INTRODUCTION The South Coast Branch Trainer and Assessor Guide has been developed to assist Club and Course Supervisors, Chief Training Officers, Trainers, Assessors and Facilitators (TAF), with the delivery and assessment of courses and Skills Maintenance for the season. The information contained within this document is current at the time of printing. However, all Chief Training Officers and TAFs are encouraged to regularly access the TAF Portal prior to the commencement of any course to ensure the most current training and assessment resources are being utilised.

SOUTH COAST BRANCH INFORMATION

1. Annual TAF Skills Maintenance Each year all South Coast Branch Trainer/Assessor/Facilitators are required to complete an annual Trainer, Assessor, Facilitator (TAF) proficiency to remain current for the season. These TAF Skills Maintenance must be completed before the 31st of December. The TAF proficiencies should be completed as soon as possible after July 1 depending on availability of information and resources. Ideally they would be completed by the end of August. Dates/venues/times will be set up by South Coast Branch. NOTE: As an additional requirement, all TAFs are to train/assess a minimum of one (1) course in the award/s that they hold on a bi-annual basis (every 2 years).

2. Policies and Procedures All Clubs, Training and Assessing within South Coast Branch, must follow all relevant policies and procedures. These include:

• SLSQ Patrol Operations Manual • all SLSA/SLSQ Water Safety requirements, • SLSA/SLSQ High Visibility/ PFD requirements, • OH&S requirements, and • Child Youth and Risk Management Strategy

If the trainer/assessor/facilitator is not familiar with the policies, they will need to access them via Member Portal.

3. Course Timings All Clubs, Training and Assessing within South Coast Branch, must remember to include a suitable number of breaks and consideration of the duration of the courses. This includes travel time to the course and a maximum number of hours a day for the course.

4. Parent/Guardian Signatures Correspondence has been received from SLSQ on the 1st of October 2013 stating: “As long as the club has the parent/guardian signature on the members (Under 18 years of age) joining/renewal application, then no they do not need to have it on the SURFGUARD -generated enrolment form”.

5. Director of Education The Branch DOE shall:

• hold a current SLSA Assessor Certificate, and • be a current proficient and financial member

In South Coast Branch the Education officer holds the title Director of Education (DOE). The DOE has the necessary skills and experience in teaching activities, and is responsible for a program of activity concerned with educating the members and the community at large on all matters of practical lifesaving and surf safety. The DOE recommends action in specific areas of concern that requires the preparation and promulgation of material, and attends the Board of Life Saving meetings applicable thereto. The DOE:

• initiates the conducting of conferences; • assists with the preparation of agendas; • supply of lecturers; and • sets the format for other meetings where education forms a major portion of the

objective. This officer liaises with officers holding similar positions at National, State or Branch levels and supervises a small committee of club representatives, and other education experts in the establishment and operation of the Branch and each Club's educational operations. The DOE reports to the Director of Life Saving and provides recommendations to the board of Life Saving addressed to the Director of Lifesaving.

TRAINING/ASSESSING/FACILITATION CONCERNS If there is a concern in relation to any training/assessing/facilitation of a course, it should be directed to the DOE as soon as possible. Concerns or complaints can be submitted in writing or verbally to the DOE.They will then follow up all concerns and complaints in relation to training and assessing

Vocational Education and Training (VET)

Surf Life Saving Queensland VET Enrolment Form Guidelines

The following information provides instructions on how to complete your Vocational Education and Training Enrolment Form. Please follow all instructions carefully, as forms forwarded to SLSQ state office incorrectly will be returned to you for rectification, which may then delay the process of banking towards your Queensland Certificate of Education (QCE).

Some sections of this form can only be completed by SLSQ state office. Please do not complete any areas you are not instructed to.

Participants aged 15-17 are required to complete a VET form when they attend any nationally recognized courses

PLEASE READ AND FOLLOW GUIDELINES CAREFULLY BEFORE FILLING OUT ENROLMENT FORMS

Section 1 Personal Details Section

Please provide ONLY the following details in this section:

Learner Unique Identifier (LUI) – The LUI is provided by the QSA to students working towards the QCE.

Students can source this number from the school and must be included on the form. Personal Details – These details include title, full name (including surname and any given

names), date of birth and gender. Contact Details – These details include current home address and contact phone numbers.

This section is separated into 6 parts. All require the checkbox with the answer most relevant to you to be marked.

It is a legal requirement that you (the participant) sign and date the form, to confirm that the information you are providing, both about yourself and the courses you wish to bank, is correct.

Please note that the 1st November of each year is the deadline for VET Enrolment Forms to be submitted to SLSQ state office to ensure they are banked to a students’ QCE in that calendar year. Any forms received after that time are not guaranteed to be banked until the following year.

Once SLSQ has submitted a participants’ VET Enrolment Form to the Department of Education and the Queensland Studies Authority, we are unable to provide a timeframe of how long a students’ award will take to be banked.

Section 4 Course Information Section Select a course listed in the blue drop-down box in the top right of the section. This will automatically pre-fill the course information in this section, as well as in section 5.

COURSE NOTES:

Please note that both ARC and Defib awards can be listed on this form if the two courses are completed

at the same time. If you only do one of these courses, select the individual course.

Section 5 Course Details Section Part of this section will be pre-filled from when you selected your course in Section 4.

You must provide information relating directly to your course, some of which you will need to obtain from your trainer/facilitator. You will be required to complete such information as:

Training Delivery postcode – This will be the postcode of the suburb you did your training in Module/Competency/Attended hours – You will need to provide the total hours you

attended your training Start and Finish date – You will need to provide the start and finish dates of your course.

In some cases, this may be the same date. You are able to type this information in before printing, or write it in manually.

This information must be completed prior to submission, as it is specific to each course, and state office may not be aware of the specifics.

