2. DEFINITIONS Incubatee : SME who is recruited by a primary business and technology incubator in an economy, and who has a plan to expand its business across the border. Primary Incubator : incubator in an economy who recruited an incubatee, and takes the initiative to find incubator in another economy for a co-incubation program in facilitating the incubatee. Co-incubator : incubator who accepts the initiative from the primary incubator at the other economy, and will operate the co-incubation program together with the primary incubator in facilitating the incubatee
