Retired Norwalk City Manager Mike Egan and
Football Coach Clay Helton of the University of
Southern California (USC). Mike previously served as
the City Manager in the City of Bellflower. Clay
played quarterback at Auburn University and the
University of Houston. He has held coaching position
since 1995. He became the Head Coach at USC in
2016 and has an overall record of 27-10.

Not too long ago there were some articles
published that basically claimed that women
are discriminated against in city manager
recruitments. The question was asked, “Where
are all the women city managers?”
While many have thought that tremendous
strides have been made regarding gender bias
with regards to naming local government
executives, some say that women are
categorically discriminated against. Just for drill
we took the list of California cities and starting
alphabetically with “A” listed woman city
management executives. The list did not go
beyond “A” before we exhausted our space as
we found an impressive number of women
executives serving in cities of various sizes.

In April, 2012 the City Manager Newsletter by
Trackdown presented a list of women City
Managers. Many of those listed then have
retired, but more and more women are proving
to be excellent City Managers. We will need to
revisit this topic more than once to provide a
complete listing. In this issue you will find some
of those we found in California cities with names
that begin with the letter “A”.
Many of those who work in local government
executive positions do not maintain much of an
electronic footprint. We can only collect
information that is available. Some who are
ICMA members do not post a complete career
profile. We apologize for not having
comprehensive career profiles on some folks,
but we can only use what we can find.

Retired City Manager Sam Racadio and his

Elizabeth “Liz” D. Warmerdam is the Acting City
Manager in the City of Alameda. Liz began her
career as an officer in the United States Army,
serving two tours of duty in Germany and Korea.
In 1997 she took a Management Analyst position
in Alameda. In 2000 she became the Assistant
to the City Manager in Pinole, and in 2003 she
became the Assistant City Manager in Hercules.
She proceeded to work her way upwards in the
Hercules city staff. She worked as Interim
Director of Finance and as the Interim City
Manager. Liz left Hercules in 2012 as the Deputy
City Manager to become the Assistant City
Manager in the City of Alameda. She, of course,
is the Acting City Manager at this point. Liz
earned a BA from the University of Rochester
and an MPA and a Masters in city and regional
planning from the University of North Carolina,
Chapel Hill. In 2017 she received a 20-year ICMA
service Award.
Jennifer Ott is the Acting Assistant City Manager
in the City of Alameda. She further serves as the
Director of Base Reuse and Transportation
Planning. She is working to reuse and redevelop
the 880 acre former Naval Air Station in
Alameda. Jennifer earned an MPP from the
University of California, Berkeley.
Sarah Henry serves as the City of Alameda
Public Information Officer. Sarah manages the
day-to-day communications activities of the
City, including publications, press releases,
public inquires, presentations, special events,
the City’s website, and social media
channels. Sarah earned a BA from San
Francisco State University. She previously worked
for 11-years as a Program Director for a nonprofit

When City Manager Penelope Leach Crumpley
decided to retire in 2017, Assistant City Manager
Nicole Almaguer stepped into the City Manager
position first in an “Interim” capacity. Nicole is a
former Albany City Clerk. Penelope had worked
for the city for 10-years, four as City Manager.
She took the post when City Manager Beth
Pollard retired. Beth served as City Manager
from 2001 to 2013. Since retiring she has
become the Interim City Manager in Belvedere.
Isabelle Leduc began her public service career
as a Senior Services Supervisor in November,
2000 with the City of San Leandro. In March,
2007 she joined the City of Albany city staff as
the Community and Human Services Manager.
In July, 2017 Isabelle became the Senior and
Human Services Director. She was appointed
Interim Assistant City Manager in November,
2017 and the “Interim” was removed in
February, 2018. Isabelle earned an MPA from

Jessica Binnquist is the City Manager in the City
of Alhambra. Jessica became City Manager
after the first female City Manager for the City of
Alhambra Mary K. Swink retired in May, 2016
and following City Manager Mark Yokoyama’s
retirement in November, 2017. Jessica previously
worked as an Alhambra Deputy City Manager.
She had worked with the city for 8-years prior to
being appointed City Manager. Jessica worked
in San Marino for 13-years and joined the
Alhambra city staff in 2009 as Assistant to the
City Manager. In December, 2016 she was set to
become the Villa Park City Manager, but the
City Council pressed an employment
agreement amendment that was unacceptable
and Jessica passed on the appointment. Jessica