Club enter course candidate names 1. To enter candidate names, click ‘Update’ under the Action column 2. Check Training Officer and Assessor names listed to ensure they are still accurate 3. Search for candidate names in the ‘Candidates:’ section of the assessment request list

a. If a candidate’s name doesn’t show up in the ‘Available’ list, you may need to tick the ‘Include Non Financial Members’ and search again

b. See FAQ question 9 for an explanation c. Move required names across to the ‘Selected’ box

4. Click ‘Update’ on bottom of page 5. DO NOT CLICK ‘SUBMIT’ UNDER ‘ACTION’ LIST – this is a step for the Branch

STEP 3 Min of 2 (business) days before the course

GCRO/ Branch Submit Assessment Request 1. BEFORE Branch press ‘Submit’ button under ‘Action’ column, Branch should:

a. Click ‘Update’ button to review details the club has entered. b. Details to be reviewed include:

i. Under ‘Award Details’ – the equivalent national recognised award has been selected, or non-selected, corresponding to Table 4 – Surfguard Award Comparison Table (document supplied to Branches only from SLSQ).

ii. Under ‘Units of Competency’ - Ensure only those units of competency as stipulated by SLSQ are listed in the ‘Selected’ box

iii. Training Officer and Assessor Names are listed in the required fields consistent with SCB policy

iv. Under ‘Enrolment Source Details’ – nothing is entered here v. Under ‘Comments’ – the following information is listed:

a. Course Start Date b. Direct Supervisor Name c. Facilitator Name (if required) d. Any Training Officer and Assessor name that is not able to be

placed into the corresponding fields e. Any probationary Trainer/Assessor/Facilitator names known

vi Under ‘Candidates:’ – names are listed a. If all details meet requirements branch will click ‘Update’ button on bottom of

the page b. If some details do not meet requirements – Branch will contact Club to discuss

incorrect details and determine if the Assessment Request needs to be amended or deleted NOTE: This is the only point in which an ‘Assessment ID’ in Surfguard should ever be deleted.

2. All details are correct – Branch to click ‘SUBMIT’ button, then must click ‘APPROVE’ Button.

STEP 4 Start of the course

Club print out ‘Enrolment Form’ and ‘Attendance Sheet’ from Surfguard 1. These 2 forms must be completed and submitted with course paperwork 2. Enrolment Form replaces the CMF3 form 3. Attendance Sheet replaces the 2nd page of the CMF 6 – a new CMF 6 MUST still be

submitted

STEP 5

Assessment conducted and Form 14 printed and completed 1. Form 14 to be printed from Surfguard and completed on the day of Assessment

a.Chief Assessor to check that the FM14 lists all Assessors present and where required records any differences on the CMF6

b.Chief Assessor to mark if candidates were COMPETENT/NYC or if did not attend assessment DNA

NOTE: Candidates are not require to sign the Form 14 c.Chief Assessor to PRINT name, sign and date at the bottom of the Form 14 the

‘Board of Assessors Endorsement’ section. 2. Chief Assessors to ensure all course paperwork is completed and accurate

STEP 6 Within of 7 days after the assessment

Club submit course paperwork to Branch 1. Club to ensure all paperwork, including paperwork checklist, is completed correctly

according to the Paperwork Checklist

Step 7 Within 14 days after the assessment

GCRO / Branch process results in Surfguard and submit paperwork to SLSQ 1. BEFORE Branch processes results in Surfguard , Branch needs to check that all

paperwork required is submitted and correct according to Paperwork Checklist 2. If all paperwork is correct, Branch click on ‘PROCESS RESULTS’ and should check

the following information listed in Surfguard against the CMF6 and other paperwork and amend as required:

a. Assessment Date b. Trainers and Assessors listed in Surfguard match what is listed on CMF6 and

Form 14 c. All details in ‘COMMMENTS’ box are still accurate

3. Branch to complete Candidate Results according to Form 14 a. Legend of abbreviations:

i. C=Competent – select this if all paperwork is accurate and the assessor has deemed the individual competent

ii. NYC=Not Yet Competent – select this if the candidate completed all assessment tasks however did not meet benchmark requirements

iii. DNC=Did Not Complete – select this if the candidate did not complete all training required OR didn’t complete all assessment activities

iv. DNA=Did Not Attend – select this if the candidate did not attend ANY ASSESSMENT

4. Branch click on ‘PROCESS RESULSTS’ button on bottom of screen when all details are accurate and completed

5. Branch then clicks on ‘APPROVE CANDIDATES’ in ‘Action’ column and subsequently clicks on ‘APPROVE CANDIDATES’ button on bottom of screen

6. Branch then needs to submit paperwork ONLY for Surf Life Saving Awards that are aligned to Units of competency

NOTE Branch DO NOT need to send any paperwork to SLSQ for non-accredited awards

STEP 8 Within 14 days after the assessment

SLSQ/ GCRO allocate awards 1. When SLSQ receives the paperwork, SLSQ will conduct a similar check of the

paperwork to what Branch conducted. 2. If all paperwork is accurate, SLSQ will allocate the awards in Surfguard – this is

the final step 3. Once awards have been allocated, Branch is to print certificates for Surf Life

Saving Awards

ii. If on the rare occasion a name cannot be listed in these fields, place their name in the ‘Comments’ box AFTER it has been confirmed they meet the requirements to be a trainer and/or assessor of this course

iii. Clubs and Branches need to confirm that any Trainer and/or Assessor listed on an ‘Assessment Request’ meets the following criteria:

1. Hold TAE Training Officer and/or Assessor Units of Competency, AND 2. Hold Surf Life Saving Award and (if relevant) Nationally Recognised Unit of

Competency/Qualification being trained/assessed, AND 3. Holds the corresponding Training Officer and/or Assessor award for the award being

trained/assessed i.e. Training Officer Bronze Medallion, and is proficient in the award

iv. Ensure course START DATE is listed in the ‘Comments’ box

v. Place ‘Assessment ID’ in the ‘Document Location’ box – can only be done once ‘New Assessment Request’ has been created the 1st time

vi. Only those members listed on a Form 14, as printed from SURFGUARD , can commence an assessment – DO NOT MANUALLY write a person’s name on the form

Trainer/Assessor/Facilitator (TAF) Learning Portal:

The TAF Portal has been established for SLSQ’s network of Trainers and Assessors. On this site you will find the most up to date training and education resources, course information and forums that have been created to support all trainers and assessors. In order to access the information on this site you must have a login and password that has been supplied by the Academy. Only Trainers, Assessors and Facilitators have access to this site. If you have not obtained a password please complete portal request form, found on the TAF portal, and forward to SLSQ Education Dept ([email protected] ). Your logon and password will be sent to you within 7 days of sending your request. Note: Trainers and Assessors are encouraged to visit this site prior to the commencement of each course to ensure the latest education resources and assessment papers are being utilised. Also if you do not access the TAF Portal for at least 6 months you will be required to re-apply for a TAF Portal log in. Contact Surf Life Saving Queensland if you are having trouble.

