Transportation Safety Advancement GroupI. IntroductionTh e Transportation Safety Advancement Group (TSAG) is pleased to provide this Annual Report of its 2009 activity. Th e report provides a profi le of work, of corresponding investment of its resources, and of relevant outcomes. Th ese outcomes increasingly demonstrate the strength of TSAG members’ focus on its technology for public safety mission.

TSAG’s eff orts benefi t from a successful association with its US DOT partners, including the Research and Innovative Technology Administration, ITS Joint Program Offi ce and key modal administrations. Th is report validates the value this association and that of TSAG’s other public and private partnerships as it pursues its mission to serve the safety of our nation’s travelers. Th e strength and relevence of TSAG activities continue to be advanced through a roster of nationally known transportation and public safety professionals and supporting organizations (Table A). During 2009, members invested over 2,500 volunteer hours in guiding an aggressive 2009 Work Plan, and in pursuing specifi c activities and actions for advancing the TSAG mission. TSAG Member activity focused on key targets, including:

• Promoting awareness of national transportation safety and emergency response needs

• Promoting awareness of technologies for coordinated delivery of transportation, public safety, and emergency services

• Promoting awareness of proven and emerging technologies that address transportation operations, interoperable communications, and emergency response services

• Strengthening strategic partnerships for leveraging resources for expanded knowledge transfer of ITS (Intelligent Transportation Systems) and advanced technologies as eff ective and effi cient public safety tools

• Developing and implementing mechanisms to promote responsive transportation safety activities through technology for public safety input to the ITS Joint Program Offi ce

Th rough the forgoing activities, TSAG pursues a fundamental goal of optimizing travel safety and effi ciency and ensuring emergency responder safety. Th is goal is addressed through a dual focus: First through incident prevention through technologies that support safe and effi cient transportation operations; and second through incident and event management, through technologies that support eff ective incident identifi cation, incident response, and incident and event management including responder safety, victim rescue, and scene management. TSAG pursues and manages this fundamental goal through gaining insight and knowledge of proven and emerging technologies and through pursuing knowledge transfer programs. In turn, knowledge transfer activity is directed at promoting technologies that support interoperable communications, that support safe and effi cient transportation operations, and that support coordinated event management and emergency response.

II. Major 2009 Work Plan AccomplishmentsTh rough its detailed 2009 Work Plan, TSAG accomplished important mission-focused activities including:

TSAG Website - Promoting Awareness In early 2009, TSAG’s offi cial website was launched and now serves as an interactive hub for technology assessment, knowledge transfer and programs communications. Th e website includes an interactive ‘polling’ feature through which TSAG receives input from operations and public safety agencies and from emergency response professionals. Continuing website content and technical refi nements are enhancing its function as a useful tool through which members and stakeholders pursue its charter and public safety mission. TSAG Case Studies Workshops Series - Transferring KnowledgeTh e successful testing and refi nement of the TSAG Case Studies Workshop concept in late 2008 led to adoption of a workshop model and plan through which TSAG advances its public safety technology assessments and knowledge transfer. From its conceptual model, TSAG completed three Case Studies Workshops & Webinars during 2009, including:

2008 Democrat National Convention (DNC) Th is Workshop reviewed the 2008 DNC, Denver, CO from a broader public safety technologies perspective, and included technology applications during a unique special event within a consortium of federal, regional, state, and local public safety and security agencies.

I-35 Bridge Collapse, Minneapolis, MNTh e August 1, 2007 I-35 (MN) bridge collapse provided a view of interagency and interdiscipline cooperative response to a major highway incident. Minneapolis and MN DOT leaders illustrated technology applications by emergency responders.

Motor Coach Crash, Mexican Hat, UTTh is multiple injury and fatality bus crash in a rural setting was complicated by adverse weather and remote location. Th e Case Study illustrated the critical role of communications, emergency management, and ITS applications in rural settings.

By design, workshops presenters are the transportation, public safety, and fi rst responder professionals directly involved in the actual event.

TSAG Strategic Partnerships - Leveraging Resources As an additional element for advancing its mission, TSAG established a Strategic Partners program. Th rough its Strategic Partners, TSAG leverages resources for expanding its knowledge transfer reach and for broadening its technology for public safety awareness base. Strategic Partners, through reciprocal exchanges, maintain website links and promote awareness of public safety technologies research, assessment and evaluation, plus related knowledge transfer venues. As TSAG communications mediums are launched, Strategic Partnerships will be expanded, and pursuit of the TSAG mission strengthened.

III. Additional ActivitiesBeyond its major accomplishments, TSAG completed additional planning and development of mission specifi c implementation tools, plus archiving and communications items, including:

TSAG 2010 – 2012 Strategic PlanA TSAG 2010-2012 Strategic Plan establishes a road map for moving toward its mission through specific mid and long range goals. The Strategic Plan identifies TSAG Operating Principles and Operating Goals, and establishes Annual Work Plans as the driving force for identifying challenges and for pursuing opportunities.

Public Safety Research, Assessment & Evaluation, and Knowledge Transfer As driven by public safety centered events and by public safety research, best-practices, and by technology assessment and evaluation, TSAG pursues communications mediums for advancing the national dialogue on proven and emerging public safety technologies. These mediums become increasingly useful as TSAG cultivates its valued partnerships, including its direct partnership with the RITA, ITS Joint Program Office.

Technology Transfer Program A cornerstone of its broad technology knowledge transfer mission, the 2009 TSAG Technology Transfer program supported member activity in promoting an active dialogue among transportation and public safety interests, in particular the eight public safety interest communities affi liated with TSAG.

2008 Annual Report In keeping with its charter provision to maintain a strong liaison with US DOT and with ITS America, a 2008 Annual Report was prepared, published, and broadly distributed.

US DOT Executive Brie� ngsDuring June and December, TSAG leasdership, joined by its NTIMC partner, completed formal briefi ngs to select US DOT modal administration executives. Briefi ngs focused on overviews of emerging technologies and of public safety priorities and through their success, set a tradition for similar biannual briefi ngs in coming years.

VI. Looking Ahead From its 2009 work, TSAG has strengthened its position to serve as a prominent vehicle for advancing a national technology for public safety focus. TSAG continues to provide meaningful transportation operations and public safety input and support to the US DOT, and to the RITA, ITS Joint Program Offi ce.

Th roughout 2010 and subsequent years TSAG will continue to sharpen its focus on technology for public safety, taking care to keep this focus foremost in serving its purpose for advancing technology applications in transportation operations and public safety.

TSAG looks forward to continuing its work, and to continuing its evolving relationship with the US Department of Transportation, its allied stakeholders, and its targeted local, regional and state transportation and public safety agencies.

Operating Principles In support of its charter to provide feedback and insight to US DOT and to its Research and Innovative Technology Administration, ITS Joint Program Offi ce, TSAG is dedicated to advancing public safety across transportation modes, across transportation services and functions, and across transportation and public safety jurisdictions. To these ends, TSAG has shaped this Strategic Plan through commitment to its charter Operating Principles, including:

Public Safety Th rough TechnologyTh e advancement of proven and emerging technologies for traveler safety and for the safety of emergency responders remains a TSAG priority as these and as broader Intelligent Transportation Systems are deployed along our nation’s multi-mode transportation networks.
