Nevada. Dave's memory proves to be a good

source to improve on our California/Nevada career

list that we presented in our last newsletter issue.

Trackdown has a strong admiration for those

who serve in the United States military; all

branches of our military. We know that a

cursory search will be wanting, and miss many

who deserve acknowledgement. However,

rather than miss everyone by not attempting to

express our gratitude to those we can identify,

we have decided to error on the side of

"trying." Our primary research tool was the

ICMA Who's Who Directory and search tools.

Though this provided us with a number of

names, we fear as in the "Nevada list" we have

missed many who perhaps did not list their

military service with their career history. Here is

with an information technology and services firm in 1983. In 1984 she went to work

as a software support technician for an on-line software systems company in Chico.

She joined the Chico city staff in 1994 as Community Services Officer (CSO), and in

2001 she took a Management Analyst with the Chico Police Department. In 2009

she moved to the City Manager's Office in a Management Analyst post. Deborah

earned a BA in social work from California State University, Chico, and an MS in law

from Champlain College.

ready at Spring Training, youth leagues are starting

play throughout California. This is a random picture

Frontier Youth Baseball League in Cerritos.

with Military Experience

Edward G. Schilling served in the

United States between 1969 and

1972. He became a Police Intern

in Walnut Creek in 1973. In 1974

Ed was appointed Administrative

Assistant to the City Manager in

Concord. In 1977 he was hired to serve as the

Assistant City Manager in Livermore. In 1981 he

was appointed City Manager in Campbell

where he served until 1984 when he was

appointed Finance Director in San Jose. Ed

was elevated to a San Jose Deputy City

Manager post in 1987. In 1988 Ed joined the

investment banking firm of Stone & Youngberg

in 1988. Stone and Youngberg is now Stifel. Ed

left Stone in 2001 to take the Assistant City

Manager in San Leandro, where he retired in

2004. Ed is a former member of the California

City Management Foundation Board. He

served as an ICMA Range Rider between 2006

and 2011. Ed received a 20-year ICMA Service

Award in 2002. Ed was a member of the San

Francisco Mandolin Orchestra from January,

2007 and April, 2011. He earned a BA in

journalism from the University of Missouri,

Columbia; an MPA from California State

University, East Bay; and a DPA from the

University of Southern California (USC). Ed

completed the first and second Certified

Teacher Levels at the James Hill Ukulele

Initiative. He currently list his occupation as

Ukulele Teacher of friends in Oakland and

Westford, Massachusetts.

Charles M. Futrell began his public service

career with the office of the United States

Senate in Louisiana (2005-2008). He then

worked as the Chief Administrative Officer in

Baton Rouge, Louisiana from 2008 until 2010.

Mike was then ordered to Hawaii as a Captain

in the United States Navy. He served as a

submarine officer and rose to the rank of

Captain in the Navy Reserves. Mike was an

elected member of the Louisisan House of

Representatives and a member of the Baton

Rouge City Council. In 2011he became an

Executive Vice President for Hawaii Gas. In

2014 he was apppointed City Manager in the

City of South San Francisco. Mike earned a BA

and JD from Louisiana State University, and an

MBA from the University of Massachusetts-

Amherst.

Lee S. Ayres was a Budget Analyst in Wichita,

Kansas in 1965-1967. He served as an

Intelligence Staff Officer for the United States

Army in 1967-1969. Lee joined the Titusville,

Florida staff in 1969 as the Assistant City

Manager, and later that year he was elevated

to the City Manager post. Lee moved to

Overland, Kansas in 1969 to City Manager. He

came west to California in 1977 when he was

appointed City Manager in Sunnyvale. He left

the Sunnyvale assignment in 1979 and became

a real estate executive and worked at that

until 2005. From 2007 to 2010 Lee served a an

Instructor on Social Entrepreneurship at

California State University, Fresno. He became

the CEO/Executive Director of Tree Fresno in

2011. He continues to serve on the Board of

Directors of the Fresno Business Council since

2005. Lee earned a BA and MPA from The

University of Kansas. He received a 10-year

Jim Barisic served in Paramount, Cerritos and as the

Artesia City Manager. Jim founded Brandywine with a

business plan to revitalize established neighborhoods and

convert existing underutilized space into needed housing.

Infill development is not easy, and over the past 20-years it

Thank you Dave for pointing out some of our

deficiencies in our last issue. We present your

suggestions here in "Palmdale purple."