TAF Job Descriptions and Codes of Conduct General Role Descriptions: SLSQ operates under a Direct Supervisor model where the Trainers, Assessors and Facilitators only require specific units of competency (UOC) from the Cert IV. Club Supervisors:

• Be a current & proficient SLSA Assessor (Bronze) • Be elected by the Branch LIFESAVING COMMITTEE • Report on club lifesaving activities to the Branch LIFESAVING COMMITTEE on a

monthly basis, or as per scheduled meetings • liaise with the Club Captain and/or Patrol Officers on the standard of patrol Services

including, but not limited to personnel, rosters, gear & equipment etc • Assist the Club Captain with the annual preparation of patrol service agreements ready

for presentation to the Branch LSC • Be responsible to the Branch for high standard of competency of candidates being

submitted for assessment • Oversee the coordination of annual proficiency tests & award updates • Oversee the coordination of new award assessments • Provide advice to the club management on any specific risk management and/or WH &

S issues pertaining to lifesaving activities • Be aware of all relevant SLSA & SLSQ Policies • Assist Club Captains to fulfill all responsibilities associated with all lifesaving reporting

procedures • Ensure that the Club & Patrol Captains are familiar with the content of the SLSQ Patrol

Operations Manual & that they have “signed off” on this as per state requirements • Assist Club Captains to coordinate & conduct patrol captains briefings/workshops • Ensure that the club complies with any requirements set down as a result of any

lifesaving audits conducted • Assist the club to plan for future extension or expansion of lifesaving services • Act as an adviser to SLSQ and/or Branch, in the event of any external assistance or

support being required with lifesaving service delivery • Investigate any breaches of patrol service agreements in conjunction with Branch

and/or SLSQ officers • Provide advice to club regarding reporting procedures in the event of any major

incidents Direct (course) Supervisor:

• Must hold a CERT IV –TAE 40110 • Must be appointed to supervise all courses where trainers do not hold a full CERT IV -

TAE 40110 • Does not have to be at every training session but must attend at some point during

course. • Must discuss course with the trainer, covering areas such as: Training format, training

and session plans and any other issues that may occur with training. • Only supervises how the training occurs to ensure the standards are met.

Trainer: A Trainer means an educator of a discipline that has been trained and:

• Holds a CERT IV- TAE 40110, OR Holds relevant UOCs and operates under a Direct Supervisor who does hold a CERT IV-TAE 40110 (National Quality Council requirement); i.e.

o TAEDEL301A – Provide work skill instruction; o BSBCMM401A- Make a presentation;

Junior Activities Accreditation Officer (JAAO) – SLSQ are excited to announce that this season we will see the introduction of a new Junior Activities Accreditation Officer. This role has been introduced to allow another person who can sign off on the Junior Proficiencies and Age Awards to assist ease the load on existing Assessors and provide a pathway to the role of Assessor. The JAAO will be able to sign off on the following Junior proficiencies and awards:

o age level pool evaluation (pool swim) o age level beach evaluation (run swim run) o competition evaluation o age award as per the SLSA Junior Development Age Guides.

For members interested in obtaining this award and assisting with Junior Activities the following pre-requisites must be in place: o hold as a minimum an Age Managers Accreditation o be a minimum of 18 years of age o be proposed by the club JAC and Chief Training Officer (CTO) for endorsement & recording at the Club Management Committee (or equivalent)

PROCESS FOR OBTAINING TAF QUALIFICATIONS Process for Obtaining a Trainers Qualification POLICY REFERENCE - South Coast Branch Policy Statement 1.1 PRE-REQUISITES Be at least16 years of age on the date of the final assessment Hold the award and the Unit of Competency (where applicable) for the discipline in

which they wish to become a Trainer. Step 1: Gain relevant TAE units of Competency Complete South Coast Branch Form 005- SCB Probationary Trainer Form and submit

to Club CTO. Be nominated by Club CTO (Form 005) to attend a Training Officer course which will

be conducted by the South Coast Branch. Have successfully completed the Training Officer Course (which is conducted by the

South Coast Branch) including TAEDEL301A – Provide work skill instruction and BSBCMM401A - Make a presentation Including:

o Train two sessions to a group on the day; and o Train one session during course or at Club under CTO (3rd Party report)

The Branch will process the Form 14 and the necessary paperwork as per the checklist for the course.

SLSQ will then issue the relevant “Statements of Attainment” for the completed Unit(s) of Competency.

Step 2: Train Course(s) at Clubs In conjunction with the club Chief Training Officer, plan and deliver training of a

minimum of 1 full course to a minimum of 2 candidates who are deemed competent in the relevant award unless club policy specifies additional training requirements.

This training must be conducted under the supervision of a qualified Trainer, which is usually the Chief Training Officer (CTO).

Ensure name is on the list when raising assessment request and on the CMF6 as probationary Trainer.

Once deemed competent, the Chief Assessor is to record in the comments field on the Form 14 approval for the Probationary Trainer.

The Club will raise the Form 14 on behalf of the candidate with the Chief Assessor to sign.

Candidates Form 14 is to be submitted with all course paperwork that they have completed their probationary training requirements.

