What is regional disaster prevention plan? Regional disaster prevention plan set forth, in accordance with Disaster Measure Basic Law Article

No.42, protect town people’s life, health and properties from disaster and with a objective of mitigating damages of disaster, plans setting forth disaster prevention, disaster emergency measures and implementation of renovation from disaster.

地域防災計画は、災害対策基本法第 42 条に基づき、利根町に係わる災害から町民の生命・身体・財産を保護し、災害による被害を軽減することを

目的として、災害予防、災害応急対策、災害復旧の実施等を定める計画です。

★ Background of plan amendment 計画修正の背景

Tone town has reviewed disaster prevention plan in order to which Tone town has not experienced before such as East Japan Large Scale Disaster, Guerrila Rainfalls in the recent past, Hurricane, Large scale Taihoon etc.

平成 23 年に発生した東日本大震災をはじめ、近年のゲリラ豪雨、竜巻、大型台風等、これまで経験したことのないような災害に対応するため、利

根町地域防災計画の見直しを行いました。

In reviewing, reformation has been made in consideration of disaster prevention basic law, national guidelines and also taking into account of public opinions by executing public comments.

見直しにあたっては、災害対策基本法等の改正や国の各種指針に基づくと共に、パブリックコメントの実施による住民意見を取り入れて策定しまし

た。この計画を実現させるためには、「自助、共助、公助の連携による相互協力」が必要となります。

Protect your life by your self. Mainly from disaster prevention in advance, in disaster occurrence when reliance on others are infeasible, your life depends on your own effort. 自らの身は自ら守ることです。主に事前の防災対策から、他人に頼れない発災時に、災

害での命を左右するのは、自助努力にかかっています。

Co-defense 共助

In circumstances where individual or a family cannot help, cooperation with neighbours are imperative. Especially, it becomes necessary from immediately after occurrence of disaster and evacuation and post-disaster stages. 個人や一家

庭の力だけではどうにもならない状況において隣近所同士で助けあうことです。特に、発災直後から避難や後片付

けの段階では、必要となります。

Public assistance 公助

When the town people’s power is not effective, the last resort will be public assistance. Operation of evacuation places, post disaster lives, temporary houses, relief money will be assistance of the public during life restoration period. 町民の力では、どうにもならない状況での 後の受け皿といえるでしょう。避難所運営をはじめ被災

生活から、仮設住宅や給付金など、生活再建段階で力となります。

Tone town disaster prevention plan consists of 7 chapters. Each setting forth the following disasters. Regional disaster prevention plan has two volumes of Main Plan and Appendices.

利根町地域防災計画は 7 編で構成し、それぞれ次の災害について定めています。

Assuming the larges scale rainfalls with Tone river and Kokai river over flooded with rainwfalls

People living in assumed region must confirm usually the evacuation places, preparing goods for emergency cases Also, in case of disaster occurrence is expected, please bear in mind for earlier evacuation. It is risky when water invasion starts.

Details are publicized in home page of town. 利根川・小貝川が大雨によってはん濫した場合で 大規模の雨

が流域に降った場合を想定しています。

浸水想定区域内にお住まいの方は、日頃から避難場所を確認し

たり、非常持出品を準備する等の対策をとることが必要です。

また、災害発生のおそれがある場合は、早めの避難を心がけて

ください。浸水が始まってからの避難はかえって危険なことがあ

ります。

● Earthquakes [in case of occurrence of magnitude 7.3 (similar to Hanshin-Awaji Large-scale Earthquakes in the southern part of Ibaraki Prefecture)]

地震【茨城県南部でマグニチュード 7.3 の地震（阪神淡路大震災クラス）が発生した場合】

Disaster is assumed Magnitude 6 for larger area of town. Detail is published in the town home page.

Also, Central Disaster Meeting in 2013 December published [report of earthquake source model and magnitude diffusion/Tsunami height in case of metropolitan direct M 7 class and Sagami Traft]

According to report, this town is assuming magnitude of lower level of 6 to higher level.