When you screw up, you should do a good job of

it! Our last issue listed some of those with Nevada

experience in their career paths. Wouldn't you

know that we would omit a past President of

ICMA, Palmdale City Manager David M. Childs.

Dave is a former Assistant County Manager in

Washoe County, Nevada. He also served as the

South Lake Tahoe City Manager (2000-2002), and

the ICMA Director of the Western States (2002-

2006). Dave received a 40-year ICMA Service

Award in 2013.

Dave tells us that we missed at least the following:

Sue Schlerf a retired ACM from Reno, Nevada,

who previously served as an ACM in South Lake

Tahoe. Charles E. McNeely retired as City

Manager in San Bernardino and previously served

as the Reno City Manager. He began his career

as an intern in San Diego and worked in Palo Alto

before become the Seaside City Manager prior

to his Reno service. Charles was the 2004

recipient of the ICMA Carolyn Keane Award.

Dave also points out that we missed award

winning City Manager Ed Everett, who retired

from Redwood City in 2007. Prior to Redwood City

Ed was the Belmont City Manager (1984-1991),

and before that he served as the Assistant

County Manager in Washoe County, Nevada

(1978-1984). Ed received the 2002 ICMA Program

Excellence Award for Outstanding Partnership,

Intergovernmental Cooperation, and the 2007

Award for Career Excellence in Honor of Mark E.

Keane.

Bryan H. Montgomery was also listed by Dave as

missing from our list. Bryan started his career in

Provo, Utah as an intern. He then worked as ACM

in Alamogordo, New Mexico; City Administrator in

Rupert, Idaho; City Manager in Mesquite, Nevada

and then City Manager in Oakley, California.

Bryan is currently an instructor at San Francisco

State University. He received a 20-year ICMA

Service Award in 2013.

We also missed Imperial Beach City Manager

Andy Hall. Dave points out that Mr. Hall served in

Henderson, Nevada. He worked there as their

Long Range Planning Manager before he

became ACM in Draper, Utah. He came to

California to serve as the Community

Development Director in Cathedral City, where

he became City Manager in 2012. He was

appointed Imperial Beach City Manager in 2013.

Dave also listed retired Napa City Manager Pat

Thompson and Arvin City Manager Al Noyola.

However, we listed both Pat and Al on our list on

Pages 5 and 6. Many thanks to Dave Childs for

helping us to fill out our March, 2015 list. We

apologize to all those we missed, including those

we have not discovered yet. Dave listed these

James W. Antonen served in the United States

Navy in 1970-1971. He served as a Legislative

Assistant for the United States Congress in 1971

to 1974. From 1975 to 1977 he served as an

Administrative Assistant to the South Dakota

State Superintendent. Jim served as an

Assistant Training Coordinator, DCI, for the

Attorney General in South Dakota in 1977-1978.

After working a s a planner for about a year,

Jim was appointed City Administrator in Sartell,

Minnesota and served there between 1980 and

1983. He served as the City Manager of

Vermillion, South Dakota starting in 1983. He

left that assignment in 1989 to become the

Moorhead, Minnesota City Manager. Jim

came to California in 2001 to become the City

Manager in Davis. In 2006 he joined the staff of

Bob Murray & Associates. After leaving Bob

Murray & Associates in 2008, Jim was

appointed City Manager in Maplewood,

Minnesota in 2009 and served there until 2013.

Jim served on the Cal-ICMA Board in 2005-

2006. He is a past President of the Minnesota

City/County Management Association in 1995-

1996. Jim received a 30-year ICMA Service

Award in 2009.

Michael F. Brown started his career as an

Administrative Intern in Austin, Texas in 1968. In

1969 he was appointed Assistant Director of

Middle Cities in Austin. He served in the United

States Army Reserve in 1970. He became a

Budge Analyst in Hartford, Connecticut in 1970

and then he was appointed Budget Director in

1972; and Assistant to the City Manager in 1973.

