Tom’s Commitment• Lead by example. The Mayor’s office will be the leader in quality,

customer service and work ethic• Create and implement an aggressive road and infrastructure plan

and a sustainable parks and recreation program• Implement and maintain a comprehensive economic development

plan that will excel at business development, job creation and revenue growth

• Review all city departments and reorganize where needed to serve the community’s needs more effectively and develop ways to use resources more efficiently

• Create and institute a plan where all departments will develop standard, proven processes to measure explicit, quantifiable and measurable results

Tom’s Commitment• Actively recruit and encourage Gahanna residents to apply for key city

positions• Review our tax abated areas (CRA’s) and tax increment financing

districts (TIF’s) to confirm they’ve met their commitment to job growth and tax revenue generation and adjust each agreement if commitments aren’t met

• Work with council to earmark and commit a percentage of the general fund for specific uses such as roads and infrastructure

• Find new, non-tax revenue and implement tighter cost controls, cost containment and cost avoidance measures by encouraging collaboration with other municipalities

• Establish neighborhood commissions or working groups to build better communication channels with the city and its residents that will help guide planning and reinvestment strategies for all four wards of the city

Other IssuesOther important issues that will also be addressed in the first 12 months of my term include:

- Building meaningful and lasting relationships with our school district and township partners;

- Leveraging our location and proximity to Port Columbus, I270, I670, and rail by utilizing these resources in our economic development strategies;

- Creating Gahanna business leader focus groups to discuss methods to capitalize on our business community experience and knowledge;

- Incorporating programs to work with our Gahanna youth to better understand their living, working and leisure needs to reduce Ohio’s “brain drain”; and,

- Re-engaging our many civic organizations to bring new, young energy to help offset member loss.

BackgroundOther Accomplishments - Encouraged and supported creating a fulltime development director in

1992 and 1993- Requested the first financial impact analysis tool used to evaluate

development and annexation costs- Encouraged and supported the funding of street rebuilds in Royal Manor

and Brentwood- Jointly led council effort to fund repairs to the failed sanitary sewer system

in Royal Manor and Brentwood during terms as Ward One representative

BackgroundOther Accomplishments - Successfully led an effort in 2013 and 2014 acquiring a $1,000,000

disbursement from the State of Ohio Capital budget to help fund the city's fiber optic network expansion

- Created the first official joint collaboration committee of council that included the city, township and schools (Gahanna Joint Committee)

- Worked as representative of Gahanna City Council on School compensation agreement

- Encouraged and supported the intelligent traffic signal interconnect project that led to the current fiber utility that has reduced cost and is generating alternative revenue for economic development
