You can't call a lie a lie, and you can't speak out even when something strange is happening." So commented Yumi Kikuchi, a former businesswoman turned environmentalist and peace activist, during the 10th Annual Tokyo Peace Film Festival (TPFF), held Sept. 21-23 at the National Olympics Memorial Youth Center in Tokyo's Shibuya Ward, drawing a total of some 800 to 900 participants. Kikuchi, the festival's founder and producer, made the statement during an onstage discussion with former diplomat Ukeru Magosaki, which covered issues including Japan's need to reconsider its relationship with the militarily adventurous United States, and Tokyo's recent problematic selection as the 2020 Summer Olympics host in light of the ongoing crisis at the Fukushima No. 1 Nuclear Power Plant. truly confronting the matter of life itself,"Kikuchi told the Mainichi. "With all of the issuesnow facing our health, such as radiation, GMOsand chemicals in our food, we must now beginconfronting the matter of what we can do toensure our own survival."

Among the festival's lineup were overseas filmsthat turned a critical eye toward an array ofsocioeconomic issues, including "Shock

Doctrine," "War on Health" and "The Future of Food," as well as domesticdocumentaries looking at issues of Japan's wartime history, its presently endangeredConstitution, the consequences of the Fukushima nuclear disaster, and the dangers ofits ongoing nuclear policy.

"Welcome to Fukushima," a documentary by Belgian director Alain de Halleux, lookedin-depth at the lives of several families from the town of Minamisoma -- utilizingimagery and music that were both understated and yet hauntingly powerful in order toconvey the ongoing pain experienced by Fukushima citizens following the 3.11disaster.

"The Tokyo Electric Power Company is responsible for destroying so much nature thatwas left to us by our ancestors, and the trees who live here have had no say in thematters affecting them -- whether contamination or decontamination," one localresident who appeared in the film said poignantly. Another scene showed a workerengaged in the process of decontamination, who went on to comment, "The processof decontamination has to take place all year long, throughout all four seasons, and itis exceedingly difficult. Who is going to do it? And when will it ever end?"

The festival also featured various speakers, including journalist Mika Tsutsumi, whocovers the connections between militarism and poverty in the United States;environmentalist and writer Yu Tanaka, who strongly advocates a large-scale shift tonatural energy sources; and Hitomi Kamanaka, a filmmaker who has made sixdocumentaries to date focusing upon various aspects of radiation and nuclear policy inseveral countries across the globe.

During her talk, Kamanaka showed clips from her forthcoming work, titled "A Canon ofLittle Voices," which aims to bring to light the concerns of Fukushima mothers. Whilemaking the film, Kamanaka also traveled to Belarus in order to discern possiblelessons to be learned from the country's experience following the nearby Chernobylnuclear disaster in 1986.

"Everyone thinks that the majority of thyroid cancers in Belarus were attributed tocow's milk, but that is untrue," she said. "In fact, 60 percent came from internalradiation exposure via breathing air-borne particles -- which means that the samedangers also exist in Japan.

"Citizens in Belarus have access to free-of-charge contamination maps of all localareas, which are updated every five years -- but authorities in Japan have no plans tocreate any such thing," she continued.

"Additionally, there are other types of illnesses besides thyroid cancer for which peoplehere are at risk -- and the borders of the danger do not stop with FukushimaPrefecture," she added. "Officials in Japan are therefore underestimating the situationon two levels: types of illness, as well as the areas being affected."

"Based upon the geographic area affected by the Chernobyl disaster, I recommendthat all children in Japan under age 18 be tested for the effects of radiation --particularly those who evacuated from Fukushima and are now living elsewherethroughout the country, who may have already suffered internal radiation exposurethrough air or food."

The film festival also included two panel discussions featuring professionals and

grassroots activists from both within and outside Fukushima Prefecture, whichexplored issues such as the health effects of radiation, food safety, and the efforts ofmothers to protect their children -- and were followed by interactive workshops withfestival participants.

"Our event subtitle is 'utilizing the power of film to feel, communicate and connect,'"Kikuchi commented. "This captures exactly what our festival is about: the power ofconnection."

In addition to the TPFF, the Peace Film Club also hosts additional events throughoutthe year, and encourages members to organize their own film screenings in order tokeep informed on social issues of interest. (By Kimberly Hughes, Staff Writer)
