the Parking Standards that ‘provision below these standards may be
acceptable in each zone if it can be demonstrated how the total access needs of the development
can be met’.
1.7 Observations of the site currently under operation have found that the existing staff parking
provision is underused. Staff numbers working in the warehouse are unlikely to change
significantly in proportion with the expansion of the warehouse. Currently the owner/occupier of
the site employs 40 staff. With the expansion of the site, the number of staff will increase to 50, of
which 10 will be part-time. In addition, new and existing staff members will be encouraged to use
the excellent local public transport and cycle route facilities, which we believe will be a significant
encouragement for using more sustainable modes. Currently 7 staff already use the local Fastway
bus service to get to and from work and 2 cycle.

2.0 THE PLAN, AIMS AND TARGETS
Preparation
2.1 The TP will be prepared and submitted to Crawley Borough Council (CBC) approximately three
months after occupancy of the development.
2.2 Details of the nominated TP Co-ordinators will be included within the TP document. The Co-
ordinator will be one of Aerotron’s experienced managers. The TP Co-ordinator will be appointed
prior to the development first becoming operational and will be instructed to provide the necessary
resource for a minimum of say 3 or 5 years in order to get the TP up and running. This nominated
person will have the power to make relevant financial commitments. The name and contact
details of all TP Co-ordinators will be provided to CBC. It is likely that the owner will appoint one
of his senior managers to take the role.
2.3 Aims
The TP is a permanent document and ongoing strategy for enabling and encouraging travel by
environmentally sustainable modes of transport.
2.4 The specific aims are:
To encourage a reduced reliance on the car through the reduction in the length and number
of motorised journeys, particularly those journeys undertaken in single occupancy vehicles;
to promote the use of alternative means of travel which are more suitable and
environmentally acceptable;
The plan will also inform staff and visitors of sustainable travel options in an attempt to
encourage an increase in the use of such modes.
2.5 These aims fully comply with the objectives set out in PPG13 Transport (March 2001) and the
Government White Paper ‘A New Deal for Transport’: Better for everyone (July 1998).

Targets
2.6 Targets have been set to assess the success of the scheme. The targets are believed to be
realistic, but given that these are the first targets set, they are not assured, and their achievability
will require review as part of the monitory process.
2.7 Targets in line with general recommendations aim to be ‘SMART’ – i.e., Specific, Measurable,
Achievable, Realistic and Time Bound. Likely Draft targets until 2017 are as follows:

2.8 These targets are subject to amendment after periodic consideration of survey results and travel
options for staff. Currently 7 staff travel to work by bus and 2 cycle.
2.9 If finalised targets are not achieved, the TP Co-ordinator and Aerotron will look to increase
promotional measures, introduce further incentives (where cost appropriate), and enforce
restrictions on site parking facilities. For example, this might involve introducing a policy whereby
workers who live within 2km of the site are restricted from parking on-site.
2.10 On site promotion of the plan will be by the means of travel information and Travel Plan initiatives
being displayed or made available within employee areas of the site. Sustainable travel
information will also be made available to visitors via promotional literature, or the company’s
website.
2.11 This information will include details of public transport services, cycle, and pedestrian facilities,
and the provision of appropriate cycle and footpath maps.

2.12 Within operational constraints, efforts will be made within the allocation of shift patterns to help
facilitate car sharing and public transport usage.
Objectives
2.13 The objectives of the TP are:
To encourage walking;
To encourage cycling;
To encourage the use of public transport;
To limit travel to the development by car to a level that can be accommodated by the
proposed parking facilities;
Where it is necessary to use the car, to encourage more efficient use.
Benefits
2.14 The introduction of a TP for the proposed development will:
Strengthen environmental performance and improve the environmental image of the new
development;
Provide equal opportunities by providing such travel incentives which are available locally
and supporting those staff and visitors without access to a car;
Make development sites less congested and more easily accessible, improving relations
with the local community and enabling deliveries to move more freely;
Offer wider travel choices to workforce;
Help workforce and visitors to be healthier and fitter;
Achieve Carbon Reductions and enhance environmental credentials;
Cost savings for the business through reduced travel expenses (car park charges,
congestion charges, etc.)

