EXECUTIVE SUMMARY The Los Angeles County Metropolitan Transportation Authority (Metro) currently operates over 90 rail and bus rapid transit (BRT) stations. About 64% of Metro riders transfer at least once during their trip. The purpose of the Metro Transfers Design Study is to prepare a comprehensive set of design considerations to improve the transfer experience (e.g. bus to bus, bus to rail, or rail to rail) for transit riders, operators, and maintenance. As part of this effort, the project team facilitated four transit rider focus groups to gain insight into current passenger perspectives and attitudes on transferring as part of the Metro bus and rail transit system. The focus groups interviewed a total of 52 participants whose demographic distribution was similar to the overall demographics of Metro riders. One focus group was conducted exclusively in Spanish. The focus group discussion was broken into five sections:

1. Introduction 2. Warm-up exercise: participants explained their use of the Metro system in terms of

mode, access of mode, frequency of use, and if any other transit services are used. 3. Visioning exercise: participants were asked to describe their ideal transit experience. 4. Questions and answers portion: moderators posed questions to better understand the

participants’ current or previous experiences with Metro service. 5. Visual photos exercise: participants were asked to select pictures of transit stops and

stations that stood out to them from a range of images, which was followed by a discussion.

There were common themes that surfaced among the focus group discussions regarding the clarity of transit information and navigation, comfort and quality of spaces and amenities, service, and relative ease with which to access transit from different modes. The key suggestions centered on the following themes:

1. Clarity of Transit Information and Navigation Between Transfer Points including clear signage, customer service, and real-time information.

2. Comfort of Transit Spaces & Amenities including lighting, cleanliness, and safety. 3. Multi-Modal Access including access by bike, car, and for people with disabilities. 4. Service including on-time performance, wait time, and transfer fare cost.

These themes of clarity, comfort, access, and service were discussed in terms of applicability to bus, rail, or both.

1. INTRODUCTION 1.1. STUDY PURPOSE The Los Angeles County Metropolitan Transportation Authority (Metro) currently operates over 90 rail and Bus Rapid Transit (BRT) stations and thousands of bus stops throughout Los Angeles County. About 64% of Metro riders transfer at least once during their trip. As the Metro system continues to grow, improving the transfer experience is important to enhance overall Metro service, grow ridership, and streamline operations and maintenance. The purpose of the Metro Transfers Design Study is to prepare a comprehensive set of design considerations to improve the transfer experience (e.g. bus to bus, bus to rail, or rail to rail) for transit riders, operators, and maintenance. There are many elements that affect the transfer experience -- from the distance between transit stops and stations and the ability to easily access them by foot, bike, wheelchair, etc. -- to the quality of wayfinding signage, transit information, and other rider amenities (e.g. seating, shelter, wifi). The Study will provide:

1) recommendations for Metro to include as part of future station planning and/or retrofits, and

2) a best practices guide for local jurisdictions, developers, and transit operators.

To develop design recommendations for transfer improvements, the project team is meeting many stakeholder groups, including Metro staff, Metro Technical Advisory Committee (TAC) members and subcommittee members, as well as transit riders as part of focus groups. This report summarizes the input received from four focus groups held in May and June 2016. 1.2. REPORT STRUCTURE Section 1 provides a summary of the focus group discussions. Section 2 describes the methodology in screening and selecting the participants. Section 3 describes the facilitator guide that provided the format for discussions. Section 4 provides a more detailed summary of participant responses to a photo exercise. Appendices include the screener and methods used to recruit participants, the discussion guide used in the focus groups, a summary demographic report of the participants and the photos used in the visual exercises. 1.3. SUMMARY OF FOCUS GROUP DISCUSSION There were common themes that surfaced among the focus group discussions regarding the clarity of transit information and navigation, comfort and quality of spaces and amenities, and relative ease with which to access transit from different modes. In general, participants want to be able to depend on a public transportation system to perform efficiently. This includes expectations of on time schedules, clear and concise information, equitable enforcement of

protocol, safety precautions, and available seating and routes. The section below summarizes the key suggestions of focus group participants. Greater detail is provided in Section 4. 1. Clarity of Transit Information and Navigation between Transfer Points

• Improved audio systems on-board transit vehicles and in stations • Real-time updates on routes and schedules • Customer service booth or representatives stationed at transit stations to direct and

answer questions • Metro app with real-time arrival and departure times • Consistent fare and transfer policies across Los Angeles County along with more TAP

