Introduction

Introduction

The Haas Center has been commissioned by the Town of Century, Florida to develop an economic

development strategic plan as part of the Comprehensive Planning Technical Assistance Grant Pro-

gram administer by the Florida Department of Economic Opportunity, Division of Community

Development. Utilizing funds from this program, the Town of Century, in conjunction with the

Haas Center, will develop a Economic Development Strategic Plan for the purpose of outlining

existing local and regional market conditions, as well as assessing the area’s challenges and opportu-

nities associated with the town’s economic development. By doing so in a collaborative manner

with local and regional stakeholders (citizens, policymakers and businesses), the Center will assist

the Town of Century with developing a long term plan to take advantage of the area’s innate eco-

nomic advantages, while leveraging regional resources in an efficient and effective manner as to

better position the Town and its citizens to compete for jobs and investment in the 21st century

economy.

In accordance with the requirements set forth by the Planning Technical Assistance Grant, the stra-

tegic plan includes a series of five tasks which outline the project’s goals:

Task I: The Compilation of Demographic, Socioeconomic and Economic Data for the Potential

Local and Target Market Areas

Task II: The Identification and Analysis of the Local and Regional Market Area

Task III: The Collection of Input from Local and Regional Stakeholders

Task IV: The Analysis of Challenges and Opportunities in the Local and Regional Market

Task V: Prepare the Final Economic Development Strategic Plan

In fulfillment of Task I, this report addresses the demographic, socio-economic and economic pro-

file of the Town of Century relative to the surrounding local and regional market areas. These areas

include: Escambia County (FL), Santa Rosa County (FL), Escambia County (AL), Baldwin County

(AL), Mobile County, AL, Florida and Alabama. Each region will include demographic growth

trends, employment figures and trends, comparative growth statistics for all NAICS (North Ameri-

can Industry Classification System) industry clusters and comparative statistics for all SOC

(Standard Occupation Classification) System Codes for the region’s 25 most numerous occupa-

tions, along with predicted growth forecasts for each occupation.

Haas Center researchers have chosen the regions under examination for purposes of better under-

standing the surrounding market areas to which Century can potentially increase its exchange of

goods and services. Economies consist of complex, interconnected trading networks that rely on a

number of factors, such as local production/consumption patterns, an educated/trained work-

force, and reliable infrastructure. Accordingly, regional economies must develop these factors in

order to grow and remain competitive. As such, it is crucial to understand how the Town of Cen-

tury can leverage its current inventory of economic factors, as well as develop those factors in

which it may be deficient. By understanding the demographics and economic statistics of the sur-

rounding market areas, stakeholders of this process will better understand how local and regional

growth and consumption patterns drive the demand for locally produced goods and services. Ad-

ditionally, local and regional infrastructure, such as highways, rails and ports, enable local industries

to efficiently transport their goods throughout the region in order to meet local demand. It is cru-

cial for stakeholders to understand how to utilize the Town of Century’s assets (both physical and

intellectual) in such a manner that allows the town to develop consistent with the surrounding re-

gions.

This report provides the Town of Century with an atlas of existing regional socio-economic condi-

tions, and is divided into three sections: 1) Regional Demographic Profile, 2) Regional Industry

Profile and 3) Regional Occupational Profile. The fist section presents data for existing demo-

graphic conditions, such as racial composition, educational attainment, income distribution and

poverty rates, for each of the regions under consideration (including the Town of Century and ZIP

Code 32535). The second reports current regional conditions for employment by industry and

their corresponding earnings. The final section presents data on regional occupations including

employment, location quotients, annual job openings, average hourly earnings and requisite educa-

tion levels. All three sections provide a 5-year projection for each corresponding indicator.

Please note that this report simply presents these data points rather than providing analysis for

each. As such, each table will be accompanied with a set of bullet points highlighting the notable

statistics from that series. These data will allow Haas Center researchers to better understand the

current and projected demographic and economic trends facing the Town of Century and its sur-

rounding regions. These data will then be analyzed, and will lay the groundwork for the project’s

subsequent tasks.

Overview. Section 1 presents demographic statistics for the Town of Century and its 8 surround-

ing regions. In the tables that follow, we provide data for population estimates, age and income

distribution, poverty rates, racial composition and educational attainment. Moreover, this section

presents demographic data for Century’s immediate area by drive time. This will provide stake-

holders with a better demographic understanding of the areas emanating outward from the town

in increments of 15, 30, 45 and 60 minutes. These data allows researchers to understand what type

of consumers live and operate within the region. This knowledge will assist stakeholders in deter-

mining a number key decisions during the planning process, such as, what types of businesses

should be recruited to the area, how best to direct regional resources and what type of local educa-

tion/training programs need to be implemented in order to develop a more competitive labor

force.