Public Transport Information
3.1 Timetables, maps and other information on the Bus and Rail Services will be displayed at the
entrances to the buildings and given on local community websites.
3.2 There is also a wealth of information available over the internet, including:
www.southernrailway.com, www.nationalrail.co.uk and www.thetrainline.com provide
information on public train services.
www.traveline.org.uk and www.metrobus.co.uk provide information on all modes of public
transport services.
CBC web pages also offer public transport information.
3.3 Access to this information will be made available wherever possible, particularly over local
community websites.
3.4 The use of journey planners such as Route and Network Rail Journey Planner will be encouraged.
Providing Public Transport Discount from Bus or Rail Companies
3.5 Increasingly, large commercial organisations are negotiating discounts with the local public
transport operators.
Parking Controls
Car Sharing Database with Preferential Parking Spaces
3.6 Car sharing involves two or more commuters travelling in the same car. The benefits of car
sharing over driving alone are:
Saving on fuel costs;
time to relax without driving stress;
an opportunity to socialise or even discuss work;
reduce parking demand.

Reasons given for not joining a car-sharing scheme are:
Fear of not being able to get home in an emergency;
the need to keep agreed schedules;
less time to ones self and;
being able to stop off on the way home from work.
These concerns will be addressed by the TP Co-ordinator
3.7 The TP Co-ordinator will set up a register of staff who are interested in car sharing. This will
enable staff to be matched and the names and telephone numbers of potential sharers to be given
out.
3.8 Car sharers should decide between themselves how they wish to split the cost of the journey.
Costs should be agreed in advance and could be split as shown in the examples below:
Sharers take turns driving their cars and no financial transaction takes place:
the driver charges for the cost of the share of petrol;
the driver charges on the basis of a mileage rate to cover petrol, depreciation and wear and
tear.

by Transport 2000 and based on a 1400cc engine running at 33.6 miles to the gallon and petrol
costs of 65p per litre. Since publication, petrol costs have increased to over £1.30 per litre and
therefore savings would be even greater.

Walking
3.10 Walking will be encouraged as much as possible. In particular, residents living within 3 kilometres
of the site will be encouraged to walk. The site is served by wide well lit footways which offer
direct walking routes towards Crawley.
3.11 The TP Co-ordinator will liaise with CBC to make sure that all footways and pedestrian routes are
maintained.
Cycling
3.12 The development will have cycle parking facilities at the site. Cycling will be encouraged as much
as possible, and can be linked to health campaigns.
3.13 All cycle route information available will be displayed for visitors and staff to observe.
3.14 The TP Co-ordinator will liaise with local cycle shops and investigate the potential for discounts.
This information will be displayed for all to see.
3.15 In order to ensure the success of the TP it will be effectively communicated and progress
continuously monitored. The TSP co-ordinator will have responsibility for co-ordinating and
progressing the individual elements of the plan. They will consult the staff, determine and
maintain the TP in order to communicate effectively the aims and objectives to staff and visitors.

4.0 MAXIMISING THE IMPACT OF THE PLAN
Consultation
4.1 It is important to inform staff and visitors of the existence and benefits of the TP. It will be
necessary to send a TP pack to all staff and it will also be beneficial to display relevant information
in prominent locations where it is easily viewed, such as, on notice boards and websites/intranet.
4.2 This process will help to build a sense of ‘joint ownership’ of the development. It is essential to
listen to people’s views about the TP and its initiatives. It will be necessary to collect feedback
which will be achieved by placing suggestion boxes near to where the information is displayed, as
well as by the formal monitoring process as detailed later.
4.3 Regular liaison with CBC and the local bus operators will also be necessary.
Co-ordinating and Communicating the Plan
4.4 To ensure that the TP is monitored and that effective communications are maintained with office
staff, Aerotron Aviation would aim to:
Appoint a member of staff to be responsible for co-ordinating, progressing the individual
elements of the TP, and be available to liaise with other colleagues.
Specify the member of staff’s duties to include the promotion of the benefits of the Plan and
resource the post to achieve this.
Ensure the member of staff determines and maintains such records as are necessary to
monitor the effect of the TP and to adjust it as necessary to achieve the objectives.
4.5 The TP set out here should be developed into a document that can be used to communicate
effectively the aims and objectives to both employees and office visitors.