2. SCREENING OF PARTICIPANTS The project team facilitated four focus groups to gain insight into current passenger perspectives and attitudes on transferring as part of the Metro bus and rail transit system. One focus group was conducted exclusively in Spanish. There were some bilingual focus group members who elected to participate in the English language focus groups. Focus groups locations and times were as follows:

• Focus Group #1 (Spanish): Metro Headquarters, 5/25; 6 – 8 PM • Focus Group #2 (English): Metro Headquarters, 5/25; 6 – 8 PM • Focus Group #3 (English): Pacoima City Hall, 6/8; 6 – 8 PM • Focus Group #4 (English): Willowbrook/Rosa Parks facility, 6/9; 6–8 PM

Participants were chosen through a screening process, in which they were asked a series of questions to determine their qualifications and interest in participating in the focus groups. A total of 52 participants were interviewed: Group 1: 13 participants Group 2: 14 participants Group 3: 11 participants Group 4: 14 participants See Appendix A for the screener used to recruit participants. 2.1. DEMOGRAPHIC SUMMARY The focus groups were comprised of participants that were representative of the demographic distribution of Metro’s ridership in Los Angeles County. Males and females were almost equally represented amongst all groups. Most participants were Metro transit riders, having used public transit for five or more years, and most participants also use Metro transit five or more times a week. Almost half of the participants (48%) were Hispanic, and they ranged between the ages of 18 and 68 years old. The vast majority of the participants had at least a high school education, and 59% of participants had annual incomes of less than $44,000. Almost all participants transferred in some way during their transit trips, with bus to bus being the most common transfer. Table 2.1 below shows the detailed demographic profile of the participants.

3. FOCUS GROUP DISCUSSION GUIDE With input from Metro staff, the consultant prepared a facilitator guide to outline the format of the focus group discussion, using a series of questions and exercises to: 1) gain insight into the transfer experience, and 2) learn what types of improvements they would like in these areas in order to have a better experience in the future. Based on these goals, the discussion was broken into five sections:

1. Introduction: Introduce themselves, and where they live and go using Metro system.

2. Warm-up exercise: participants explained their use of the Metro system in terms of mode, access of mode, frequency of use, and if any other transit services are used.

3. Visioning exercise: participants were asked to describe their ideal transit experience and what they envisioned as the “perfect” day using transit. See Section 4.1.1.

4. Questions and answers portion: moderators posed questions to better understand the participants’ current or previous experiences with Metro service. See Section 4.1.2.

5. Visual photos exercise: participants were asked to select pictures of transit stops and stations that stuck out to them from a range of images, which was followed by a discussion. See Section 4.2 for discussion on transit images.

4.1.2. What obstacles do you encounter when transferring today? ALL GROUPS 1. CLARITY: Bus

• Distinguishing between all-stop route buses and Express Lane buses using clear and differentiating signage would facilitate riders’ transit experience.

• Announcements for upcoming bus stops are unreliable and sometimes hard to hear. • Signage is sporadic, usually placed too high, the print is too small. They lack general

information that facilitates identifying the direction of the bus or train. • Bus stops marked with a pole and a small sign with the bus number lack information,

and are hard to locate as they blend in with parking signs and billboards, etc. • Bus stop relocations due to construction also lack clearly marked signs; transfers are

often missed because they don’t know where the new bus stop is located. • There are no maps of surrounding areas at Metro bus stops to enhance the

participants’ transfer and travel experience. • When calling in to get updates regarding late buses, LA Metro employees give patrons

information that follows the original bus schedule as opposed to real time information.

• Tapping transfers would be more convenient for patrons if they were able to tap at the actual machines as opposed to tapping on the bus as it holds up scheduling.

Rail

• Posting the emergency number to the Sheriff is a great gesture, but not practical since there is no signal down below in the Metro.

• Participants appreciate that trains consistently announce upcoming stops. • TAP card systems seem to be ineffective on several levels and can be more of a hassle

for patrons while transferring. Patrons often have to carry more than one TAP card due to different fare policies for different operators.

• Additionally, there are not enough TAP card payment machines to effectively serve a high volume of patrons at once at transfer stations.

Both bus and rail

• Signage is sporadic, usually placed too high and the print is too small. They lack general information that facilitates identifying the direction of the bus or train.