震度は、町内の広い地域で震度６弱が想定されています。

また、平成 25 年 12 月の中央防災会議で「首都直下のＭ７ク

ラスの地震及び相模トラフ沿いのＭ８クラスの地震等の震源断層

モデルと震度分布・津波高等に関する報告書」が公表されました。

報告書によると、本町の想定震度は「震度６弱～震度６強」が見

込まれています。

There is high probability of liqufication for the large area of the town. Risk of affect to buildings due to liqufication is assumed to be high. Detail is published in the town home page.

町内の広い地域は液状化する危険度が高くなっています。液状

化による建物被害が発生する可能性も大きいと想定されます。

Agreement In town, in order to attain total and smooth implementation of disaster measures, mutual cooperation of organization (private bodies. Private enterprisers, social welfare facility etc), Is planned for mutual assistance and materials supplies. ◇協定の締結◇

町では災害対策の総合的かつ円滑な実施を図るため、各機関（民間団体、民間事業者、社会福祉施設等）との相互応援や物資支援等の協定締結を図

ります。

Town people Let’s participate in disaster prevention training of distruct self defense training.

地区の自主防災組織が行う防災訓練や各種活動に積極的に参加しましょう。

Enterprises

Enterprises should actively participate in regional disaster prevention training as community group, and tie up with self defense organization and firefighting organizations. ◇企業のとりくみ◇

企業は地域コミュニティの一員であり、地域の防災訓練等へ積極的に参加し、自主防災組

織や消防団等と積極的な連携を図りましょう。

Self prevention organization promotion Town promotes importance of self defense organization to the town people, promote formation of self defense organization and for already acting or starting to act self defense organization, assist leader to develop as organization center. ◇自主防災組織の育成◇

町は、町民に対し自主防災組織の役割の重要性を

啓発するなど、自主防災組織の結成を促進するとと

もに、既に活動している、又は活動を始めようとし

ている自主防災組織に対しては、組織の核となるリ

ーダーの養成を支援します。

Town people action

Let’s carry out anti-earthquakes assessment of your own houses and anti-earthquakes improvement. Also, prevent falling of furnitures by L type tools and expansion tools. ◇町民のとりくみ◇

自宅の耐震診断や耐震改修を行いましょう。

また、Ｌ型金具や突っ張り棒等で家具の転倒防止を行いま

しょう。

Town people and enterprises’ action For block walls falling possibility, Let’s

make its structure strong against falling. ◇町民や企業のとりくみ◇

ブロック塀等の倒壊の可能性があるものは倒れにくい構造

にしましょう。

Promotion of inflammables of buildings Town train fire fighting for new buildings and expansion, and various improvements for existing buildings. ◇建築物の不燃化の推進◇

町は、建築物の新築や増改築の際に防火指導、既存建築物については防火上の各

種改善指導を行います。

地域の危険箇所を確認して自宅周辺や避難路にどんなリスク（危険）があるか確認し

ましょう。

豪雨時には日頃の状況と少しでも異なること（にごり水等）がないか自分の目や耳で

確認しましょう。

Landowners In order to prevent disaster occurrence, let’s carry out necessary disaster prevention measures. ◇所有者等のとりくみ◇ 危険箇所での災害発生を防ぐため、必要な災害防止対策工事を行いましょう。

Publicity of high risk dangerous points of sharp slopes collapse In town, there are 12 points of high risk sharp slope collapse. 定期的な点検のほか、豪雨時には防災パトロールを強化

します。

Disaster prevention promotion Town requests to the land owners of necessary disaster prevention for dangerous area (barrier walls, water discharge facility) ◇災害防止対策の推進◇

町は、危険箇所について必要な災害防止対策の工事等

（擁壁、排水施設）の実施を所有者等に対して要請しま

す。

Enterprises In case of disaster occurrence, prompt

road control. Town and construction companies who will agree with town must be ready for prompt counter measures. ◇企業のとりくみ◇