Monitoring
4.6 Monitoring progress towards targets of non-car travel will be an essential part of the TP. The TP
Co-ordinator will be responsible for recording progress. Staff and visitors will be surveyed as to
their means of travel to the site as part of the continuing target and to identify areas that can be
improved.
4.7 It will be necessary to agree with CBC a simple questionnaire/survey sheet, which can be used to
record travel modes and numbers. Each visitor will be expected to fill out this questionnaire. This
should include at least:
Travel mode of employees and visitors;
demand for car parking;
No. of occupants within the Car Sharing scheme.
4.8 An annual report with findings from the above surveys will be copied to CBC. This report will also
make proposals for future measures towards achieving the targets as set out within the TP.
4.9 The TP Co-ordinator will attend CBC Employers’ TP Group.
TP Review
4.10 It will be necessary to review the TP on a regular basis. The first review will be six months after
first occupation and the second will be 12 months after first occupation.
4.11 Subsequent reviews will then be undertaken every two years until otherwise agreed with CBC.
4.12 Results from the travel surveys and monitoring process will be used in the TP Review in order that
the strengths, weaknesses, opportunities and threats can be identified.
4.13 CBC will be shown copies of the review results and actions for the following TP so that an updated
TP can be agreed.

5.0 LOCAL TRANSPORTATION FACILITIES
Pedestrians
5.1 Pedestrian access to the site will be either directly from Jenner Road, or from Fleming Way, via
the eastern car park, as shown on the site layout plan in Appendix A. Pedestrian accessibility is
well catered for and will be promoted when the development is completed, which includes very
wide footways on both sides of Fleming Way and controlled pedestrian crossing point within 100m
of the site, along Fleming Way.
5.2 The nearest bus stops are located directly outside the site, adjacent to the Jenner Road junction,
along Fleming Way, for both westbound and eastbound traffic. Both bus stops are provided with
shelters and seating.
Cyclists
5.3 Planning Policy Guidance 13 (PPG13) defines a distance of 5,000m, within which ‘cycling can
reasonably be considered as an alternative to travelling by private car’. On the basis of a relatively
slow cycling speed of 15kph, this distance could be achieved in 20 minutes. Locations within
5,000m of the site include; Gatwick Airport (and Railway Station), Horley, Copthorne and Crawley.
On Site provision
5.4 Covered cycle bays will be provided, for staff and visitors, in accordance with Crawley Borough
Councils Parking Standards.
Buses
5.5 The development site is served by several scheduled bus services, the closest of which have the
following route numbers 7, 10 and 100. However, a further two services (routes numbers 20 and
200) stop close by the site (within 600m of the site). Below is a brief summary of the bus services
and the routes and timetables are included in Appendix B.
5.6 Service 7 – Maidenbower, Village Centre to Gatwick North Terminal
With buses running from 0424 until 18:47, this is a daytime service with buses running at an hourly
rate. Destinations include: Pound Hill, Three Bridges Station, City Place and Gatwick South
Terminal.
5.7 Service 10 – Gatwick North Terminal towards Bewbush, Dorsten Square
This is a 24 hours service with buses running every 7-9 minutes throughout the day, except during
evening and night when buses run between 15 to 30 minutes. Destinations include: Gatwick North
and South Terminals, Manor Royal, Crawley Bus Station, Broadfield Stadium and Broadfield.

5.8 Service 100 – Maidenbower, Matthews Drive towards Redhill Bus Station
With buses running from 04:15 until 00:09, there is a daytime service running every 20 minutes
throughout the day, with a reduced service of every 60 minutes later in the evening. Destinations
include: Maindenbower Village Centre, Three Bridges Station, Crawley Bus Station, Gatwick
Airport, Horley Library, Salfords Church and East Surrey Hospital.
Trains
5.9 The proposal site is within easy cycling distance of Crawley Railway Station, Three Bridges and
Gatwick Airport Railway Station.
5.10 The nearest railway station, Three Bridges at just over 2km away, has five platforms and the
following services:
Haywards Heath and Brighton (5 trains per hour);
London Victoria (3 trains per hour);
Bedford via London Bridge (4 trains per hour);
Horsham (2 trains per hour);
London Bridge via Redhill (2 trains per hour);
Southampton Central and Bognor Regis (1 train per hour);
Portsmouth Harbour and Bognor Regis (1 train per hour).

6.0 SUMMARY
6.1 This report sets out a TP for the proposed development at Jenner Road, Crawley. The main
objectives of the TP are to:
Provide information on and promote the use of public transport;
encourage the use of public transport travel by visitors;
reduce car usage;
promote walking;
promote cycling;
promote car sharing
Summary
6.2 Taking into consideration the objectives of PPG 13, together with the good public transport
network and the applicants’ willingness to enter into a Travel Plan, this development is sufficient
to maximise its potential and provide good links to employment, shops, schools and leisure
facilities.
