Dear Friends, As I write this letter the world is celebrating the rescue of 33 Chilean Miners. As I watched the marvellous rescue take shape I became aware how many nations worked with the Chilean authorities to design and engineer the means of escape. All this for 33 men and yet we find in other situations, nations seeking to wipe out many more men, and women as bombs are thrown and war rages. And they do it without a thought to the families they hurt—life is cheap. On 5th November we remember the threat posed to Parliament by Guy Fawkes all those centuries ago. We give thanks to those who paid the supreme price to deliver us from tyranny in the World Wars and subsequent encounters with belligerent nations on Sunday 14th November. Towards the end of the month on Advent Sunday, 28th November, we will remember God’s gracious provision for the world as we prepare during Advent to celebrate the coming of his Son into the world. In 2 Timothy 2:8 we are asked to “Remember Jesus Christ raised form the dead.” God knows our need to remember—remembering helps with grief, helps us get through tough times and enables to celebrate all our blessings. Jesus Christ, Our Lord left us a special meal and told his disciples to “do this in remembrance of him” (1 Corinthians 11:24). The words ‘Lest we forget’ are often engraved on the Cenotaphs of our land and come to us as a challenge. We are in danger of forgetting the past in pursuit of the present as we selfishly seek to meet our own personal desires. The consequences of these actions will come to roost just as we see overspending bringing the fruit of harsh cuts to public spending. A way to cope with the harsh realities of today is not to forget the Rock from which you have been hewn. Remember with gratitude and cherish all that has shaped our nation and the values that hold each man, woman and child, every life, as valuable. God Bless, Vicky Fleming

‘Craft Company’ This month we meet again at
Dryden House, Mary Cooper’s home on Wednesday 10th
November at 2pm. Last month we decorated plain cotton bags
with stencilling and carried on with some of our own projects.
We are hoping to go out for the day to see the Great Western Embroiders’
exhibition in Cirencester and have a ‘Christmas’ lunch together. If you love
crafting then come and join us for inspiration and encouragement as well as

Celebrating Harvest The church was beautifully decorated—a huge thank you to the St. Mary Magdalene Flower Team for all their hard work. We had wonderful service which our visitors thoroughly enjoyed.
The gifts of fresh produce were given to Gloucester House and the groceries were given to Swindon Food Bank. Our plate collection is going towards the Tear Fund One Family Campaign (find out more on the Tear Fund website) and we are hoping to send a donation of £200—any further contributions can be given to Vicky Fleming, Donald Page, Richard Sansum or William Hiscocks. The School Harvest Service was excellent and it was such a joy to be able to share this with them in our church.

South Marston Parish Council News
Village Expansion
The planning framework remains higgledy-piggledy, as
the effects of the scrapping of the ‘RSS’ system by the new government works itself through. Some things that
seem constant are the government’s desire to build more homes, Swindon’s policy of continued expansion and the
desire of the developers who own or have options on the
land adjoining the village to develop.
Swindon Council is currently re-writing its ‘Core Strategy’ document. Like
last year’s draft it will govern planning policy in the borough for years to
come. It includes the overall level of expansion, the proposed sites and the criteria to be applied in the developments. The details of how these
criteria are to be applied in practice are worked through in ‘Supplemental Planning Documents’, such as the one for the village that we are working
on at the moment.
We are invited to make our submissions to this key document. The Parish Council will be looking to re-visit the submissions that we made to
the original draft. We will be consulting the villagers who attended the September meeting and putting details on the website. Please contact

We are concerned that the Swindon Planners have been concentrating
on the Greenfield area of the EDA to the south of the village and have let
the Crown Timber and Thornhill sites, which will be more difficult and expensive to develop, drop off the radar.
We are meeting with the senior planners to thrash out this and other
issues, such as how the infrastructure money generated by the expan-sion is to be spread between the village, the EDA and the wider borough.
We do not see that we can develop the village plan further until these matters are clarified.
All of this uncertainty is very frustrating but seems to be generated by
a change in the planning system towards what David Cameron calls ‘localism’. South Marston is where what that means is being worked
through.