Atascadero City Manager Rachelle Rickard is a
native Californian and a 30-year resident of
Atascadero. She began her professional career
working for a “Big 8” accounting firm. Rachelle
then worked with Moss, Levy & Hartzheim in their
Santa Maria office which specialized in audits of
governmental entities and non-profit
agencies. In February 1997 Rachelle took a job
as an Accountant with the City of Atascadero.
She was soon promoted to Director of
Administrative Services. At the time of her
appointment she was the first female
Department Head ever appointed within the
City. She served as Director of Finance from 1997
to 2013. Rachelle was appointed Atascadero
City Manager in June, 2013 replacing longtime
City Manager Wade McKinney, who left to be
the City Manager in Indian Wells. Rachelle

Picking Up the Pieces: Jovan Grogan
is the new San Bruno City Manager
replacing the retiring City Manager
Connie Jackson. Jovan is currently
a Deputy City Manager in the City of
Berkeley. Previous to joining the
Berkeley staff in 2016, Jovan worked
in Concord as Deputy City Manager
(2015-2016) and Budget Officer
(2013-2015). He began his career as a Special
Assistant in the County of Tompkins, New York. Lincoln
City Manager Matthew J. Brower announced his
resignation on June 12, 2018. Matt has accepted the
position of City Manager with Heber City, Utah. He
previously served as the City Manager in Ocala,
Florida (2011-2014) and Santa Clara, Utah (2000-
2008). His last day with Lincoln is July 6, 2018. In 2017
Matt received a 20-year ICMA Service Award.
Greenfield City Manager Jaime M. Fontes has been
dismissed on a 3-2 vote on June 15. He employment
agreement was terminated “without cause.” Jaime
served as the Greenfield City Manager for just more
than a year. He previously served as City Manager in
Nogales, Arizona (2004-2007) and (2008-2011) and
the City of Santa Paula (2011-2017). He earned a JD
from Western State University College of Law.
Montebello City Manager Francesca Tucker
Schuyler, who has been on paid leave since
November with no reasons given. A Los Angeles
Superior Court Judge recently dismissed a counter
suit filed in the matter of accusations of a fake
bidding scheme. New Riverside City Manager Al
Zelinka released Assistant City Managers Alex
Nguyen and Marianna Marysheva, and promoted a
new team that he says produces a budget savings of
$150,000 annually. The new Deputy City Managers
will be Carlie Myers, Principal Management Analyst
in the City Manager’s Office, and Moises Lopez, the
city’s Intergovernmental Relations Officer. Alex
Nguyen is the new City Manager in the City of
Oxnard starting July 9. Alex previously worked for the
Cities of Oakland, Alameda and Riverside. Adelanto
has retained Brad Letner as their new Acting City
Manager. Brad is a former Hesperia Chamber of
Commerce CEO. He replaces Interim City Manager
G. Michael Milhiser, while City Manager Gabriel Elliott
remains on paid administrative leave. Thirty-four year
old Matt Huffaker is the new Watsonville City
Manager. Matt previously worked as the Watsonville
Assistant City Manager. Matt was born in Oakley. He
earned a BA from Point Loma Nazarene University
and an MPA from California State University, East Bay.
Matt worked about 10-years in Walnut Creek and left
there as Deputy City Manager to come to
Watsonville.
Paul E. Zeltner (October 11, 1925 -May 26, 2018)
Retired Los Angeles County Sheriff’s Department
(LASD) veteran Paul E. Zeltner passed away at his
Rancho Bernardo home at the age of 92 on
Saturday, May 26, 2018. Paul was born in Philadelphia
and joined the U. S. Navy in 1942. He was married to
Patricia Higgins Zeltner for 61-years. He retired from
the LASD in 1974 after 26-years of service. After
retirement Paul served on the Lakewood City Council
for 9-years including serving as Mayor for 2-terms.
Paul was elected to the California State Assembly for
the 54th District in 1986. He served one term. Paul was
appointed by Governor George Deukmejian as
Special Assistant Law Enforcement & Public Safety
Liaison for the office of the Governor. He was a
Lecturer and Panelist for social, civic and professional
organizations. He graduated from California State
University, Long Beach with a Bachelor’s degree in
Vocational Education.
Antioch City Manager Ron Bernal was hired to his
current post in May, 2017. Ron replaced City
Manager Steve Duran, who had been hired as city
manager in 2013. Ron has an employment
agreement that calls for annual performance
evaluations and a compensation adjustment if he is
found fit. It appears now that his agreement extends
to May, 2019. Longtime Lakewood City Manager’s
Office Executive Assistant Alma Varela has retired
after 28-years. Her last day was Friday, June 8, 2018.

