    Most dependent on the IRA for their income are the following

    provinces: Samar, Lanao del Sur, Sulu, Maguindanao,Romblon, Dinagat Islands, Saranggani, Kalinga, Sultan

    Kudarat, and Northern Samar. All of them belong to the

    poorest poverty clusters 1 or 2, except for Kalinga which

    belongs to poverty cluster 3.

    Provinces which receive the least IRA are Batanes, Camiguin,

    Siquijor, Biliran, Dinagat Islands, Guimaras, Marinduque, Mt.

    Province, Romblon, and Catanduanes.

    The two good governance models among small

    provinces with low provincial income but also lowpoverty incidence, namely, Batanes and Guimaras,

    receive very little from the IRA.

    Provinces which were least dependent on the IRA forthe period 2007-2009 were Bataan, Rizal, Cavite,

    Palawan, Aklan, Bulacan, Compostela Valley, Benguet,

    Zambales, and Laguna. Except for Aklan, Compostela

    Valley, and Palawan, all these provinces belong to the

    non-poor poverty clusters (4 or 5).

    made by Batanes, Ifugao, Catanduanes, Siquijor, and Camiguin. The same

    five provinces, in a different order, spent the most on health for 2007-2009.

    Provinces with the lowest expenditure on

    education/health include provinces with zero

    expenditures raising questions on the correctness ofthe accounting procedures/classifications followed. As

    may be expected, per capita expenditures on health

    correlate highly with health indicators like total health

    personnel per 1000 population and number of

    barangay health stations per 100,000 population.

    Sadly, they are not significantly correlated with

    outcome health variables like percentage of birth less

    than 2500 grams and proportion of households with

    access to safe water supply.

    than the rest of the provinces.
