The study illustrates the challenges facing our region
and identifies wide geographic and racial disparities
in terms of access to economic opportunity, quality
schools and affordable health and wellness services.
The main issues identified include: There are wide geographic and racial dispari-
ties in terms of income, poverty and access to economic opportunity.
Across the region, student perfor-mance on math standardized tests declines dramatically between 4th and 8th grade.
There is a sizeable group of 16-24 year olds—particularly young males—who are not in school and not in the labor
force.
Moving forward, we will use this
data to determine our fundraising
priorities and make decisions regard-
ing our community investments.
Here’s the good news: the Washington, DC region is one of the most prosperous areas in the nation.
Six of the ten wealthiest counties in the United States are in our
region. Even in these tough economic times, our area leads the
nation in economic confidence. We have many excellent schools
in several high performing school districts, high-paying jobs and
low rates of unemployment. Many of us live very well.
Unfortunately, we know that’s not the whole story. Someone you know is just one paycheck away from a financial
disaster; one of your neighbors who doesn’t have health
insurance is dealing with a serious medical condition; and a child
is giving up on his future.
We can do better. Join United Way of the National Capital Area (United Way NCA)
in our effort to provide every person in the region with access
to the building blocks of a higher quality of life: education,
financial stability and good health.

provides us with the baseline data we need
to chart a new course and measure progress.
We engage people in taking meaningful action by
donating, volunteering and advocating on behalf of
people who have not historically been heard. We also
raise more than $30 million annually to support the
work of our nonprofit partners.We have set big goals. With

Through ListeningWe host community conversations to connect with
and learn from members of our community and
ensure that our work is grounded in an under-
standing of what people want and need for their
families and themselves. We listen to and support
our Regional Councils, which are comprised of key
community players. These councils are tasked with
assessing the needs and gaps in services within
the eight regions we serve.

A child who is not reading at grade level by the
4th grade will have difficulty catching up to his
peers; a child who falls behind during middle
school will have difficulty transitioning to high
school and succeeding at that level. And when
a child drops out of high school, he faces great
challenges and reduced opportunities for eco-
nomic gain as an adult.
Unfortunately, across the nation, young people are
dropping out of high school at an alarming rate: 1.9
million per year. This is unacceptable. Our middle
school initiative supports United Way’s national effort
to reduce the dropout rate by 50 percent by 2018.
We have set a goal of increasing student success at
three low performing middle schools within the
region by 2016. By working with teachers, staff and ad-

ministrators; engaging parents; and funding academic
and social supports and interventions we are helping to
ensure 8th graders transition into the 9th grade with
grade-level proficiency in reading and math.
In addition, we are joining with United Ways across the
nation to help struggling readers. In collaboration with
our Team NFL spokesperson Josh Morgan, wide receiver
with the Washington Redskins, we are participating in
the Million Readers, Tutors & Mentors Initiative, which
places volunteers with nonprofit organizations that
work to increase academic achievement and keep stu-
dents on track to graduate from high school on time.

The region’s average passing rates on math assessment tests in 2011 were 85% for 4th graders, but just 73% for 8th graders, which shows a downward trend in performance on these assessments between the 4th and 8th grades.
Our middle school initiative is underway
At Kelly Miller Middle School in the District of
Columbia, we continue to sponsor a team of
City Year members to assist teachers and pro-
vide in-class and after-school tutoring. These
efforts are likely contributing to the school’s
14 percentage point increase in 2013 standard-
ized test scores (DC CAS) in reading and math.
The results showed increases across all tested
subjects, grade levels, and sub-groups. Students
are also being matched with mentors through
our Mentoring Matters collaborative, which
includes Deloitte LLP and 28 participating non-
profit organizations that provide mentoring,
tutoring and professional skills coaching.

We promote financial stability by collaborat-
ing with our partners to prepare individuals
for successful careers.
reconnecting youth to opportunitiesTo place youth on the path to career success, we
are launching two initiatives with the Community
Foundation NCA. We are developing a grassroots
campaign to identify young adults (age 16-24) who
are disconnected from school and work to provide
them with the support and services they need to
get back on track. Second, we are developing a
portal and smartphone app that will more easily
connect young people to education, career and
social services resources.

Nearly 76,000 post-9/11 veterans live in our region
and have difficulty transitioning into the civilian
workplace. To serve this population, United Way NCA
has partnered with six educational institutions, five
workforce development programs and a host of local
employers and nonprofits to help more than 500
veterans attain and maintain gainful employment.
The program provides needed support services to help
veterans access employment and educational benefits,
housing and homelessness assistance, and family and
caregiver support for themselves and their families.

$70 million in tax refund dollars.

physical education funding is likely to go first. For
that reason, United Way NCA partnered with General
Mills Foundation and state government agencies to
invest $800,000 to help schools maintain and increase
their focus on physical education and nutrition.
As a result:
15 schools have provided cooking classes to more than 6,000 students.
35 schools have created vegetable gardens.
In the District of Columbia United Way NCA works
with DC Hunger Solutions and seven charter schools
to increase their capacity and funding for afterschool
meal programs. As a result of these efforts, 9,000
children were served healthy afterschool meals.
In the greater Washington, DC region,
of children ages 10-17 are classified as overweight and obese.
2939%-Our child wellness initiative has served as a catalyst for change by raising awareness of the issues such as affordable eating solutions, educating kids and families about healthy eating habits and the importance of physical activity, and helping youth avoid risky social behaviors.

United Way NCA instituted the Fun, Fly
& Fit youth fitness and nutrition pro-
gram at elementary schools and recre-
ation centers in the District of Columbia
and Prince George’s County, which are
two local areas where rates of obesity
are particularly high. The program helps
children make good nutritional choices
and helps them to develop healthy life-
styles filled with exercise.
Fun, Fly & Fit has reached nearly 35,000
children in more than 100 schools, and
more than $500,000 in physical educa-
tion equipment has been awarded to 15
public schools in Prince George’s County.