More Pieces Picked Up: Richard
"Dick" DeLong, Mountain View's City
Manager from 1973 to 1976, died
April 11, 2010 in his home near San
Luis Obispo after a long struggle with non-Hodgkin's
lymphoma. He was 79. Before his Mountain View
service, Dick was the City Manager of Milpitas for 11-
years, and he retired in 1990 after working as the San
Mateo City Manager for 14-years. Dick was President
of the City Managers Department of the League of
California Cities in 1986-1987. Retired Mountain View
City Manager Kevin Duggan was inspired by Dick,
who he first met when Kevin was a student at San
Jose State University. Kevin is currently the West Coast
Regional Director for ICMA. Beverly Hills is selling a city
owned home that previously housed City Managers
Rod Wood and Jeff Kolin. The house has sold for
$2,700,000. The proceeds will be used to fun green
space or parks improvements. Scott Chadwick is the
new City Manager in the City of Carlsbad replacing
City Manager Kevin Crawford, a former Carlsbad Fire
Chief. Carlsbad has had three different City
Managers in three-years before Kevin took the post.
He served with the Carlsbad Fire Department for 28-
years, retiring as Chief in 2014. Scott previous to
coming to Carlsbad served as the San Diego Chief
Operating Officer from 2013 to 2018. Malibu has
provided an employment agreement extension to
City Manager Reva Feldman until May 2022. Reva
served as the Assistant City Manager in Malibu
between 2012 and 2016. She joined the Malibu city
staff in 2005 and worked as the Administrative
Services Director. She is a member of the California
City Management Foundation (CCMF) Board of
Trustees. Reva earned a BA from the University of
California, Los Angeles (UCLA). She is a native of San
Francisco. Oakdale City Manager Bryan Whitemyer
became city manager on February 4, 2013. Bryan
served as the City Manager in Hughson, and as
Assistant City Manager of Patterson. He began his
public service career in Ceres in Code Enforcement
and as an Assistant Planner (2001-2003), and in
Modesto as a Management Analyst (2003-2007).
Bryan earned BA from Brigham Young University, and
an MPA from California State University, Stanislaus.

City Manager Patricia E. Martel of Daly City is the 2017
recipient of the City Manager Award. Pat is a past
President of ICMA and is a member of the CCMF
Board of Trustees. The 2017 Corporate Sponsor
Award went to Mark Risco, President and CEO of
Willdan Financial Services. Mark is a longtime
supporter of the Council-Manager form of local
government and of the city manager community.

Beach City Manager James R. Lewis and City
Manager Patricia E. Martel of Daly City in San Mateo
County serve on the governing board for the Pivot
Charter School – North Valley. *Between September,
1963 and June, 1995, Earl D. Wilson, Jr. served in city
governments in Auburn as an assistant; and as City
Manager in Escalon (1968-1985); Gustine (1986-1991);
and Rio Dell (1991-1995). *Azusa City Manager Sergio
Gonzalez resigned from his Hermosa Beach City
Manager position March 22 after less than a year on
the job and he was appointed to the Azusa position
starting in April, 2018. *The City of Arvin is recruiting for
a new City Manager. *Eastvale City Manager
Michele Martella Nissen is the new Assistant City
Manager in the City of Corona. *Douglas G. Weiford
worked as the Riverside City Manager for 10-years
