But on a per capita tax basis, we paid only PhP 71 in 2009 and PhP 68 on the
average for 2007-2009.
Does that make us a nation of tax evaders?

Batanes and Guimaras do not spend much but
have low poverty incidence.
Also noteworthy is Pampanga, a high income-,
large population-, low expenditure per capita-
province with low poverty incidence.
Could this be an indication that the
Pampaguenos/Pampanguenas are among
our hardest working kababayan?

Provinces with the lowest expenditure on
education/health include provinces with zero
expenditures raising questions on the correctness ofthe accounting procedures/classifications followed. As
may be expected, per capita expenditures on health
correlate highly with health indicators like total health
personnel per 1000 population and number of
barangay health stations per 100,000 population.
Sadly, they are not significantly correlated with
outcome health variables like percentage of birth less
than 2500 grams and proportion of households with
access to safe water supply.

-

High income provinces generally spend more for education and health
than the rest of the provinces.
-

And even among the low-income provinces, relative expenditure on
health does not suffer.
-

However, among the low-income
provinces, it is the relative expenditure on
education that is much less compared to
the high-income provinces. Humancapital is therefore one of the first to be
eroded by lack of financial capital