Results of the Village Development Workshop – 15th September 2010
Over 50 South Marston residents attended a workshop at the South
Marston Hotel on 15th September with the aim of identifying some of the
infrastructure and design features and facilities that they would like to see incorporated into the village development. It is intended that these ideas
will be submitted by the village for Swindon Borough Council to incorporate into the South Marston Supplementary Planning Document (SPD).
In some areas the views of the village were very clear but further discussion is
required in others. Issues on which the attendees had a clear preference included:
ο Mains sewerage for all new and existing properties
ο Eco-friendly design of all new buildings
ο Housing specifically designed for elderly people
ο Community shop, with Post Office delivery/collection service
ο Retention of current recreation ground and its expansion in the village
central area
ο Daytime bus service through the village centre
ο Safe pathway/cycleway between village and Gablecross
Areas which required further consideration included:
ο School
ο Provision of housing as live/work units
ο Village Hall and medical facilities
ο Footpaths
Traffic management (noting that problems of speed and volume of traffic could not resolved by footpaths and crossing points alone).
There was concern that a ‘wish list’ of facilities may drive the design of the village and therefore it was
important that the list was prioritised – many
residents would prefer to sacrifice some facilities for fewer houses.
A discussion of ‘Piecemeal’ development (which may start out small but increase in size over a number of
years in an uncontrolled manner) versus ‘Integrated’ development (where a final design is agreed at the outset, thus preventing additional development in the
medium to long term) also took place.

High Speed Broadband
BT has not included Stratton St. Margaret’s telephone exchange in its
current plan for the roll out of high speed broadband (up to 40mb). However the BT promotion the ‘Race to Infinity‘ gives you the
opportunity to fast track Faringdon/Stratton St Margaret to get BT high speed broadband sooner rather than later.
The BT website http://www.racetoinfinity.bt.com/home
encourages local people to ‘vote’ to have the exchange upgraded. The
five areas in the UK with the largest percentage of votes by December 31st 2010 will win the chance to bring high speed broadband to their
area. BT will also donate £5,000 of computer equipment to a local community project.
South Marston and Stratton may not win
the race this time but a very high percent-
age of votes will encourage BT to include the Stratton St. Margaret’s exchange as a
priority in future plans for the roll out of high speed broadband.
Higher broadband speeds are not just
important for leisure and business; higher speeds also provide
opportunities to improve access to learning and healthcare services.
Please encourage all your contacts who use the exchange to log on and register, especially the businesses in the area.

Although there was a preference for ‘Integrated’ development, many people
were still undecided and need further information before deciding.
The Parish Council are now considering the next steps, with the aim of
developing the village’s input to Swindon Borough Council’s Supplementary Planning Document for South Marston.

ILL WIND Update on the Honda Wind Turbine Application
BLIMP FLIGHT A SUCCESS!
We finally had some luck with the weather, and the
blimp flew for a full 8hrs on 15th October! The impact of being able to see just how high the turbines will be
cannot be underestimated. It was flown at the full height of 120m, however for the purposes of clarity a
ribbon was tied at the point where the hub will be
(79m). It is worth noting that the hub will be some 5m in diameter, and you would need to place an overall
blade diameter of 82m around that.

Recent Events Annual Holiday to Exmouth 4th – 8th October 25 people went on the holiday, which was a success. The weather was good, with no rain during the day. Evening entertainment varied from Boys Brigade
music using hand bells, a singer who also played various instruments to a light hearted game of bingo. Below are some quotes from members on the holiday.

The latest news from our village school:
We have been very busy this
term at South Marston C of E
Primary School.
The new children in Reception
have made a fantastic start to
school, many of whom are from
our village. They are really
enjoying making new friends and
have already started to explore
the village on their famous welly
walks!
We were all particularly excited
about the Mr Men dressing up
day on the 21st October and
seeing their amazing costumes.
We are looking forward to the
start of hot meals being served
in the new school dining room
after half term. The children
have already been wowed by the
food they tasted in a special
after school tasting session and
are excited about trying more
of the healthy meals available.
We are in the process of naming
the new school dining room and
would welcome any suggestions.
Also this term we have already
made some important links with
other local schools. Class 4 have
made a link with Bishopstone
Primary School and have
enjoyed visiting Swindon Town
Football Club together before
returning to our school to work
together on Maths problem
solving involving the dimensions
of the football stadium and
souvenir prices.
Class 3 have also made a link
with Oaktree Primary School
and have had fun looking at
similarities and differences
between themselves and the
locations of their schools. Our
children really enjoyed showing
them our village location. We
look forward to more exciting
opportunities with these
projects.