Once the above steps are completed and forms signed off the candidate will then be a qualified trainer in that discipline. NOTE: Probationary Trainers cannot be logged on SURFGUARD unless the candidate

has successfully completed the requirements of the Trainers Course and been issued with the Trainer Certificate.

Probationary Trainers must train a minimum of 1 full course with a minimum of 2 candidates deemed competent at the time of the assessments of the discipline in which they wish to become a Trainer.

If a Trainer wishes to obtain a Training Officer Certificate in other disciplines, hold and be proficient in the award, you will need to talk to a facilitator or DOE to be inducted in to the resources.

It is the responsibility of the Chief Assessor who is signing the Form 14 and deeming the candidate competent in the Training Officer award to ensure that the candidate has met all the benchmarks required.

Process for Obtaining an Assessors Qualification POLICY REFERENCE - South Coast Branch Policy Statement 1.1 PRE-REQUISITES Be at least 18 years of age on the date of the final assessment Hold the award and the Unit of Competency (where applicable) for the discipline in

which they wish to become an Assessor. Meet any club-specific policy requirements relating to Assessors (e.g. must already be

a trainer in identified discipline).

Step 1: Gain relevant TAE units of Competency Complete and submit South Coast Branch Form 003- SCB Probationary Assessor

Form a minimum of 14 days prior to the start of the course to South Coast Branch. Be nominated by a Club CTO (Form 003) to attend an Assessor Course which will be

conducted by the South Coast Branch. Have successfully completed the Course Assessor Course (which is conducted by the

South Coast Branch) and has a link to TAEASS401A – Plan assessment activities and processes, TAEASS402A – Assess Competence and TAEASS403A – Participate in Assessment Validation.

The Branch will process the Form 14 and the necessary paperwork as per the checklist for the course.

SLSQ will then issue the relevant “Statements of Attainment” for the completed Units of Competency.

Step 2 Assist with an assessment (for a minimum of 2 candidates deemed competent) in the

relevant award. If you are already an Assessor in an award you only require to do one as a probationary assessor in your second Assessor award

Record the Probationary Assessor name on the CMF6 Step 3 Coordinate the assessment of a second course, in the relevant award under the

supervision of a Qualified Assessor. Record the Probationary Assessor name on the CMF6

Step 4 After successful completion of a minimum of two (2) assessments and have been

deemed competent at both assessments, Probationary Assessors club to raise a Form 14 for the Assessor Award.

NOTE: Probationary Assessments cannot be logged on Surfguard unless the candidate

has successfully completed the requirements of the Assessor Course and been issued with the Assessor Certificate.

Probationary Assessors must assess in a minimum of 2 assessments of the discipline in which they wish to become an Assessor and must record their name on CMF6 as a Probationary Assessor.

If an Assessor wishes to obtain a Assessor Officer Certificate in other disciplines, hold and be proficient in the award, you will need to talk to a facilitator or DOE to be inducted in to the resources.

One of the probationary assessments must be external to their club. All IRB assessors must complete 1 IRB crew assessment and 1 IRB driver

assessment to complete the probationary assessment requirements for an IRB Assessor award.

Process for Obtaining a Facilitators Qualification POLICY REFERENCE - South Coast Branch Policy Statement 1.1 PRE-REQUISITES Be at least18 years of age on the date of the final assessment Hold the award & unit of competency (where applicable) wishing to become facilitator

in. Hold the Training Officer & Assessor Certificate qualifications (TAE units). Appointed by South Coast Branch to complete the facilitator process

Step 1 Complete and submit South Coast Branch Form 001- SCB Probationary Facilitators

Form a minimum of 14 days prior to the start of the course to South Coast Branch. Step 2 Branch, LDO, DOE to confirm applicant holds the following:

o Current Trainer & Assessor Qualifications; o Current Award & Unit of Competency (where appropriate) to be facilitated; and o Currency in Vocational Education and Training knowledge.

If the above criteria have been met, Branch informs candidate of a facilitator mentor and approves them to commence facilitator training

o Applicant to conduct a MINIMUM of 2 Facilitated courses under direct mentoring of a qualified Facilitator in the particular award. Applicant to record name on CMF6 as ‘Probationary Facilitator

o Once the mentor has determined the applicant has met the requirements to be signed off as a Facilitator, the mentor shall inform Branch.

If the above criteria have NOT been met, Branch to follow up with applicant and explain rectification required.

Step 3 On receipt of the mentors recommendation the DOE will review application and if

appropriate submit the application to the BOLS for endorsement and o If endorsed the DOE will approve the candidate as a Facilitator. Branch will

record the applicant’s progress via Form 14. Form 14 to be signed by mentor o If unsuccessful the DOE will inform the candidate via CTO and what

rectification is required for application to be assessed again. Step 5 Signed copy of Form 14 must go to SLSQ Education Dept. for record keeping. SLSQ Education Dept. will notify the candidate, DOE and Lifesaving Development

Officer that the applicant has been endorsed as full Facilitator status. NOTE: Probationary Facilitators cannot be logged on SURFGUARD unless the

candidate has successfully completed the requirements of the Trainer and Assessor Course or Certificate IV in Training and Assessment

Probationary Facilitators must conduct 2 courses with a minimum of 2 assessments of the discipline in which they wish to become a Facilitator

For candidates to be eligible to obtain their Facilitators Award they must assist with two new awards, Skills Maintenance does not count towards their probationary facilitations.

If a Facilitator wishes to obtain a Facilitator Certificate in other disciplines they must complete the above steps

If a Facilitator wishes to obtain a Facilitator Certificate in other disciplines, hold and be proficient in the award, you will need to talk to a facilitator or DOE to be inducted in to the resources.

Once the above steps are completed and forms signed off the candidate will then be a qualified Facilitator in that discipline.