Mike left Hartford in 1976 to become the

Community Development Director in

Glastonbury, Connecticut. He returned to

Hartford as the Assistant City Manager in 1978

and was elevated to Deputy City Manager in

1986. Mike worked for the State of Connecticut

in 1989, and moved to California in 1990 to

become the City Manager in Berkeley. He left

Berkeley in 1993 to take the Tucson City

Manager position. In 1996 He was appointed

County Executive Officer in Santa Barbara

County, where he served until 2010. That year

"Mr. Brown" was the recipient of a 40-year ICMA

Service Award.

was selected to be the Greenfield City

Manager. Randy moved to the Banning City

Manager position in 2003. In 2008 he joined the

Calimesa staff as the Interim City Manager and

the city dropped the "interim" in 2009. Randy

earned a BS from the University of San

Francisco. In 2011 he received a 35-year ICMA

Service Award.

years starting in 1974. He served on

the personal staff of the Army

Chief of Staff, He earned a BS from

the University of Southern California

(USC), and he holds a Master of

Military Arts and Science from the School of

Advanced Military Studies. He was the

Commander of the 6th Ranger Training

Battalion. Tony left the Army in 2001 and

worked as an Assistant General Manager in Los

Angeles for a couple of years. In 2003 Tony was

appointed City Manager in Calabasas and he

continues to serve in that position. Tony is a

past Chair of the City Managers and

Administrators Committee of the California

Contract Cities Association. In 2011 Tony

received a 10-year ICMA Service Award.

San Mateo County. John retired from the

county service in 2008, but took the Acting

County Manager position in San Mateo County

in 2011. He was then appointed County

Program Excellence Award for Outstanding

City Manager, OMB, Virginia from 1974 to 1979,

Picking Up the Pieces: Santa Rosa

City Manager Sean McGlynn, 48,

broke his leg while on a weekend

hike in the Spring Lake Regional Park.

Headed down hill near the South Saddle Dam he

rolled his ankle dislocating it and fracturing his tibia

and fibula. Surgery was scheduled to install screws

and plates, and then about an 8-week healing

process. Assistant City Manager Chuck Regalia will

be backing up his boss. Sean joined the Santa Rosa

staff last September. Redwood City Community

Development Director Aaron Aknin has been

appointed Assistant City Manager by City Manager

Bob Bell. He will retain his community development

responsibilities. Aaron previously served as the

Assistant Director of Planning and Community

Environment for Palo Alto, and prior to that he was

Community Development Director in San Bruno. He

also served as an Assistant Planner in San Carlos.

Aaron earned a BA from San Francisco State

University and an MPP from California State

University, Northridge. Former Alameda City

Manager Debra Kurita has retired from city

management. Since leaving Alameda in 2009, she

has served as Assistant City Manager in San

Bernardino, and as Interim Community Services

Director in Bell, and Interim Deputy City Manager in

Santa Ana. Alameda Assistant City Manager Liz

Warmerdam has been selected to serve as the

Interim City Manager when City Manager John

Russo leaves for Riverside on May 1. Liz served in the

U.S. Army between 1987 and 1992, and reached the

rank of Captain. She began her city government

experience in Alameda in 1997. Liz then held

positions in Pinole, and Hercules before returning to

Alameda as Assistant City Manager in 2013. Paso

Robles City Manager Jim App, 63, announced that

he will retire December 30 after 18-years as City

Manager. Jim has worked as a member of the Paso

Robles city staff for 25-years. Retired Paramount

Community Services Director Vince Torres had a

birthday on March 21. Vince is well-connect to the

Southern California area. He is from Compton and

went to high school at Neff High School in La

Mirada. He currently lives in Westminster with his wife

Nancy Welliver. Vince loves to play golf. In fact he

was recently spotted at the Laughlin Ranch Golf

Club in Bullhead City, Nevada. San Rafael Assistant

City Manager Jim Schutz, 46, has been selected to

serve as the San Rafael City Manager. City

Manager Nancy Mackle will retired effective July

31. Jim earned a BA from the University of California,

Santa Barbara, and a Master's in city and regional

planning from California Polytechnic University, San

Luis Obispo. Jim is the 2013 John H. Nail Memorial

Award winner. He has served as the San Rafael

Assistant City Manager for 8-years. Eastvale has

selected Michele Nissen to serve as Interim City

Manager. The city has been recruiting for a City

Manager since City Manager Carol Jacobs resigned

in August, 2014. Robert Van Nort has served as

Interim City Manager, but PERS retirement rules

prevent him from continuing in that capacity.

Michele has served as the Eastvale Assistant City

Manager since December, 2014. Prior to that she

was the city's Public Information Officer (2011-2014).

She served on the Eastvale Planning Commission

from November, 2010 to April, 2012. She earned an

MPA from California Baptist University.

Manager Keith Breskin has resigned

effective March 12 as the City

Manager of Canyon Lake. Ariel Hall

is now the Acting City Manager, Acting City

Treasurer and City Clerk. Prior to Keith's appointment

Canyon Lake had tow Interim City Managers: retired

veteran City Manager Richard Rowe and retired

former professional City Clerk Deborah Harrington.

