Nola Goeden and her husband Joseph M. Goeden
of West Sacramento; two of the nicest people you
will ever meet. Joe worked in Montebello starting in
June, 1972 and was appointed City Administrator in
April, 1980. Joe served as the West Sacramento City
Manager from 1989 until his retirement in 2002. Joe
served as an ICMA Range Rider for a time after his
retirement. In 2011 Joe was presented the West
Sacramentan Life time Achievement Award at the
65th Annual West Sacramento Chamber of
Commerce Inststallation and Awards Dinner. Joe
earned a BA from California State Polytechnic
University, Pomona.

This is the eighth in a series of newsletter issues
listing some of California’s women professionals
who work in city government. This quest was
started with the rhetorical question: “Where are
the women in city management?” Our look at
the subject has discovered an impressive list of
professional women in California local
government public management.
There are nineteen California cities with names
that begin with the letter “H”…from the City of
Half Moon Bay to the City of Huron. We have
crafted a Part VIII list of “women in city
management” using these cities to build a list for
this Special October, 2018 issue. Of course, we
cannot include all of the deserving women; nor
can we find information on many, but we have
provided acknowledgement to a good
representative list. The largest city in the “H”
group by population is Huntington Beach with
189,992 people.

a coastal city in San Mateo

11,324. Magda Gonzalez
stepped down as City
Manager in November, 2017.
Magda was appointed City
Manager in August, 2014 and served through
January, 2018. Magda worked as the Parks,
Recreation and Community Services Manager
in Redwood City from 1993 to 2000. She became
the Assistant to the City Manager (2000-2007),
and Deputy City Manager (2007-2011). Magda
left Redwood City in 2011 to become the
Assistant City Manager in San Bruno and in 2012
she was appointed City Manager in East Palo
Alto. She then joined the Half Moon Bay staff as
City Manager in 2014. In 2013 she received a 20-
year ICMA Service Award. In 2018 she served as
President of Cal-ICMA. She earned a J.D. from
Santa Clara University.
City of Walnut City Manager Rob Wishner and Shelly
Piccardi Wishner on a well-earned vacation this past
summer. Rob was appointed Walnut City Manager
in 2006. He previously served as the City Manager in
San Marino. Rob is an alumnus of California State
University, Fullerton.

Kelly McAdoo Morariu, Hayward City Manager
Hayward incorporated in 1876 in Alameda
County. The 2016 estimate places the
population at 158,937. Hayward had a history in
the canning industry. Hayward City Manager
Kelly McAdoo began her public management
career as a Management Intern in the City of
Fremont in 1999. Kelly was promoted to Assistant
Business Manager in 2000 and as a Fremont
Senior Management Analyst from 2000 to 2006.
She was hired to serve as the Assistant to the City
Manager in Palo Alto in 2006, and was the
Interim Deputy City Manager 2008-2009. She
then worked as the Interim Arts & Sciences

Manager. She began her public

Watsonville. In 2003 Maria was hired as the
Deputy Director of Parks in the City of San Jose.

then later in 2007 she became the Interim City
Manager in Tracy. She was appointed Assistant

Marie Knight, is the Director of
Community Services in the City
of Huntington Beach. She
previously served as the Alliance
Director for the Boys & Girls Clubs
in Orange County between
April, 1999 to October, 2002. She then worked
as the Recreation Services Director in the City of
Newport Beach until September, 2006 when she
was hired by the City of Orange to be their
Community Services Director. Marie worked in
Orange for a little more than a dozen years. She
was appointed to be the Director of Parks,
Recreation and Marine for the City of Long
Beach in 2016. In January, 2018 Marie joined the
Huntington Beach city staff. Marie earned as BA
from the University of Wisconsin in Madison.

Huntington Park was incorporated in 1906. It has
a current population of about 58,114. The city
was named for influential industrialist Henry E.
Huntington. The City Manager is Ricardo Reyes.

Picking Up the Pieces: Trinidad
City Manager Dan Berman
has submitted his resignation.
Dan will leave his position in
mid-December, 2018. Dan has
served as the Trinidad City
Manager since September,
2014. Peter Pirnejad, must
recently an Assistant City
Manager in Napa, is joining
Oracle to work on public-
private software. Peter is a
former Director of
Development Services in Palo Alto. Oracle is
interested in development apps for a range of
permitting, inspection and economic development
functions. Former Alameda City Manager Jill
Keimach did not break any laws when she secretly
recorded two Council Members during a meeting
regarding the hiring of a new Fire Chief, said the
Alameda County District Attorney’s Office. In
California it is illegal to record another person without
their consent, but State Law allows recording
confidential communications if there is reason to
believe it would relate to criminal conduct. Jill
contends that the Council Members were pushing a
union-backed candidate for the empty Alameda
Fire Chief position. Emerald Isle, North Carolina City
Manager Frank Rush has resigned his position so that
he can accept the appointment to be the City
Manager in South Lake Tahoe. Frank has served as
the Emerald Isle City Manager for nearly 18-years. He
began his career in 1994 as a Budget &
Management Analyst in Durham, North Carolina. In
1995-1996 he worked as the Town Manager in Surf
City, North Carolina. Frank earned a BA from State
University of New York, and an MPA from North
Carolina State University. In 2014 he received a 20-
year ICMA Service Award. Brian James is the
Hawthorne Director of Planning and Community
Development. He has been with the city since 2016.
Brian earned a BS in city and regional planning from
California State Polytechnic University, San Luis
Obispo. His 26-years of planning experience in both
the public and private sectors include a stint as
Planning Director in the City of Industry. Pacifica
Planning Director Tina Wehrmeister earned a BA in
geography with a concentration in urban planning
and resource management from San Francisco State
University. Tina previously worked as the Community
Development Director in the City of Antioch (2001-
2015). She joined the Pacifica staff in February, 2015.
Redlands City Manager N. Enrique Martinez filed a
state discrimination complaint against the City of
Redlands. He is currently on administrative leave.
Assistant City Manager Janice McConnell has been
appointed Interim City Manager. Retired Calimesa
City Manager (2008-2015) Randy L. Anstine served in
the US Air Force (1969-1975), and got his start in City
government in 1975 as a Recreation Supervisor in the
City of Colton. Randy worked as the City Manager
in Greenfield (1998-2003) and Banning (2003-2008)
prior to his service in Calimesa. Randy earned a BA
from the University of San Francisco.