SCB Requirements NOTE:

As per South Coast Branch’s letter sent on the 12th of December 2012, a least 1 assessor present should external to the club e.g. the Club Supervisor or Direct Supervisor if relevant. RECOGNITION OF PRIOR LEARNING (RPL/RCC) The Australian Quality Training Framework (AQTF) allows for the recognition of Prior Learning (RPL) or of Current Competency (RCC) that candidates may have obtained through life skills or through other organisations. As a Registered Training Organisation (RTO), Surf Lifesaving Queensland is legally obliged to recognise the prior learning of members obtained from an external RTO, their workplace or anywhere else they have obtained skills & knowledge related to lifesaving qualifications. This can be recognised in one of three ways:

• Recognise Prior Learning (RPL) mapping • Recognise Prior Learning (RPL) assessment only • Recognise Current Competency (RCC)

Recognise Prior Learning mapping RPL mapping is an option members can take to obtain a lifesaving qualification without being required to attend a full course to obtain that qualification. RPL mapping is a process where a member must provide evidence in completing certain skills and having certain knowledge related to the qualification they wish to receive. Evidence can be anything from a certificate obtained in their workplace, to a letter supplied by a peer stating their skills/knowledge/experience in something. This evidence is then cross-referenced with the skills & knowledge required to receive the qualification. If a member cannot provide evidence in a particular skill or knowledge, this is identified as a gap and they may be required to participate in training and assessment of that skill or knowledge. RPL mapping is time consuming and is at a cost to the member wishing to RPL their qualification. The rules of evidence must be followed when mapping a qualification. Recognise Prior Learning assessment only RPL assessment only is an option members can take to obtain a lifesaving qualification without being required to attend a full course to obtain that qualification. The member would be required to attend an assessment of that qualification and complete all assessment tasks required. Members need to be aware that if they complete this option and are not yet competent in an assessment task they will be required to attend training and complete that assessment task again. When conducting an RPL assessment only, candidates are not required to complete any CMF paperwork. They must complete an RPL application, found on the Portal. The RPL application and assessment portfolio must be submitted to the Branch. Please note a Form 14 must be raised when conducting a RPL assessment only. The principles of assessment and rules of evidence must be followed when conducting an assessment only RPL. Recognise Current Competency RCC is an option members can take to have a current nationally recognised qualification, they have obtained from another RTO, recognised on the lifesaving system, and they will receive the lifesaving award. The qualification submitted as evidence must match the qualifications lifesaving offer. If the qualification submitted does not match, that member may wish to take the RPL mapping option. Members wishing to follow the RCC option must have a copy of their certificate certified by a Justice of the Peace, and must submit to Branch along with an RCC application. Members RCC their First Aid or ART award must complete an induction. The induction must also be submitted with the RCC application to Branch. RCC and induction checklists can be found on the Portal. Once the RCC application has been submitted & approved that member will have their lifesaving report updated to include the holding of the qualification. The rules of evidence must be followed when conducting an RCC.

PRINCIPLES OF ASSESSMENT & RULES OF EVIDENCE The principles of assessment and rules of evidence must be followed whenever conducting an assessment or RPL/RCC application. Principles of Assessment Valid: Is the assessment relevant to what is being assessed? Can another assessor assess this qualification using the assessment tools/tasks developed? Flexible: Can the assessment be flexible to meet candidate/assessor needs? Can the date/venue be changed? Can the assessment task be altered to meet candidate requirements (e.g. record verbal responses if candidate unable to write at time of assessment) Fair: Is the assessment fair to all candidates? Are they being assessed to the same standards? Reliable: Is the assessment reliable to deem competency in the qualification? Rules of Evidence Valid: Is the evidence provided relevant to what is required to receive the qualification? Authentic: Is the evidence provided the candidates? Is it genuine and not fabricated? Current: Is the evidence current and up to date? – e.g. not older than two years without evidence of currency (three years for Apply First Aid). Sufficient: Is there enough evidence to issue the candidate with the qualification?

Apply First Aid award holders must successfully complete a proficiency check, showing their competence in resuscitation techniques including: Patient assessment on a live patient Demonstration of the lateral position and CPR on a manikin including resuscitation using a mask.

Administration Requirements:

Form 14 – Apply First Aid Proficiency must be raised by the club and forwarded to

the Branch on completion. If a candidate completes a CPR update via their Bronze Medallion OR SRC

proficiency the above step does not need to be followed.

Step 1

• The Club/CTO wishes to organise an IRB Driver or IRB Crew course. • Candidates’ names are compiled and pre-requisites for each candidate are checked by the Club/ CTO for the course

that the candidate wishes to complete.

Step 2

• Club or CTO completes a NEW ‘Assessment Request’ in Surfguard a minimum of 21 days prior to the course starting and submits a training plan form (IRB 002- Course Information Form, found on the members portal) with the course number, all training dates, training times, training locations, alternative venues and training officer details. This form must be sent to the Branch who will on forward it to SLSQ LDO. If IRB 002 is not received a minimum of 14 days prior to the start of the course, the course will be cancelled/not approved and the process will need to start again.

Step 3

• All trainers and new trainers for the course must be listed. Probationary IRB Trainers will be required to complete an IRB Induction with the Regional IRB TACO

• The SLSQ LDO checks all the details for the course. SLSQ LDO sends the training plan and attendance sheet to Regional IRB TACO for approval. Once approved by the Regional IRB TACO the SLSQ LDO will send an EOI for an IRB TACO for the course to all Assistant IRB TACOs.

Step 4

• The Head Trainer and the Branch is notified by SLSQ LDO a minimum of 7 days prior to the course of the Regional IRB TACO/Assistant IRB TACO who is assigned to their course and if the course has been approved to state training. The contact details for the IRB TACO will be sent to the head trainer and the club.

• Club enter course candidates’ names into Surfguard assessment request a minimum of 3 days prior to the course start date.

Step 5

• Branch click SUBMIT on the Surfguard assessment request a minimum of 2 business days prior to the course start date. • The club prints the form 14, enrolment form and attendance sheet from Surfguard at the start of the course.

