What types of disruptions are to be expected?– Construction Noise (to be expected)– One lane (slowed) traffic; never fully blocked– Exposed bypass piping and services; lines to be

– Limited water outages; businesses not to be impacted during business hours

What portion of the water services are the responsibility of the property owners?– Town is responsible for service lines from street to
property line near curb/sidewalk– Property owners are responsible for the
remainder to the building

Will the new water main installation uncover problems on the property owners’ portion of water services?– Unfortunately yes– Many lead or galvanized water services– Age and limited life expectancy

Will any properties not located on Main Street be impacted by this project?– Yes, all side streets within limits of construction– Depends on location of isolation valves

What other projects will be affecting Main Street in the near future?– Prospect Storm Sewer
• December 2012 – March 2013: Town and MDSHA are jointly installing a new storm sewer system from Center St, down Main St to Prospect Rd and into Prospect Park
– SHA MD808 (Main Street) Sidewalk Improvements• Summer 2013: MDSHA will be replacing many downtown
sidewalks and handicap ramps and resurfacing the road
– Flat-Iron Building Improvements• Feasibility study and conceptual phase is underway

Phasing of Project– Phase 1 (Prospect Rd)• About 80% complete• Paving and sidewalk improvements coming soon
– Phase 2 (Main Street)• Will start at Prospect Rd. and move toward Center

Background• MD State Highway Administration has funding to
make Americans with Disabilities Act (ADA) improvements
• The majority of downtown sidewalks between Hood St. and Prospect Rd. will be improved
• All property owners within the project scope concurred by signing agreements
• Detailed drawings of the project scope may be viewed at Town Hall

Schedule • Construction set to begin July 2013• Scheduled construction will take 60 working days or an
estimated three (3) calendar months• Project hours: Mon – Fri from 9:00AM – 9:00PM• No interruptions to Celebrate Summer, Fireman’s
Parade or other Downtown Event– Special project hours: 9AM – 3PM on event days
• Note: No work for the construction of the retaining wall will commence before July 29, 2013

ConcernsQ: Will parking be returned to normal at the end of the work day?A: No there will be single overnight periods that on street parking will not available at various portions of the proposed construction due to concrete curb & gutter and sidewalk placement. Q: Are you going to minimize the number of parking spots that are closed at any one time during construction?A: We have notes on the plans stating that the contractor is only allowed to work on one side of the street at a time; we do not further restrict his limit of work.

Q: With the exception of the retaining wall area, will the sidewalks be replaced within 24 hours of their removal? A: Yes they will, there is a note regarding this time limit on the plans.Q: Where the retaining wall is installed, how may these businesses continue to be accessed?A: We have a note that covers providing temporary access to any structure within the limits of work, although it will be impossible to provide full access to the every entrance 100% of the time. The contract documents specify that the contractor provide an accessible pedestrian route to the “maximum extent feasible”. The Contractor, Town, business and property owners will work together to coordinate best times.

Background• May 2012 – A structural assessment identified several
major building maintenance needs• Fall 2012 – An internal needs assessment listed other
site and building needs• Feb 2013 – Town Council approved a feasibility study
and conceptual design phase– Town and Town’s consultant look towards any other input
from the community– A minimum of three (3) options will be created and presented
to the Town

ad & flier campaign (Paper and Billboard Ad)– Fliers will be updated by June 2013– Press release informing and encouraging business– Advertisement in local paper(s)