• They recommend that bus and train stops include a list of individual stops along each route. Including the final destination would allow riders to study while waiting and still be aware of which stops are coming up and which have already passed, thus understanding if they’re at the right bus stop, going in the right direction, or not.

• An increase in customer service booths containing a friendly Metro employee with up to date route information, bus and rail arrival times, and general assistance would be helpful to patrons.

• There is a lack of a fully functional smartphone app provided by LA Metro. Third party apps are typically used instead.

2. COMFORT Bus

• Infrequent, overcrowded buses are common especially during rush hour. Riders have to wait in long lines to get on, sometimes they have to wait for another bus and often times the buses are so packed they can’t get off.

• Bus stops leave much to be desired, the lack of cleanliness is a reoccurring theme, as are issues with the homeless and crime.

• Consistent maintenance of bus shelters would be greatly appreciated; sticky seats, overflowing trashcans, dirt and trash on the ground, foul odors, are all in need of attention.

• Larger bus shelters would allow more riders to protect themselves from the heat. • Several participants were in agreement regarding their discomfort around the

homeless population loitering at the bus stops. A system for keeping homeless individuals away from paying customers would be appreciated.

Rail

• Perception is that security is abundant in areas where there is less perceived need for it, i.e. the Expo Line, Union Station, the Gold Line (Pasadena area), vs. a lack of that same level of vigilance in the more dangerous parts of town where they live and travel.

• There appears to be more maintenance personnel in the rail stations, but not so much at the bus stops.

• Cleaning crews to maintain the rail stations are needed in order to keep trash thrown underneath platforms onto tracks can cause an immediate danger to patrons traveling on Metro rail.

Both bus and rail

• Both men and women mention the need to be vigilant due to a lack of security, citing risks and dangers are common.

• Lack of illumination at night is clearly a problem; cameras and seeing patrols could help deter some of their insecurity.

• Power washing of the stations and cleaning of graffiti would give patrons more of a sense of pride to travel with LA Metro.

• Participants cited the lifeless appeal of bus stops and stations. Participants cited making Metro more convenient by providing WIFI, electrical outlets for phone charging, instrumental music in elevators, digital displays of real time route updates, bus and train announcements over a PA system would make transferring with Metro a more comfortable experience.

3. ACCESS Bus

• There are many complaints about driver’s lack of interest in helping the elderly or handicapped, i.e. some don’t bother to lower the lift to help them.

• Bus drivers do not pull up to the curb into an area that makes entering and exiting safe for patrons. One patron stated, “It is their job to protect the patrons, and they’re clearly cutting corners.”

• Where local buses and express buses arrive on opposite sides of the street, there is a sense of anxiety for patrons who are trying to utilize either bus.

Rail

• The availability of parking spaces at LA Metro stations are not accommodating to all patrons. Restructuring parking lots into actual garages would make finding a parking spot and being punctual to their transfer less of a hurdle.

• When preparing for a transfer at a rail station, there is often a ‘cattle-call’ like effect that occurs where many patrons who have exited a rail are walking in different directions, making it hard to properly navigate to the correct exit. Creating a system that organizes patrons when entering and exiting the rails would be beneficial. This same concept applies to elevators and escalators. Too many people make it difficult to discern where patrons are supposed to enter and exit.

• Elevators in transfer stations are not timed or synchronized, thus leaving loads of patrons to rush to their rail platform after exiting [Note: It may be difficult to operate elevators in this manner].

• Occasionally, trains will arrive at the station with fewer cars than typical (example: a two-car LRT train instead of the typical three-car train during rush hour) and will stop at an area that forces patrons to run or rush to catch it. One participant, who happens to be restricted to a wheelchair, cited that experiencing this is a huge inconvenience.

Both bus and rail

• In some instances, patrons are stepping out into the street or a platform to see if their bus or train is approaching. An improved way of checking on a bus or train arrival is needed for safety.

• Some Metro riders are handicapped, and not able to navigate through multi-level buildings very effectively. Maintaining reliable elevator service and lowering distress call buttons that clearly keep the handicapped in mind would greatly serve this population.

4. SERVICE

Bus

• Many cite the need to allow for extra time into their ride to accommodate the lack of punctuality of late buses.

• If riders arrive even a few seconds late at a bus stop some drivers don’t wait.

• The converse situation is when drivers “kill time” waiting at a bus stop, “fiddling with their seats.”