Step 6

• Any changes to the submitted training plan must be communicated with the assigned IRB TACO, Branch and LDO. • The Regional IRB TACO/Assistance IRB TACO may attend an IRB training session prior to the assessment.

Step 7

• Regional IRB TACO/Assistant IRB TACO is notified by the Head Trainer of the proposed assessment date and an assessment request is sent to the Branch by the Club as per the candidate attendance sheet

• The club prints from the TAF Portal: IRB Driver/Crew paperwork checklist, CMF6- Course Report, VET form (if applicable), Assessment Summary (from Delivery and Assessment Guide), Observation Checklist (from Delivery and Assessment Guide) and candidate’s assessment portfolio are to be completed and ready for assessment day. IRB Assessors and IRB TACO are to check all paperwork

Step 8

• Under no circumstances shall an IRB Driver or IRB Crew assessment be permitted to commence without an IRB TACO present at the assessment on the beach.

• A Regional IRB TACO/Assistant IRB TACO MUST attend the IRB assessment and may be part of the IRB assessment team.

Step 9

• The IRB assessment is conducted and all paperwork, including CMF forms, paperwork checklist and candidates workbooks and TACO report are returned to the Branch no later the 7 days after the assessment. A copy of the CMF forms, TACO report, IRB training logs will be sent to the SLSQ LDO by the Branch.

• Branch ‘Process Results’ in surfguard. All paperwork is sent to SLSQ within 14 days of the assessment date. • SLSQ allocate awards within 21 days of the assessment dates and the award is completed.

Junior Activities Age Manager Course This course has been developed to educate junior age group leaders on resources, policies and procedures relating to the SLSA Junior Activity Program. All current Age Managers must hold this award. SLSQ strongly recommends for those Age Managers that do not have any previous surf awareness and surf safety knowledge (i.e. have not held a SLSA Surf Rescue Certificate or Bronze Medallion) that they also complete the SLSQ Observers qualification. PRE REQUISITES Be at least 16 years of age on the date of final assessment Hold a current Working with Children’s Blue Card (if over the age of 18)

SOUTH COAST BRANCH/SLSQ COORDINATED COURSES A number of Surf Life Saving Training Courses can only be delivered at a Branch level. If endorsed by the Branch these courses could be conducted at a club, but must be coordinated through the Branch. The South Coast Branch has developed a Training and Education Calendar that details the courses available, along with course dates and venues. The South Coast Branch Training and Education Calendar will be circulated to all Chief Training Officers on a regular basis. Subject: SLSQ’s clarification on updated SLSA Water Safety Policy 1.1 Please be advised that Surf Life Saving Australia has recently reviewed, updated and released the national policy 1.1 Water Safety.

For the avoidance of all doubt, Surf Life Saving Queensland would like to bring to your attention the following points from the Policy and Procedures:

1. Sport training is now governed under the Water Safety Policy 2. A comprehensive ‘buddy’ procedure has been incorporated for all SLS member

training (except for Junior Activities where participant/s do not hold a current SRC or above)

3. All personnel undergoing any aquatic activities are encouraged to complete a pre- season/annual training plan and risk management plan

4. All risk assessment paperwork shall now be filed for a minimum of 5 years 5. All SLSA approved gear and equipment including SLSA approved racing boards

are now considered as rescue equipment 6. Junior Evaluations (SLSQ Junior Preliminary Evaluations) ratios are now 1:1 (Water

safety to Participant) for the pool evaluation. However, the SLSQ Competency Beach Evaluation (run-swim-run) shall be a ratio of 1:5 (Water safety to Participant)

7. A minimum of 50% of all Water Safety personnel are required to be in water during aquatic activities

8. SLSA’s High Visibility Safety Garments circular (circular no: 56/2012/13) will become compulsory from October 2013.

The following existing standards are to remain in place until the next Water Safety Policy Review which is scheduled through SLSA in October 2013 (or otherwise advised):

1. If you are utilizing the buddy system for water safety, clubs shall ensure rescue

equipment be made available as per outcome of the Risk Assessment 2. Risk Assessments shall be completed prior to all aquatic activity commencement

All Water Safety attire for any sport events will be detailed in all final carnival bulletins Surf Life Saving Queensland will be conducting a series of colour tests to determine the most appropriate colour to be worn by Water Safety and training Personnel.

1. DEFINITIONS Activity Participant: An activity participant may be a member of the public or a Surf Life Saving (SLS) member. For the purpose of these procedures, Surf Life Saving Australia (SLSA) separates SLS members into two different categories: • An activity participant who does not hold an aquatic rescue qualification of Surf Rescue

Certificate (SRC) or above. For example: Participants who are in training for their SRC or Bronze Medallion (BM) and junior members under the age of 13.

• An activity participant who does hold an aquatic rescue qualification of SRC or

above. Buddy procedure: The buddy procedure is where activity participants of similar experience and ability participate in an aquatic activity together, continuously looking out for each other throughout the activity, and able to offer immediate assistance to each other if required. This procedure of water safety is specific to aquatic training activities where activity participants hold an aquatic rescue qualification of SRC or above. Competition: Where 2 or more clubs/entities hold an event consisting of events defined within the SLSA Surf Sport Manual. Personal training: Personal training is considered a personal or leisure aquatic activity that is not supervised by an SLS organisation. This activity may occur individually or in a group. All responsibility for such activity is taken on by the individual/s. Risk: Standards Australia defines risk as the effect of uncertainty on objects (AS/NZS 31000:2009). Risk assessment: Standards Australia defines a risk assessment as the overall process of risk identification, risk analysis and risk evaluation (AS/NZS 31000:2009). Risk management: Standards Australia defines risk management as coordinated activities to direct and control an organisation with regard to risk (AS/NZS 31000:2009). Still water activity: For the purposes of these procedures, SLS considers a still water activity to be one conducted in a man-made aquatic environment e.g. pool. Water safety: The use of human resources and rescue equipment in an aquatic environment to provide a level of safety to activity participants.