災害発生時には迅速な道路啓開が必要となります。町と

協定を締結する建設業者等は、災害発生時に迅速な対応が

出来るようにしましょう。

Network of land and air transport network Town designates road as emergency transport road which connect disaster prevention points in prefecture and emergency transport points. Also, as the case may be, a temporary heliport will be designated as intermediate transit hubport for emergency transport. ◇陸上及び空の交通手段によるネットワーク◇

町は、県内の防災拠点や緊急輸送拠点とつながる道路と町役場や避難所等を結ぶ道路

を緊急輸送道路として指定します。

また、必要に応じ緊急輸送の中継基地となる臨時ヘリポートを指定します。

Transport restriction related with emergency transport In case of disaster occurrence, transport restriction shall be carried out for rescue and prevent of disaster expansion. ◇緊急輸送に伴う交通規制◇

災害発生時には、救助・救急及び災害の拡大防止等のために交通規制を実施します。

Regional measure Self defense firefighting organization shall

carry out primary firefighting training, rescue training. Also, due to importance of emergency care for life saving, participate in workshop by experts. ◇地域のとりくみ◇

自主防災組織等は、初期消火等の防災訓練、救助訓練を定期的

に実施しましょう。また、応急手当は救命のために極めて重要で

あることから、専門家による講習会等には積極的に

参加しましょう。

Prevention of fire Town, in cooperation with firefighting stations, shall promote [extinguish fire if earthquakes are felt and periodical cleaning and inspection etc] ◇出火予防◇

町は消防本部と協力して、「地震を感じたらすばやく火を消す、定期的な

清掃と点検等」の普及啓発を図ります。

Strengthen of firefighting forces Development of firefighting forces and strengthening and secure the firefighting water facility and firefighting vehicles and equipment. Also, mutual cooperation system. ◇消防力の強化◇ 消防組織の育成や強化を図り、消防水利の確保や消防車両・資機材の充実

に努めます。また、相互応援体制の整備に努めます。

Rescue and operation strengthening Promote rescue forces and improve rescue activity system. By cooperating with concerned organization, establish rescue transport system. ◇救助力・救急力の強化◇

救助隊の設置や救助活動体制の整備を図ります。

関係機関との連携強化による救急搬送体制の確立を図ります。

★ Rescue of Affected people 被災者支援のための備え

★ Preservation of foods and drinking water 食料や飲料水の備蓄

Town people Confirm emergency evacuation places and

designated rescue routes. Also, confirm high risk area nearby.

Also, talk at home about disaster prevention and communication method and assembly places in advance. ◇町民のとりくみ◇

指定緊急避難場所・指定避難所や避難する道（避難路）を確認し、

付近の危険箇所も把握しましょう。

また、家庭で防災の話し合いを行い、連絡方法

や集合場所などをあらかじめ決めておきましょう。

Regional cooperation Self defense organization confirm where aged

people and handicapped people live and people who need assistance in evacuation in case of disaster and establish system for prompt guiding those people for evacuation.

Also, self defense organization shall carry out training for evacuation operation assuming disaster occurrence. ◇地域のとりくみ◇

自主防災組織等は地域内の高齢者や障がい者など、災害時の避難

行動に際し支援を必要とする方の居場所を確認して、避難誘導を速

やかに行える体制を作りましょう。

また、自主防災組織等は災害想定をした避難所運営の訓練を行い

ましょう。

Evacuation places School facility has been completed with anti earthquake strength as evacuation places and anti-earthquake is warranted. From now on, facility’s walls and ceilings shall be carried out with anti-earthquakes assessment and promoted with anti-earthquakes. Also, communication equipment and emergency generators shall be rehabilitated. ◇避難所の整備◇