As of 2013, Century’s population was 1,502 with a gender distribution of 55% women to 45% men.

While Century’s gender distribution is similar to Escambia County’s, the ZIP Code in which it is located skews heavily toward the male population with 61% male to 39% female.

Century’s population is projected to decline by 16% over the next 5 years while maintaining roughly the same gender distribution.

While Century, 32535 and Escambia County, AL are projected to decline in population, the remain-ing regions are projected to see population increases.

Table 2 presents data reflecting the age distribution and median age estimates for the regions under exami-nation. Moreover, it provides 5-year projections for each data point.

Century’s youngest citizens, ages 0-19, make up roughly 29% of its population, while its elder popula-tion ( 64+) constitute nearly 19%.

Century’s working age population, ages 20 - 64, constitute over half its population (53%), while many of the surrounding regions’ maintain a working popu-lation between 58-66%.

By 2018, Century’s population will see a decrease in its working age population from 53% to 51%. While the region follows the same trend, Century’s demographic change occurs more rapidly.

Slight variations exist between regions in regard to median age (37-42). The five-year projection remains unchanged for most regions with the exception for Century (40 to 39) and Florida (41 to 42).

Demographics

Table 3 provides data regarding racial and ethnic composition for each region under consideration. Five year projections are provided for each data point.

Relative to its surrounding regions, Century maintains a distinct racial/ethnic composition of 49% black, 46% white with very little other diversity.

The distribution of these two racial groups vary significantly across regions, with the black segment con-stituting as little as 6.4% in Santa Rosa County and as much as 49% in Century.

The racial compositions across all regions are projected to change only marginally over the next five years.

Approximately 27% of Century’s population age 25+ have less than a high school educa-tion.

Over 31% of Century’s population age 25+ has at least some college education.

While the 32535 and Escambia County, AL regions have similar levels of at least a some college education, the remaining regions all have over 50% of their populations with at least some college education.

Only 13% of Century’s population age 25+ have at least an Associates degree (7% AA, 5% BA, 1% Graduate).

With the exception of ZIP Code 32535 and Escambia County, AL, the remaining regions have rates over 28% with at least an Associ-ates Degree.

The rates of those with at least an Associates degree are projected to increase across all regions over the next five years.

More than 52% of households in the Town of Century have an income of less than $25,000, which is significantly higher than the sur-rounding areas.

Nearly 80% of Century’s households have incomes of less than $50,000 while the sur-rounding areas rage from 46% in Santa Rosa County to 70% in Escambia County, AL.

The remaining 20% of Century’s households have an income of over $50,000, with only 4% earning more than $100,000.

Century’s poverty rate is 41%, which is 37% higher than the region with the next highest poverty rate, Baldwin County, AL.

Century’s 2013 median household income is nearly $24,000. Escambia County, AL, being the closest comparable region, has a 33% higher median household income at nearly $32,000. Santa Rosa County, with the high-est median household income of the regions considered, is over 125% higher at nearly $54,000.

Over the next 5 years, Century’s income dis-tribution is projected to skew slightly right-ward with an increase in the percentage of households earning more than $50,000 from 20% in 2013 to 25% in 2018.

The percentage of Century households earn-ing between $25,000 and $100,000 will in-crease from 44% in 2010 to 47% in 2018.

As is to be expected from the statistics above, the median household income in the Town of Century is projected to increase from $24,000 to $26,500 between 2013 and 2018.

The trend of increasing median household income is projected across all regions be-tween 2013 and 2018.

Tables 7 and 8 (on the following page) present the demographics of Century’s

surrounding areas by drive time. Both tables quantify each data point within

stages defined by drive times of 15, 30, 45 and 60 minutes outward from Centu-

ry’s town hall. The former table provides information about the workforce, em-

ployers, population and age. While the latter presents educational and house-

hold income data. Below are notable statistics for each table.

A population of 283,685 exists within a 60 minute drive of Century, captur-

ing the greater Pensacola area.

The number of business establishments increase from 2,925 within a 45

minutes drive-time to 12,671 within an hour.

As is to be expected, the number of employees increases the further out of

the city one drives. Nearly 25,000 employees are within 45 minutes from

Century’s town hall; however, an additional 15 minutes out expands that

figure to over 119,500.