Water safety personnel (WSP): Qualified and proficient lifesavers (holding an aquatic rescue qualification of SRC or above) that provide water safety. WSP act under the leadership of the WSS. NB: Where WSP are using rescue equipment that requires a specific competency and award, they must be a qualified and proficient operator of that equipment (e.g. IRB driver, IRB crew, RWC operator).

Water safety supervisor (WSS): The nominated leader for a team of water safety personnel. The WSS must be qualified and proficient in the SLSA BM /Certificate II in Public Safety (Aquatic Rescue) or above AND either hold their Silver Medallion Basic Beach Management certificate OR be at least 18 years of age.

* Note: ‘Surf Rescue Certificate (SRC) or above’- includes SRC, Bronze Medallion/Certificate II in Public Safety (Aquatic Rescue), Silver Medallion Aquatic Rescue or Gold Medallion.

2. GENERAL WATER SAFETY ROCEDURES

The following procedures should be considered together with the activity specific water safety procedures outlined in section three (3).

2.1 GENERAL

i. Clubs are encouraged to complete a pre-season/annual training plan together

with a risk management plan for all aquatic activities. This plan should be completed by either the Club Captain/Director of Lifesaving/Director of Sport/Director of Junior Activities/Director of Education, together with their appointed coaches and trainers.

This risk management plan should be completed using the ‘Guidelines for Safer Surf Clubs’ and address at a minimum: regular training plans (time/day/duration), location/s, number of participants, qualification of those participants, possible risks and how they will be managed should they arise.

ii. In addition, for all aquatic activities, a pre-activity risk check should be conducted and any

present risks managed. This risk check may be completed (using SLS water safety risk mobile app or form) by the WSS and where applicable, lodged with the relevant SLS club/service. Note that if there has been no change to the risks identified in the risk management plan, the pre activity risk check can be a notation that a risk check has been conducted and that there is no change to previously identified risks, and that the risk mitigation strategies identified previously still stand.

iii. Members of ‘on-duty’ beach patrols can only be reallocated as WSP when the

minimum patrol requirements have been met and at the discretion of the patrol captain. iv. The on duty patrol captain/lifeguard cannot take the position of WSS. The patrol

captain/lifeguard’s primary duty is public beach safety.

v. Where water safety supervision ratios exist, at least 50% of water safety personnel must be in the water during the activity and using SLSA approved rescue equipment whilst conducting water safety. The additional water safety personnel should be on the beach conducting surveillance and ready to respond when needed.

vi. For activities where there is a mix of activity participants, the water safety guidelines for

‘activity participants who do not hold a SRC or above’ should be applied.

2.2 RISK ASSESSMENT, RISK CHECK AND RISK MANAGEMENT TOOLS

i. Suitable risk assessment, risk check and risk management tools includes:

• SLS water safety risk mobile app (also available in paper form in these procedures) • SLS event risk mobile apps • Guidelines for Safer Surf Clubs (available on the

SLSA website)

ii. Where risk assessments and risk checks are completed they should be submitted to the relevant SLS club/service. Risk assessments and risk checks should be retained for a minimum of 5 years.

All aquatic activity participants in SLS surf sport competition and SLS sanctioned/special events must be clearly identified with a standardised high visibility vest or swimming cap (for ocean swims only) as a means of easy identification.

All junior activities and member training:

For all junior activities and member training, it is recommended that aquatic activity participants be clearly identified with a standardised high visibility vest or swimming cap (for ocean swims only) as a means of easy identification.

2.3.2 Water safety supervisors and personnel

All junior activities and SLS sanctioned/special events:

For SLS junior activities and SLS sanctioned/special events, water safety supervisors and personnel must be clearly identified. This may be by way of a water safety uniform.

SLS surf sport competition and member training:

For all SLS surf sport competition and member training, it is recommended that water safety supervisors and personnel be clearly identified. This may be by way of a water safety uniform.

A water safety uniform may be either:

(a) SLS Patrol Uniform (If also an on-duty lifesaver):

o SLSA red and yellow quartered patrol cap secured under the chin (compulsory) o SLSA patrol rash shirt (recommended)

* SLS patrol uniform wetsuits and stinger suits may also be worn where

appropriate. (b) Water safety uniform: • A high visibility orange coloured cap secured under the chin (compulsory) • A high visibility orange coloured rash shirt branded with ‘WATER SAFETY’ on the front

and back of the shirt (recommended) Note that orange coloured caps and vests have been used by many clubs for junior activities for many years and is now the preferred means of identification for water safety personnel. 2.3.3 High Visibility Garments

There are five high visibility fluorescent colours endorsed by SLSA that SLS affiliated organisations can choose to use:

• Fluorescent Pink (PMS #16-2130 TN ‘Knockout Pink’) • Fluorescent Yellow (PMS #13-0630 TN ‘Safety Yellow’) • Fluorescent Green (PMS#13-0340 TN ‘Green Gecko’) • Fluorescent Orange (PMS# 15-1360-TN ‘Shocking orange’) (recommended for all

water safety personnel) • Fluorescent Red (PMS#485C)

The exact fluorescent colour will vary depending on the material used (e.g. nylon, Lycra/spandex, polyester). As a guide only, the above PMS (Pantone Matching System) codes should be provided to your vest/cap manufacturer.

Please note that fluorescent colours degenerate with prolonged exposure to water and light. Garments should be well maintained and monitored to ensure continued colour brightness.

2.4 RESCUE EQUIPMENT

i. Rescue equipment used for the purposes of water safety must be SLSA approved and can include:

o ALL equipment listed on the SLSA approved lifesaving gear and equipment list o SLSA approved racing boards

ii. It is highly recommended that an IRB or RWC be used for water safety (where safe and applicable).

iii. If an IRB is used for water safety, the IRB accounts for 2 members of the water safety

supervision ratio (IRB driver and crew). iv. If an RWC is used for water safety, the RWC accounts for 1 member of the water safety

supervision ratio, OR 2 members if an RWC crew is also in attendance.

v. During the activity rescue equipment must be readily available and operational. The IRB and/or RWC should be on the water; rather than stationary on the beach.