The last City Manager to serve longer than a few

months was City Manager Lori Moss (2007-2012).

Palmdale City Manager Dave Childs, a past

President of ICMA, was selected by the Davenport

Institute and the Pepperdine School of Public Policy

School to serve as the 2015 City Manager in

Residence in early March. Dave appeared on

Pepperdine's Malibu campus to offer students some

insight in to the challenges and rewards of a career

in local government. CPRS member Randy Davis

has attended 40-consecutive CPRS Annual

Conferences. Randy retired in 2011 after serving the

City of Dixon as the Recreation & Community

Services Director. Randy is currently serving as the

Vice Chair of the Dixon Parks & Recreation

Commission. The first CPRS Conference Randy

attended was in Sacramento in 1976.

Lydia Munoz-Clark was among the

finishers in the March 15, 2015 Asics Los

Angeles Marathon, the 30th Edition. Lydia

is a member of the City Manager's staff in

the City of Bellflower. An unusually hot

day reportedly saw at least 54 participants taken to

the hospital. In addition 81 people were treated for

various ailments on the course, according to James

Queally of the Los Angeles Times. There were an

estimated 26,000 runners. City Manager Dr. Robert

Bell Ed.D. of Redwood City has announced that he

will retire at the end of June, 2015. He has served as

the City Manager in Redwood City since March,

2011. He joined the Redwood City staff in 2005 at

the Human Resources Director. Prior to that he

worked as the Human Resources Director in

Burlingame between 2001 and 2005. Bob earned a

MPA from California State University, Northridge and

an Ed. D. in organizational leadership from the

University of San Francisco. Atwater City Manager

and Chief of Police Frank Pietro has had his titled

amended to "Interim City Manager." He says it is his

understanding that the change came from the City

Council. Though the action includes no adjustments

in salary or benefits, it appears there is a question as

to its' authorization.

in the City of Nevada City beginning in June, 2014.

Mark served as President of the Municipal

Sunnyvale, Napa and Sacramento. Mark earned a

E. Watson served as the Millbrae City

Administrator from August, 1967 to

August, 1973. Richard was born in October, 1931.

He earned a BA from the University of California, Los

Angeles (UCLA). Effective March 19, 2015 Mallory

Sutterfield began serving as the Interim City

Manager in the City of Blythe. She joined the city

staff in 2005. Mallory serves as a Deputy

Administrative Service Director, and she is the

elected Blythe City Clerk, elected to her second

term in November, 2014. Dwane Milnes served in the

United State Air Force between 1969 and 1972. Prior

to joining the military, Dwane served as an

Administrative Intern in Burbank starting in 1968. He

returned to Burbank following his military service as

an Administrative Analyst II in 1973. He then move

to Santa Cruz as the Assistant City Manager before

serving as City Administrator in Yuba City and City

Manager in Merced and then Stockton between

1991 and 2001. Civil Engineer Ken Steele of AECOM

previously worked with Kimley-Horn and Associates

and Willdan. Ken earned a BS in civil engineering

from California Polytechnic State University, San Luis

Obispo. Ken lives in the City of Orange. He is a

graduate of Huntington Beach High School. He can

Central California between 1997 and 1999. John

was appointed to the Clovis Assistant City Manager

position in June, 2009.

Christopher Robin Rope

June 26, 1940 - February 8, 2015

Retired City Manager Christopher Robin Rope (June

26, 1940 - February 8, 2015). Retired veteran City

Manager Chris Rope has passed away. Chris was

elected Senior Class President at Long Beach Wilson

High School before he went on the California State

University, Long Beach. He was a proud veteran of

the United States Navy. He began his public

management career in 1963 as an assistant in Dairy

Valley. In September, 1964 he was appointed

Assistant City Manager in Paramount, and he

worked in that position until he was selected to

serve as City Manager in Palmdale starting in

January, 1968. Chris served Palmdale for the next

dozen years. He was appointed to the Lomita City

Manager position in 1981 and served there for a little

more than a year, before he joined the City of

Industry staff as the Assistant City Manager. He was

appointed to the Industry City Manager post in

March, 1985. Chris earned a BA from California

State University, Long Beach. He is survived by his

wife of 42-years, Hilda M. Rope, 6 children and 10

grandchildren. Chris loved traveling to their home in

Mexico and deep sea fishing there.