避難所となる学校施設は耐震補強が完了し、耐震性が確保されています。

今後は施設の壁や天井等の耐震診断を実施し、耐震化を進めます。

また、通信機材、非常用発電設備等の整備に努めます。

Designation of evacuation places Town will designate evacuation places for people evacuating from danger. ◇避難所の指定◇ 町は、災害の危険から緊急に逃れるための避難所等（指定緊急避難場所、

指定避難所、福祉避難所）を指定します。

Make registration list of persons needing assistance for evacuation

Town will make registration list of people needing assistance of evacuation. Also, for providing information, due care will be paid for preservation of personal information. ◇避難行動要支援者名簿の作成◇

町は避難行動要支援者の名簿を作成します。

また、この名簿の情報提供に際しては個人情報の取り扱いに十分留意しま

す。

Town people Minimum three days’foods and drinks must be kept for emergency case.

◇町民のとりくみ◇ 低 3 日分の食料・飲料水・生活必需品の備蓄、非常持出品の準備を行いましょう。

Regional cooperation Try to preserve self defense disaster prevention organization for foods, drinks

and blankets. Also try to preserve them at home. ◇地域のとりくみ◇

自主防災組織等で食料・飲料水・毛布等の備蓄に努めましょう。また、家庭での備蓄を呼びかけましょう。

Promotion of storage of foods, water etc for disaster Town secure preservation facility and necessary foods. Also, try to make agreements with other organizations and enterprises for disaster assistance cooprration. ◇防災用備蓄の推進◇

★ Disaster prevention education 防災教育

★ Town 町の体制

In case of occurrence of large scale disaster, [Tone town disaster measures headquarter] will be set up and promote emergency rescure action. If town only s not enough to carry out emergency rescue operations, then prefecture, state and self defense organization shall be requested for assistance for reinforcement. Also, on-Site headquarter by volunteers shall be established at Tone town Sukoyaka Center or Communication Center and assist activity by volunteers. 大規模な災害が発生した場合、「利根町災害対策本部」を設置し、災害応急対策活動を行います。

町だけでは災害応急対策活動が十分に行えない場合は、県や国、自衛隊等に応援要請を行い、人員や資機材を確保して態勢を整えます。また、ボラ

ンティア現地本部を利根町民すこやか交流センターに設置し、ボランティア活動を支援します。

★ Attention to people needing evacuation assistance 避難行動要支援者への配慮

Disaster prevention education for students etc Carry out disaster prevention education to students and promote expansion of knowledge and levelling up of disaster prevention consciousness. ◇児童生徒等への防災教育◇ 児童生徒に対し防災教育を行い、防災に関する知識の啓発、防災意識の高揚を図ると共に防災訓練の充実に努め

災害発生時には、隣近所にお住いで居宅に取り残された避難行動要支援

者に声をかけ、安否確認や避難の支援を行いましょう。

Town people needing assistance for evacuation Try to deepen communication with neighborhood from usual daily life and establish relation on regional basis. ◇避難行動に支援が必要な町民のとりくみ◇

隣近所と日頃から交流を深めるようにして、地域で

助け合える関係づくりに努めましょう。

Confirm whereabout/rescure operation At the time of occurrence, availing list of people needing evacuation assistance, confirm where about of each person who are left behind at home and whether they need evacuation assistance or not and carry out rescue. ◇安否確認・救助活動◇

発災時には避難行動要支援者名簿を

活用し、1 人 1 人の居宅に取り残され

た避難行動要支援者の安否確認、救助

活動を行います。

Information disptach In case of occurrence, provide information related to disaster and evacuation. ◇情報の発信◇

発災時には、災害に関する情報や避難に関する情報等の提供を行い

ます。

★ Rescue, medical care etc 救出・救助・医療活動等

★ Drinking water, foods,goods necessary for daily life 飲料水・食料・生活必需品の供給

Firefighting. Water prevention In tie up between firefighting headquarter and firefighting

forces will conduct firefighting activities (fire distinguishing and rescue)

In case of over flooding of water, water prevention organization (firefighting forces) will act. ◇消防活動・水防活動◇

消防本部と消防対策部（消防団）が連携して消防活動（消火・救急・救助）を行います。

水害のおそれがある場合は、水防団（消防団）が水防活動を行います。

Medical activity Based on the damages information, medical care center will be

set up and carry out medical activity and in case of necessity, request assistance to Toride City Medical Association and prefecture.