2.5 SUPERVISION RATIOS Supervision ratios only apply to junior activities where participants do not hold an SRC or above:

i. For Junior Activities where participants do not hold an SRC or above, the minimum

supervision ratio is 1:5 (WSP: Activity Participants).

ii. Note that for junior preliminary evaluations a ratio of 1:1 (WSP: Activity Participants) must

apply.

2.6 ROLES AND RESPONSIBILITIES

2.6.1 WATER SAFETY SUPERVISOR (WSS)

i. Be responsible for water safety and ensure it meets the prescribed and assessed requirements. I.e. ensure that the minimum supervision ratios are adhered to for junior activities OR that the buddy procedure has been implemented for participants who hold a SRC or above

i. Supervise WSP. iii. Ensure WSP are qualified and proficient.

iv. If the activity is to be conducted on the beach during patrol hours, the WSS must consult

with the beach patrol captain/lifeguard on the most appropriate area of the beach to be used for the activity. Note that the beach patrol captain/lifeguard is the ultimate authority on the beach.

v. If the activity is to be conducted on the beach outside of patrol hours (or in unpatrolled

locations), the WSS is to decide the most appropriate area of the beach to be used for the activity.

vi. Ensure that the most suitable rescue equipment is available.

vii. Be aware at all times of the safety and welfare of those involved in the activity

and act immediately if they have safety concerns.

viii. Brief both WSP and activity participants on the conditions likely to be encountered during the activity.

ix. Request that WSP advise the WSS of their competency levels in relation to the

activity and conditions AND if they have any pre-existing ailments that may impact on their participation. Any identified risks should be managed.

x. The WSS may also act as one of the WSP. However, for activities with a large number of

participants the WSS should remain on the beach, except in the case of an emergency.

2.6.2 WATER SAFETY PERSONNEL (WSP)

i. Carry out their duties under the leadership of the WSS.

ii. Be positioned on the beach and/or in the water as directed by the WSS.

iii. Be responsible for water safety in the appointed area.

iv. At all times be aware of the safety and welfare of those involved in the activity and immediately report any concerns to the WSS.

v. Advise the WSS of any pre-existing ailments that may impact on their participation or if their

competency does not meet the activity requirements or conditions.

3.1.1 BUDDY PROCEDURE

i. Prior to the commencement of the training session, qualified members should identify a ‘buddy’. In a group situation where there is an uneven number, a buddy group of three can be formed.

ii. Prior to the commencement of the activity, the buddy pair (or WSS) should form an agreed

training plan. This plan includes: o Specific activities to be completed o Duration of the activity (start and finish

time) o Location (and destination if applicable)

iii. Prior to the commencement of the activity, the buddy pair (or WSS) should outline measures

in case of an emergency. For example: carrying a mobile phone, notifying family/a friend of your training intentions.

iv. During the activity, each buddy pair should be in a position to: o Be able to offer immediate assistance to each other if required o Maintain communication – advise each other should training plans or conditions change o If you lose sight of or contact with your buddy, alert the WSS and/or other participants and

commence searching immediately o in the case of emergency, assist their buddy to remove him/her from danger (where it is

safe to do so)

NB: The buddy procedure for water safety may be applied to group training sessions. In these cases, the training plan and measures in case of emergency may be the same for all participants. Participants should still however identify a buddy.

3.2 SURF SPORT

Water safety procedures for surf sport competition (excluding surf sports training), as defined by the SLSA Surf Sports Manual, are to be conducted as per the SLSA Surf Sports Manual.

The water safety for club swims and club championships should be conducted as per 3.1 junior activities and member training.

3.3 STILL WATER ACTIVITIES

For those activities conducted in a public pool, the safety procedures as laid down by the local pool management must be adhered to. These safety procedures may be applied under the pool or SLS management.

Aquatic activities conducted in rivers and lakes are not considered a still water activity in which case the above water safety procedure (as described in section 2 and 3) should apply for the relevant activity.

3.4 PERSONAL TRAINING

Where a group or individual undertakes ‘personal training’, all responsibility is taken on by the individual/s and/or their parents/guardians. Please be aware of the possible insurance and litigation issues resulting from an incident.

It is recommended that individuals undertake their own risk management process prior to any personal training being conducted.

3.5 SANCTIONED/SPECIAL EVENTS

Any aquatic activity conducted by SLS outside the SLS framework of lifesaving, sport or junior activities must receive SLS State/Territory approval. These activities may include (but are not limited to) ocean swims and triathlon/aquathon events.

The specific water safety procedures for these activities are covered by the ‘Guidelines for Safer Surf Clubs’.

3.6 LIFESAVING PATROLS

Surf Life Saving Australia, Surf Life Saving Queensland and the State Lifesaving Committee would like to advise all Surf Clubs of Surf Life Saving Queensland’s position in relation to the implementation of Life Jackets for all IRB Operations for the 2014/2015 season.

Background As a directive by the State Lifesaving Committee, as of the 1st of July 2014 all IRB drivers and IRB crew will be required by SLSQ to wear a red and yellow Personal Flotation Device (PFD) Level 50.

Approved Gear and Equipment Details on the approved PDF Lifejacket type 50/type 2 can be found on the SLSA Gear and Equipment list that can be found on the SLSA Members Portal.

Implementation As of the 1st of July 2014, the Red and Yellow PFD is a mandatory requirement and must be worn at all times while operating the IRB during the following activities:

With the ongoing support of the QLD Government, All SLSQ clubs will receive a minimum of 8 Red and Yellow PFD’s ranging in sizes from Medium – XXL. By now your Regional Manager or Lifesaving Services Coordinator would have been in touch with your club regarding your allocation of jackets.

What is a properly fitted Lifejacket? A properly fitted life jacket is one that is appropriate for a person's weight and size. Life jackets come with a recommended weight range for the jacket. Life jackets should fit snugly and comfortably. They should be easy for a person to don and tighten without restricting movement.