While the population and employment figures increase as one drives out-

ward from the city (which is to be expected), the age demographics shift

only slightly. Age group 0-19 increases from 23% (15 min), 26% (30 min),

25% (45 min) and 26% (60 min). The 55 to 85+ demographic follows a

similar trend beginning with 27% (15min), 29% (30 min), 29% (45 min)

and 28% (60 min). However, the 20 to 55 demographic reverses this trend

by decreasing from 51% (15min), 46% (30min), 47% (45 min) and 47% (60

min).

As the market expands outward, the educational attainment of the popula-

tion increases significantly. Within a15 minute drive-time from Century

only 15% of the population have some form of college degree. Expanding

60 minutes outward, this figure increases to nearly 30%.

More people are likely to have lower incomes, (under $25,000), the closer

they are to the town of Century. Between the ranges of $25,000 to $75,000,

however, there is more variance as most of the difference lies within thirty

minutes or forty-five minutes from the town. The most proximate and far-

thest away areas seem to more similar to each other than the others.

Income levels over $75,000 steadily increases as the area enlarges around

Century.

Average and median household incomes, as well as per capita income, all

increase the farther one must drive to get to Century.

Figure 1 (on the following page) presents a visual representation of the areas

contained within the drive time markets described above. As the figure demon-

strates, the Town of Century’s main transportation artery is US Highway 29

running north from Pensacola, FL to Baltimore, MD. This four lane highway

provides 30 minute access to Interstate 65, which runs north from Mobile, AL

to Gary, IN, and 45 minute access to Interstate 10,which runs east-west con-

necting Jacksonville, FL with Santa Monica, CA. Additionally, the Town of

Century is within 60 minutes of the Port of Pensacola—a 50-acre facility offer-

ing a Foreign Trade Zone, an Enterprise Zone and stevedoring and marine ter-

minal services.

Industry Cluster Growth

Overview. Whereas the pervious section profiled the demographic characteristics of 8 regions relative to

the Town of Century, the section that follows profiles the prominent industries within each region. For

each, we provide three graphics presenting industrial statistics. The first two provide a broad overview of

the industrial sectors present. This broad overview is constructed by using 2-digit NAICS classifications,

and includes employment and median earnings figures for each industry for 2013, as well as projections 5

years out. The first graphic is a simple table listing the 11 industries represented in the region and their

corresponding employment and earnings levels. The second graphic presents 5-year projections of earn-

ings data for each industry as a bubble chart. This way of presenting data allows the observer to visually

comprehend the current size of the each industry relative to others in its region.

The bubble chart depicts net employment growth over the next 5 years and the average earnings per

worker (EPW) in the regions key industry sectors for 2013. EPW is an aggregate value of wages, industry

profits, benefits, etc., divided by the total number of workers in a sector. This value is shown along the

vertical axis, while percent growth is shown along the horizontal axis. Also, the size of the bubbles repre-

sents the number of employees in an industry sector for 2013. Some industry groupings are clear-cut:

agriculture, natural resources and mining is comprised of those exact industries. However, financial ser-

vices are made up not only finance and insurance, but also real estate and rental agencies. Professional

services include enterprise management, as well as waste management and technical services.

The third graphic provided for each region presents employment data for that region’s top 25 industries.

For these tables, we have used 6-digit NAICS codes which reflect sub-sectors of their corresponding 2-

digit classifications. In addition to 2013 employment, these tables present 5-year employment projec-

tions, state location quotients (concentration of the region’s industry relative to its corresponding state; a

value greater than 1 indicates the industry is more heavily concentrated in that region relative to its corre-

sponding state), median earnings, and number of business establishments. Please note, for the state-level

regions (Florida and Alabama) location quotients have been omitted as they are the region to which the

county-level regions have been compared. Furthermore, NAICS level data is available only for the coun-

ty-level, therefore, data has not been provided for the Town of Century and ZIP Code 32535.

cambia County, FL., while Chart 1 (on the following page) plots these data

along an X-Y axis. Take for example Education and Health Services, pictured in

blue to the right of the vertical axis (Chart 1), its vertical position indicates that

the industry’s EPW is above average for the county. The horizontal position

indicates that the industry is experiencing approximately 6% growth for the

next five years. The upper-right quadrant of the chart, where education and

health services is located, is the most ideal location for industries. It signifies

positive growth and higher earnings per worker for the future.

The bubble chart shows that much of the growth in Escambia County is

mostly stagnant, with many of the industries clustered around the vertical

axis.

Trade and leisure and hospitality are both growing slowly.

Construction, education and health services, and financial activities all have

more robust growth.

Trade, leisure and hospitality, and other services are all below the median

EPW.