Also, many number of people suffered from damages, request dispatch of DMAT, medical rescue team. ◇医療活動◇

被災情報をもとに医療救護所を設置し、医療活動を行うとともに、必要に応じ取手市医師会

や県に応援を要請します。

また、負傷者が多数発生した場合は医療救護チーム（ＤＭＡＴ）の派遣を要請します。

Provide drinking water, foods and daily goods at evacuating places 避難所等で飲料水・食料・生活必需品を提供します。

Provision of water

Town will conduct preferred water supply in rescue places. Hospital, social welfare facility, evacuation places etc.

Conduct water supply activity from drinking water cum anti earthquake water reservoir (Tone Middle School, Former Fukawa Primary School) ◇飲料水の供給◇

町は、救護所・病院・社会福祉施設・避難所で優先給水活動を実施します。

飲料水兼用耐震性貯水槽（利根中、旧布川小に設置）からの給水活動も実

施します。

Foods/ daily life goods In case deficiency of preserved goods in town’s

facility, with assistance of state and prefecture, and mutual cooperative bodies, provision will be offered. ◇食料・生活必需品の供給◇

町の備蓄物資等で不足する場合は、国・県からの支援のほか、相互応援協

定の締結先からの支援を受けて提供します。

Town people Household who have water tube well will cooperate for providing drinking water. Also, in case surplus foods and daily goods (clothes and blankets)preserved at home, please provide them to regions and evacuation places etc and help each other. ◇町民のとりくみ◇

井戸を所有している家庭では、災害時の飲料水としての提供に協力

しましょう。

また、家庭内で備蓄している食料や生活用品（衣料や毛布）等の余

裕がある場合には地域や避難所等に提供するなど、お互いに助け合い

ましょう。

Regional cooperation When providing goods to those who are not evacuated into places (aged people and those needing care), self defense organization and autonomous body shall cooperate. ◇地域のとりくみ◇

避難所に避難していない被災者（高齢者等の配慮者）に支援物資を

配布するときは、自主防災組織や自治会等が協力しましょう。

Coping against disaster by village people and community

Those who are not suffered from damages are requested to cooperate with self defense prevention organization for primary firefighting activities. Also, cooperate with self defense prevention organization for rescue of people needing rescue and damaged people. ◇町民や地域のとりくみ◇

ケガをしていない方は安全確認した上で、自主防

● Life at evacuated places 避難所での生活

In case of long evacuation life is necessitated, co-living with many town people is necessary. For which, operation of evacuated places become necessary by evacuated people.

Specifically the following items are considered: ・Establishment of evacuated places operation system, making rules of live at evacuated places.

Assistance to those needing special care ・Distribution of foods and drinking water, execution of boiled foods, distribution of goods and

cooperation to supply ・Execution of patrol for safety, attention to privacy protection ・Attention to women, (changing clothes, breast breeding, keeping drying area) ・Measures for accompanied animals to evacuate (rule) ・Measures against mid-long-term evacuation life (bathing assistance, infectious disease) etc

長期にわたる避難生活となる場合には、多くの町民と共同生活を送ることになります。そのため、避難者による避難所の運営が必要となります。具

体的には以下に示す項目等が考えられます。

・避難所運営体制の確立、避難所生活ルールの作成、配慮者の支援

・食料や飲料水等の配給、炊き出しの実施、物資の仕分け及び配布への協力

・防犯パトロールの実施、プライバシー保護への配慮

・女性への配慮（着替え、授乳、物干しスペースの確保等）

・ペットの同行避難への対応（ルール化）

・避難生活の中長期化への対応（入浴支援、感染症対策等） ほか