• LA Metro’s two-hour transfer period can be ineffective when buses are not arriving on schedule.

• A lack of transportation maintenance for bus breakdowns hinders patrons, as maintenance isn’t done in a timely fashion.

Both bus and rail

• There is a lack of coordination amongst bus and rail schedules. The two modes are not synchronized, thus causing participants to be late to their final destination.

• An increase of buses and rails during later hours would help with transfers as it would reduce the wait time for modes of transportation.

• Free transfers within the two-hour period would be helpful, if they were allowed in any direction as opposed to only traveling in one direction [Note: This is existing Metro policy].

• Staff that is happy (as opposed to feeling annoyed or inconvenienced) to assist handicapped riders would greatly enhance the rider experience of this population.

4.2. VISUAL PHOTO EXERCISE Participants were shown a selection of 20 photos of rail stops, stations, and amenities from transit systems around the world. Facilitators asked the participants to select four to six images that resonated with them and discuss with the group why they selected each image as it relates to the transfer experience. Participants called out specific elements in the photos (e.g. bike racks, real-time signage, shade) that they would like to see in Los Angeles County. The following pages present the images and related comments to the photos selected.

General Discussion on Visual Photo Exercise:

• Modern, clean, updated facilities, bus shelters, buses and trains were attractive to participants, showing the good side of public transportation. They would like for their transfer experiences to occur within such pleasant, safe, accessible, and visibly easy to navigate environments. Some state that Metro riders have responsibility in helping maintain a safe and clean environment around stops and stations, which impacts the transfer experience.

• No long lines with people cramming into buses reflecting areas that look quiet and safe. Participants state that few people waiting on the platform is not typical in their usual transit experiences.

• Security guards and cameras were suggested to help improve the areas participants cite as dangerous, where they do not feel safe and comfortable.

• Digital signs with real-time information were well lit and helpful, especially for nighttime, when they tend to be more vulnerable. This clarity is also tied to security and comfort.

• Legible signs that stand out with larger print, color-coded maps, and terminus indications, etc.

• Secure areas for bike access and storage were of a great importance. Some cited the concern of having their bike stolen while riding LA Metro transportation. Participants would like secure bike storage to reduce worry of bike theft.

• Placement of bus and train adjacent to each other was a top choice for many participants, the ideal scenario that would facilitate their transfer experience without rushing or worrying. This implies punctuality to them. Signage clearly reflects how people are supposed to enter and exit trains to avoid confusion during navigating routes.

• Large awnings and open spaces excited participants. One of their main concerns with bus stops was that there is not enough room to accommodate a large group of riders. Waiting at a spacious station or stop that shades riders from inclement weather and harsh sun would make their rides more comfortable. The need for more seating at bus stops to increase comfort was a reoccurring theme. Many stated that seating is available, but it is not accommodating to several people at once.

• Modern architecture and stations surrounded with greenery and palm trees was frequently selected by the participants. They thought it gave more of a modern Los Angeles feel to the overall aesthetics of the stations.

• Signs with large print, easy to detect colors, and strategic placement were all mentioned more than others.

• Well-lit stations would make participants feel safer when traveling at night. The most discussed photos and the focus groups’ responses to them are shown on the following pages.

Between 2014 - 2017, the project team surveyed almost two dozen transfer points in LA County to assess bus and rail connections. The following pages provide a summary of the existing conditions as they pertain to four guiding principles for

good transfer points:

Efficiency: site layout and proximity between transit connections.

Clarity: transit information, wayfinding, and navigation.

Accessibility: clear pathways and boarding areas for all types of riders.

Comfort: quality of the transit environment, amenities, and perception of safety.

Introduction

Data Collection + ObservationData sources include the Statewide Integrated Traffic Records System (SWITRS), Vision Zero Los Angeles, and LA Metro. Collision data was collected from SWITRS and Vision Zero LA. Ridership data was sourced from LA Metro, and has been approximated based on typical daily ridership numbers when survey was conducted. All other information is based on site observation.

Overall, bus stops within North LA County, specifically within Santa Clarita vary greatly. Most of the stops are within predominantly residential communities and have limited amenities. Some bus stops have a bench and a trashcan. In areas with more commercial uses, bus stops have more amenities, including shelters. In many areas, roads are wide and traffic travels fast, creating an unpleasant environment for riders waiting for a bus.