Agriculture and information are projected to experience both negative

growth and below average median EPW.

Agriculture’s decline in growth will be less salient, as the reduction would

only reduce 165 agriculture jobs to 156 by 2018.

However, the decline in growth for information will mean the loss of more

than three hundred jobs.

Table 25 examines the growth pattern, earnings and

location quotient for Escambia County, FL. The

table is organized by most to least populous jobs of

the top 25 industries in the region.

Credit unions has a location quotient of 12.21,

which makes it the most highly concentrated

industry in the area.

Residential mental health and substance abuse

facilities, as well as civilian federal government

positions, are the only other industries that are

significantly more concentrated relative to the

state of Florida.

Commercial banking and temporary help ser-

vices are expected to experience the most nega-

tive growth in the region.

Plumbing, heating and air-conditioned contrac-

tors are expected to grow by 33% within five

years, though several other industries will be

growing by more than 20%.

Local, state and federal government jobs make

up many of the top 25 industries. They also tend

to provide better earnings for the area.

Restaurants make up two of the top five local

Rosa County, FL, professional and business services, pictured in orange to the

Leisure and hospitality, despite future growth of approximately 10%, is

well below the median EPW. It’s average is around $16,000 while the me-

dian is over $43,000.

Every industry is projected to grow positively, with information, profes-

sional services, education and financial leading the pack..

However, despite tremendous growth, information’s growth should be

kept in perspective. The 24% growth will come from only 200 jobs in this

industry.

Similarly, agriculture’s 7% growth only means the addition of 23 new jobs

by 2018.

Trade, leisure, financial activities and other services will continue to grow,

makes it the most highly concentrated industry

in the region.

Temporary help services is the least concentrat-

ed industry in the region with a location quo-

Only two industries, gasoline stations and nurs-

ing care facilities, are projected to experience

negative growth.

The majority of industries are expected to grow

robustly. Of the top 25, nineteen industries are

Hospitals and aircraft manufacturing both have

Escambia County, Alabama. Being the highest paying industry in the

county, manufacturing is pictured in pink to the right of the vertical axis

(Chart 4) and its vertical position indicates that trade’s EPW is significantly

above average for the county. The horizontal position indicates that the in-

dustry is experiencing approximately 13% growth for the next five years. The

upper-right quadrant of the chart, where manufacturing is located, is the

most ideal location for industries. It signifies positive growth and higher earn-

ings per worker for the future.

Information, however, is expected to experience more than 60% negative

growth over the next five years. This may mean a hit to the median

EPW, as Information’s median is one of the highest at over $57,000.

However, the amount of jobs that will feel the impact of this is negligible

within Escambia County. The result will be a loss of 33 jobs.

Every other industry is projected to grow positively, with large increases

for the construction and education industries.

Construction’s jobs will grow by almost 50% in five years, but it will only

had 205 jobs to the market.

Though most industries will see positive growth, the top industries will

still only produce another 1,280 jobs in the next five years.

Despite tremendous growth, the median EPW is still below average for

leisure and hospitality and trade, transportation and utilities.

Leisure and hospitality’s EPW is incredibly low compared to the median,

County, AL, Education and Health services is pictured in light green to the

the industry is experiencing approximately 16% growth for the next five

years.

Agriculture, however, is expected to experience a 7% contraction over

the next five years. This may mean a hit to the county’s median EPW, as

Agriculture’s median is one of the highest at nearly $75,000.

However, the amount of jobs that will feel the impact of this is negligible

within the County. The result will be a loss of 82 agriculture jobs.

location quotient for Mobile County, AL. The table is

organized by most to least populous jobs of the top 25

industries in the region.

Ship Building and Repairing has a location quotient

of 11.09, which makes it the most densely concen-

trated industry in the region.

Rolled Steel Shape Manufacturing is also more

highly concentrated in the region than in the state

with a location quotient of 8.82.

Commercial Banking is projected to decline by

16%. Supermarkets, Hotels, and Federal Govern-

ment jobs are also expected to decline in the area

with contraction rates of (7%), (2%) and (1%), re-

spectively.

Iron and Steel Mills, Computer Systems Design

Services, Engineering Services, and Ship Building &

Repairing are all projected to experience more than

20% growth within the next 5 years.

Several of Mobile County’s industries also provide

high EPW. Three industries in the top 25 have over

at least a $100,000 average of earnings per worker.

Local Government constitutes the two most popu-

lous sectors in the area, though General Hospitals

are close behind.

Florida, the Government sector bubble is pictured in green to the right of

that the industry is experiencing approximately 4% positive growth. The up-

per-right quadrant of the chart, where government is located, is the most

Agriculture, on the other hand, is projected to experiencing a contrac-

tion over the next 5 years, while maintaining a below-average earnings

per worker at $32,613.

Although Agriculture is only expected to decline in jobs by 2%, that still

means a loss of 1,282 jobs for Florida by 2018.

The bubble is still the smallest, indicating that there are much fewer em-

ployees that are affected by this contraction.

Full-Service Restaurants provides the most jobs in

the state of Florida, with Limited-Service Restau-

rants falling in fifth place. Both have very low earn-

ings per worker with $22,066 and $16,313, respec-

tively.

Local Government jobs and Private Hospitals

round out the remaining the top five.

Every industry besides New Car Dealerships is ex-

pected to experience positive growth within the

next five years.

Plumbing, Heating and Air-Conditioning Contrac-

tors is expected to grow by 29% over the next five

years.

Telemarketing Bureaus and Other Contact Centers,

Home Health Care Services, Landscaping Services,

and Warehouse Centers will also grow robustly by

Industry Profile

State of Alabama. Being the largest industry in the state of Alabama, the

Financial Activities sector is pictured in dark green to the right of the vertical

axis. Its vertical position indicates that the sector’s EPW is above average for

the state of Alabama. The horizontal position indicates that the industry is

experiencing approximately 4% growth for the next five years. The upper-

right quadrant of the chart, where Financial Services is located, is the most

ideal location for industries. It signifies positive growth and higher earnings

per worker for the future.

Leisure % Hospitality, though expected to grow 5% in the next five

years, is far below the average median EPW.

Its EPW is $17,036, more than $40,000 less than the median.

The Agriculture and Information sectors are the only industries expected

to contract over the next 5 years, but they also have the fewest employ-

ees.

Despite the contraction, the state will only lose less than 1,000 jobs with-

in these sectors.

Alabama is expected to see positive growth for most of its top industries.

Regional Occupation Growth

Section 3: Regional Occupation Profile

Overview. The final section of this report presents occupational data for each region under review.

Much like the previous section outlining regional industry data, the pages that follow contain a set of

tables reflecting regional occupational data in both a broad and narrow sense. As these are occupation

data, we use Standard Occupation Classification (SOC) codes at the 2-digit (broad view) and at the 6-

digit (narrow) levels. By doing so, we hope to provide a snapshot of current occupations within each

region at the 2-digit level and how the occupations at the 6-digit level are forecasted to change over the

next 5 years.

Table 23 (on the following page) presents the current occupational distribution for each region. The data

reflects employment figures at the 2-digit SOC level. For example, in 2013 Escambia County, FL had

3,260 management positions occurring across all industrial sectors which are present throughout the

county. However, the subsequent tables (Tables 24-31) present 6-digit SOC level occupations with each

table being region specific. Each of these tables contain a series of data points for the 25 most numerous

occupations within its corresponding county, including employment, 5-year projections, location quo-

tient (concentration of the region’s industry relative to its corresponding state; a value greater than 1 indi-

cates the industry is more heavily concentrated in that region relative to its corresponding state), annual

openings, average hourly earnings and education level required. Please note, for the state-level regions

(Florida and Alabama) location quotients have been omitted as they are the regions to which the county-

level regions have been compared.

As with the industry data presented in the previous section, SOC data is available only at the county-

level, therefore, data has not been provided for the Town of Century and ZIP Code 32535. In contrast

with the previous sections, we have only provided bulleted points for the first table in this section. The

remaining seven tables (24-31) speak for themselves as they provide an evolving occupational outlook

for each region.

Table 23 describes the leading occupations across

all of the regions. The occupations encompass more

positions and variety than six-digit SOC codes.

The largest occupation is Office and Adminis-

trative Support. This field has 22,000 jobs in

Escambia County, FL and another 27,000 in

Mobile County, AL.

Farming, Fishing and Forestry is the least popu-

lous occupation in Escambia County, FL.

There are only 1,544 of these jobs across all five

counties.

Similarly, the fields of Life, Physical and Social

Sciences, as well as the Arts, have less jobs in

these regions as well.

In Alabama and Florida, as well, Office and Ad-

ministrative support has the most occupations.

There are over 1.3 million of these jobs in Flori-

da, and almost 300,000 in Alabama.

In Florida, occupations in the Life, Physical and

Social Sciences are the least common positions.

There are 41,455 of these positions.

In Alabama, the least common of the top occu-

pations is in the Farming, Fishing and Forestry

sector. There are only 9,302 positions in this

field.
